Earlier, the Chief Minister unfurled the National Flag and took salute from the marching contingents of police, Home Guards, NCC cadets and school students.

HIV kids to receive aid through banks
Dharamsala, January 25
A long wait for financial assistance to 233 children affected by HIV is finally over as the fund has been received from the state. Dr KS Dogra, CMO, Kangra, said: “Counsellors contacted all beneficiaries and obtained their bank account details. For the first time, the children need not come to the district headquarters to claim the assistance, from February these will be transferred to the bank account of 233 beneficiaries directly through Real Time Gross Settlement (RTGS).”

BJP protests against stopping of yatra
Shimla, January 25
The BJP today staged a protest on the Ridge against the stopping of the Ekta Yatra by Jammu and Kashmir Chief Minister Omar Abdullah with the support of the Centre. Senior BJP leaders and several legislators, including Suresh Bhardwaj, Khushi Ram Balnatah, Govind Sharma Rakesh Verma and Rupa Sharma, sat in front of the statue of Mahatma Gandhi on the Ridge, chanting hymns and patriotic songs. State BJP chief Khimi Ram Thakur also sat on a fast in Kullu against the stopping of the yatra. Besides, protests at other district headquarters by BJP workers were also reported.

Census from February 9

Chief Secretary Rajwant Sandhu reviewed the preparations for population enumeration which will take place in the nine districts of the state from February 9. She interacted with the Deputy Commissioners (DC) of these districts through video-conferencing yesterday. The DCs of these districts, including Chamba, Kangra, Mandi, Kullu, Bilaspur, Hamirpur, Una, Solan and Sirmaur, have been appointed the Principal Census Officers for their districts.

Chopper passengers left in the lurch
Kullu, January 25
Passengers protest at the Kullu airport against the non-landing of helicopters in Lahaul, on Tuesday. More than 100 passengers, who wanted to go from Kullu to Udaipur, Rawa and Sissu and who wanted to travel to Kullu from the snowbound Lahaul valley in the state-run helicopter, today were left in the lurch as the pilots, flying Jagson Airways chopper, refused to land it at Rawa, Udaipur and Sissu helipads for want of enough snow-cleared space at these helipads.

He also distributed the voter identification cards and first Voters’ Day batches to new voters at the function.

The police has arrested a person for possessing 800 grams of charas in a remote area of the Tissa police station in the district.

Thousands of ruling BJP workers from Himachal Pradesh today left for joining the Ekta Yatra from the Kandwal barrier near here. The Yatra is being taken out by the national BJP yuva morcha president Anurag Thakur.

What could be the beginning of the changing political equations in the state Congress, great political significance is being attached to the meeting between Union minister Virbhadra Singh and Congress Legislature Party (CLP) leader Vidya Stokes here yesterday even as their supporters maintained that the two had met to discuss the candidates for the zila parishad (ZP) elections.

It is learnt that the CLP leader, who has been an arch rival of the minister for the past over 15 years, met him at his residence here last evening. The meeting between the two senior leaders lasted almost two hours, which has given a rise to speculation that the two could bury the hatchet.

“I had to discuss the issue of Shimla ZP election with Virbhadra Singh so I met him at his residence,” said Stokes. She said no final decision had been taken so far but once Singh returned from Delhi tomorrow, names would be finalised so that the Congress could win the posts.

Meanwhile, Virbhadra Singh today termed the election of the Kullu ZP chief as an “unholy alliance” where the compromise with the BJP was a setback to the traditions of the Congress. “Strict disciplinary action must be taken as it appears that this compromise was done to achieve personal vested interest at the cost of the party,” he remarked.

He said the HPCC chief should have taken timely steps to stop such a situation and the party could have to suffer its consequences in the long run. He warned against any such alliances in future, which were not in line with the party ideology and interest.

With the election for the chairman and vice-chairman of Shimla ZP scheduled for January 27, the two leaders were supposed to meet and discuss. The election could not be held on January 17 due to lack of quorum but the main reason was that the Congress failed to decide on the candidates to be fielded for the posts.

Though the Congress has almost 12 ward members in the ZP of 24, but it has failed to evolve consensus as to who should be fielded. As such, it was felt that both Virbhadra Singh and Stokes should discuss the issue so that the BJP does not take undue benefit of the situation.

