Infant dies after BCG vaccination

A 23 day-old-baby girl died after being administered BCG vaccination at the Kharar civil hospital today. The father of the infant, Sukhwinder Singh, alleged that the health worker, who administered the vaccine to the infant, was in an inebriated state and could have administered the wrong vaccine to the child.

The family members of the affected family approached SDM Rajiv Gupta and demanded that the child’s postmortem be conducted at some other hospital. They also demanded that a medical examination of the health workers be conducted. SDM Rajiv Gupta has marked an inquiry into the incidence.

The infant’s mother, Gurpreet Kaur, said that she stayed with her husband Sukhwinder in Cholta Kalan village. She had come to her parent’s place at Chhajju Majra village for delivering the baby. Today, she brought the baby to the civil hospital to get the BCG vaccine administered.

The child was vaccinated at around 11.30 am and was taken back home. The child kept on crying while being taken back home. Soon, the child’s breathing became uneasy. She was rushed back to the hospital,where doctors declared her brought dead.

Hospital authorities said that today 28 children wee vaccinated and none of them developed any complication. They added that the vials of the vaccine had been sent to a lab at Kasauli where it would be tested.

Collector’s rate reduced by 10 pc at Bassi Pathana

The demands put forward by residents of the town during the Sangat Darshan Programme of the Chief Minister Parkash Singh Badal have started bearing fruits as the development works conceded by the Chief Minister have been initiated and the long-pending demands are seeing the light of the day.

The residents of the town had been struggling since long and raised the issue with the Chief Minister to reduce the collector's rate for the town, which was higher than the adjoining developed town Sirhind, Fatehgarh Sahib and Mandi Gobindgarh. The deputy commissioner was directed to look into their demand and today the DC office issued official order to reduce the collector's rate by 10 per cent in the town.

Manoj Banda, secretary, Hindu Organisation, said that the residents earned too little and they were paying more taxes like house tax, water supply etc. due to higher collector's rate. He said that it would give a major relief to the residents and also help in reducing the house tax and other taxes being charged by the council. He said that similarly the local PWD department had prepared an estimate for widening of the Bassi Pathana -Chandigarh road passing through the town and sent it to the government.

Kulbhushan Malhotra, council president, said that the council had received the official letter and all the taxes imposed by the council would be reviewed and reduced as per the new rates. He said council had also put forward the proposal to construct a bus stand to the transport department as directed by the Chief Minister.

42 challaned under Tobacco Control Act

Following the directions of the Patiala Deputy Commissioner, Dipinder Singh, the office of the Civil Surgeon, Patiala, has initiated a massive drive to check the violations of the Tobacco Control Act, 2003.

After receiving directions in this regard from the Patiala Civil Surgeon, Dr Jatinder Kaur, as many as 42 persons found flouting the Tobacco Control Act, 2003, were challaned in the last week of January and Rs 5,175 were collected as penalty from the violators.

According to the nodal officer of the Tobacco Control Cell, Patiala, Dr Vikas Goyal, the drive to check the violations of the Tobacco Control Act, 2003, was conducted at public places, including the bus stand and railway station. “During the checking, several persons were found violating the Act and they were subsequently issued challans. In the coming days, we will intensify the checking,” stated Dr Goyal.

Hawara, Bheora produced in court
Case deferred to February 25

Assassins of former Punjab Chief Minister Beant Singh Babbar Khalsa International (BKI) chief Jagtar Singh Hawara and BKI India operations chief Paramjit Singh Bheora were produced before a court today in connection with the Burail jailbreak case amidst tight security.

Hawara and Bheora were brought to Chandigarh from Tihar Jail for hearing in the case. They were shifted to Tihar from Burail Jail three months back on the directions of a Delhi court after their name figured in New Delhi blasts in 2004. The case has been deferred to February 25.

The duo has already been convicted for the murder of Beant Singh. While Bheora is facing life term, Hawara was awarded capital punishment in 2007, appeal against which is pending before the High Court. Their relatives were present in the court when the two were produced today.

Advocate Arvind Thakur moved an application demanding action against a Delhi Police inspector who misbehaved with him when he tried to meet Bheora and Hawara at the Sector 17 police station.

Hawara and his associates Jagtar Singh Tara and Paramjit Singh, all three accused in the murder for former Punjab Chief Minister Beant Singh, escaped after digging a tunnel in Burail Jail in 2004.

SBI told to refund Rs 2,200

In a significant order with far reaching consequences, the State Consumer Disputes Redressal Commission today ordered the State Bank of India (SBI) to refund Rs 2,200 charged by the latter to verify the antecedents of a city resident, Chotte Lal, who had applied for a house loan of Rs 3.8 lakh.

