Small town girl makes it big in Punjab PMT

“Don’t be disheartened. Life is long enough to give you another chance. Prove your worth.” These are the views of Bhavna Gupta, who scored third rank in the state in the PMT, the results of which were declared by Baba Farid University of Health Sciences, Faridkot, today.

Hailing from Mullanpur, a small town near here, Bhavna had to drop one year to fulfil her dream. “Last year I was unable to get admission in MBBS due to a lower rank. Though I was disheartened, I promised myself to be rank among top next year. By God’s grace, I have proved my worth in the PMT,” said Bhavna adding that it was not a cake walk to reach this level.

When asked whether her family had agreed to her dropping a year, Bhavna said: “My family just asked me to think twice before reaching any conclusion. Once I decided to drop a year, they supported me.” Bhavna had to commute about 40 km daily to get coaching from a city-based institute. “If you are committed, no one can stop you. It was not easy to travel alone in the bus. But all hurdles have now been cleared,” said an elated Bhavna.

Daughter of a businessman, Bhavna has fulfilled her father’s dream. “He wanted me to be a doctor. Though I expected to top in PMT, I got third rank. I am satisfied. I want to get admission to Government College, Amritsar, or Government Medical College, Patiala,” said Bhavna.

Retiring SMO suspended
Minister blames him for poor hygiene at hospital

Holding him responsible for the lack of cleanliness in the city’s Civil Hospital, the Health Department placed senior medical officer (SMO) Dr US Sooch under suspension on Thursday following an inquiry. Punjab Health Minister Satpal Gosain told The Tribune the action was taken against him after the probe found he was to blame for the poor conditions at the hospital.

Sooch is due to superannuate by the end of this month.

Gosain said the probe had been ordered by him and conducted by the Samrala and Machhiwara senior medical officer, adding the inquiry panel found conditions at the Civil Hospital had deteriorated and Sooch had failed to deliver.

“On May 27 I personally saw the unhygienic conditions prevailing in the hospital. The water taps were leaking and washrooms flooded and I had felt like throwing up. I was shocked on visiting the male ward where mentally challenged patients are housed - it was appalling. I wonder how the patients would like to staying there to get treatment. Anyone not performing his duties would be dealt with sternly. By suspending him (Sooch) I wanted to send a message to everyone concerned”, the minister said.

‘‘However, we’ll give him (Sooch) a chance to come up with his side of story that he can give us in writing. We’re not doing injustice to anybody. I am aware of the fact he was going to retire by the end of this month. We’ll consider his case sympathetically”, he said.

Gosain inspected the hospital following an expose by The Tribune highlighting the plight of patients and the unhygienic conditions prevailing in the hospital.

The action was unjustified as no inquiry was conducted into the case. I wasn’t issued any ‘show cause’ notice or any charge sheet. The rules don’t permit suspending any one in this manner. The health minister only wants to hog headlines by taking such action. The Civil Hospital has been plagued by a staff shortage and I was somehow handling affairs there with great difficulty.

Dissension within Congress comes to the fore
Amarinder confers with party workers over assembly tickets

Dissensions came to the fore during the Punjab Pradesh Congress Committee (PPCC) president Capt Amarinder Singh’s interaction with party activists from four assembly segments in the city here today. A few contenders for the party ticket in the coming assembly elections, including former legislators, faced pointed remarks from their party colleagues.

The PPCC chief, accompanied by local MP Manish Tewari, PPCC vice-president Lal Singh, general secretary Arvind Khanna, DCC president Pawan Dewan, legislators and former ministers, spent two hours with the workers from four assembly segments at Guru Nanak Dev Bhawan.

Party functionaries, including a few Congress councillors, targeted a former legislator, charging him with not only issuing threats to them for opposing his re-nomination from that very assembly constituency from which he had lost the last election, but also hobnobbing with a senior Akali leader during the last Lok Sabha elections.

In earlier meetings the PPCC president used to interact with groups of people separately. Today, all workers had assembled in the hall while Capt Amarinder Singh listened to their viewpoint and answered their questions.