Chief Minister Prem Kumar Dhumal has announced to give 10 per cent dearness allowance (DA) to the state government employees from July, 2010, on the occasion of 41st state-level Statehood Day function at the postgraduate college ground here today. Earlier, the Chief Minister unfurled the National Flag and took salute from the marching contingents of police, Home Guards, NCC cadets and school students.

While making an announcement regarding the release of DA, Dhumal said, “The DA allowance from July to December, 2010, will be deposited in the GPF accounts and will be paid in cash from January, 2011.” Talking about strides made by the state during the last 40 years, Dhumal said, “The state had made tremendous progress with a great contribution by the people of the state.”

He said, “Our state had won the best state award and our GDP which used to be Rs 223 crore in 1971 was Rs 42,726 crore in 2010. The per capita income has risen from Rs 651 to Rs 49,211 during this period and the plan outlay has increased from Rs 17 crore to Rs 3,000 crore.”

The Chief Minister also announced to open a market yard in the lower region to benefit farmers of Una, Bilaspur and Hamirpur districts and said the head office of the JICA project would be opened at Hamirpur.

The Chief Minister announced to grant Rs 1.38 crore for completing different stadia and sports tracks in the state. Four sportspersons — Vijay Kumar, Samresh Jung, Meena Kumari and Sonia Rana were given cash prizes and were also honoured in this function for their achievements in sports.

Dhumal also inaugurated a census rally, adhar programme to provide UID number during the day. A cultural function, a dog show and acrobatic exercises by police personnel were also presented on the occasion.

The money is given to children up to the age of 18 years as an assistance for their living and educational requirements. An amount of Rs 10.4 lakh has been distributed under the scheme. Of these, 161 are orphans and 30 are HIV positive. In addition, milk powder to children of HIV positive mothers was also supplied.

Guardians of these children are elated and have expressed hope that in future the government will take steps to ensure that the funds are release in time.

Dr RK Sood, District AIDS Programme Officer, Kangra, appealed that “In case, there is any eligible person who is not registered under the scheme, he can submit an application addressed to the CMO and submit it at the nearest integrated counselling and testing centre (ICTC). The ICTCs in the district are located at Community Hospital, Kangra, Dehra, Nurpur, Palampur, Ayurvedic College Paprola, Zonal Hospital, Dharamsala, Dr RPGMC Tanda, and Community Health Centre, Jwalamukhi. They should also open a zero balance bank account at any nationalised bank and submit a copy of passbook.

BJP protests against stopping of yatra

BJP leaders said it was unfortunate that the yatra, which passed peacefully through 10 states, was stopped at the entry to Jammu and Kashmir even though BJP leaders were not trying to create any tension. “It is surprising that we are not free to hoist our National Flag in Srinagar which is a part of our country,” said Balnatah, legislator from Rohru. He added that such a step would only embolden the separatist forces to step up their activities in Jammu and Kashmir.

The BJP leaders lamented that the manner in which the Prime Minister and other Union ministers had advised the BJP to stop the yatra only indicated that the UPA regime had surrendered before the separatist forces. They warned that in case the yatra was not allowed to proceed, the BJP would launch a nationwide campaign.

BILASPUR: Both the Centre and the J&K Government are dancing to the tune of terrorists as they have pressed their entire machinery to prevent thousands of BJP activists and leaders from going to Lal Chowk in Srinagar for unfurling the National Flag on Republic Day.

BJP state spokesman and MLA Randhir Sharma said this while leading hundreds of BJP and Yuva Morcha activists in a three-hour dharna at the Shahid Park here today.

They were protesting against the arrest of their leaders — Sushma Swaraj, Arun Jaitley and Ananth Kumar — at Jammu by the government last evening.

Census from February 9

Chief Secretary Rajwant Sandhu reviewed the preparations for population enumeration which will take place in the nine districts of the state from February 9. She interacted with the Deputy Commissioners (DC) of these districts through video-conferencing yesterday. The DCs of these districts, including Chamba, Kangra, Mandi, Kullu, Bilaspur, Hamirpur, Una, Solan and Sirmaur, have been appointed the Principal Census Officers for their districts.

