JPC on 2G likely to be formed today New Delhi, February 28 According to sources, Prime Minister Manmohan Singh, who is the Leader of the Rajya Sabha, will move the motion in the upper house. The Rajya Sabha nominees on the JPC are expected to be Abhishek Singhvi, Praveen Rashtrapal and PJ Kurien (all Congress), SS Ahluwalia and Ravi Shankar Prasad (both BJP), Sitaram Yechury (CPM), Satish Mishra (BSP), YP Trivedi (NCP), T Siva (DMK) and Ramchandra Prasad Singh JD(U). The Lok Sabha has already named its 20 members on the panel. The chairman of the committee will be announced by Lok Sabha Speaker Meira Kumar. The JPC will give its report by the end of the monsoon session of Parliament. It appears to be a toss up between Kishore Chandra Deo and PC Chacko for the chairmanship of the 30-member JPC, which is expected to make recommendations to ensure formulation of appropriate procedures for implementation of laid down policy in the allocation and pricing of telecom licences. While Deo has experience on his side, Chacko is said to be quite aggressive but both suit the bill, the sources added. Meanwhile, the Congress is likely to object to the nomination of BJP leaders Jaswant Singh and Yashwant Sinha to the JPC on the charge of conflict of interest. Congress sources said there is a clash of interest in the nomination to JPC of BJP leaders who have been finance ministers in the NDA government. A Congress leader said they would move the objections and put the clash of interest on record after the yet-to-be-named chairman of the parliamentary panel calls the first meeting. |

Aarushi murder: Bailable warrants against Talwars
Ghaziabad, February 28 Talwar’s advocate had moved an application saying Rajesh Talwar was not medically fit to appear in the court today. A medical certificate was also attached with the application. In respect of Nupur Talwar, the court was told that she had gone to Allahabad to appear in the high court there. CBI Special Court Judge Priti Singh did not agree with advocate’s version and issued bailable warrants against Rajesh Talwar and Nupur Talwar. The Judge said if they did not appear on the next date of hearing (on March 22), non-bailable warrants would be issued against them. On February 9, the CBI court had issued summons against Rajesh and Nupur Talwar asking them to appear before it on February 28 and explain why they should not be booked under Sections 302 (murder), 201 (destruction of evidence), 34 (acts done by several persons in furtherance of common intention) and 120-B of the IPC. |
SC notice to Union Carbide in Bhopal case
New Delhi, February 28 A Constitution Bench headed by Chief Justice S H Kapadia also issued a notice to the Union Carbide Corporation (UCC) and others on the Centre’s petition seeking an 11-fold increase in the compensation awarded to the victims of the tragedy. “We propose to hold the hearing on a day-to-day basis from April 13” on the government’s petition for restoring the stringent charge of culpable homicide not amounting to murder against the accused, the Bench said. |
Air India COO Baldauf quits
New Delhi, February 28 Baldauf gave the notice to quit the ailing national carrier from April 1, airline officials said. His resignation came after he was served a show-cause notice on Wednesday asking him to explain his remarks that it was a difficult environment to work in with the government playing “too prominent a role in the (airline’s) operations”. “When you call someone from outside, let him work. The government should control but let him work. It should not be involved in day-to-day operations,” he was quoted as saying.

Garment makers flay new excise duty
Chandigarh, February 28 These garment manufacturers say that a vast majority among them come under the micro industry category and will now be forced to shut shop, as they will not be able to take the burden of this high excise duty. Ludhiana has more than 20,000 garment manufacturers, who are now upset with this optional levy being converted into a mandatory levy at a unified rate of 10 per cent. Manufacturers of most branded garments say that they will now be forced to increase the prices of garments by at least five to six per cent. Talking to The Tribune, Ajit Lakra, president of the Ludhiana Knitters Association, said a meeting of all associations of garment manufacturers had been called to discuss the strategy for protest against the imposition of this high duty. “This has been a severe blow to garment manufacturers, who are already reeling under the impact of rising prices of yarn. Yarn prices have gone up by almost two and half times in the past one year, which is already squeezing our profit margins,” he rued. Raj Awasthi, chairman of Sportking India, while criticising the imposition of this excise duty, said not only would the branded garments become more expensive, but the small manufacturers who work in a price-sensitive environment, will have to close shop. “Earlier, excise duty was optional, and those paying this could get a credit of up to six per cent on CENVAT. The effective credit was just three to four per cent,” he added. Satish Bagrodia, chairman of Winsome Group, welcomed the reduction in basic customs duty from 30 to 5 per cent on raw silk; from 5 to 2.5 per cent on certain textile intermediates and from 7.5 per cent to 5 per cent on certain inputs for manufacture of technical fibre and yarn. “However, in today’s time, when the input costs have increased manifold in the textile sector, and the industry is facing a challenge from Chinese counterparts, the imposition of excise duty will adversely affect the profit margins, particularly for the small garment manufacturers who cater to the lower income group,” he added. |
