Jind, January 25 The talks ended late in the evening. Unofficial sources claimed the meeting was successful in breaking the impasse. But a formal announcement in this regard would be made by the committee at the main dharna site in Jind tomorrow, the sources said. State PWD Minister Randeep Singh Surjewala and former Congress MP Jai Prakash were also at the meeting. Earlier, Surjewala had held two rounds of talks with the Mahapanchayat but without any success. A bus of the Haryana Roadways was torched by protesters near Singhvikhera village, near here, last night. Several educational institutions, including colleges and schools, were forced to close by student leaders supporting the stir. The people’s presence at the protest site today was overwhelming, claimed police sources. The protesters had threatened to observe Republic Day as black day in case their demands were not met. These included a fresh probe into the Mirchpur violence and shifting of the accused in the case back to a jail in Haryana. Suresh Koth, convener of the mahapanchayat, said the support to the agitation had grown by the day with more and more representatives of various khaps and panchayats joining the protesters at the main dharna site in Julani village where the rail track has been blocked for the past 11 days. Claiming that the stir had been totally peaceful, he said the government had no option but to accept their demands. Meanwhile, traffic on all main highways continued to be blocked today. Bus and train services remained suspended. Essential commodities were in short supply too. “The price rise in case of fruits and vegetables is at least 30 per cent in the wholesale market and almost its double in the retail,” said Vijender Saini, president of the Vegetable and Fruit Market Association, Fatehabad. He said there had been no supply of fruits, tomatoes, onions, peas and other vegetables for the past four days, leading to an acute scarcity of these commodities. Saini said the vegetable and fruit dealers had lost almost 80 pc of their business due to the ongoing Jat agitation. |
Show-cause notice to govt on stir
Chandigarh, January 25 Describing the state of affairs as “alarming”, Justice Ranjit Singh made it clear that the existing situation cannot “be accepted”. Justice Ranjit Singh also directed the issuance of a show-cause notice to the state government as to why suitable action be not taken to issue directions to the Hisar Deputy Commissioner and the Superintendent of Police for their apparent failure to take appropriate measures to prevent hampering of the court functioning due to the bandh. The notice followed telephonic conversation with a judicial officer based in Hisar over the difficulty faced by the staff to reach the court premises. The protesters are demanding a probe by a special investigation team into the violence, which entered its 11th day on Tuesday. The protesters, including women, have blocked all highways, and even road links. They have even laid siege to the road leading to the court premises in Hisar. Going into the background, Justice Ranjit Singh observed: “At about 9 this morning, I received a call from Baljit Singh, senior-most Additional District and Sessions Judge - the Sessions Judge being on leave - posted in Hisar that because of the bandh in Hisar town on account of the Mirchpur incident, it is difficult for the staff and the judicial officers to reach the court premises to conduct the proceedings. “In response to my query, the officer apprised me that the district administration had not made any such arrangement so far for the officers and the staff to escort them to the court premises. “The officer was apprised to get in touch with the DC as well as the SP of the district to ensure that arrangements were made for escorting the officers and the staff to the court premises, as the functioning of the courts could not be permitted to come to a standstill under any circumstances”.
Justice Ranjit Singh added: “It is for the in charge of the administration to ensure that the administration functions smoothing and any agitation of this nature is appropriately dealt with in accordance with the law. Arrangements have to be made for escorting the officers and the staff to the court premises. “At about 9.55 am, I again spoke to Baljit Singh, who apprised me that arrangements had now been made for the officers and the staff to reach the court premises. This situation, as it exists, cannot be accepted. |
Drivers’ strike: Govt vehicles go off road
Karnal, January 25 Responding overwhelmingly to the call of Government/ Semi-Government Drivers Association, the drivers brought government vehicles to a grinding halt. District president of the association Rajesh Rathi said the Sixth Pay Commission should be implemented at the earliest and keeping in view the risk involved in the job of drivers, risk allowance should be given to them. The special allowance given to drivers for performing duties at odd hours was fixed at Rs 100 per month in 1986 and there had been no increase since then, he said adding that the risk allowance should be increased substantially keeping in view the price rise during the past 25 years. Another grievance of the drivers was payment of meagre amount for purchasing uniforms. They demanded Rs 1,000 per month as dress allowance on the pattern of nurses. Rathi said on the call of the All-India State Government Drivers Federation, the government drivers would not drive their vehicles in 10 northern states on January 28. According to a report from Chandigarh, while a large number of drivers in the districts abstained from their duty, the situation was much better at the state headquarters. According to official sources, out of 53 drivers attached with the Civil Secretariat, only six were absent. |

Gangman notices crack, prevents rail mishap
Ambala, January 25 Ram Khilawan, who was on duty, noticed the crack and put a red flag on the track to caution the approaching trains. He later informed the matter to the Station Master at Ambala city. A team of gangmen rushed to the site to fix the crack. Sachkhand Express, which was scheduled to cross the track, was detained at the Ambala city railway station for 40 minutes. After the repair work, the train was allowed to pass at a very slow speed. The DRM, Ambala, PK Sanghi, said that during the winters, at times cracks appeared on tracks with the rail lines sinking. He said gangman Khilawan who had acted responsibly would be given a cash reward of Rs 1,000. |

Assets Case: SC hears arguments
New Delhi, January 25 A Bench comprising Justices VS Sirpurkar and TS Thakur, which had stayed the trial court proceedings on October 22, 2010, heard the arguments by senior counsel Mukul Rohatgi and UU Lalit on behalf of the brothers and Solicitor-General Gopal Subramanium for the CBI. The brothers’ counsel contended that the CBI had taken permission from the assembly Speaker for prosecuting former CM Om Parkash Chautala, but was trying to proceed against his sons without following the due process of law. Rohatgi and Lalit argued that Parliament had enacted a law stipulating that public servants like MPs and MLAs could be prosecuted only after prior permission from the Speaker. The intention of providing Section 19 in the Prevention of Corruption Act 1988 was to enable MPs and MLAs to discharge their duties without the fear of facing frivolous and vexatious litigation. |

Chandigarh, January 25 Sandhu joined the Indian Police Service in 1984 with excellent academic record. Allotted to the Haryana cadre, he has proved himself to be an asset to the state. He was also awarded the Police Medal for meritorious service on Independence Day in 2002. Deputy Commissioner of Police, Crime Branch, Gurgaon, Anil Kumar Dhawan has also been awarded the President’s Police Medal for distinguished service. Sirsa, January 25 Dera chief Gurmeet Ram Rahim Singh rewarded volunteers for social welfare activities during the past one year. Pawan Insan, spokesperson of the dera, said followers from Haryana had spent Rs 19.73 crores on social work in 2010 and those from Punjab Rs 19.17 crore. Among the overseas followers, those settled in Canada had spent Rs 44.24 lakh and those from USA Rs 42. 33 lakh. “Dera followers of the Sirsa block, who did commendable work during the floods in July and August last year, were adjudged first. |