Officials informed that the appointment of 8,832 enumerators and 1,503 supervisors had already been made and currently their training was on at 263 venues in the state. The exercise would involve 14,133 revenue villages.

The Chief Secretary issued necessary directions to the officials to complete various activities, including population enumeration, in a time bound manner. The second phase of population enumeration would be carried out from February 9 to 28 with the provisional round from March 1 to 5. This would cover 58 tehsils, 25 sub-tehsils, 19 municipal councils, 19 nagar panchayats, five cantonment boards and two census towns.

Census rallies are being organised in all district headquarters as a publicity measure. Tractor rallies will be held in due course to create awareness in the rural areas. Census week will be observed in the last week of January in 206 schools to create awareness.

Chopper passengers left in the lurch

Kullu, January 25
More than 100 passengers, who wanted to go from Kullu to Udaipur, Rawa and Sissu and who wanted to travel to Kullu from the snowbound Lahaul valley in the state-run helicopter, today were left in the lurch as the pilots, flying Jagson Airways chopper, refused to land it at Rawa, Udaipur and Sissu helipads for want of enough snow-cleared space at these helipads.

The passengers raised anti-airways and anti-government slogans at the airport. The helicopter had taken 18 passengers each in the two flights today to Rawa and Udaipur helipads but the pilots flew back to Kullu citing the lack of enough snow-cleared space available at these helipads.

The helicopter flew to Udaipur helipad yesterday and dropped 18 passengers there.

As many as 54 passengers in the Lahaul valley could not fly to Kullu due to non-landing of the helicopter flights.

The district administration of Lahaul-Spiti blamed the non-landing of the helicopter flights on the lack of experience as the pilots were new.

But the residents told The Tribune that the PWD labour staff is ill-equipped. They have made their own wooden equipments to clear the snow.

AL Thakur, assistant engineer, PWD, Lahaul, told The Tribune from Keylong that the PWD had cleared about 50X40 metres space of these helipads. It is strange that helicopter could not land. Perhaps the pilot may be new, he added.

First Voters’ Day celebrated

The district-level function of the first National Voters’ Day was celebrated at the zila parishad hall here today. Deputy Commissioner-cum-district election officer Dr RS Gupta led the programme. He also distributed the voter identification cards and first Voters’ Day batches to new voters at the function.

Gupta said, “The future of the country lies in the hands of young voters between the age of 18 and 20 years.”

The young voters present on the occasion were told about the importance of voting right and were also given an oath by Gupta to use their votes with utmost care.

The first National Voters’ Day was celebrated as per the directions of the Election Commission of India. January 25 has been the foundation day of the country’s Election Commission.

The newly registered voters were invited from Dharamsala, Ramnagar, Shamnagar and Badol MC to take part in the function.

One held with charas

Dalhousie, January 25
The police has arrested a person for possessing 800 grams of charas in a remote area of the Tissa police station in the district.

According to a report, the police seized the contraband when it searched the luggage of the accused. The accused had been identified as Gurdyal.

A case has been registered against him under Section 20 of the NDPS Act.

Further investigations in the case are on, the report added.

Thousands of ruling BJP workers from Himachal Pradesh today left for joining the Ekta Yatra from the Kandwal barrier near here. The Yatra is being taken out by the national BJP yuva morcha president Anurag Thakur.

The party workers, led by state morcha president Narinder Atri and state BJP general secretary Ram Sarup Sharma, assembled at Kandwal on the Punjab and Himachal Pradesh border and left for Jammu and Kashmir. The local MLA Rakesh Pathania had made an elaborate arrangement for the stay and catering of party workers who had thronged here in thousands to join this ambitious yatra.

BJP-supported Santosh Kumari of Sirh ward has been elected as chairperson of the zila parishad of Chamba district here today. She received 10 votes while her rival Amit, a Congress-supported candidate, received five.

For the post of vice-chairperson, Congress-supported Pawan Kumar of Biana ward got 10 votes while his rival Raj Kumar got five votes. In the 17-member zila parishad, two members were debarred from voting in the elections due to their late arrival. — OC