During the interaction, various suggestions came up, which Captain said, will be duly taken note of. On the issue of illegal sale of land by the present government, he pointed out; precious properties had been squandered away. He said there were scores of such cases, including that of the Punjab Institute of Medical Sciences at Jalandhar. “The Congress government will probe the sale of government properties by the Akali-BJP government and all illegal deals will be scrapped.”

A few Congress councillors complained that the Akali-BJP government was discriminating against them. They alleged, the grants were being diverted at the behest of the local MLAs as well as ruling coalition councillors and there was no transparency in the disbursement of grants, which were being given away in an arbitrary manner.

Retired army man treasures sketch Husain drew for him

This proud possessor of a sketch by legendary painter Maqbool Fida Husain, popularly known as the "Picasso of India", who died on Thursday will never be able to forget him.

Nostalgically recalling the moments when the great artist prepared a sketch for him, Col (retd) Davinder Dhindsa said: "Husain gifted a sketch portraying me. I met him while I was posted at Masampur in Assam in 1979. He was a guest of a senior army officer for some days and I got a chance to interact with him. I was overwhelmed by his sweet gesture. Since he knew I came from a farming background the sketch, which dates back to March 14, 1979, depicts an army man on a tractor with bullocks in the front with a victory sign on one of them. There must be something he liked about me which prompted him to draw a sketch for me," he says.

He has gifted the sketch to his son-in-law, Rinku Kahlon, and it is now displayed at the latter’s well known restaurant located on the Link Road leading to Model Town.

"He was a great artist with the heart of a child and knew the art of living life to the fullest.’’ says Dhindsa, who attended some parties with Hussain in the regiment and shared some light moments together. "He was with us for some days and I often saw him clicking pictures of the scenic beauty of the area. He loved to walk on foot and enjoy nature at its best," he shares.

Dhindsa said it was very disheartening Hussain did not breathe his last in his own country. “He was one of the most interesting persons I’ve ever met. In spite of his grey hair he was very young at heart and mind.

His death is a big loss for our country. He was the face of modern art who will always be read, studied and remembered. He seemed ageless, painting until his last days and leaves us with one of India's greatest legacies of art," added Rinku.

Industrialists come forward to adopt parks

A large number of industrialists are coming forward for developing parks and maintaining roads in the industrial area and Focal Point. Most of these parks and roads have either been developed near factories or in other parts of the industrial areas.

Though officials of the Ludhiana Municipal Corporation have started providing them financial aid for this initiative, yet most of the efforts are being done by the industrialists themselves.

Recently, a group of industrialists from the Focal Point Phase VII, under the banner of the Focal Point Industries Welfare Association Phase VII, have adopted five such parks in Phase VII.

SK Sayal, president of the association, said they would be maintaining the five parks adopted by them. “We are an association of 165 industrialists. All of us are committed for the maintenance of parks near our factories so that our area gives a cleaner and greener look,” added Sayal. This association has hired private security guards, sweepers and gardeners as the municipal corporation does not have enough manpower for regular work.

Prior to this, these parks were in poor condition. Heaps of garbage could be seen lying around in the parks. “But now we have got grills installed in most of the parks and beautification work is also going on,’ said Sayal.

Similarly, another industrialist named Gurmeet Singh Kular, vice- president, United Cycle Parts and Manufacturers Association, said they would be maintaining the road connecting the Chandigarh road with Phase VIII of Focal Point.

“We will keep 1.5 kilometer road clean and will also beautify it by planting saplings and flowers along it. Now that we have taken up this initiative, others might also join us for this case, which will ultimately help all people owning factories in the area,” said Gurmeet. Another businessman named Sarbagh Singh Passi, owner of Passi Machine Tools at Phullanwal village, said they had a vacant piece of green belt right opposite his unit.

“It was lying unused for a long time. We had decided to take care of it and now with the help of other residents, we have beautified it. Now, the area look clean. If every person decides to keep the area clean, the entire city will get clean,” said Passi.

200 parks in mess

n There are roughly around 200 parks, including green belts, located at Focal Point alone. Most of them are in poor condition. Now, some industrialists are coming forward to maintain them.

Dumping ground

n The park near Chawni Mohalla is in a poor condition. The fountain installed inside the park is missing and there is also some wild growth. Some other parks in the vicinity have turned into garbage dumps, with area residents throwing garbage there.

