Bathinda, February 17
Deputy Chief Minister Sukhbir Singh Badal today sought the blessings of the people for bringing the Shiromani Akali Dal (Badal) back to power in the ensuing Assembly elections. Addressing a rally of the Bathinda (Urban) Assembly constituency here today, Sukhbir Badal further said that if the people returned them to power again then they would change the face of the state further.

He assured the gathering that if the SAD came to power then after five years even they would not recognise Bathinda as it would see major changes due to the ongoing and new development projects.

He also made an emotional appeal to the people saying the SAD understood their problems and pains while the Congress knew only about taking their votes and later disappeared from the scene. So they should extend their blessings to them, he added.

On the cards!

  • Special buses to be introduced to link the city with the mandis of the district
  • Government to construct an astroturf hockey stadium in Bathinda at a cost of Rs 15 crore
  • Union Civil Aviation Minister to lay foundation stone for the civilian airport in Bathinda after about a month
  • The work on Rs 50-crore water supply and sewerage project in Bathinda to start soon
  • State government to organise an international hockey tournament of seven countries this year

Sukhbir also announced introduction of city AC bus service in Bathinda soon to meet the increasing demand for local transport. He also said that special buses would be introduced to link the city with the mandis of the district.

He also said the Punjab government was going to organise an international hockey tournament of seven countries this year. Of the seven matches, one match each would be held at Bathinda and Faridkot.

Sukhbir Badal said the state government would also construct astro-turf hockey stadium in Bathinda at a cost of Rs 15 crore. He said work on Rs 50 crore water supply and sewerage project in Bathinda would also start soon.

Speaking about a civilian airport at Bathinda, he said its foundation stone would be laid by the Civil Aviation Minister about a month later. After the completion of the project, the planes would take off and land here.

Earlier, he also laid the foundation stones for the renovation of the local Sports Stadium, a project for a 100 feet approach road, four-laning of Bathinda – Jassi Pauwali road and works at Industrial Focal Point here.

Capt lacks vision for development: Sukhbir

Tribune News Service

Ghudda (Bathinda), February 17
Former Chief Minister Captain Amarinder Singh has no vision for development in the state. This is the reason why he is not telling the people what he will do on the development front for them in the future.

Replying to a question, Deputy Chief Minister Sukhbir Singh Badal further said that on the other hand, the SAD had a great vision for development in Punjab as they were not only doing a lot in this direction but were also telling the people what they had done and what they would do in the future.

Sukhbir said Capt Amarinder Singh was saying that he had not seen development in Punjab during the SAD-BJP regime. But how could he (Capt) see the development when during the last four years he had not visited various parts of the state where development had taken place, asked Sukhbir. However, he stated that the Capt was wrong in saying that the Assembly elections would be preponed.

Commenting on Prime Minister Manmohan Singh's meeting with TV editors in which the PM said he felt sometimes helpless due to 'coalition compulsion', Sukhbir said the SAD too was running a coalition government but it had a common agenda with its alliance partner and there were no compulsions. So, such statement on the part of the PM was unfortunate, he added.

The Deputy Chief Minister was here today in connection with a political rally in the Bathinda (Rural) Assembly constituency. Before addressing the rally, he laid foundation stones for some development works here, including a hospital complex, Sports School and NCC complex.

In view of the ensuing Assembly elections, Sukhbir also urged the party workers to end factionalism in the party at the village-level. He said if the SAD is strong, then nobody could stop it from ruling the state for the next 25 years. Regarding factionalism in the Badal family, he said there was no factionalism in his family now.

With regard to the allotment of SAD tickets to some aspirants (including police personnel or bureaucrats) during the Assembly elections, Sukhbir without naming Manpreet Badal, commented that a new shop had opened that had enough tickets to give. When asked that Manpreet had stated that after 11 months there would be rule of law, in place of a person, in the state, he said "Ask him, during the past four years whose regime was in Punjab and what had been happening in Gidderbaha?."

The Deputy Chief Minister also said the state government had sanctioned a Rs 700 crore project for making the Khalas (small drains) pucca to irrigate the fields.

Among others who were present on the occasion included area in-charge of the SAD for Bathinda (Rural) Assembly constituency) Darshan Singh Kotfatta, chairman of Central Cooperative Bank, Muktsar Tejinder Singh Midukherra, ex-MLA Gurjant Singh Kutiwal and chairperson of Bathinda Zila Parishad Rajwinder Kaur.

