Pursue rights religiously, minister tells forest people
Dehradun, March 2 Taking part in the inaugural session of the two-day deliberations organised by the Van Panchayat Morcha on the Forest Rights Act in Dehradun, Kandari admitted that the beneficiaries still were not aware of their forest rights, despite the government taking all steps to publicise these through the distribution of pamphlets and newspaper advertisements. He said it was wrong to put all the blame on the government for any hassle in the implementation of the Forest Rights Act. “The forest dwellers must also get themselves sensitised towards their rights as vested in the Forests Rights Act rather than putting the entire onus for delays on the state government or others,” he added. Earlier, Ashish Kothari, member, Forests Rights Act Review Committee of the Central Government, showed concern over the poor state of affairs of the implementation of the Forest Rights Act in Uttarakhand. Kothari revealed that in all 30 lakh claims had come from across the country under the Act and as per the government records 10 lakh had even got titles. Kothari, however, said the condition of nomadic tribes like Gujjars and Baddis in the country was pathetic as for them giving permanent residency proof was a very tough task due to their nomadic nature. An expert on the forest rights, Madhu Sarin, referred to the importance of the Forest Rights Act towards providing long-awaited justice for the communities who dwell in the forests. She said the implementation of the forest rights in the states of the country varied from region to region. Social activist Suresh Bhai too highlighted the plight of the forest-dwelling communities in the state. Tarun Joshi of the Van Panchayat Morcha coordinated the proceedings of the deliberations. |

State govt panel to hear public’s objections
Dehradun, March 2 The development of any area into a township and the restrictions and conditions subject to which such development may be undertaken will also be specified. “The proposed traffic system, including hierarchy of roads, road sections, flyovers/subways/bridges, terminal facilities and traffic management measures and public transport, if any, will be properly delineated in the plan. “There will be proposals for physical infrastructure ie water resources, power grid, landfill sites, sewage treatment plants and community facilities. “The proposed master plan will need to take care of various existing state policies which are the State Urban Housing, Habitat Development, Energy, Disaster Management, Information Technology, Industry and Tourism Policies etc,” said secretary Vinod Suman. For the approval of the master plan, monitoring at various stages will be done by the Town and Country Planning Department headquarters, Dehradun, which will work as the monitoring agency. Sarvesh Mittal, Assistant Engineer, DG-SADA, said, “The consultant will incorporate the recommendations that will emerge during the presentation and submit the draft master plan and present it before the board for approval. “Any changes/modifications suggested by the board shall be incorporated in the draft master plan by the consultant. Thereafter, the consultants will invite objections and suggestions from the public on the draft master plan on behalf of and as directed by the DG-SADA Board”. A committee, constituted by the state government for the purpose of hearing objections and suggestions received from the public, shall examine and hear the same and submit its recommendations to the board. The board after considering the recommendations of the committee will give its approval with or without any modifications. The consultant will incorporate the recommendations of the board and submit the master plan for the approval of the board which will be submitted to the state government for its approval. |

Private, govt doctors demand better working conditions
Dehradun, March 2 At a press conference today, Dr DD Chaudhury, general secretary, Indian Medical Association (IMA), said doctors in the state had common concerns. “Not a single day passes when doctors are not attacked. The government should put in place the Security Act,” said Dr Chaudhury. On the other hand, Dr DP Joshi, general secretary, Provincial Medical and Health Services (PMHS), said the government had failed to resolve the issue of the allocation of hill cadre to 67 doctors and implement the Dynamic Assured Career Progression Scheme (DACP) Scheme. “Several doctors have not got promotion, though they have worked for more than 20 years. The wait is frustrating for most of us,” said Dr Joshi. He said private doctors too would go on strike on March 14 in support of their demands. |

