Preparations on for Char Dham Yatra Dehradun, March 16 The Char Dham Vikas Parishad (CDVP) is busy these days making necessary preparations to welcome thousands of pilgrims who come to visit the Gangotri, Yamunotri, Kedarnath and Badrinath shrines, which will open on May 9 (Gangtori and Yamunotri), 8 and 6, respectively. Special emphasis is being laid on repairing broken roads and providing round-the-clock electricity supply to the region.

16 A delegation of the Shiksha Mittars was assured of a meting with Chief Minister Ramesh Pokhriyal Nishank to discuss their demands in the afternoon. However, even after taking the delegation inside the Assembly, its members were told that the Chief Minister was busy in the Assembly session proceedings and would not be able to meet them. This infuriated the Shiksha Mittars waiting outside and they went in a procession towards the Assembly and forcibly removed the huge barricade put up by the police near the Vidhan Sabha building. They had scuffles with police personnel. Later, they lay on the road as a mark of protest. The police force had a tough time in handling the situation. It poured water on the road to disperse the agitators. Finally, more than 400 of them were arrested and taken to the Central Jail at Suddhowala. Raising slogans against the state government, the Shiksha Mittars resolved to continue their agitation till they get permanent jobs. “We have sent several memorandums to the state Education Minister as well as to the Chief Minister for the last 10 years, but in vain,” said Lalit Dwivedi, state president of the Shiksha Mittar Mahasangh. |
Opposition creates ruckus in well

