Obituary
He was state’s tallest non-Jat leader
Yoginder Gupta
Tribune News Service

Chandigarh, June 3
Haryana’s first self-styled “PhD in politics”, Bhajan Lal, is no more. He conferred this degree upon himself as a self-acknowledgement of his ability of political manipulation, which was par excellence among politicians of the state.

He was a great political survivor till he was piped to the post of Chief Minister by Bhupinder Singh Hooda in 2005. After that Bhajan Lal, who had earlier politically outmaneuvered veteran Haryana leader Devi Lal twice, first in 1979 and then in 1982, could not come anywhere near the top post.

It was his survival instinct that led him to merge the almost entire Haryana Janata Party Legislature Party with the Congress in 1980 when Indira Gandhi regained power at the Centre. That he was able to endear himself with Indira again after bitterly criticising her during the election campaign speaks volumes of the charm he could cast even on his bitter opponents.

Once considered to be part of the powerful “three Bs” (Bansi Lal, Bhajan Lal and Banarasi Dass), he fell out with Bansi Lal after the latter allegedly implicated the former in a rape case. In January 1977, a few months before the Emergency was to be lifted, Bhajan Lal joined the Congress for Democracy (CFD) of Jagjivan Ram.

Two years later, the man, who started his political career from the panchayat level, became the Chief Minister of the state after he took a large number of Janata Party MLAs on “Bharat Darshan”. He remained the Chief Minister for 12 years in three stints. During this time, he became the political voice of non-Jat sections of Haryana’s populace. Somehow, he could never come close to Rajiv Gandhi, who inducted him in his Cabinet as Agriculture Minister in order to remove him from the Haryana scene. After Rajiv’s death in 1991, Bhajan Lal again became the Chief Minister and ruled the state for five years. He was close to PV Narsimha Rao and was involved in winning over JMM MPs to save the Rao government when it was facing a no-confidence motion. His closeness to Rao was perhaps the reason why the Congress high command (read Sonia Gandhi) did not favour him for the top post in the state in 2005 though the Assembly elections were contested under his leadership.

Bhajan Lal was a broadminded politician, who did not believe in political vendetta. He believed in winning over his opponents and not harassing them. Many persons, who contested elections against him from Adampur, later joined his camp because he did not hesitate in offering them lucrative terms.

He credibility with the MLAs was quite high, who tend to believe his word more than that of his rivals. This was the main reason why he could win over Independent MLAs as well as the MLAs from the other parties before the anti-defection law was enacted.

Many believe that Bhajan Lal carried his business ethics of “earn and let others earn” to politics also. He made liberal use of his discretionary quota of HUDA plots to oblige people in high places. It must be said he was equally liberal with subordinate staff of his office as well as that of the AICC and the Prime Minister’s offices.

Fatehabad, June 3
Krishan Swaroop Gorakhpuria, a state committee member of the CPM, has been suspended from the primary membership of the party.CPM state secretary Inderjit Singh, who announced this at a press conference here today, said the decision was taken in a meeting of the state committee of the party held on May 31.

The party has served a charge sheet to Gorakhpuria, in which the CPM has accused him of going against the party’s stand of supporting the Gorakhpur farmers agitating against the acquisition of their land for the nuclear power plant, individualistic way of functioning and acting in a manner unbecoming of a communist leader.

Gorakhpuria, who contested elections for the state Assembly four times, was once elected member of the Zila Parishad.

Gorakhpuria said he had served the party for over 42 years and remained member of the district committee, state committee as well as the state secretariat, so he would not speak against the party’s decision from a public platform.

He said he had not received the charge sheet issued by the party leadership and he would make a detailed reply to the allegations only after going through it.

Rohtak, June 3
The Non-teaching Employees Association of Pt BD Sharma Health University here called off its one-day strike this evening following talks with authorities of the varsity.

The employees had gone on strike this morning in protest against the non-acceptance of their demand and the police action against the staff trying to stage a demonstration at a function held to mark the third foundation day of the university yesterday.

The strike paralysed the non-clinical work at the varsity. The association has, however, threatened to go on strike again if the demand of revision of the patient care allowance is not met within a month.

The police had rounded up 40 employees and resorted to a mild canecharge after they attempted to wave black flags at the function in which the Governor of Haryana was the chief guest yesterday.

According to Surender Hooda, secretary of the association, the staff struck work this morning in protest against the treatment meted to them by the authorities, who used police force against the staff trying to highlight their grievances.

The employees were not only cane-charged, but were also arrested by the police. He claimed that the employees were left with no option, but to hold a protest on the occasion in which the Vice-Chancellor of the health university was present as the officials here had overlooked the issue for long.

He said the Vice-Chancellor invited them for talks this afternoon and an agreement was reached regarding their pending demands.

The association called off the stir after the VC assured of redressing the problem, he said. Sources said after the function here yesterday, Governor Jagannath Pahadia had summoned the authorities and asked them to resolve the issue. However, the non-teaching staff went on a day’s strike today to lodge its protest over the incident and make the authorities realise the importance of their demands, claimed an employee.