Constable booked on charge of abetting suicide
Nainital, March 2 Suresh Jatav of Metropole Compound had consumed poison on Monday night after he was questioned by the police in a case pertaining to the alleged abduction of a college student in which he, along with his wife Sushila and their son Pawan, are the accused. The case pertains to the alleged abduction of a girl on February 19. Bhawani Devi’s mother had got a case registered with the police on February 24 holding the accused responsible for the abduction. While Pawan was accused of having committed the act, his parents were charged with having aided him in the girl’s abduction. This had led to the police questioning Suresh at length. He went home on Monday night and consumed poison that led to his death. The police recovered a suicide note from his home. Pawan’s brother Nitin lodged a complaint with the police accusing Constable Surendra Singh of mentally torturing Suresh and also using casteist terminology while interrogating him. A case was lodged against the constable on Tuesday. The police is now investigating the veracity of the suicide note in which Suresh has written that the police was not responsible for his taking the extreme step. There is a point of view that Suresh took the extreme step as he was shocked at the allegation of abduction that had been levelled against his son. |

Barakot residents seek tehsil status
Pithoragarh, March 2 “We have started a dharna at the Gandhi Chowk in Lohaghat demanding tehsil status for the Barakot area,” said Kheema Mehta, block pramukh of Barakot block. “At present, Barakot has a semi-tehsil status. We want this to be upgraded as the SDM does not sit there. In absence of the SDM, the villagers are unable to take any benefit from this status,” added Mehta. “After the creation of the Champawat district, the people of Barakot have been neglected,” said Khusal Singh Adhikari, a leader of Tehsil Banao Sangharsh Samiti of Barakot. Following the movement in Barakot, the residents of Banbasa have started demanding a separate developmental block in Banbasa. “The people of Banbasa have sent an application to the Uttarakhand government demanding the creation of a separate block for Banbasa as the present block office is not within the reach of the poor people of the area,” said Jaswant Basera, a resident of

