After remaining in the pipeline for so many years for a want of land, Patiala solid waste management plant now, is likely to be operational within a year time. The plant will be set up at Dhudhar village, 22-km from the city, on a 40-acre land, and will cater to the solid waste being generated by Patiala. The estimated cost of the project will be about Rs 100 crore.

Notably, on a daily basis, 240-MT per day waste was being generated in Patiala alone and dumped at an open dumping ground on the Sanaur Road for the past five decades. The city presents a shabby look, as even the garbage from various other city areas are not being lifted on a daily basis. One can see heaps of garbage on many vacant plots.

A perusal of the files pertaining to the project shows that for the past couple of years, the Patiala MC authorities were making claims that search to identify site for setting up of a solid waste treatment plant was on but nothing concrete was done. Now, the civic functionaries have once again shown interest in taking the project to a logical conclusion.

Giving details of the project, Patiala Mayor Ajit Pal Singh Kohli said, “The solid waste management project will be set up on a public-private-partnership (PPP) mode. The land will be provided by the Patiala MC and rest of the cost, which is likely to be Rs 100 crore, has to be borne by the private company that will be awarded the project.”

Kohli expressed his hope that once the procedure to acquire the “shamlat” land of Dudhar village, required for the project was complete, the global tenders would be floated to invite the companies interested in setting up the plant on the basis of the PPP mode. “After the allocation of tenders, the project is likely to be commissioned within a year’s time.”

The MC functionaries added that the door-to-door collection of garbage would be done by the company. “The entire garbage will then be taken to the solid waste management plant. Whatever the company earns after selling the compost etc made from the garbage, will go to the company”, he added.

Residents oppose MC’s decision
Converting site meant for park into dumping ground

Residents of the town protested against the decision of the local municipal council to convert a site meant for a park near Nagar Khera and Ram Mandir into a garbage dumping ground.

Pawan Kumar and Hukam Chand told The Tribune that the site was meant for a park and even the council had sanctioned Rs 50,000 as grant for the same, but to their surprise after constructing the boundary wall, the council started dumping garbage there. They demanded immediate lifting of the garbage from the site. They said despite being a Prachin Shri Ram Mandir in the area, the council started discharging dirty water in the old tank (sarovar) of the historical temple. They added that devotees had to face a great difficulty while entering the temple. They staged a protest and shouted anti-government slogans.

Surjit Singla, president of the temple committee, said repeated pleas fell on deaf ears. He added that they had even taken up the matter with the Chief Minister during his sangat darshan programme at Bassi Pathana, but to no avail.

When contacted, councillor of the ward Amarjeet Singh said he was not aware of the council’s decision. He said he would take up the issue in the council meeting. The civic body had already passed a resolution to hand over the work of lifting the garbage from the town to a private company of Mohali, so there was no question of making any permanent dumping ground at the site, he added.

No govt senior secondary school

Members of the Human Rights Mission club, Dera Bassi, and Dr Ambedkar Education Society, Dera Bassi, staged a dharna in front of Government High School, Dera Bassi, for upgradation of the school.

After dharna they held a march in the city and submitted a memorandum to Dera Bassi SDM. Dr Pritpal Kaur and Bhag Singh said students of the area and other adjoining villages were at the receiving end due to no government senior secondary school here.

They said though Dera Bassi had received a status of sub-division 12 years ago, but it was running without government senior secondary school.

Harichand first in drawing contest

Keeping in view the need to provide exposure to speech and hearing impaired students, a programme ‘Initiative-Taare Zameen Par’ was organised by SRS Cinemas and Jammin here today.

A drawing competition was organised for special children of Vani Integrated School for Hearing Impaired and winners were awarded prizes.

Harichand, Pratiksha and Ashok stood first, second and third, respectively. All winners and participants were given SRS goodies.

When it comes to quality, tech savvy city residents aren't the ones who can be taken lightly. This fact must have been realised by mobile companies and retailers by now as more and more people are going to consumer courts for remedial action for deficiency in service.

