Digitisation of land records
Sirsa, June 6 According to an official spokesperson, Haryana had taken a lead in the modernisation of land records by digitising the cadastral maps for better land management in the state. Under the newly launched Centrally sponsored programme called National Land Record Modernisation Programme (NLRMP) being funded by the Union Ministry of Rural Development, the entire revenue record of the state would be digitised and updated using high-resolution satellite imageries. The main objective of the project is to develop a modern, comprehensive and transparent land records management system in the state to implement the conclusive land-titling system with title guarantee, which would be based on four basic principles. These include a single window to handle land records, including maintenance and updating of textual records, maps, survey and settlement operations and the registration of immovable property. The Revenue Department had decided to outsource the work under the project through Haryana Space Applications Centre (HARSAC), Hisar, which was the nodal agency in the state for remote sensing and GIS-related work. The updated maps would be geo-referenced using the benchmark ground control points being identified and fixed in the entire state using advanced technology of differential global positioning system (DGPS). Finally, a seamless database of land records would be prepared for the entire state. The geo-referenced 0.5 meter resolution world view (WV) satellite data was being acquired for the entire state which would be overlaid on the digitised cadastral maps used to correct inaccuracies in the data. This overlaying would also create the latest database about the land use, forestry, geomorphology, soil, water prospects, land degradation etc. for each acre of land in the state. Value addition of the cadastral maps would be done by the linking of records of rights (RoR) data already computerised by the NIC in the state. Besides, other socio-economic data would also be integrated with geo-referenced cadastral maps. This integration of spatial and non-spatial information would greatly aid in village-level planning. This would enrich the utility of cadastral maps in the present day context. Besides, the preservation and permanence of records, this information could be used in land value assessment, field level soil health cards, smart cards for farmers to facilitate e-governance and e-banking, settlement of compensation claim land acquisition and rehabilitation, crop insurance, grant of agricultural subsidies, community or village resource centers, precision farming etc. He said the project also had the provision for digitisation and the management of old revenue documents like misal hakiat, field book and jamabandi. The spokesperson said for capacity building under the project, HARSAC would also provide suitable training to all tehsildars, naib-tehsildars, kanungos and patwaris of the Revenue Department of Haryana. The officials would be trained to implement the software and the system independently. |
Launch enrolment drive in govt schools, Bhukkal to teachers
Panchkula. June 6 Presiding over a meeting with representatives of various schoolteachers’ associations recently, Bhukkal appealed to the teachers to conduct meetings with the department/ government to convey their message as the agitations put a bad impact on the image of schools. “With this attitude neither we will minimise the dropout rate nor increase the enrolment rate,” she added. The minister also invited suggestions from various schoolteachers’ associations in the state for the effective implementation of provisions of the Right to Children Free and Compulsory Education Act, which was notified by the state government. She said these suggestions would be discussed in a two-day meeting of state education ministers scheduled to be held in New Delhi from June 7. These valuable suggestions could help in effective implementation of the provisions of the Act, she added. With a view to redressing their grievances in a time-bound manner, it was decided that a meeting, once in two months, with teachers’ associations should be held at the headquarter level. She also directed the officers to make the data relating to demands of teachers’ associations online so as to avoid any confusion between the department
and the association. A meeting at least in a month should also be held with the district education officers at the headquarters, she added. She further announced that the state government had planned to launch awards for best schools at block, district and state levels on the pattern of Nirmal Gram Puraskar. She also announced that the teachers’ recruitment board would be constituted for recruitment of teachers in a time-bound manner. Maximum teachers would be appointed in next three to four years, she added. |
Gurgaon forms task force to enforce PNDT Act
Gurgaon, June 6 Gurgaon deputy commissioner PC Meena, who is also the chairman of the task force, convened its meeting at his office recently. The meeting was informed that the Zila Parishad chairperson has been made the co-chairman of the task force, while the Civil Surgeon is the member-secretary; and the ADC, the DCP (Headquarters), the Programme Officer of the Integrated Child Development Scheme, the SDMs, the principals of Government Colleges at Sector 9 and Sector 14, a woman representative of the Zila Parishad, the district information and public relations officer and two representatives of the civil society co-opted by the deputy commissioner are the other members of this task force. The deputy commissioner said representatives of the civil society or NGOs contributing to preparing a software package to track pregnant women would be included in the task force. Meena maintained that the task force would meet once a month and review the implementation of the PNDT Act. “It will also review the progress of prosecutions launched against the errant diagnostic centres or doctors and design strategies for involving the general public in curbing the malpractice of female foeticide,” he said and added that any person of