Dalits still face neglect, indifference, says Adhikaar Manch
Mussoorie, March 2 Dalit leader Sunil Sonkar said the misuse of the funds under the special component plan had increased in the past couple of years. Dalit persecution, including violence and rape of Dalit women, was also on the rise and social and political organisations were acting merely as silent spectators. Sonkar also said the condition of Dalits in Jaunsar was deplorable as the upper caste of the region also enjoyed ST status and were oppressing Dalits vehemently, despite knowing that the Dalit Act was not applicable on them. He said all should work towards abolishing ST reservation from the Jaunsaar region so that Dalits could live in peace. Mohsin Tanha was of the view that cases of bonded labour were still being reported from the Jaunsaar region. Another Dalit leader Jabar Bhai said the Dalits were not allowed inside the temple till this day, especially in the Jaunsaar region and this could change only when the Dalits were united and aware of their rights. Eminent educationist Mukesh Lal from Mussoorie said a concerted campaign was needed for improving the educational, social and economic situation of the Dalits in the state. He further said all such issues concerning Dalits should be raised vociferously at every given national or international forum. Only then their condition would improve in the state. The leaders said workshops would be held at village and block levels to sensitise the Dalits and prepare them to fight against the indifference shown towards them. Social activist Baisakhi Lal, Vidhbhushan Rawat, Mukeshlal, Jagdish Bangwaal, Rajesh, Shivdas, Balram, Sunil Kumar, Shivani, Saif Khan and others were also present on the occasion. |
Thieves strike Survey of India dispensary, articles missing
Dehradun, March 2 According to the complaint of Dr Mandira Gunjyal, Senior Medical Officer, Survey of India, government property was stolen from the dispensary by breaking its lock. The theft came to light yesterday morning when the premises were opened. The lock of the main door was broken and the place was ransacked. On entering, the staff found several articles missing. According to the police, no cash has been reported to be missing by the complainant. A case under Sections 457 and 380 of the Indian Penal Code has been registered at the Dalanwala police station. The police has examined the spot and started an inquiry into the matter. |
Solid waste management training programme held
Dehradun, March 2 Chief guest Awadhesh Gangawar, Regional Director, Environment Education Centre, North, said safeguarding the environment stood as the basis to ensure a better life. He said the quantum of garbage had increased manifold in recent times, taking into account the changing face of development. Special guest Dr NK Agarwal, who is also former Director, Geological Survey of India, Dehradun, informed the gathering about the adverse impact of dirt and garbage in the environment. Experts for cooperation in space research
Nainital, March 2 The workshop is being organised by the Aryabhatta Research Institute of Observational Sciences (ARIES) in collaboration with the Department of Science and Technology (DST) at the ARIES’ facility at Manora Peak in Nainital. Talking to The Tribune, VV Sokolov, who is an international authority on the subject said, “India and Russia have had a collaboration in this field for the past five years. Progress in the field of gamma ray bursts (GRBs) is only possible if there is international cooperation”. His colleague Prof Yuri Schekinov pointed out, “Nobody has an exact understanding about GRBs. By studying these, we are trying to look very deep into the history of the universe”. He said there were no political boundaries in space and countries needed to come together to carry out research of the cosmos. In his address, Prof Dipankar Bhattacharya stated that GRBs are a relatively new phenomenon that came to light when satellites were launched. He asserted that GRBs are frequent and cover the most distant part of the universe. Delivering his inaugural speech, Dr VPS Arora, Vice-Chancellor of Kumaon University, said, “Political differences need to be forgotten when it comes to space research. Space research cuts across boundaries and collaborations are very useful”. He said countries joining hands for research needed to ensure that there was optimum usage of resources and there is no duplication of effort. He said the projects undertaken must be multi-institutional and international in nature. He asserted that India had a strong tradition of astronomy and its progress in the field over the past few years had been satisfactory. Referring to the Indo-Russian ties, he said the two countries had a long history of close social, economic, political and cultural ties. He said the two countries had collaborated successfully in the field of scientific research which needed to be taken further. |
Encroachments removed from Company Bagh
Nainital, March 2 According to information, two heavy machines, in the presence of a strong police force, removed 12 houses, three huts and 32 foundations that had been illegally laid. Officials of the Power Department took possession of the land and fixed a barbed-wire fence on the boundary after the removal. It is learnt that in 2006 the land had been handed over to the local municipal body after being vacated following a High Court order. The initial plan was to give the land to the Education Department and have a tube well on it. The tube well was built on one bigha of the land. Ironically, over the past five years, plots on the land had been sold off right under the nose of the administration. The plots were not only sold on proper stamp papers, but drinking water pipelines were laid and power connections also given. The plots had allegedly been sold at a cost of Rs 2-5 lakh. It has been pointed out by observers that a politician-land dealer nexus was responsible for the sale of plots on this piece of land. The administration finally decided to get the encroachments removed on Monday morning and a swift operation was carried out amidst minor resistance from those residing in the area. The operation carried on till late afternoon lasted about five hours. |
RPF personnel accused of beating up girl
A personnel of the Railway Protection Force (RPF) has been accused of mercilessly beating up a six-year-old girl who was studying in the mobile van being run under the Sapnon ki Udaan programme at Gafoor Basti in Haldwani. Saloni’s parents have charged RPF personnel Dharam Singh of beating the child with his stick. The matter was taken up with senior RPF personnel who claimed that children in the van were making a noise and the accused personnel had merely scolded the girl. Two children who were abducted from Haldwani on Monday were abandoned by the abductors at Baheri in Uttar Pradesh on Tuesday. According to information, 10-year-old Shakir and Shahbaz were playing in a courtyard when they were kidnapped by unknown persons who came in a four-wheeler. After searching for the children for a long time, their parents informed the police about their going missing. On Tuesday when they were about to approach the police again, they got a call from a man running an eating joint at Baheri who told them about the children. The children related that the abductors had thrown them out of the vehicle near the eating joint at Baheri causing injuries to them. Police investigations are on in the matter. Residents of Bhaisori village near Takula in Bageshwar district have demanded the deployment of regular teachers and doctors in the village. At a meeting organised to pay tributes to late freedom fighter Harswarup Pande, the villagers raised their concern over Pande’s village being ignored by the administration. The speakers said on one side Chief Minister Ramesh Pokhriyal Nishank was ordering officials to stay in the villages overnight to address local concerns, and on the other, the same officials were not paying attention to any of the problems being raised by the villagers. Residents of a minority-dominated village of Darau in Udham Singh Nagar district have accused the Bharatiya Janata Party (BJP) Government in the state of ignoring their area. They have alleged that the government is not taking any interest in the development of the area. They handed over a memorandum to the Additional District Magistrate addressed to Chief Minister Ramesh Pokhariyal Nishank. They have demanded a health centre, a proper road from Sojna to Darau, a cooking gas distribution centre, roads and drinking water facility for their area. UKD selects Dobhal as city chief
Dehradun, March 2 “In this direction, Pramod Dobhal was selected city president.