In three separate cases, the consumer forum has ordered the respondents to pay compensation to tricity residents who were not only allegedly sold defective mobile handsets but also had to suffer humiliation at the hands of the arrogant manufactures or retailers.

The forum (II) directed Sony Ericsson Mobile Communication and Chawla Brother to refund the entire price of mobile handset of Rs 13,650 to a Panchkula resident, Karan Mehta, for not replacing the defective handset with new one. The forum also directed them to pay a compensation of Rs 5,000 for causing mental agony and pain and Rs 2,500 as the cost of litigation to him.

In his complaint, Karan Mehta stated that he had bought a Sony Ericsson mobile from Chawla Brother on October 24, 2009, but it stopped working on April 13, 2010. It was sent to the Sony Ericsson service centre where it was repaired after a month. But it again developed a snag and was handed over to service centre on June 5, 2010.

After repairing the handset, they returned it to the complainant on June 9, 2010. But it again became defective and could not be repaired and made functional to the satisfaction of the complainant. As no one appeared on the behalf of Sony Ericsson Mobile Communication and Chawla Brother, the court proceeded ex-parte against them where as the service centre of Sony Ericsson had filed a written reply.

In another case, the forum (II) directed Spice Communication and Spice Mobility to refund the cost of mobile handset of Rs 10,050 for not replacing the defective handset to a city resident, besides paying a compensation of Rs 2,500 for mental agony and harassment.

In his complaint, Mohit Kochar stated that he had purchased Spice D-88, Gold Dual Mode (GSM+CDMA) handset on May 10, 2009. Soon after its purchase, it started giving problems. He approached the Spice service centre and handed over the mobile set for repair.

After a few days, the mobile set was returned to the complainant on the ground that he violated the terms and conditions of warranty by trying to get it repaired other than the authorised service centre. The complainant stated that he never got it repaired from any other source as the set was under warranty period. He urged them to replace the mobile set as it was not working properly, but to no avail.

As no one appeared on behalf of Spice and its service centre, the court has proceeded against ex-parte. However, Spice Mobility filed a written reply in which they admitted the warranty period of one year of handset but stated that the nature of damage to the handset was not covered under the warranty.

In the third case, also an ex-parte order, the forum (I) directed Samsung India Electronics Ltd and Himalayan Photo Store to replace the defective mobile handset of Mohali resident with new one and if the same model is not available, refund the cost of handset to him, besides paying the compensation of Rs 1,500 for harassment.

In his complaint, Iqbal Singh stated that he had purchased a Samsung mobile worth Rs 3,450 from Himalayan Photo Store on June 19, 2010. After a few days, it started giving problems and became non-functional. He went to store and was advised to visit their care centre “Expert Communication” at Patiala. But the problem was not resolved even after visiting the centre. The complainant urged them several times to repair it, but to no avail.

Water consumer gets relief from paying Rs 17,700
He was being charged for water he never consumed

The Mohali District Consumer Disputes Redressal Forum has come to the rescue of a water consumer who had been burdened with a water consumption bill of Rs 17,700 by the Punjab Water Supply and Sanitation Department, which he never consumed. Quashing a payment of arrears of Rs 17,700, the District Consumer Disputes Redressal Forum, comprising BS Mehandiratta, president, Dr SS Dhaliwal and HK Ghuman, both members, directed the department to charge from the complainant from February 1, 2008, to January 31, 2011 at the rates prevailing then.

Apart from it, the complainant will also pay charges from April 1990 to May 1990 to the tune of Rs 60 due at the time of submission of his application for the disconnection submitted on May 7, 1990.

The orders were passed on a case filed by Ajaib Singh, a resident of Dhire Majra village, Dera Bassi, he stated that he got the water connection for his house and started paying the water charges regularly. At that time, the water supply was being received from Jarout village, and was irregular and therefore he was forced to arrange for alternative water facilities on his own. Subsequently, he moved an application for disconnection on May 7, 1990.

The complainant arranged an alternative water supply by installing an electric motor in a well at his house. After that he never used the water being supplied by the department. On December 28, 1990, he received a notice from the department demanding a sum of Rs 775 as water charges due up to November 1992. He, however, asserted that the water supply to his house stood already disconnected therefore there was no question of payment of any water charges by him.

