Nainital, February 24
Claiming that the state government is committed to the welfare of ex-servicemen, Chief Minister Ramesh Pokhriyal Nishank, while making an appearance at the last day of the three-day Army Mela in Haldwani, underlined the schemes being implemented for them.

Nishank said the honorarium that was given to various medal winners had been raised and the state government had started providing residential facilities to the ex-servicemen. He asserted that the housing schemes had been launched in Haldwani, Dehradun, Kotdwar and Munsiyari, where colonies were being built for them.

He said, “Besides, sainik guest houses are being built at different places, including Munsiyari. The state government is spending Rs 25 crore on the Eco Task Force, where a large number of ex-servicemen are being rehabilitated for giving them fresh employment”.

He said Uttarakhand was the first state in the country, which was providing toll-free facilities at the sainik guest houses. “In addition to this, the government has been giving a discount on the Value Added Tax (VAT) that is paid by ex-servicemen on the purchase of four wheelers and other procurements,” he said. The CM further claimed that easy grant of arms licence was also being facilitated to ex-servicemen in the state.

Nishank called upon the youth of the state to continue making maximum contribution to the armed forces by getting enrolled in these. Appreciating the display of skills by servicemen, Nishank said the youth of the region would gain a lot from the event.

He underlined that the state had maximum personnel enrolled in the defence forces. He said the soldiers from the state had participated in all the military operations showing exemplary courage and conviction.

In his address, Major-Gen Rajesh Arya said, “The purpose of holding the event in Haldwani, which is the gateway of Kumaon, is to make people understand the Army better. The top priority for the Army is the interest of the nation”.

Over the past three days, people of the town turned up in thousands to see the personnel of the Army display their skills in para motors, equestrian, show jumping and motorcycling. They also got to see the latest in warfare equipment, including the artillery and small arms. They also got to know the developments being made by the Defence Research and Development Organisation (DRDO). The Indian Air Force (IAF) and the National Cadet Corps (NCC) had also put up special stalls at the venue.

Another woman zila panchayat chief faces no-confidence motion

After Pithoragarh and Dehradun witnessed the removal of women zila panchayat chairpersons, the phenomenon seems to be re-enacted in Udham Singh Nagar, where demand for a no-confidence motion against Chairperson Sushila Gangwar has surfaced.

“As many as 20 out of the 32 members of the zila panchayat are learnt to have approached District Magistrate BVRC Purshottam, seeking the adoption of a no-confidence motion against Sushila Gangwar. While most of these members are from the Opposition BJP and the BSP, four are said to be from Gangwar’s own Congress,” said sources.

The allegations being levelled against Gangwar are that she had ignored the very existence of the other zila panchayat members while spending most of the funds meant for development in one particular area. Gangwar had refuted these charges, while stating that she was ready to give a reply to any notice.

She had further stated that plans were made as per the proposals submitted by various members and contracts were awarded for various works on the basis of the tenders, which were invited and opened in a very transparent manner.

Dr Purshottam, on his part, was learnt to have told the dissidents that he would initiate any kind of proceedings only after going through the Panchayat Act in detail. He had sought relevant information in the matter from different officials.

The sources disclosed that the zila panchayat was scheduled to meet in the first week of March. Fireworks were expected to mark this meeting. The Congress had accused the BJP of destabilising the zila panchayat by initiating the move.

It had charged that the BJP had conspired the removal of Dalit chairperson in Pithoragarh Ranjana Devi. This was followed by the removal of Madhu Chauhan in Dehradun and now, it was repeating the act in Udham Singh Nagar. Madhu, who is senior politician Munna Singh Chauhan’s wife, had already approached the High Court over her removal.

Garhwali singer Virender Dangwal felicitated

To felicitate Garhwali folk singer Virender Dangwal on completing his silver jubilee in the music industry, the Parvitya Bigul Samajik Sanskriti Sanstha in association with the Divya Arts awarded him with the Matrabhasha Samman today.

Beena Bhatt, Director, Culture, Uttarakhand, along with folk singer Jeet Singh Negi, presented him with a shawl and memento. The singer also marked his 25th anniversary in the industry by releasing his new album “Bawal”. Various artistes and singers from the Hilliwood Film Association were present on the occasion.

Born at Sarons village in Tehri district, Dangwal released his first audio album “Ajawa Suva” in 1985 followed by “Topchi Dida”, “Jaan Pachan”, “Rukma Rashili”, “Prem Pyari” and many more. He also has 12 video albums to his credit.

Speaking on the occasion, Dangwal requested youngsters to maintain the culture of the hills and asked them to take proper training in music.

Pradeep Bhandari, president of the sanstha, stated that the government should extend full support to singers like Dangwal. He added that their organisation had started an award to felicitate all those who would help in promoting the regional language.

Kashipur Power Plant
Chief Secy snubs allegations of irregularities

Chief Secretary Subash Kumar today brushed off all the allegations of irregularities in connection with the allotment of gas-based power plant project in Kashipur to a company.