Imposing a litigation cost of Rs 5,000 on the bank, the commission, comprising member Jagroop Singh Mahal and presiding member Neena Sandhu, observed: “In case a bank has to verify the antecedents of any loan seeker in order to safeguard their investments, it should do it at it's own cost.”

Significantly, Chote Lal, got the relief from the commission after his plea for the refund was dismissed by the district forum in August 2010.

Chotte Lal had applied for a loan for construction of his house in Zirakpur in 2009 and had submitted supporting documents for it. He had claimed that the bank denied him loan and also failed to return his documents and the Rs 2,200 that he had paid to them.

Contrary to the district forum decision to accept the bank's contention that the money was charged for conducting inquiries about the antecedents of the customer, the commission said this should have been done at bank's cost. They ordered the refund of the money while observing that the bank was not entitled to withhold the amount.

Consumer Commission
GMCH plea for damages rejected

The State Consumer Disputes Redressal Commission has rejected the appeal of the Government Medical College and Hospital (GMCH), Sector 32, against the order of the District Consumer Forum, which had dismissed its plea for payment of damages and compensation from Anupam Metals for supplying defective steel beds in 2003.The forum had rejected the hospital’s plea in June 2008 after it found no merit in the hospital’s complaint that 315 beds supplied by the company at a cost of Rs 14,74,200 were defective.

While the beds were supplied in two batches on March 24 and May 20, 2003, the GMCH took 16 months to send the first letter (August 2004) to the manufacturer, complaining about quality.

The hospital had sought compensation on the grounds that the beds were under a guarantee. However, Anupam Metals produced letters of appreciation from the GMCH for supplying beds and 40 patient trolleys in 2005.

On the basis of the arguments, the forum had dismissed the GMCH’s plea. The hospital subsequently appealed against the order and the case was taken up before the Lok Adalat on August 23, 2009, where both parties agreed for an inspection of the beds by the Research Planning and Development Wing of the Panjab Engineering College.

The parties deposited Rs 16,545 each towards the cost of inspection and the report. The report went in favour of Anupam Metals as it stated that the steel used for the beds was of good quality and as per specifications of the sample supplied earlier.

The commission, comprising presiding member Neena Sandhu and member Jagroop Singh Mahal, found no argument in the hospital’s plea and held that the order passed by the forum was legal and valid. It rejected the plea and directed the GMCH to pay Rs 10,000 to Anupam Metals towards costs and Rs 16,545 for inspection by the college.

Vehicle lifter held, stolen car recovered

The police today arrested a vehicle thief with a Palio car, which he had stolen from Sector 22 on January 20. The accused was using the stolen car as a taxi by displaying a fake number plate on it. What’s more, the accused, Sanjay Kumar, was bailed out only two months back when he took to the crime again, the police said.

The accused, a resident of Mauli Jagran, was arrested after the Sector 22 police post received a tip-off that he was plying the car as a taxi in Sector 41. The police laid a trap and arrested the accused.

On verification of his number plate, it was found that the number of the Palio car was actually CH01-AC-0825 while he had displayed a number plate bearing a fake number HR-37-A-6587.

Sub-inspector Rajiv Kumar, in charge, Sector 22 police post, told the Chandigarh Tribune that the accused was involved in five cases of vehicle thefts and he was bailed out in November last year. “In all the cases, he has been found using fake number plates on stolen vehicles,” he said.

The Palio car belonged to Prem Kumar, a resident of Sector 38 (West). He had complained to the police that his car was stolen on January 20 from near SCO 1086 in Sector 22 and an FIR was also registered.

Three booked for fraud

The police has booked three Mohali residents, including two women, on charges of cheating and criminal breach of trust. According to the police, Sukhchain Singh, resident of Badian village in Muktsar district, had complained that a sum of Rs 16.25 lakh was taken from him and his friends on the pretext of sending them abroad. But they were not sent abroad and neither was the money returned.

The complainant told the police that he worked as a granthi in Samiana village from 1995 till 2008. In the village he met Sukhwinder Kaur and her daughter Sumeet Kaur. They called him to Mohali on October 6 and told him that one of their relatives Narinder Singh was engaged in the work of sending people abroad and if he ( granthi) was interested he could meet him in Phase XI. Sukhchain came to Mohali with his friends as he wanted to go abroad and handed over a sum of Rs 12 lakh, passports and other important documents to Narinder Singh. Later, they were asked to pay him Rs 4.25 lakh for the purchase of tickets. To go abroad, they were told to reach Delhi airport on January 17. But when they tried to contact Narinder Singh and others before leaving for Delhi, their phones were switched off. The police has booked all the three under Sections 420 and 406 of the IPC in this regard.