In 2009, he again took the water connection from the department as his own tank failed to supply water. He received a bill of Rs 17,890 in which previous arrears of Rs. 17,700 had been claimed from him. He contested that the demand was illegal, as his water connection had already been disconnected.

After hearing arguments of both parties, The forum quashed the demand of the department for arrears of Rs 17,700. “ The complainant shall be liable to pay to the department water consumption charges at the prevalent rates with effect from February 2, 2011, onwards regularly failing which the department shall have the right to proceed against him in accordance with law”, the forum further observed.

Runaway couple gets protection

The Panchkula district court has directed the police to provide a protection cover to constable Malkit Singh and Jyoti with whom he had allegedly eloped on Tuesday. Jyoti’s uncle Prithi Singh in his complaint filed with the Chandimandir police had alleged that Malkit Singh had “run away” with his niece. The police had registered the complaint in its daily diary report.

Prithi said Jyoti was working at a gift shop located near Nadda Sahib gurdwara from where she left with Malkit on Tuesday. The couple, reportedly, tied the knot at Pinjore on May 17 against the wishes of the girl's parents.

SUV set afire, neighbour booked

A dispute between two neighbours in Sector 45 took an ugly turn when one of them set the Tata Safari of another on fire here this morning. The police has arrested the accused, Nadeem, under Section 436 of the IPC. The incident took place at 9.30 am when Umedh’s car was set on fire. Umedh Singh is an employee with MEC, Chandimandir.

Singh was not present in the house when the incident took place. The case has been registered on the complaint of his mother. The police said Umedh and Nadeem had a tussle over parking their vehicles five days ago and since then both were filing complaints against each other with the police.

Today, Nadeem was agitated because Umedh had filed a complaint against him alleging that he was being threatened by the former. The damaged Tata Safari has been seized being a case property.

Police yet to make arrests

Even after six days when lawyers in district courts had assaulted a naib court in courtroom, the police is yet to make any arrests in the case. Interestingly, lawyers have withdrawn the anticipatory bail plea and 18 of them have been named in the FIR registered at the Sector 17 Police Station.

Lawyers are making all possible attempts to compromise with the police constable Ram Karan, deployed as naib court, who was beaten up by lawyers in public.

“We are trying to reach a compromise, but in case the police is bent on arresting lawyers, the entire District Bar Association (DBA) will surrender,” said NK Nanda, president DBA. Meanwhile, vice-president of the DBA had requested all members of the bar association not to make any statements to the media.

St Soldier, St John's School set for title clash

Hosts St Soldier International School, Sector 28, and St John's School, Sector 26, set for a title clash in the ongoing St Soldier Football Trophy at the school grounds here. In the semifinals, St John's beat Saupin's School, Sector 32, 5-0, while St Soldier got the better of St Kabir School, Sector 26, by a comfortable 5-1 margin.

In their match against St Kabir team, St Soldier team put up a good show and drew first blood through Padma in the 16th minute. Anuj Yadav contributed a fine brace by scoring in the 27th and 37the minutes. In between, Sumit had made it 3-0 in the 31st minute. Ashish struck in the 48th minute. Rahul Dahiya was denied a 'goal, as he was ruled off-side. However, his briliiant header of a floater from Padma from the left flank, was a superb try.

After taking an unassailable 4-0 lead, St Soldier virtually gave up before the lemon break. St Kabir School’s consolation goal came through Aditya Jindal.Earlier, St John's School proved too good for Saupin's School.

Krishna scored the first two goals for his team by netting in the 25th and 27th minutes. Praseaj (29th), Krishna (32nd) and Anew (38th) helped the team to register a fluent victory.

St John's beat Saupin's School, Sector 32, 5-0, while St Soldier got the better of St Kabir School, Sector 26, by a comfortable 5-1 margin. In their match against St Kabir team, St Soldier team put up a good show

City lad shines in junior golf

City golfer Tarundeep Chadha trailed Delhi’s Honey Baisoya by two strokes on the penultimate day of the Indian Golf Union Northern India Junior Golf Tournament at Noida today.

