Staff crunch hits 24x7 Primary Health Centres
Dehradun, June 7 Showing concern about a lack of ante and pre-natal care, the government in 2007 had decided to strengthen the existing Primary Health Centres (PHCs). In 2007-2008, it was decided to strengthen 120 PHCs, out of a total of 250 such centres, so that 24 hours and seven days a week facilities could be provided to the expectant mothers. These 24x7 PHCs each were to have one delivery room, equipment, continuous water and electricity supply and also a residence for doctor on the campus. But, so far the Health Department has managed to strengthen only 98 centres and most of these are without the services of doctors and nurses. Besides these PHCs were to have transportation facility for ferrying patients from the centres to the nearest referral unit, which, too, is missing at most PHCs. “We had initially strengthened 98 centres but most of them could not become operational due to a lack of infrastructure and manpower. Though these PHCs were to be manned by contractual staff, we always fell short of staff and at times most of them left midway,” said Dr Asha Mathur, Director-General, Health and Family Welfare. The Uttarakhand Health Department has set up an ambitious target of reducing infant and maternal mortality rate in the state and measures such as the strengthening of the 24x7 PHCs was a welcome step, but a shortage of staff has put paid to all its efforts. Similarly, Sick New Born Care Unit (SNCU), which is expected to be a boon for babies with complications at the District Doon Hospital, is still under construction. Another SNCU at State Medical College too is being constructed. “These units will require the services of dedicated staff comprising paediatricians
and nurses. The government has managed to get the services of two doctors for the upcoming SNCU at the District Hospital. It remains to be seen for how long they would stay there,” said Dr DP Joshi, Secretary, Provincial Medical Services,

Dehradun, June 7 They went to Shastradhara after parking their car in the parking lot. However, when they came back, they found their belongings missing from the car. They reported the matter to the Rajpur police. However, instead of taking any action, the police maintained that “no items could be stolen from a locked car”. Following this, the police and the tourists had heated arguments. Later, the tourists left the place after warning the cops to bring the matter to the notice of senior police officials. However, police checkpost in charge SI Dabral flashed a message on wireless that some tourists have misbehaved with cops. Following this, the police intercepted their car and issued a challan to them. However, the tourists reported the matter to senior police
officials. Confirming this, SSP Ganesh Singh Martolia said the SI had been attached to the Police Lines. |
Tigress found dead in Corbett
Dehradun, June 7 Jim Corbett National Park Deputy Director CK Kavidayal said the carcass of a tigress, which was about five years old, was found in the Kalagarh range of the park by a patrol party in the morning hours. He said the carcass had marks of injuries on the neck and other parts of the body. “In all probability, it was another case of war for territory between tigers,” Kavidayal said. He ruled out any foul play in the feline’s death. He, however, added that the exact reason of the death of the tigress would be known only after a post-mortem of the carcass was done. |

Dalits hold protest
Dehradun, June 7 A large number of members from both the organisations protested against the Congress, blaming it for terminating reservation for the Dalits. They alleged that the Congress was conspiring against the Dalits while depriving them from social, economical and political development. Chanar Ram, state convener of the SC/ST Commission, said the Congress was trying to destroy harmony in the country. |
President to visit Doon on June 10
Dehradun, June 7 She is expected to stay at the Indian Military Academy after reaching here on June 10 and will return on June 11 after attending the passing-out parade as a reviewing officer. Meanwhile, the police and the administration are busy making preparations for her visit.

CBI team probes encounter case
Dehradun, June 7 Sources said CBI officials from the Delhi and Lucknow branches spoke to officials at the police headquarters and checked the related documents. They also investigated the spot and spoke to some locals about the case. In August 2006, the police had shot dead two youths at Rishikesh BSNL Chowk and two others at the Asarodi jungles declaring them chain snatchers. After a few months of the incident, police officials submitted a final report in the court. However, the matter was later probed by the Human Rights Commission, which requested the CBI to assist it in the case. |
Student commits suicide
Dehradun, June 7 The police said the statement of an inter-college examination results recovered from his pocket showed that he had failed in the exams. The body has been kept in the mortuary of Doon Hospital for a post-mortem examination. Inspector AS Rawat

GMVN staff unhappy over clerk’s promotion
Dehradun, June 7 The union has blamed the management for working under the “influence” of Surat Ram Nautiyal, vice-president of the Char Dham Vikas Parishad, and Anil Nautiyal’s father. However, refuting the allegations, Surat Ram Nautiyal referred to many such incidents in the past where several low-grade employees have been promoted out of turn. President of the union Purushottam Puri said: “Anil Nautiyal who had joined the GMVN in 1998 as a Class IV employee, was promoted to clerk in the past. And now once again, he has been promoted and made the manager of the Ghanghariya rest house, a place which receives thousands of devotees visiting Badrinath during the Char Dham pilgrimage,” adding that, there were many senior employees who were awaiting promotion for 20 to 30 years. The union is incensed for not being heard on this matter and despite their protest over the promotion orders of Anil Nautiyal, he has been sent to Ghangriya. Surat Ram Nautiyal, however, defended his position saying earlier too, a pump boy from Chamoli was made the regional manager, eight guides were promoted to managers and a bus conductor was also made a manager. SP Pant, vice-president of the union, who held a press conference in Uttarkashi over the issue, said: “The pump boy which Surat Ram Nautiyal has referred to is now the AGM in the GMVN, Dehradun, who raised his qualification over the years while working in the nigam. The similar is the case with the guides and the conductor as they also added to their qualifications. But Anil Nautiyal is only intermediate and lacks professional qualification in tourism management. To make him the manager of an important guest house is to play with the image of the GMVN. In a long run, it may prove disastrous for the corporation.” |
Ministerial staff hold prayers
Dehradun, June 7 Rajender Semwal, president of the UCMA, said they would have a crucial meeting in the Secretariat on Wednesday where they expected a solution to their problems. Members of the Uttarakhand Federation of Ministerial Services Association held a meeting, chaired by Sushil Joshi and Deep Chander Budlakoti, at which it was said that as the state government was not considering their demands, villagers were facing a lot of problems. They warned of an indefinite strike and said their association would extend full support to the UCMA on Wednesday to intensify its agitation. The leaders demanded 6 per cent hike in dearness allowance by June. |
Ameens stage protest
Dehradun, June 7 The sangh members today staged a protest outside the Vidhan Sabha. One of the members of the association, Suresh Semwal, said they had talked to the administration but the latter had not conveyed anything to them on their demands. The sangh is demanding the promotion of Ameens to the post of Naib Tehsildar and an increase in their pay scale from January 1, 2006. Besides, they have also demanded an increase in several allowances, including travelling and stationery allowances.“We will continue our protest outside the Vidhan Sabha if our demands are not considered,” Semwal said. |
Class IV staff strike to be indefinite
Dehradun, June 7 A large number of class IV employees from various government departments staged a dharna at Gandhi Park. The employees have demanded the grade pay and minimum wages as given to the Central Government employees. “We had reached an agreement with the government regarding the enhancement of grade pay to Rs 1,800 and minimum wages in the pay bracket of Rs 5,200 and Rs 20,200 from 2006, but the government has failed to implement it,” said Rajpal Singh, general secretary of the mahasangh. “By not fulfilling our demands, the state government has compelled us to intensify our protest. Now, we will not go back to our work until the demands are met,” added DS Mehta, president of the mahasangh. |