Authorities to take steps

n Landscape officer of the municipal corporation Surinder Kumar said they worked hard to maintain all parks. “If there are any parks in poor condition, we will look into the matter,” he said.

Adopt park

n If any industrialist or association wants to adopt a park in the industrial Area or Focal Point, they can contact Municipal Commissioner AK Sinha. All they have to do is submit their request in writing to him. He also urged residents to come forward and at least adopt one park.

Panel wants uniform amount for upkeep of parks

Members of the Park Management Committee (PMC) have demanded that they should be paid a uniformed amount to upkeep their respective parks. Presently, there are 754 parks in the city, and around 350 PMCs.

Apart from parks maintained by PMCs, the remaining parks are maintained by the Ludhiana Municipal Corporation.

In January, the municipal corporation (MC) had revised the rates for management of parks in the city. According to the new order, the MC pays a consolidated amount of Rs 1,500 per month to the PMC for parks measuring up to 1,500 sq yards, Rs 1.5 per sq yards to parks between 1,500 and 4,000 sq yards, a consolidated amount of Rs 6,000 to parks measuring 4,000 to 6,000 sq yards and Rs 1 per sq yard for all parks above 6,000 sq yards.

SS Chana, president, Federation of Park Management Committees, said instead of making these slabs, the MC should pay a uniform amount to all PMCs.

“When the PMC concept was started in 1999 by the then MC Commissioner SS Sandhu, the idea was to involve maximum number of city residents to maintain parks. Out of the total number of parks in the city, less than half are managed by the PMCs,” said Chana.

He rued that presently, PMC managing a park measuring 500 sq yards was also getting Rs 1,500, while the one maintaining 1,500 sq yards was also getting the same amount.

“Same is the case with parks falling between 4,000 and 6,000 sq yards category, which are getting a consolidated amount of Rs 6,000. Instead of making different slabs, the MC should pay a uniform amount to PMCs, which should be same for all parks in the city. If all PMCs start getting Rs 1.5 per sq yards, no matter how big the park is, the PMCs will be able to maintain the parks much easily,” said Chana.

He justified his demand saying that due to inflation, cost of maintenance has increased.

MC landscaping officer Surinder Kumar said the consolidated amounts were fixed so that more people could be attracted to take care of parks. “If we pay an equal amount to all PMCs, then people may not come forward to adopt small parks,” he said.

MC Commissioner AK Sinha said the amount has been revised recently and there was no scope of any revision at the moment. “We are paying good amount to all PMCs,” he added.

PWD ties itself in knots over proposed ROB

With more than 12 commercial establishments, including a petrol station on the Gill-Dugri Canal Road vociferously seeking amendments in the drawing and design of the proposed rail overbridge (ROB) on the Ludhiana-Dhuri railway line, the Public Works Department (PWD) has thrown a spanner in the works.

The chief engineer (IP) of the Punjab PWD Department accepted the demands for the amendment in the design of the rail overbridge so as to reduce its length and height, which will not only save the commercial units from ruination, but also help save Rs 3.90 crore. The said office sent a letter in this regard to the chief engineer of the Construction Organisation of the Northern Railways on May 12, 2011.

But just after four days - on May 16, 2011- the chief engineer took a U-turn on his earlier stand and in yet another letter he urged the Railways to approve general arrangement design (GAD) of the proposed rail overbridge as per the original specifications with regard to its height and length.

In a memorandum submitted to Punjab PWD minister Parminder Singh Dhindsa, JS Sachdeva of Sachdeva HP Fuels, and many other businessmen of the area, who would suffer losses if the original design of the rail overbridge was maintained, said the chief engineer’s (IP) action was uncalled for, unfair, arbitrary and unjust.

They asserted that reduction in the height of the proposed rail overbridge above the rail level from 6,525 mm to 5,870 mm and cutting down the span length from 19,327 to 14,801 would slash the length by 138 metres, and lead to a good amount of saving in the total cost besides providing huge relief to the business establishments which were coming in the way of the original general arrangement design of the proposed rail overbridge.