Man threatened

The police has booked a resident of Chandigarh and two others on a charge of voluntarily causing hurt, wrongful restraint, trespassing and criminal intimidation.

A resident of Phase III A, Sukhbir Singh, complained to the police that he was repeatedly threatened on telephone by a resident of Sector 39, Chandigarh, Bhupinder Pal and two others, on different days. On November 23, the three came to his house with a gun, gheraoed him and threatened him of dire concequences.

The matter was investigated by a DSP after which a case was registered.

Gold chain snatched

Zirakpur, February 2
Two motorcycle-borne youths snatched a gold chain from Kamlesh Rani, a resident of Saini Vihar, Phase-2, Baltana, this afternoon. According to sources, the incident occurred around 12.30 pm when she was sitting in a porch area of her house. She said one of the youths entered the house and snatched her gold chain from her neck.

Though she raised an alarm, both of them managed to flee from the spot Later, she submitted a written complaint to the police. — TNS

Girl alleges rape

Panchkula, February 2
A 17-year-old girl, resident of Sector 11 and a student of Class XII, here alleged that a 17-year-old boy made an attempt to rape her today.

On her complaint, the sector 5 police station, registered a case against the boy also residing in the same sector.

The girl has alleged that the boy was known to her and on January 25 had come to her house when she was alone. She alleged that finding her alone in a room the accused tried to rape her and when she resisted, the accused tried to kill her. She also alleged that the parents of the boy had also threatened her. — TNS

Tanishq Showroom Heist

Rajesh alias Badri, involved in the Manimajra Tanishq showroom heist was gunned down by the special Task Force (STF) of Amabala Range IGP at Dhaulpur in Rajasthan yesterday. Badri was involvement in more than 26 cases of murder, dacoity, robbery, kidnapping and attempt to murder. The Haryana police had announced reward money on Badri’s head.

Besides being involved in Rs 2.1 crore PC Jewellers heist in Panchkula in January 2009 Badri was also involved in various criminal activities in Ambala, Bhiwani, Rohtak, Jajjhar and the neighboring states, including Himachal Pradesh, Delhi, Rajasthan, Uttar Pradesh and Madhya Pradesh.

The state police had also sought help of the Rajasthan police in the operation, which was headed by DSP Rajesh Phoghat. Sub Inspectors Rajneesh, Sandeep, Yogesh Hooda and Dayal Singh were members of STF involved in the elimination of the dreaded criminal.

After the Haryana Police had constituted a special cell to eliminate the dreaded gangster, Rajesh had shifted his base in Uttar Pradesh. In order to divert the police attention the accused used to order other gangs active in the region to carry out heist as that of Tanishq showroom in Mani Majra in which the accused had taken away jewellery worth Rs 15 crore.

However, according to police sources Haryana cops continued to give him a chase and killed him in an encounter yesterday. Earlier, the Haryana Police had been successful in either eliminating or arresting the masterminds of other gangs formed by Badri.

The police sources further said that more than 1,000 men of the state police had been on the lookout for Badri, who used to strike at will in neatly executed planned “missions”. He was more dangerous than the dacoits earlier active in Chambal ravines of Madhya Pradesh.

The sources further said that Badri used to kidnap people for ransom in UP and MP and had also tied up with Debu gang of Ghaziabad in UP. He was presently involved in brokership, the sources added.

Youth hangs himself to death

A 21-year-old resident of Sector 40 reportedly committed suicide by hanging himself at his residence today. The victim, Parmod Kumar, a photographer by profession, was found hanging from girder by his brother, Kamlesh Kumar. Parmod was working with a Sector 20-based photo studio. 

The police said he was suffering from severe depression, which forced him to take the extreme step. The incident came into light at around 930 am. Kamlesh Kumar told the police that his brother used to return home around 11 pm from work everyday. As a routine, on Tuesday he came back around same time and had dinner. Thereafter, he went to his room to sleep.

Kamlesh went to his room in the morning and when there was no response to the repeated knocks at the door. He broke open the door and found him hanging. The police was called and the body was lowered after cutting the cloth with which he had hanged himself. He was rushed to the Government Medical College and Hospital in Sector 32 where he was declared brought dead.

No suicide note was found from the spot and the police has ruled out any foul play in the incident. The body has been kept in the hospital mortuary and will be handed over to family members after post-mortem. The police said the victim was unmarried and was a native of Uttar Pradesh. He came to Chandigarh six years back and is survived by three brothers and two sisters.

Medicines seized

The UT drugs control department seized a large number of allopathic drugs from a grocery shop at Dhanas here today.

According to a UT press release, drugs control officer raided Papu Kiryana Store in Dhanas, after receiving a tip off, and it was found that shopkeeper was selling allopathic drugs without possessing a licence.