The Faldo series Asia winner finished the third round at 213. Honey Baisoya goes into the final round with a three-day tally of 211 (73-67-71). Bangalore’s Trishul Chinappa and Amanaraaj of Patna are tied for the third slot, three strokes behind Tarundeep at 216. Chandigarh’s Aadil Bedi and Karan Pratap from Faridabad were tied for the first slot with identical two-day totals of 156 in the U-10 category for boys and girls.

Top seed Gurinder to take on third seed Ajay Yadav

Top seed Gurinder Singh of Punjab will take on third seed Ajay Yadav in the men's singles final of the AITA-CLTA Chandigarh Open-50K Men’s and Women’s Tennis Tournament, taking place at Chandigarh Lawn Tennis Association, Sector 10, here.

Gurinder and Yadav ousted their rivals, Manpreet Singh Chawla (6-2, 6-0) and Tushar Sharma (3-6, 6-3, 6-1) in the semifinal matches played today.

Yadav took time to settle down against Sharma after surrendering the opening set by 3-6. He came from behind, and clinched the second set by 6-3. In the decider match, Yadav held his nerves and outclassed Tushar in all departments of the game to clinch the set 6-1.

The women's singles semifinals fixtures witnessed the biggest upset with eighth seed Manya Nagpal of Uttar Pradesh upsetting hot favourite and top seed Ravnoor Kaur of Chandigarh in three sets6-7 (7), 6-2, 6-0. Second seed Abhilasha Ahuja of Haryana had an easy passage into the final. She beat qualifier Ashima Garg of Chandigarh in straight sets 6-1, 6-2.

Malkan Trophy
Vineet helps Chandigarh go strong

With his 96-run knock, Vineet Dhaka helped Chandigarh to be in the driver’s seat against Patiala in the final of the ML Markan Trophy (U-16) Tournament at the Punjab Cricket Association stadium here today. Chandigarh put on 324 for nine in 107 overs in their first innings on the first day of the match.

Earlier, Chandigarh skipper Shivam Bhambri won the toss and elected to bat first. The move, however, boomeranged as Chandigarh lost their first wicket in the shape of their in-form skipper Bhambri at 10. Bhambri was snapped by wicketkeeper Anmol while chasing an away swinger from Ashutosh with his individual score of six. Ashutosh struck again when he disposed of other opener Bhagminder by having him caught in the slips for 16 with the team’s total reading 35 for two.

Chandigarh kept on losing wickets at regular intervals and at one stage they were in deep trouble with half the side back in the pavilion with total reading 89 in 33.5 overs.

At this stage, Arvinder Chauhan who had come at number four, was joined by Vineet Dhaka and the duo started the repair work. Both batsmen added 117 runs for the sixth wicket. Chauhan lost his wicket after accumulating 65 runs.

Medium pacer Ashutosh Kumar was the pick of Patiala bowlers, as he scalped three for 87, while Gurtek Singh, Tanish Gill, Sahil Gupta, Navendu Sharma and Sagar Kumar picked one wicket each.

Archer Anil selected in Indian team

Selection of archer Anil Kumar in the Indian team brought cheers to many at the Archery Lake Sports Complex here today. Anil will represent the country in the Asian Grand Prix, scheduled to be held at Dhaka, Bangladesh, from May 25 to June 1. From there the team will be selected for the World Archery Championship, which will take place in July.

Till last year, Anil and his wife Shweta Arya were trainees at this centre before the former joined the Indo-Tibetan Border Police.

The elated coach Vikas Shastri said he was proud of his pupil.

Terming Anil a natural talent, Shastri said: “He came to me in 2004 and took on “Indian Round”, the event meant for beginners. But soon, he graduated to compound event. Though he not so disciplined, he was good in the sport. Anil became serious in 2008 and the result is here,” said the proud coach. Anil’s selection in the Indian team has boosted the morale of other local archers, who have been honing their skills at the centre, said Shastri.

Anil, who hails from Narnaul, Haryana, has completed his higher studies at Sri Guru Gobind Singh College, Sector 26.