Chief engineer (IP) of Punjab PWD, GR Bains, however, sought to defend his subsequent comments on the general arrangement design project on the basis of a report submitted by superintending engineer, Sidhwan Canal division, Ludhiana, which stated that the floor-slab level of the bridge on the Sidhwan Canal might have to be raised by 750 mm if the flow of water increased by 20 per cent at any time in future.

“My department deals with the road works only and where overbridge on the canal is concerned, which is proposed to be replaced by the rail overbridge, the future requirement with regard to the floor-slab level is to be finally decided by the department concerned (Sirhind Canal division in this case) which has duly been conveyed to the Railways for final approval of the general arrangement design of the proposed rail overbridge,” he said.

Akademi mourns Husain’s death

Members of the Punjab Lalit Kala Akademi have expressed grief over the demise of MF Husain. Members prayed to the God that the departed soul may rest in peace in the heaven.

Ranjodh Singh, president of the akademi, said he was full of energy and optimistic towards his paintings. Also, known as “Picasso of India”, he worked as a director as well as producer for movies like “Gaja Gamini”. During his life he won several awards. He was recipient of the Padma Shree award. –TNS

Martyrdom day

The 295th martyrdom day of Baba Banda Singh Bahadur was observed by Baba Banda Singh Bahadur International Foundation at Gurudwara Nanak Thath on Gill road here today.

Jagdev Singh Jassowal, patron and Krishan Kumar Bawa, president of the foundation, paid tributes to the soldier. Bawa demanded that a Banda Bahadur chair be established at Punjab Agricultural University, a suitable memorial be erected at Mehrauli (Delhi) where Banda Bahadur was beheaded and other historical places related to his life be preserved by the government. — OC

‘Anti-farmer’ policies of government condemned
Amendments in Land Acquisition and Indian Electricity Act sought

Prem Singh Bhangu, president, and Lakhwinder Singh Bowani, secretary, Kirti Kisan Sabha, Punjab, along with Pawan Kumar Kaushal, state committee member, Marxist Communist Party of India United MCPI (U), in a press note, released here today, have condemned the anti-farmers policies of the Centre and state governments.

“The Central government of the UPA-led by Congress and the state government of SAD and BJP-led by SAD are just trying to gain sympathies towards the debt-ridden farmers. All the subsequent governments have failed to pull the farming community out of the state of debt and penury, in which, it has been gutted since years,”said Lakhwinder.

“The policies of globalisation, privatisation and liberalisation, pursued by the Centre and state governments, have forced the peasantry to commit suicides and end up their lives once and for all. The Land Acquisition Act of 1961 is yet another blow, which has broken the backbone of farmers, making them all the more disheartened and frustrated,” said Pawan Kumar Kaushal, state committee member, MCPI (U).

The members further said the Land Acquisition Act empowers the company to use a portion of farmers land to lay a gas pipeline or oil pipeline with compensation equal to one-tenth of the rate fixed by the collector, binding the farmer at the same time from using his own land as per his will. The leaders also condemned the Power Grid of India that is installing high-tension electricity towers in the fields under the Indian Electricity Act, 2003, without any prior notice. Prem Singh Bhangu rued that the officials of the department forcefully entered into the fields and started installation work without any permission. The leaders of the respective organisations have demanded that Central government must make pro-farmer amendments in Land Acquisition Act, 1961 and The Indian Electricity Act, 2003, in the next session of the Parliament.

Six-day Faculty Development Programme (FDP) on behalf of Punjab Technical University (PTU) is being organised at RIMT Institute of Engineering and Technology by North India Technical Consultancy Organisation, Chandigarh.

Faculty members from different departments are taking part in the programme.

The opening function was inaugurated by RIMT Group vice-chairman Vijayant Bansal here today. NITCON chief manager Vijay Arora said the objection of the FDP was to provide all information and ideas that helped in the establishment and development of entrepreneurship culture. India being a developing economy, entrepreneurship development must be the prime priority, as it contributes to economic development and creates job opportunities.

SDM for Rs 5 lakh as compensation
Family of suicide victim says not enough

The subdivisional magistrate (SDM) investigating the case of suicide by a retired senior laboratory assistant, who set himself afire in front of the Deputy Commissioner’s office on December 20, has suggested Rs 5 lakh as compensation to his family.

