Chandigarh, January 16 Chief Minister Parkash Singh Badal today expanded his Cabinet and filled the slot with Capt Balbir Singh Bath. Bath, a three-time MLA and a veteran Akali leader from Gurdaspur district, has filled the seat vacated by former Finance Minister Manpreet Singh Badal. Bathinda, January 16 The fire started around 1.30 pm and could be brought under control in about three hours. Cotton stock in all the three godowns was destroyed in the fire, said HS Randhawa, managing director of the mill. Eyewitnesses said the fire could have been controlled earlier had the local fire brigade responded to the call within time. It took about one hour for a tender of the fire brigade to reach the spot in the industrial growth centre that is in the outskirts of the town. Drivers of the three other fire tenders were on leave as a result of which these could not be moved to the spot. The newly appointed Deputy Commissioner, S Karuna Raju, reached the spot and personally supervised the fire-control operations. He summoned fire fighters of the Army, Central Industrial Security Force (CISF), 11 Field Ordinance Depot, Bathinda refinery, thermal power house, National Fertiliser Ltd (NFL) and also from Muktsar district to bring the flames under control. More than 15 fire tenders reached the spot and doused the fire. Raju said that he had mobilised all available resources to control the fire and check further damage because oil depots of two petroleum companies and an LPG plant were in the vicinity. He said the delay in response by the local fire brigade to reach the spot would be investigated. The cotton mill did not have its own system to fight the fire although an earlier fire in 2003 had also caused considerable damage. Randhawa said that nine tonnes of cotton was brought in the mill last evening and the previous stocks were also lying in the stores because of the bumper cotton season. The cause of the fire was being investigated by the police but a worker of the mill claimed that it started following a spark in a machine. |
Balbir Bath sworn in as Cabinet minister
Chandigarh, January 16 On the lawns of the Punjab Raj Bhawan, the 68-year-old former infantry officer was facilitated by his former brother officers of the Jat Regiment as he took the blessings of the Chief Minister and SAD president Sukhbir Singh Badal. Surprisingly, almost the entire BJP leadership was conspicuous by their absence. The only BJP faces that were visible at the oath-taking ceremony were one or two MLAs from Bath’s own area. On the Chief Minister’s advice, the Governor allocated him the portfolios of Defence Services Welfare, Legal and Legislative Affairs, NRIs Affairs, Removal of Grievances and Pensions and Welfare of the Pensioners Wing of the Finance Department. These departments generally do not find any taker as these are “low work” departments and do not command much weight in the government. Talking to the media, Bath said he would try to do his best in whatever departments were given to him. “The CM knows my capabilities and will accord me work accordingly,” he added. While the BJP did not have many leaders to participate in the event, the SAD had almost half of the Cabinet present on the occasion. But at the same time, the absence of Bathinda MP Harsimrit Badal and MLA from Majitha Bikramjit Singh raised some political questions. Bikramjit had resigned from the Punjab Cabinet to pave way for Sukhbir Badal. With the vacancy created by the expulsion of Manpreet, he was hoping to be re-inducted. The absence of the brother-sister duo is being interpreted as an expression of their resentment. By giving one more seat in the Cabinet to the Majha region, the SAD has indicated that it wants to keep people in that belt happy besides showing to them the SAD-BJP’s gratitude for giving them a good response in the last General Election. With the induction of Bath, the strength of the Badal ministry has risen to 18. Bath said his priority would be to end unemployment, provide justice to people and create a corruption-free society. |
Roll back petrol prices: Sukhbir
Chandigarh January 16 In a statement, Sukhbir came down heavily on the back-to-back hike in the prices of petrol and petroleum products. "These inexplicable hikes within days of each other and the spurt in food prices, including those of onions, have a common link: These are targeted to benefit some corporate houses at the expense of the common man." He described the decision of the government shocking and utterly unbelievable. Sukhbir also wanted the PM to come clean on the criticism that he was no longer in control and the government was being run by a “mafia of scamasters and black-marketeers.” Sukhbir said many well-informed persons smelt “a price-hike scam” coinciding with the galloping inflation in the country. “It is shocking that the government even thought of hiking the petrol price when the country was already faced with an unprecedented inflation. People were expecting the Congress-led UPA government to announce some urgent and drastic steps to control the inflation and bring down the prices of essential commodities. Three women among 4 killed in mishap
Phagwara, January 16 The police arrested the accused truck driver Sukhraj Singh of Gurdaspur. The Jalandhar-bound truck carrying vegetables overturned as the driver lost control. The deceased include Pritam Singh (75), his Wife Jasbir Kaur (68), residents of Jalandhar, and Surinder Kaur (45) and her daughter Parminder Kaur (25), residents of Phagwara. The couple was waiting for a bus to Jalandhar near the Chowk while the mother-daughter duo was on their way to their Chahal Nagar residence on a rickshaw. The rickshaw puller Shyam Bahadur was admitted to local Civil Hospital. Phagwara SDM Amarjit Paul and DSP Sandip Sharma rushed to the spot and announced free medical treatment for Bahadur. The overturned truck had to be lifted with the help of a crane to extract the bodies. The bodies were sent to the Civil Hospital for a postmortem examination. |