Cops thwart woman’s bid to protest before Dy CM

Bathinda, February 17
The local police today thwarted the attempt of Asha Rani, a local resident, twice to meet Deputy Chief Minister Sukhbir Singh Badal here by overpowering her first outside the local stadium where the Deputy CM laid a foundation stone and later, outside a marriage palace on the Bathinda-Barnala road where he addressed a rally. She protested against the action of the police on both the occasions.

The woman alleged that the CIA staff had falsely implicated her son in a murder case and therefore, she wanted to meet Sukhbir Badal to get justice.

However, it is learnt that the police was of the view that she would protest before the Deputy CM, so it prevented her from meeting the latter.

Bt cotton cultivation gives boost to beekeeping
Chander Parkash/ TNS

Ferozepur, February 17
The cultivation of Bt cotton by a large section of farmers in the Malwa region and other parts of Punjab has succeeded in giving a boost to beekeeping by farmers as their subsidiary occupation to supplement their income.

It came to light during the nine-day vocational beekeeping training camp organised by the Krishi Vigyan Kendra (KVK) at the Malwal Qadim village of this district for farmers under the supervision of technical expert Yuvraj Singh Pandha, assistant professor (plant protection). The camp began on February 9 and concluded today.

About 30 farmers including women belonging to the Ferozepur, Faridkot and Tarn Taran districts of Punjab participated in the training camp and showed keen interest in beekeeping because of better prices of honey in the market.

“Due to the less number of sprays of insecticides on Bt cotton plants, the scope of stationary beekeeping on this crop has increased as cotton is a major source of nectar and pollen for honeybees during the rainy season,” pointed out Pandha.

“To promote stationary and migratory beekeeping as subsidiary and full-time occupation among them, the skill-oriented vocational training course has been organised,” he added. The trainees were apprised of the historical background and development of beekeeping, characteristics of various species of honeybees, management of colonies of Italian honeybee, life-cycle, behaviour and biology of different castes of honeybees, characteristics of honey from different floral sources, utility of other products of bees like wax, venom and royal jelly.

They were also informed about different schemes of the state government. They were told about the fact that 50 per cent subsidy was being given by the department of horticulture (Punjab) for beekeeping.

He said due to emerging importance of beekeeping and pollination of crops by honeybees, a three-day national-level honey festival-cum-workshop would be organised at the Punjab Agricultural University (Ludhiana) from February 22 to 24.

Bt Cotton
Farmers allege exploitation by dealers, want new policy
Praful C. Nagpal

Fazilka, February 17
Following the record high price of cotton (Narma) this year, which has crossed over Rs 7000 mark per quintal, the farmers have demanded from the Punjab government that it should come out with a new policy of advance booking of Bt cotton seed now, to save the farmers from exploitation at the hands of dealers and retailers during the peak sowing season.

Notably, the peak sowing season is considered between April 15-May 15. “Last year, during the sowing season, one packet of quality imported Bt cotton seed was sold out by the dealers to the farmers allegedly in the black market. Some of retailers had charged an exorbitant price up to Rs 1200 per packet (each packet weighing 450 grams) against the MRP of Rs 900 per packet,” alleged the farmers.

Besides, the possibility of sale of spurious seed during the peak season also cannot be ruled out and sometimes the innocent farmers are trapped by the seed mafia, alleged Harbans Singh of village Gulaba Bhaini, Pritam Singh of villaged Pharmanwali and Baldev Raj of village Mohammad Pira. A cross-section of farmers pointed out that artificial shortage of good quality MNC seed is also created during the sowing season to fleece them. Owing to the high yield and price of cotton, there is a possibility of more farmers switching over to the cotton crop from traditional ones in the coming days, said a farmer Satish Dhingra of village Mohammad Pira. “Due to the rising demand, the government should allow the farmers advance booking of the Bt cotton seed,” he added.

Dhingra also said ever since the introduction of the Bt cotton in the state, the farmers had adopted a practice of advance booking of the seed with the dealers and retailer verbally and they used to pay in advance for it. However, this year the dealers are hesitant of carrying on old practice of verbal advance booking using lame excuses.

The farmers demand that the Punjab Agriculture University and State Agriculture Department should come forward for the marketing of standard quality Bt cotton seed and ensure adequate and smooth supply of seed to meet the farmers’ demand. “We cannot force a private retailer to enter the contract with the farmers for the sale of cotton seed in the absence of any police. However, we can ensure transparent and smooth sale of cotton seed during the coming season,” maintained Chief Agriculture Officer, Ferozepur, Bakhshish Singh Chahal.