The family refused to accept the compensation, stating that the amount was not enough. The family demanded Rs 10 lakh and a government job. SDM Manpreet Singh recommended Rs 5 lakh as compensation in his report, submitted after five months.

Giving details, Satnam Singh Dhaliwal of the Universal Human Rights Organisation said, “We have written a letter to the chairman of state SC/ST commission Niranjan Singh and demanded Rs 10 lakh as compensation. It was given in two cases.”

Gopal Krishan, president of the Rajiv Gandhi Vendors Union in Patiala, had committed suicide by setting himself on fire in 2005. Kiranjeet a teacher, had immolated herself at Kapurthala earlier this year.

Dhaliwal claimed that the family of both victims received had Rs 10 lakh and a government job each. “I request the government to treat the case of Jeet Singh in a similar manner,” he said.

The inquiry into the self-immolation by Jeet Singh had been hanging fire after several officers refused take up the responsibility owing to pressure by various social groups, whgich were gunning for the school principal and employees of the education department for harassing Jeet Singh.

Soy-processing technology transferred

The Central Institute of Post Harvest Engineering and Technology (CIPHET) today transferred the technology of soybean-processing products, including milk and tofu, to a local entrepreneur.

The institute has standardised the technology for commercial-scale production.

Speaking on the occasion, CIPHET director Dr RT Patil said there was a huge market for soy products, but entrepreneurs should only bring their products when they have full confidence in their quality and taste. There should be no compromise on hygiene and cleanliness in production,” he said, advising Manmohan Singh, resident of Gill Chowk, who got this technology.

MC to make use of solar energy mandatory

To promote solar energy in this industrial city, the Ludhiana Municipal Corporation might write to the government to make some changes in the building bylaws, which makes mandatory for big commercial buildings to use this energy source in their premises.

“We have already made installation of rainwater harvesting system on all commercial buildings mandatory and if solar panels could also be installed on such buildings, it might help the city in generating enough power which makes it free from power cuts,” Senior Deputy Mayor Parveen Bansal said.

For generating mass awareness about uses of renewable sources of energy, the Ludhiana Municipal Corporation has also decided to construct a solar park in the city. The municipal corporation is yet to finalise the place, where this park will be housed.

It was the Central government's proposal to develop Ludhiana as a solar city. This was announced last year and the first official meeting in this regard was “finally” held today.

During the today’s meeting, the officials from the Central government briefed the officials from the municipal corporation, Punjab Energy Development Agency (PEDA) and other government departments about their proposal of developing the solar city.

After the meeting, it was decided that the city must have a solar park, where all things related to use of renewable sources of energy should be put on display.

Senior Deputy Mayor Parveen Bansal said this park could even come up in mini rose garden in Kidwai Nagar, “or at any other suitable place, which is convenient for all residents.”

He further elaborated that in the park things such as solar panels, solar water heaters, solar lights and other such would be put on display. “People will be able to come and see all these things in real and will also be able to learn ways to use them. Besides, we will also educate them about the cost involved as well as the government subsidy on them,” said Bansal.

It was also decided that municipal corporation officials will educate the industrialists of the city for adopting solar energy. Besides the officials of building branch of the municipal corporation have been asked to educate people about use of solar energy whenever they get their site maps cleared.

“The Central government has already allocated Rs 40 lakh for the project's initial stages and it will be increased later on. The ministry of the New and Renewable Energy and PEDA has appointed the municipal corporation as coordinator for this project.

Senior Deputy Mayor Praveen Bansal said its an ambitious project and need of the house. “Once it starts, it will help Ludhiana in many ways. The power expenditure will reduce and the plea of power cuts can be easily excused.”

Gosain helps end strike

It was at around 10 pm last night that Punjab Health Minister Sat Pal Gosain went to the water tank near the Guru Nanak Dev College for Engineering on the Gill Road and persuaded the striking workers of the National Rural Health Mission (NRHM) to come down from the water tank where they were stationed for the past 10 hours to focus attention of the health officials and the state government.

The agitating workers had earlier blocked the vehicular traffic on the Gill Road for nearly three hours, throwing the vehicular movement on the Ludhiana-Malerkotla section out of gear.