He said the state government had followed all provisions, while sanctioning the 225-MW plant to Energy Private Limited. “Allegations of waiving off custom duty on the equipment, which were to be used in power generation, are untrue, as only the Centre is authorised to do so,” the Chief Secretary said while interacting with mediapersons.

His defence of the government decision comes after Leader of the Opposition Harak Singh Rawat had mounted an attack on the BJP for committing irregularities in the allotment and had demanded a CBI probe into the matter.

However, persistent inquiries by reporters regarding the role of the state government in issuing a no-objection letter that facilitated the company in getting a custom waiver elicited a lame reply and a partial acceptance that the letter was indeed issued by the state government first.

The Chief Secretary also denied any irregularities in the allotment of the land to the company. “The allocation of land was made by the Industries Department after proper notification. The company had followed all the formalities for changing the land use. For optimising the land use against the company’s demand of 47 acres, the Ministry of Environment and Forests limited the land requirement to 36.92 acres,” said Subhash Kumar.

He also said establishing the power project for generation and transmission of the electric energy produced in gas-based thermal power plants was an industrial activity according to Ministry of Commerce and Industry, Government of India.

Therefore, permission was obtained from the Department of Industry, Uttarakhand Government, for initiating the process of establishing the power project at Kashipur.

Finally, Delhi-based Co. to make Doon ghati master plan

The much-awaited master plan for the Doon Ghati Special Area Development Authority (DG-SADA), which was pending for the last nine years, was finally sanctioned to Delhi-based company Scott Wilson India, which will be paid Rs 80 lakh to prepare the master plan in 80 weeks.

Assistant engineer, DG-SADA, Sarvesh Mittal said the proposals for the master plan of the area under the DG-SADA that covered 135 villages was last prepared in 1993 and was valid up to 2001. After which the new master plan was to be made, but given to the formation of the new states and subsequent change in the leadership, the proposals kept hanging fire.

The area that had gone through massive industrialisation in the past three to four years in this belt, including Selaqui, Vikas Nagar, Doiwala, which had some 300 industries springing up in the time period, too, had unplanned mushrooming of approved and illegal residential colonies and commercial buildings. It certainly poses a big challenge for the master planners.

Secretary Vinod Suman said, “Since these premises have already resurfaced in big numbers, the administration will try its best to incorporate the maximum. The political pressures, too, play vital role in coming to the support of the people owning these premises.”

Mittal said since the industries were established in the area given to them, many other supporting premises such as residences for the labourers, hotels or eating outlets, paying guest houses for the students of educational institutions situated in the vicinity, too, kept rising without any control of authority over them.

“The DG-SADA has a small office in Dehradun and just eight employees working in it. It is not possible for us to keep tab on the construction activity in these areas, leave along the 135 villages that are situated in far-flung hill areas. Because a lot of political interference is involved, whenever we go to dismantle any illegal building. Therefore, we are left with no resort, but not to touch it.” It will be quite a challenge for the authority to incorporate this haphazard growth, while laying out the master plan.

Police crack whip on ‘fake’ Merchant Navy college

The Dehradun police today cracked a whip on an alleged fake Merchant Navy college situated on the Kaulagarh Road for duping several students. The police has arrested Marketing Manager of Doon Marine College Ramesh Dubey and financier Gaurav Tiwari, while owner Suresh Dubey is absconding.

According to Bindaal police station in charge PD Bhatt, Doon Marine College claims to have a Navy branch in Kolkata where they send students for training. However, in the investigation, it was found no such branch existed in Kolkata.

The institution has been duping students for quite some time now. From each student, the college charges Rs 2 lakh to Rs 3 lakh. The charges are adjusted according to what a student can pay.

“The institution has duped eight to 10 such batches, comprising 10 to 12 students. The students complained to us, following which the City Magistrate and the ASP started an investigation. We arrested them today on the basis of the probe,” Bhatt told The Tribune.

The police is now trying to trace the owner of the institution. Meanwhile, a case under Sections 420, 470, 468 and 471 has been registered at the Cantt police station.

Garhwal’s 54th fort exists near Hanol, says historian

Responding to the news item published in The Tribune titled “Discovered! Garhwal’s 53rd fort” on February 19, 2011, that highlighted the existence of the Berat Garhi fort near Chakrata, local historian Gopal Bhardwaj has corroborated its existence.

Showing a survey map dated 1818 that mentions the name of the fort as Berat Garh, Bhardwaj said the then Surveyor-General of India JL Hodgson gave a detailed account of his visit to the fort in the “Journals of Royal Geographic Society” under the title “Survey to the head of the Ganges”.

Bhardwaj said Hodgson, during his journey to the Yamunotri and Gangotri shrines in March, 1817, came across a fort called Berat.

“From Calsi (Kalsi) to the Bariat (Berat) fort, the total distance is 24,511 paces. There are 6,000 paces of exceedingly steep ascent of the mountain, on the left bank of the Omla rivulet.