5 ‘hurt’ in Dera Sacha Sauda, Sant Samaj followers’ clash
Faridkot, January 16 As many as five persons have been reportedly injured in a clash between the two rival groups. The situation was under control when the report was last filed but tension still prevailed in the area following which heavy police force has been deployed. This is the second incident of violence between the two groups within a month. Earlier, violence had erupted between two groups in Bikhi village in Mansa district on January 2 following which curfew was imposed on Bikhi for three days. According to details, followers of the Dera Sacha Sauda had organised a “naam charcha” in the house of Zora Singh in Sadhanwala village today. However, Avtar Singh, a follower of Daduwal and resident of this village, objected to it. Earlier, the local administration had acted as a mediator and an agreement in this regard was reached between the two groups yesterday. According to the agreement, dera followers were allowed to hold their religious function in Zora Singh’s house but no outsider was allowed to attend it in this village. But violating this “panchayati” agreement, as many as 100 “premis” from outside entered the village in the morning. When they were going back, 35 followers of Daduwal stopped them outside the village in the afternoon. But dera followers allegedly opened fire in the air to run away from the spot. Followers of Daduwal also allegedly pelted them with stones following which both groups took out sticks and swords and attacked each other. As many as five persons were reportedly injured in the clash. After getting information, SSP GS Randhawa reached the spot along with heavy police force. “The situation is under control. I have called both parties for a dialogue after which legal action will be taken accordingly, ” he told mediapersons. He said there were reports of minor injuries to a few persons who were rushed to different hospitals in Ferozepur district by their associates. “As of now, they have not reported to any government hospital in Faridkot district. We are trying to locate them,” he added. Meanwhile, the police has recovered one revolver, swords and sticks from the spot. But no one has been arrested so far. |
Manpreet may resign before floating party
Jalandhar, January 16 During his visit here today, Manpreet said he would declare his new party on the martyrdom of Shaheed Bhagat Singh at Khatkar Kalan on March 23. However, to a query, Manpreet said he and MLAs who supported him might resign as members of the state Assembly before declaring his outfit. But he neither confirmed nor ruled out the possibility of his father Gurdass Badal’s contesting against Chief Minister Parkash Singh Badal from the Lambi constituency during the forthcoming Assembly elections scheduled to be held in February next year. Manpreet said it was too early to speak about the possible alliance of his would-be political party. Manpreet, who was accompanied by Jalandhar cantonment MLA Jagbir Brar, said the first phase of his Jago Punjab Yatra had successfully completed at Muktsar on the Maghi Mela. He also reiterated that he would contest from the Gidderbaha segment. Meanwhile, Experts from diverse fields of social sciences as well as performing arts see rebel Akali Manpreet Singh Badal as a competent alternative to leaders of the Congress and SAD in the state. Eminent scholars presented these views during a seminar “Creating clean political alternative in Punjab” held under the aegis of Punjab People’s Party (PPP) at Desh Bhagat Yadgaar Hall here today. They also expressed resentment over the present corrupt political system. Ramoowalia seeks national debate on corruption
Bathinda, January 16 Ramoowalia, who was here, also accused the UPA government of functioning like a protector of corrupt elements instead of safeguarding public money. “It was unfortunate that the Central Government is plundering public money for its own survival,” he alleged. He said the Central Government was one by one eroding the sanctity of constitutional institutions. It was also trying to protect Central Vigilance Commissioner PJ Thomas, who was accused of misuse of power in the 2G scam, he added Ramoowalia said despite allegations of corruption and misuse of power against Suresh Kalmadi during the Commonwealth Games, the Centre remained mum on the issue. He also demanded retrieving black money that was hidden in banks abroad. |

Rajpura, January 16 Parveen Kumar, a teacher at a nearby village in Rajpura, said Roshni adopted him, helped him get a post-graduation degree and arranged his marriage recently. “My legs were polio-affected and I could not walk properly. Since I come from a poor background there was hardly any help for me. Roshni has helped me carve a niche,” Parveen said. Jarnail Singh, also a polio victim, said he had nothing to do in life till three years ago. With the help of Roshni, he has been running a tailor shop and earns a living for himself. Pinky, a student of BA-first year, was in tears when her widowed mother was forced to seek help for her daughter’s treatment. “I will never ask my daughter to work as domestic help. She wants to complete her studies and get a job.,” Pinky’s mother said. Most people are from poor background and we try to provide them education and help them get a respectable job. “Most the children we have adopted are now running their own businesses and few others are into other private jobs,” said Father Thomas KJ, who has been working for the noble cause for past four years. |
400 vet inspectors to be recruited in Punjab soon