Following a meeting of the representatives of agitating workers at Circuit House here, the health minister, who had returned to the city late in the evening from Chandigarh, drove to the water tank and assured the workers that their demands will be considered sympathetically in a meeting to be convened with senior officials of health department on Tuesday next.

Mehnaaj Kaur and Dipan Uppal, both from DAV Public School, have once again proved their mettle in PMT examination by scoring 13th and 15th rank in Punjab, the results of which were declared today. Mehnaaj and Dipan dream to get admission at Maulana Azad Medical College, New Delhi.

Sharing their feelings with Ludhiana Tribune, Mehnaaj, daughter pharmacists parents said, she had never thought that she would get such a good rank. “I want to fulfil my parents dream. While Jasbir Singh, Mehnaaj’s father said, “Whatever exams she took, she proved her best. What else parents want? I am proud to have such a daughter,” he said adding that Mehnaaj was not at all prepared to take PMT examinations conducted by Baba Farid University, Faridkot.

“I asked her day before yesterday to come along to meet her maternal grand-parents in Dhimawali village (Faridkot district). She never wanted to take examination, but we asked her to at least sit and put-in her best effort. She has scored so well,” said the proud father.

While Dipan Uppal, son of Dr Sanjiv Uppal, head of plastic surgery department, DMCH, and Dr Bharti Uppal, head of biochemistry department of the CMCH, wants to be a leading cardiologist. “I knew that I will score well, I count my blessings and thank God for giving me motivation and courage to come out well in life. I also want to get admission in Maulana Azad Medical College, New Delhi,” said Dipan adding that he was lucky to get the required guidance from his parents (both doctors) and his elder sister Dr Nupur Uppal.

Farmers told to opt for time-tested rice varieties

Farmers should always prefer to go in for the recommended varieties of paddy and other crops as their recommendations are made by PAU after thorough testing. This was stated by the PAU director of Extension Education, Dr MS Gill adding that besides being having no yield potential, the un-recommended and unknown varieties were more prone to biotic and abiotic stresses. He elaborated that the crop improvement programme at PAU had a time tested variety screening and testing process.

The rice breeder, Dr GS Mangat said that some farmers in the state were found sowing varieties like HKR-47 and HKR-127, which were not found to have the required level of productivity, poor quality straw and were found to be susceptible to the prevailing bacterial leaf blight disease. Consequently, these were not recommended, said Mangat.

NCC training camp concludes

An NCC cadet lost her bangles worth nearly Rs 1 lakh during the training camp held at the Khalsa College for Women.

The incident has, meanwhile, caused a major embarrassment to the NCC authorities who, besides reporting the matter to the police, have initiated an internal probe into the issue. According to sources, the incident took place on June 3 when the female cadet, identified as Annu Puri, was being decorated by Colonel GPS Sawhney, Group Commander, during a special ceremony for clearing A-level of training.

It is learnt that Annu left her bangles outside a room and went inside to the decoration ceremony. When she came out, she was shocked to find her gold bangles missing. She immediately informed senior officers about the incident. An FIR was got registered in the case. Confirming the development, Lt-Col Subash Sehgal, who was in charge of the NCC camp, said it was a sad incident, but the internal investigation was on to zero in on the accused. Despite repeated attempts, Annu Puri was not available for comments.

Besides cultural dance performance, group discussion, nearly 70 cadets were honoured by the principal of the KCW Dr Virinder Kaur Thind during the closing ceremony of the camp.

City students shine in B.Com Ist exam

The city students have again excelled in B.Com part Ist year by securing several university positions. Two students from the Government College for Women namely Prabhsharan Kaur and Shilpa have bagged second and third positions, respectively, in the university by scoring 467 and 461 marks out of 550 marks.

Besides, the fourth position in the university has been shared by three students namely Shivani from Master Tara Singh College for Women, Abhishek Sharma from SCD Government College and Puneet Sohar from Sri Aurobindo College of Commerce and Management have scored 461 marks. Rishav Dua, another student from Sri Aurobindo College has stood tenth in the University by scoring 453 marks.

Dr R L Behl, principal, Sri Aurobindo College, congratulated the position holders and the other students of B.Com first year, who performed well in examinations. On behalf of the College Management, Col P S Choudhry- Secretary Managing Committee felicitated the students and all the faculty Mmmbers for maintaining the leadership position in the Panjab University Exams.