Apart from Brufen, Crocin and Paracetamol, a total of 1,160 injections of Oxytocin used for increasing lactation among the milch cattle were recovered from the shop.

A show-cause notice would be issued to Bhagwan, the shopkeeper, stated the press release.

19-year-old girl abducted, beaten up, freed

A 19-year-old student of the Chitkara College was allegedly abducted by two unidentified persons in a car from Sector 21 here this evening. The girl, daughter of a Sector 22-based sanitary shop owner, was beaten up by the two in the car and later thrown near a park in the same sector.

She told the police that her abductors demanded Rs 3 lakh from her father and threatened her of dire consequences. The police was taking the incident with a pinch of salt.

The police said it would verify her statement for the missing links. A case of kidnapping was registered at the Sector 19 police station.

Purnima of Sector 21 told the police that she alighted from her college bus near Doaba Sweets in the sector, from where two persons forcibly took her away in a car.

They appeared to be around 50 years of age and one of them was sporting a turban. She told the police that the two beat her up with a belt in the moving car and later dropped her in the same sector after half an hour. She also had a minor injury on her head.

Her father Anil owned of the sanitary shop Haryana Pipes in Sector 22. She told the police that the two told her that her father owed them Rs 3 lakh and if the money was not paid to them, they would abduct her again and not release her.

The medical examination of the girl was conducted at the Sector 16 hospital. “We are looking for any eyewitnesses as the girl says the kidnapping took place in a crowded locality. The case has been registered solely on the basis of her statement,” said a police official.

North Zone U-19 team beat South Zone by 40 runs and emerged winners in the Junior Inter Zonal Cricket Tournament in Mumbai. The North Zone team accumulated 13 points in the league round, whereas West Zone remained second with 10 points. With nine points, Central Zone secured the third spot.

Replying to North Zone’s 221 runs total, South Zone team gave up at 181 in 45.1 overs.

Today South Zone won the toss and opted to field. Manan Vohra and UB Chand opened the innings, but Chand (13) lost his wicket when the team’s total was 23. With their 57-run partnership, Vohra and MS Sharma took the total to 80 for 2. Vohra was caught by Aaswin Crist off RJ Pinto for 25 runs. Sharma contributed 48 runs, while the other notable contributors were Anil Sihag (30) and Gurinder Singh (26). For South Zone, B Aprajit finished as the highest wicket taker with 3 for 27 followed by RG More who took 2 for 49.

South Zone got off to a steady start with their openers Kbrath Shankar and KK Nair putting on 41 runs in 12.4 overs. Thereafter, medium pacer Sandeep Sharma changed the scenario by snapping two wickets of K Shankar (28) and Sanju Vishwanath (0) when the team’s total was 43. After that South Zone kept on losing wickets at regular intervals and at one stage were 89 for 5 in 28 overs. B Aprajit (37 off 61), R J Pinto (23 off 33) and B Indrajit (28 off 27) were the other contributors for South Zone. South Zone innings finally folded at 181 in 45.1 overs.

For North Zone, Gurinder Singh (3 for 31), Sandeep Sharma (2 for 26) and MD Chauhan (2 for 38) were the main wicket takers.

Garden of Palms to come up in Sector 42
Special track being laid to promote bicycle tourism

The Chandigarh Administration is promoting Sector 42 in the Southern end of Chandigarh as a hub of tourism with the development of Garden of Palms at a cost of Rs 3.11 crore.

According to a press note, a special cycling track is being laid on an adventurous terrain and mounds and undulated areas are being laid to promote bicycle tourism. Another added attraction would be a tourist reception centre in a saucer shape to be constructed in the Garden of Palms for the convenience of tourists. Two artistic bridges over N choe would be constructed for linking the Garden of Palms with the Sector 42 lake area.

Tourist facilities would include palm-shaped tourist huts for seating area demarcated for the tourists within the Garden of Palms. Visitors can come to this tourist spots during the evening hours as the garden and the walkways will be illuminated with special light effects. Opposite to the Garden of Palms, another theme-based garden--Garden of Springs--is being set up in Sector 53 with the financial support of the Ministry of Tourism.

Secretary (Tourism) Ram Niwas said the Chandigarh Administration was also planning to create a new infrastructure within the Beant Singh Memorial adjacent to the Sector 42 Lake.

Shiv Kumar strikes gold in 800m

Shiv Kumar clinched a gold medal in 800m event during the 135th annual athletics meet held at Government Mahindra College. The director, sports, Punjab, inaugurated the two-day event.

Anita Rani, an all-India inter-university silver medallist, led the oath-taking ceremony. Pargat Singh in his address exhorted students to focus on good health and stay away from drugs. College principal Dr Sudeep Bhangoo while welcoming chief guest said sports activities needed to be promoted.