the district could complain about the ultrasound centres where sex-determination of foetus was done to him or to the ADC, the SDM or the Civil Surgeon. He said the informant would be given a cash reward of Rs 21,000 and his/her identity would be kept confidential. The DC asked the Civil Surgeon to constitute sub-committees involving Asha and Aanganwari workers in remote villages of the district. Cantt. He says Jaipur Foot is available in Ambala Cantt. Earlier, he met the chairman of the Bhagwan Mahavir Viklang Sahayata Samiti and showed his keenness to open a branch at Ambala for which he would provide the required capital. He says Jaipur Foot is a well-known name in the field of artificial limbs. Unlike artificial foot made in the West, Jaipur Foot is the most suitable for Indian conditions. He says the Ambala Cantt centre has highly skilled technicians who have been trained in Jaipur in the parent
organisation. “The centre provides on-the-spot treatment to patients who have lost one or both legs by providing them artificial legs. It also provides callipers to suitable polio victims. In addition, crutches are given to patients based on their need. All services are provided free of cost to the patients. All expenses are borne by the Aggarwal Family Trust,” he adds. The centre was established with an intent to cover the needs of patients in
Haryana, Punjab, Himachal Pradesh, western parts of UP and Uttarakhand. Camps are held in several locations in these states. In these camps, measurement of patients is taken during the first visit by technicians from Ambala
Cantt. Appliances are then manufactured in our centre at Ambala Cantt and during the second visit, patients are fitted with artificial limbs which has been made as per the individual measurement. “During 2010, we were able to assist over 1,700 patients. Since its opening in 2004, the centre has been able to provide absolutely free treatment to nearly 10,000 poor and needy patients,” Raj adds. |
State to face power deficiency of 6.9 pc
Panipat, June 6 In its annual load generation balance report (LGBR), the CEA has assessed that the power demand in the country was all set to cross 9,33,741 million units against the availability of 8,37,374 million units. The peak load demand in the country would be 1,36,193 MW against the projected availability of 1,18,676 MW. The authorities have included power that would be made available from the new projects that are likely to be commissioned during the current year in the figures of total power availability. Concentrating on the northern region, the CEA anticipated that in the northern region, the energy deficient would be 10.9 per cent and peak load shortages will be 11.9 per cent. Peak load shortage in Punjab would be 20.5 per cent whereas Haryana has peak load shortage of 6.9 per cent. Power shortage in Punjab would be 6,928 million units with peak load shortage of 2,021 MW. In case of Haryana, power shortage would be 2,152 million units with peak load shortage of 450 MW. The load generation balance report for the ongoing financial year 2011-12 shows that power projects which are likely to be commissioned this year would add another 17,191 MW to the national kitty. This power projects include 14,111 MW of thermal power, 2,080 MW of hydroelectric projects (HEPs) and 1000 MW of nuclear power schemes. However, there are no power projects coming up in Punjab and Haryana this year. |
Farmers get tips on safe storage of grains
Karnal, June 6 About 35 progressive farmers, who are attending the training programme, were told about the wastage of grains during threshing, processing, transportation and storage and strategies to save such wastage. Dr Dalip K Gosain, programme coordinator of the KVK, said, “Farm families in India store a lot of farm produce for their own consumption and wastage has been observed during threshing, processing, transportation and storage. If steps are taken to check this wastage, economic benefits will accrue to the farmers.” He urged the farmers to store grain in bulk using different types of storage structures. He said scientifically designed storage structures played a vital role in reducing losses during storage. Cautioning farmers against high moisture content, Dr Gosain said, “To minimise the losses of stored grains, the farmers must restrict to recommended moisture levels only; the storage structure should be elevated and away from moist places; the structure should be airtight, rodent-proof and the area surrounding the structure should be clean to minimise insect breeding”. Kurukshetra, June 6 Stating this to mediapersons here, Dr Savitri Batra, principal of the school, said Manpreet, a resident of a small village of Jhimverhedi and a student of Kanya Gurukul Bachganwan Gamri, Kurukshetra, had secured 487 marks with 97.4 per cent and got fourth position in the district and first position in the rural area of the district. Manpreet got full marks in English, mathematics and science. She had proved that village girls could also perform well and secure 100 per cent marks if they get a good school and dedicated teachers, the principal said. Manpreet’s parents are happy on their daughter’s achievement. Manpreet wants to become an engineer. She says the credit for her success goes to her hard work and dedication of her teachers. Dr Batra further said out of the total 46 girls, six bagged above 90 per cent marks, 18 girls secured above 80 per cent marks and nine girls got above 75 per cent marks, while all the remaining girls got 1st class. Chandigarh, June 6 Like any other Congress