The Ludhiana (rural) Police has arrested a drug peddler, who used to supply intoxicating drugs in a van near education institutes.

The accused has been identified as Sukhjivan Singh, a resident of Killi Chahlan village, near Ajitwal.

The police has also recovered a huge quantity of intoxicating drugs from him. The van used for drug peddling has also been impounded.

The accused has made some shocking confessions before the police during the primarily investigation. He admitted that most of his customers were school and college students and he used to supply drugs to his customers on demand.

“To dodge the police, the accused used to supply drugs in a van, which he otherwise used for selling plastic home utensils,” said ASI Tehal Singh, in charge, CIA staff, Jagraon.

Tehal Singh said the police had received information following which it laid a trap to nab the culprit.

A police team, led by ASI Nirmal Singh, arrested the accused near Nanaksar on the Ludhiana-Ferozepur highway last night when the accused was returning to his village.

The police has registered a case against Sukhjivan under various Sections of the NDPS Act at the Jagraon City Police Station and further investigations are on.

Coming in the wake of the recent scam in which nearly 5,000 “investors” were defrauded to the tune of about Rs 50 crore by a bogus foreign exchange firm, Max Forex, the shutting down of a “share investment company”, another such company

(name withheld in the absence of their version), has left hundreds of more city residents high and dry. Not only ordinary people but army officers, senior bureaucrats and postal department employees were also duped the outfit.

Balwinder Singh, one of the complainants, claimed the latest scam runs into several hundred crores of rupees with many gullible people having lost their hard earned money.

Lokeshwardev Jain, the reported kingpin of the company and SGI Research & Analysis, has been on the run ever since the firm closed down its operations.

According to Mahinderpal Singh, another victim of the fraud, the compnay was a family run business with Jain's wife Pryinka a partner in the firm. The other members included Nitin Singh Bihari, Naresh Kharab, Pardeep Sharma, Ashish Malik, Surinder and Vishal Sharma - all said be friends of Jain."

The gang was reportedly operating from an office in the city’s Bhadaur House. Its “executives” used lure people into “investing” in the company by assuring them a 20 percent monthly return on the amount “invested” in the company with an undertaking that the “invested amount” was “fully secured”.

Malik, one of the suspects who recently joined police investigations into the fraud, told the cops: "The firm, which had a huge network with ‘executives’ based all over the state, lured gullible people by offering them ‘high returns’ on their ‘investments’”.

Sources close to the police said he told them he too was duped by Jain. “After watching people making easy moolah even I ‘invested’ nearly Rs 2 lakh in the company, but the company soon vanished into thin air. As an executive of the firm I used to get 10 percent of the amount, i.e., Rs 10,000 out of Rs 1 lakh”, Malik told the police.

The army officer who was duped of Rs 11 lakh said action should be taken against the firm’s “executives” as they were partners in crime and received a huge cut of the money. Narrating an incident he said Harjinder Singh, a resident of Hoshiarpur, who was one of the executives, approached him in November 2010 after gaining access to him through his relative, who is a soldier in the army.

"After he convinced me the company wouldn’t shut down and offered registry of his property as a surety, I gave him Rs 11.5 lakh in four installments Rs 90,000, Rs 6.5 lakh, Rs 90,000 and Rs 3 lakh, respectively. But I was shock to hear the company had folded up operations last month of March. I called up Harjinder and asked him about my money but in the meantime he had packed his bags and fled to Pune. Later I somehow established contact with him but he washed his hands off the entire matter”, said the army officer

When contacted Harjinder Singh refused to acknowledge having taken money from the army officer. "What to talk of money, I don't even know the officer. I left the company long ago and have no idea that many people were duped," he told The Tribune from Pune.

The police officer investigating the case, Surjit Singh Nagra, said: "The scale of the fraud is huge and 22 residents have filed complaints at the police post at the city bus station. I came to know similar complaints are pending in other police stations in the city as well. Not only locals but people from various other states, including Delhi, Haryana, Himachal, Uttarakhand and Uttar Pradesh have been cheated by this gang. We are searching for the suspects and hope to nab them soon”.