Dehradun, March 16 Leader of Opposition Harak Singh Rawat, Congress MLAs Kishore Upadhyaya, Pritam Singh, Dinesh Agarwal, Govind Singh Kunjwal and others rushed into the well of the House asserting that lakhs of unemployed youth, who are BPEd and BEd, were jobless and protesting outside the state Assembly. The Congress MLAs sought a discussion over the issue under Rule 310. BSP MLAs squatted in the well in protest. They accused the state government of ignoring Haridwar. They said the BJP government was not interested in addressing the issues of the holy city. Yashpal Benam, an independent MLA from Pauri, too raised the concerns of Pauri. He too was seen in the well. Benam said despite two Chief Ministers belonging to the region, Pauri district was being neglected in terms of development. Uttarakhand Speaker Harbans Kapoor finally adjourned the House till recess. A first, House adjourned over incomplete reply Setting a precedent, the Uttarakhand Assembly was adjourned after a minister failed to give a proper reply to a query posed by the Opposition. During question hour today, Congress MLA Jot Singh Gunsola wanted to know from Uttarakhand Rural Development Minister Vijaya Barathwal about the roads sanctioned until 2011 under the Pradhan Mantri Gramya Sarak Yojana. Barathwal informed the House that a total of 5627.73 km motor ways was sanctioned from phase I to VIII under the Pradhan Mantri Gramya Sarak Yojana. She also stated that until February 2011, 3227.05 km of road stretches were constructed which include 183 roads in stage I and 187 roads in stage II. However, the minister failed to answer the supplementary question and was found to have not done her homework. After a heated argument between the Treasury and Opposition benches, Uttarakhand Assembly Speaker Harbans Kapoor ordered a 15-minute adjournment of the House. The Opposition, led by Harak Singh Rawat, sought suspension of the question, but it was not allowed by the Speaker. Significantly, the minister stated that 109 roads had failed to take off due to the Forest Conservation Act. Dharna of physically challenged enters 3rd day The dharna by members owing allegiance to the Pradeshik Viklang Sangathan Uttarakhand entered the third day today. Staging the dharna outside the Vidhan Sabha, the members are demanding the fulfilment of 17-point charter of demands. The demands include 3 per cent reservation for physically challenged in government and non-government organisations, 5 per cent job reservation in power projects set up by companies, financial allocation for setting up a separate office for the organisation, all class IV posts in the state be filled, giving preference to physically handicapped persons belonging to BPL category etc President of the organisation Umesh Grover said the government had already been made aware of most their demands through letters and meetings, but none of their demands had been met. Extend duration of quota to state agitationists: Manch Demanding the extension of the duration of 10 per cent reservation to agitationists, who fought for the formation of the state, from August 2011 to 2020 and give them all the benefits of health, education and transportation, Uttarakhand Rajya Andolankari Manch held a one-day dharna at the Vidhan Sabha. Asking for swift action on their demands, vice-president JP Pandey said if District Magistrates could not complete the task of identification of state agitationists till December 31, there was no logic of cut-off date. District president Pradeep Kukreti said many senior citizens were identified for the pension in August, last year, but the pension could not be approved because of the negligence of administrative officers. This must be released soon. Those who sat on dharna included president of the manch Jagmohan Negi, geneal secretary Ram Lal Khanduri, organising secretary Mohan Singh, JP Pandey and Meera Raturi. Anganwari, ASHA workers stage demonstration Protesting against the non-fulfilment of their demands, anganwari and Accredited Social Health Activist (ASHA) workers held a demonstration at the Vidhan Sabha here today. The main demands of the anganwari workers are the appointment of anganwari workers as supervisors, leave facility, appointment as teachers as per qualification in government primary schools, provident fund and ESI facilities for the workers and that they be declared government employees and made eligible for pension after retirement etc. The members will also lead a march tomorrow to the Chief Minister’s residence. The members who participated in he dharna included Rekha Negi, Asha Negi, Laxmi Pant, Chitra Gupta and Janki Chauhan. ASHA workers too raised slogans against the government and sat on a dharna near the Vidhan Sabha. They were demanding minimum wages, travel allowance and disbursement of salaries through cheques. On the third day of the Assembly session today, members of the Uttarakhand Bhojanmata Kaamgar Union held a demonstration at the Vidhan Sabha here. The members are angry over the proposal of the government to pay them salaries for 10 months of a year. Addressing the members, treasurer of the Centre for Indian Trade Union (CITU) Mahaveer Sharma said the Union supported the demands of the members. “The government should stop torturing the members and ensure that the members receive 11 months’ salaries in a year,” said Sharma. On March 17, the members will march to the Chief Minister’s residence and submit a memorandum to him. |
Preparations on for Char Dham Yatra Seema Sharma Tribune News Service Dehradun, March 16 Surat Singh Nautiyal, vice-president of the CDVP, said he was in constant touch with the National Highway Authority of India as well as the Border Road Organisation (BRO) regarding repairs of the road. Tourism Minister Madan Kaushik and Principle Secretary Rakesh Sharma held a meeting with the officials of Uttarakhand Power Corporation Limited in this connection. There are still about two months to go for the summer Char Dham Yatra and the CDVP is keen to utilise this time period in keeping the infrastructure well in order. In is notable that the winter Char Dham Yatra will start soon after the summer yatra. “For road management in Gangotri, Kedarnath, Gaurikund and Badrinth, the Chief Engineer, BRO, has owned the responsibility,” he said, adding that the ropeway from Kharsali to Yamunotri would soon get ready, which would provide an alternative way even if the roads got damaged in the rainy season. The stretch from Gangotri till Mukhva would need snow cutters for the winter pilgrimage,” he said. The villages picked up for the winter Char Dham pilgrimage are Mukhwa, Dhrali, Harsil, Sukhi, Jhala, Purali and Gaursali in the Ganga belt and Ranageeth, Jankichatti, Bif, Kharsali and Sonchatti in the Yamuna belt. Ukhimath and Rudra Prayag have chiefly been picked from the Kedarnath belt. According to Nautiyal, the villagers in these villages would be assisted in honing their traditional skills in music, dance and cuisine and acquiring professional touch, so that they could deal with the domestic and foreign tourists better. He said the villagers were already equipped with extra accommodation of one and two rooms in their homes, meant for the guests. New transport fares are yet to be finalised for the summer Char Dham Yatra, though the fares for the inter Char Dham Yatra are available with 50 per cent discount. |
Delhi’s Jasbir selected for Darshani Gelaf honour
Dehradun, March 16 The booking for offering the Darshani Gelaf is made in
advance. Jasbir Singh had made booking almost 20 years ago. Every year
the flag-hoisting ceremony takes place at the Darbar Sahib on panchami
when the old flag is removed and the new one raised, adorned by the
Darshani Gelaf. Meanwhile, a large number of the sangat from Punjab
and other neighbouring states will begin arriving at the Jhanda Sahib.
“We are expecting a huge rush this year and some of the pilgrims will be
put up at various dharamshalas and schools premises,” said VK Nautiyal,
coordinator, Darbar Shri Guru Ram Rai. |
Education Dept ignores freedom fighters
Mussoorie, March 16 According to a resident of Khas Kudaon village of Tehri Garhwal
district Nagendar Nautiyal, son of Devendar Dutt Nautiyal, in 2005, the
department sought applications for 102 posts of male attendant (class IV
category) vide advertisement No. DAVP 4000/215/2005 published on May 3.
The advertisement stated that the aspirants should bring with them the
required certificate for getting employment under reserved seats meant
for dependants of freedom fighters. The District Education Department,
in another advertisement published vide DAVP 4000/215/2005 on December
15, 2005, called the applicants for an interview in January. However,
the authorities cancelled the interview citing the reason that it was
not possible to interview a large number of applicants. It also stated
that the applicants would be informed about the new date for the
interview, which never happened, according to Nautiyal. After waiting
for long for the interview call, he sought from the department the
information about the posts under the RTI Act, but the department did
not respond. When his second appeal was not entertained, Nautiyal moved
the State Information Commissioner’s office. The Commissioner directed
the information officer of the department to divulge with the details
sought by Nautiyal. In the recruitment details provided by the
department, startling facts came to the fore. There were 630 posts of
male attendant and all of them were already filled. Furthermore, the
department had not reserved posts under the freedom fighter quota, which
is to 2 per cent in this case. When Nautiyal wrote to the department
why 2 per cent posts were not reserved under the freedom fighter quota,
it stated there were no posts planned under the quota. Nautiyal said if
all the 630 posts were already filled, why did the department waste time
and money first in advertising the posts and then cancelling the
interview. He alleged that it seemed the department had filled the posts
through backdoor channel. He said 124 posts of sanitary staff, the
interview for which was called on the same date, were still lying
vacant. He has demanded an immediate inquiry into the whole case and
threatened to move court if he did not get any response. Nagendar’s
father had got the copper-plated citation award by former Prime Minister
Indira Gandhi on August 15, 1972. Nagendar said his father died when he
was four. Officials of the District Education Department refused to