“Then, there are 2,600 easy paces to the village of Khuny on the ridge and the remainder along the mountain side with occasional ascent and descent to the foot of the peak of Birat which rises conically above the ridge.

“Thereafter, there are 1,800 paces of steep ascent up to the fort which is a small double enclosure.

“It was abandoned by the Gorcha (Gorkha) Garrison on the approach of a force under Colonel Carpenter. The height of Birat above Saharanpur (which is visible from it) is 6,508 feet.

“It commands a novel view of snowy mountains and various intermediate ranges as well as of the Doon Valley and the plains on both sides of the Yamuna.

“Invalids from the plains requiring a change of climate may find it at Birat. In winter, the fort is almost buried in snow till the beginning of April. But snow seldom falls later than the last week of March in which season, while I was in the fort, there was a shower which covered the ground to the depth of 2 inches. The peak is a bare slaty rock with some quartz intermixed”.

Bhardwaj has commended the efforts of the Archaeological Survey of India in finding the fort of Berat. However, he asserted that the 54th fort also exists in the Jaunsar Bawar region.

According to the survey map of AG Gerrard 1823 called “Sirmur and Garhwal”, it is clearly mentioned that a fort by the name of Bastil near Hanol existed during that period. The map also mentions that the fort was built by the Rajah of Garhwal in the bygone era.

DAV College to hold convocation after 15 yrs

After a decade and a half, the college administration as well as the passed-out students of DAV PG College are busy making arrangements for the convocation day these days. The convocation day is scheduled on March 3, 2011.

“The excitement can be seen among students as the convocation ceremony will be held after 15 years in the college. Previously, it was celebrated in 1996, but couldn’t proceed further due to the on-roll activities in the college,” said BL Nautiyal, Principal of the college.

He asserted, “The university should have conducted such ceremonies in all its affiliating colleges, but nevertheless, the arrangement of the D-day has started speeding up in the college”.

In the convocation ceremony, the students who have graduated or completed masters in the 2009-2010 batch will be given degrees, while the toppers of all the departments of the three steams will be awarded with medals.

“To receive the degree on the occasion, students will have to register themselves from February 24 to March 1 at the college office from 10:30 am till 2 pm. The college through speed post has already informed the meritorious students who will be receiving medals on the occasion,” said Nautiyal.

Rajnath Singh, former national president of the Bharatiya Janta Party (BJP) has consented to be the chief guest of the ceremony, while Prof SK Singh, Vice-Chancellor of HNB Garhwal University, will honour students with medals. Retired and serving teachers, principals and officials of DAV PG College, DBS PG College, MKP PG College, SGRR PG College and DWT College will also be present on the occasion.

It is relevant to mention that DAV PG College is the biggest college in Uttarakhand with the largest population of students. In the convocation about 7,000 to 8,000 students will be given degrees from HNB Garhwal University.

The Neha Memorial Award for the best student, including a trophy and cash award of Rs 200, was given to Ashish of UKG, Saransh of LKG and Bhavaya of Play Class. A cash award of Rs 200 for the well-behaved student for the current academic year was given to Sushant of Play Class, Gunjan of LKG and Vidushi of UKG.

Speaking on the occasion, Misra said the dedication and passion of Rukhsana Hussain and the devotion of the teachers would take the school to the great heights. Shishu Vihar was the dream project of former chief patron of OOMS Rashmi Sharma.

President Rukhsana Hussain and vice-president, OOMS, Dehradun, Savita Goel were the judges for the fancy dress competition. Earlier, Principal Chanchal Padha welcomed the chief guest.

Kumaon Club beat Rising Star by 52 runs in the 60th District Cricket League on OFD Ground here today. Kumaon Club chose to bat first after winning the toss. They scored 118 runs all out in 23.1 overs.

Sachin (24*), Lalit (19) and Mithun (19) were the main scorers. Manoj and Manish of Rising Star got three wickets each. Manish, Uday and Rohit took a wicket each.

Batting second, Rising Star could only score 66 runs in 11.5 overs. Manoj (26) top scored while no other batsman could even reach double figures. Abhishek got four batsmen out for Kumaon Club. Anand, Ashish and Lalit took two wickets each.

In another match played at Survey Stadium, WDCA thrashed C-Block Star XI by a big margin of 258 runs. Tomorrow, ITM will take on UTU.

Al Fateh scored 83/10 in 19 overs. Binni (43), Aftab (8) and Naushad (8) scored the runs for the batting side. Paritosh of rival team got three wickets and Ravinder Negi took two wickets.

Chasing the target, ACA scored 85 runs for one in 10 overs. Ravinder Negi scored 50 and was the mainstay of the team innings. Priyanshu scored 17 for the team.

In another match played today, Uttarakhand Cricket Association beat Uttaranchal Medical. Tomorrow, Doon Tigers will play against Rao Sporting and Petroleum will play against Best XI.
