Rural vets refuse to come under PCS Act
Tribune News Service

Amritsar, May 21
Rural veterinary doctors working under Zila Parishads are up in arms against the implementation of the Punjab Civil Services Act 2011 by the government.

They threatened to go on a strike if the government failed to rollback decision or keep their services out of this Act.

“On March 9, the government decided to regularise our jobs and assured to provide full pay scale from April 1. However, due to dilly-dallying attitude of the government and department concerned, our regularisation got delayed. In the meanwhile, the government announced to implement PCS Act on new government jobs. Under this act the new government’s recruits had to go through three to five years of probation period during which they would be getting basic pay of the salary without any other benefits,” said Dr Navdeep Singh Khinda, president of the Rural Veterinary Officers Association, Punjab.

Dr Gagandeep Singh Dhillon of the association pointed out that it has been four and half years that they had been working under Zila Parishad in far-flung rural areas of Punjab.

They had been getting half of the salary given to the regular employees.

“At present we are getting just over Rs 22,000 per month. However, if get we regularised the government would provide us basic pay of the gross salary that would be about Rs 15,000 as per the act,” he said.

Meanwhile, Panchayat and Rural Development Minister, Ranjit Singh Brahmpura assured the veterinary doctors he would take up this issue in next cabinet meeting and remove this anomaly by bringing them out of the Act.

Dr Khinda and Dr Dhillon said though after the assurance of the Panchayat and Rural Development Minister they had suspended their plans to protest for the time being, they would be forced to launch an agitation if the government failed to regularise them on full pay scale.

Batala Improvement Trust
Upset over controversial auction, trustee puts in his papers
Ravi Dhaliwal/Tribune News Service

Batala, May 21
The controversial Batala Improvement Trust auction held on May 9 devoured its first victim when BJP-backed trustee Ram Saran Bhatia tendered his resignation from the trust.

Sources disclosed that a livid Bhatia, upset over the manner in which the auction proceedings were conducted, sent in his resignation to BJP Batala District President Vivek Moudgil.

Moudgil confirmed the development and said he would be taking a decision on the resignation soon. However, BJP insiders claimed that there were very little chances of Bhatia’s papers being accepted since the Improvement Trust mandarins had already cancelled the auction after a lot of hue and cry erupted in the town over the illegal process in which the auction was held.

There are four BJP supported trustees while two are aligned with the SAD. The other three-Batala SDM, Executive Engineer of the PWD and the District Town Planner - are government nominees.

It is pertinent to mention here that US-based NRI Baljinder Singh Boparai had claimed that he was ready to buy the prime land, which was auctioned on May 9, at Rs 10 crore against the reserved price of Rs 3.4 crore. However, he claimed that he was not allowed to take part in the proceedings by some senior Improvement Trust officials. He also claimed that the prime land measuring 5,700 square yards was given at a throwaway price of Rs 4 crore.

Trust chairman Dev Raj Chachowalia revealed that the next date of the fresh auction would be announced shortly. He added that everything would be held in a transparent manner and advertisements proclaiming the sale will be placed in widely circulated newspapers unlike the last time when advertisements were placed in lowly circulated newspapers, a development which had irked Boparai and many others who were allegedly kept in the dark about the proceedings.

Chachowalia dared the NRI to take part in the fresh auction while Boparai, on his part, claimed that he was ready with the money and would take part in the proceedings whenever they were held.

Meanwhile, Vivek Moudgil said since the trust was controlled by the BJP, it would be the party’s endeavour to ensure that the proceedings during the fresh auction were conducted in a transparent manner. “We do not want the party to get a bad name before the next assembly election,” Moudgil added.