Chief Minister, Hooda has been facing flak more from his partymen than opposition leaders. These Congress leaders never feel shy of criticising Hooda and his style of functioning at any public platform despite being warned by AICC general secretary in charge of Haryana BK Hari Prasad. Appreciation by Sonia in public is in a way rebuff to those party leaders who never tire of denigrating even the land acquisition policy of the Haryana government, which has won laurels from AICC general secretary Rahul Gandhi, who wrote to the Prime Minister that the Centre should frame the land acquisition policy on the basis of Haryana model. It is not the Congress fashion to openly rein in dissidents unless they cross the “Laxman Rekha” by criticising the party high command. But by appreciating Hooda from a public stage, Sonia has given more than an indication that he continues to be the best bet of the high command in Haryana. The dissidents in the Congress often accuse Hooda of developing only certain regions (read Rohtak) of the state. Sonia answered that criticism when she said that Hooda’s policies had benefited all sections of society. In the Congress, if a person can continue as a Chief Minister as long as he enjoys the confidence of the party supremo, the confidence of MLAs only comes second. In the case of Hooda, he enjoys both. |

He has served the Defence Research and Development Organisation as additional assignment in the capacity of national-level chairman of Armament Sensors and Electronics, chairman of the project reviews, and consultant, besides being on several important academic and research advisory committees of several government organisations. Academic and research contributions of Prof Mohan are internationally acknowledged. He has active research collaborations with the University of Louisiana, USA, Multimedia University, Malaysia, and Kathmandu University, Nepal, to name a few. |

as well. Simultaneously, expressing concern over the increasing impact of mercantilism on Hindi journalism in particular, Rathi said it was agonising that old penetration and distinctiveness of Hindi journalism was gradually on
the decline. While providing tips for an upswing in Hindi journalism, he wanted upcoming journalists to put in strenuous efforts while adhering to distinguished values and historic legacy of Indian journalism. Prior to this, HUJ special secretary Naresh Selpar put forward a proposal stating that if mediapersons made optimum use of the RTI, the presentation of
news items and stories could be endowed with more credibility. Besides, he moved a resolution for holding training-cum-counselling camps under the aegis of the HUJ for novices in this profession. Renault launches Fluence in Gurgaon
Gurgaon, June 6 Nassif said: “It is a proud moment for us at Renault India to launch Renault Fluence, our first built-in-India car as well as to introduce the Renault brand to our Indian customers. Renault Fluence has been designed for the Asian markets; hence we are confident that it will not only shake up the segment, but also give the Indian customer their first taste of what Renault is capable of bringing to the Indian market”. Fluence is the first Renault car to be produced at its state-of-the-art manufacturing facility on the outskirts of Chennai. Nassif revealed that while Fluence (luxury sedan) and Koleos (4x4 SUV) were being launched in 2011, three more cars, including a small hatchback, would be rolled out in 2012. Kurukshetra, June 6 She said out of the 12 per cent students, who reach the college-level education, only one per cent of them get the opportunity of attending summer school camps, the objective of which is to improve their conceptual framework in physics, chemistry, mathematics and biosciences by giving intensive training in these subjects by the teachers of proven track record. Surina further said children studying in government schools did not lack intelligence, but due to the lack of proper guidance they could not make the proper use of their intelligence. Such summer school camps would be organised in government schools also. The best lectures delivered by the teachers during these camps would be recorded and telecast through EDUSET so that other students could be benefited, she added. SPSTI president and state election commissioner Dharam Vir said: “Education plays an important role in the development of society and the nation. The power of a country is evaluated by its progress made in science and technology, the role of which is expanding in this age of globalisation”. The guest of honour deputy commissioner CG Rajinikaanthan said the concept of organising summer school camps for the economically backward students was a good effort which would help in the mental development of the students who did not lack in intelligence and capacity. Sonepat cops launch campaign to check crime
Sonepat, June 6 According to a police spokesperson, crime situation in the district was reviewed by SSP KK Rao at a meeting of police officers, including DSPs, inspectors, SHOs and investigation officer of the district police, here recently and as many as 56 places in the district were identified as sensitive and crime-prone at different timings. The SSP ordered for three-shift police patrolling at different timings at the identified places and assigned specific duties to 14 PCR vans and 39 motorcycle-rider teams to make patrolling more affective and result oriented. Unsolved criminal cases were also reviewed in the meeting and officers were directed to make special efforts for solving these cases, the spokesperson added. |

Kaithal, June 6 The second such adalat was held in Chakku Ladana village of the Siwan block. Devinder Singh, ACJM, and civil judge, senior division, presided over the proceedings. Out of the 76 cases taken up for hearing, 63 were settled on the spot. |