MKP PG College Principal’s appointment under scanner Yamini Sunwar Tribune News Service Dehradun, March 16 In a writ petition filed by a contender for the post of principal, Associate Prof, political science, MKP PG College, Kiran Sood had contended that the academic record of the petitioner was better than that of the selected and appointed principal of the college. She had also said, “In the matter of selection, the selectors did not apply their mind for the purpose of ascertaining better suitability of the candidates, but were influenced by something else that has not been brought on record by the college in their counter affidavit, despite opportunities given to them”. However, the court passed an order on March 8, 2011, directing the VC of the affiliating HNB Garhwal University to constitute a selection committee for selecting the principal as quickly as possible with members required as per the law. The court had also ordered to ascertain whether anyone, who appeared before the previous selection committee, including the contesting candidates, was a better candidate than the present principal. While talking to The Tribune, secretary, MKP PG College Society, Jitender Negi said, “Through the VC of the varsity, the court has requested the selection committee to discharge their obligations in terms of the order without delaying, but not later than two months from the date of its constitution”. “As per the direction of the court, the selection committee shall submit their report of selection to the VC after which the same will be conveyed by him to the court,” he said. Present Principal, MKP PG College, Indu Singh was selected and appointed as Principal in 2007, while Kiran Sood lost the contest against her. Later, Sood challenged the appointment of the principal as erroneous in the High Court and requested a fair conduct of re-election. |
Vijay Bahuguna for MPs monitoring centrally sponsored schemes
Dehradun, March 16 Bahuguna said the Central government must take an
initiative to develop airports at Pithoragarh, Pantnagar, Chinyali Saud
and Gochar as these would give a push to tourism. The Congress MP said
while monitoring relief amount, the Centre should provide more of relief
to the state if need be. He also sought revoking of service tax on
diagnostic centres, hospitals and lawyers. |

ignoring their demands. They demanded ACP benefits, implementation of
staffing pattern, regularisation of the contractual employees and
releasing of pension on time etc. It was also decided that in order to
protest, all the members of the sangh would hold a gate meeting every
day from May 5 to 13 in Phase 1, agitate from May 16 to 18 in Phase 2,
suspend work from May 19 to 21 in Phase 3 and strike from May 23 till
their demands were accepted. |

Dehradun, March 16 Commenting on the programme,
Harjinder Singh, chief football coach of the CFA, said, “We will be
conducting trials in the 9-10-year-old age category. Plus, we are also
looking for one or two talented players in the under-14 age group.” The
preliminary tests will include 6x10m shuttle run, 30m flying start,
standard board jump, hitting test for accuracy-3 balls and push and
stopping the ball-3 balls. The final test will comprise fast dribbling
25 yards with five practice posts, dribbling and shooting test-3 balls,
stick body cross rolling 25 yards, turning and rolling right and left
side and pass and stopping the ball with running. The District Football
Association (DFA) was thrilled with the development. Devendra Bisht,
Secretary of the DFA, said, “We have spoken to coach Harjinder Singh and
offered all help for the trials”. The coach Harjinder Singh, chief
football coach of the CFA, was a star Indian football player in
his time. He represented India in many international football
tournaments in ’70s and ’80s. He has been closely associated with
the CFA since its inception. The academy The Chandigarh
Football Academy (CFA) began functioning in 2000. Operated by the
Sports Department of the Chandigarh administration, the CFA
provides specific coaching and training on a scientific basis to