Magisterial probe ordered in roof-collapse incident

Commissioner of Police Ishwar Singh has marked a magisterial probe into the roof collapse incident that took place yesterday. One person had died and seven others had sustained injuries in this incident. Additional Deputy Commissioner of Police (ADCP) JS Sidhu will conduct the probe. A case under Section 304-A has been registered against Bains Contractors Private Limited for the alleged negligence due to which the lintel of Sacred Heart Convent School, BRS Nagar, fell yesterday.

Commissioner of Police Ishwar Singh said: “A case has already been registered against the company. We will probe into the matter. If any negligence on the part of the contractor is found, we will take action against him,” he added.

SHO, Sarabha Nagar, Gurdev Singh, said: “The company (Bains Contractors) is based in Professor Colony, Barewal Road. The case has been registered on a complaint filed by Akhilesh Kumar, who had sustained injuries yesterday. No arrest, however, has been made so far.”

“My hand got fractured in the incident. My eyes are swollen as cement went into my eyes. My eyes are paining due to it and the vision, too, isn’t clear. One of the legs of my brother also got fractured in this unfortunate incident. I had come here for greener pastures, but never knew that destiny will play a cruel joke with me. I am totally shattered and worried. I will return to my native village Kuppi (Madhya Pradesh) once I am discharged from the hospital,” said Vijay (15), one of the injured persons being treated at Mediciti Hospital.

“Since both brothers sustained injuries in the roof-collapse we will demand compensation from the employers. We were at work when this unfortunate incident took place. The contractor should at least provide Rs 20,000 to us so that we can return home and start our lives afresh,” said Vijay in a choked voice.

One of the attendants from Bains Contractors, Tarsem Sehgal, said: “We are here to look after the injured. All of them are stable. The entire expenses of their treatment will be borne by the company.”

Chuttan Lal (55), one of the labourers, had died while seven others had sustained injuries in the incident. The injured are being treated at Raghunath Hospital and Medicity Hospital.

Travel company to compensate consumer

The District Consumer Disputes Redressal Forum has ordered Airnet Travels and Cargo Private limited, Feroze Gandhi Market, Ludhiana, to compensate a consumer for its deficient services during his visit to Pattaya and Bangkok.

President of the Consumer Forum TN Vaidya and its member Priti Malhotra stated that the consumer was provided with three star hotel facilities instead of four-star one, as agreed between them.

The forum held that it amounts to rendering deficient services and also resorting to unfair trade practice. It directed the travel company to pay Rs 3,000 as compensation and Rs 2,000 as litigation expenses.

The orders came on a complaint moved by Sandeep Kumar Aggarwal of the Civil Lines in Ludhiana.

The complainant has submitted that he along with his friends had taken a tour for Thailand. The deluxe package of Rs 19,990 opted by him included four star hotel facilities at Pattaya and Bangkok.

On August 15, 2009, he along with his friends went to Thailand. But as agreed earlier, they were not allowed to stay in four-star hotel. They were made to stay in a hotel with lesser facilities.

It was stated that they were also charged extra for taxi, food, laundering, site seeing and hotel taxes, airport taxes, temple and city tour charges. But the forum held no breach of contract on the part of travel company. The forum also disagreed with the contention of complainant that they were wrongly charged Rs 1,200 as visa charges per person.

5 of a family die in accident

Pal of gloom descended on the town as soon as the bodies of five family members of a Congress leader and former councillor Ramesh Sharda were brought here yesterday afternoon.

The five members of Sharda’s family had died after a Nano car (PB 2 BF 0364) they were travelling in had collided with an overspeeding truck near Lohara village on the Moga- Amritsar road yesterday morning. While Chanchal Sharda (55), wife of the Congress leader; Jyoti Sharda (25) daughter-in-law, Twasvi (two) and Sanaskirti (three), both grand daughters; and Paramjit Sharma (Jyoti’s mother) died on the spot, Sapna Sharda (23), Congress leader’s daughter, was admitted to a multi-specialty hospital in Ludhiana.

Five members of the family had gone to meet Paramjit, mother-in-law of Sharda’s son, in Amritsar. Hardly had they reached near the Lohara Chowk that Paramjit Sharma, who was driving the car, lost control over the vehicle, which collided with the truck loaded with cement.