Patiala, January 16 “While 100 veterinary doctors will be posed in the veterinary hospitals, the 25 veterinary specialists will take care of the veterinary polyclinics. The case for their recruitment has already been sent to the Punjab Public Service Commission,” he said, while speaking to mediapersons at the Circuit House, here yesterday. Ranike further said it was for the first time that the government had announced that people in general category, who would purchase 2-10 animals would get a subsidy of 25 per cent, whereas those in reserve category would get 33 per cent subsidy. “The Punjab Government is also in process of opening four animal mandis at an estimated cost of Rs 10 crore in different parts of the state. Besides, the SAD-BJP Government will open 19 veterinary hospitals at the block level. Likewise, with an aim to provide treatment to animals with latest techniques in the state, the government has decided to open Polyclinics at the block level. Around Rs 11.25 crore will be spent on nine veterinary polyclinics, likely to come up in Punjab in near future,” he claimed. |

Though the Central Government has accepted the damage of rice up to four per cent, however, the government has imposed financial loss of relaxation (up to four per cent) on millers. “The Central Government will get this amount from the state government, putting burden on the millers,” said the press secretary. He said the Centre had imposed a full value cut in lieu of the one per cent relaxation given to the rice millers. This would cost Rs 55,00 for each consignment. Now, fresh instructions have been issued that up to four per cent damages would be considered in every consignment of millers even if there were only two or three per cent damage in the rice. |
Punjab should follow time-bound promotions for medical teachers: IMA
Patiala, January 16 According to the In-Service Doctors Wing, instead of fresh recruitment, the DMER must fill the posts of the assistant professors by giving promotions to those teachers, who are already serving in the Punjab Government-run medical colleges from past many years. “Number of medical teachers working as lecturers in medical colleges under the Punjab Government from past many years will have to face an embarrassing situation, if their own students, who were taught during their undergraduate as well as post-graduation courses by these lecturers are selected as the assistant professors,” feels majority of the in-service doctors. “We have been working as lecturers from past so many years and the department can easily re-designate us as assistant professor without any hitch,” said one of the medical teachers, while preferring anonymity. Another medical teacher, working as a lecturer for the past seven years in the state medical college stated that the department must follow the mandatory Medical Council of India (MCI) regulations and re-designate the in-service lecturers as the assistant professors. Chairman of the In-Service Doctors Wing of the IMA Punjab Dr DS Bhullar said on the criteria followed by other states, the Punjab Government should also implement criteria of “time-bound promotions” for the medical teachers. Stating that selection process by the DMER needs to be streamlined and uniform criteria should be drafted for selection of medical teachers as per the MCI regulations. Minister for Medical Education and Research Tikshan Sud said everything is being done as per the rules. He further said interviews by the DMER, are for those posts that are to be filled under direct quota. “As per the rules, 40 per cent of the posts are to be filled under direct quota and 60 per cent posts are filled through promotions.” |

Bird census at Nangal wetland on Jan 22
Nangal, January 16 This is for the second consecutive that census exercise is being undertaken to study pattern of birds and their numbers. Besides conducting the census, the birders will also study birds at Swan rivulet. With the recently reported birth of two sarus crane chicks, the Swan rivulet too has figured on their list. NGO Jagriti Sansthan, Nangal, is coordinating the census wherein experts from Bombay Natural History Society, Asian Habitat Society. Chandigarh, Chandigarh Bird Club and Delhi Bird Club would participate. Prabhat Bhatti, director, Jagriti Sansthan, said findings of the census would be submitted with the Wildlife Department, Punjab, for future references. He added that the Himachal Pradesh Government was also conducting a census on January 29 at Pong Dam. “Last year, the Himachal Pradesh Government had ringed (put rings around necks) of migratory birds. This year, they might put a chip in the birds to study their habits and migratory patterns. We hope that the Punjab Government too does the similar thing,” Bhatti said. |

Shot at Chandigarh Group of Colleges (CGC), Landran campus, the song has much more of college element other than location. Student of the CGC, Landran, Akashdeep Singh, alias Babbu, from the IT first semester has penned the song and Harvinder Cheema from mechanical engineering final semester has composed it. “Impressive infrastructure and buildings attract the directors of these videos and films. Proximity to Chandigarh, which is well-connected with Delhi and Mumbai, adds to the charm of shooting in colleges,” feels Satnam Singh Sandhu, chairman of the CGC, Landran and Gharuan. Trend has picked up in last 4-5 years with an increased number of Punjabi singers cutting an album. Besides Sherry Mann, established singers like Manmohan Warris and Sippy Gill too have shot their videos at the CGC Landran campus. Besides this, the college campus has also played host to shooting of movies like “Des Hoya Pardes” starring Gurdas Mann and Juhi Chawla. “Punjab’s scenic beauty has always been in demand for Bollywood production houses. Since most of the movies today are youth oriented, we need impressive buildings to depict a youthful campus, mansion like college buildings and well-trimmed lawns add to the zing in films,” says Darshan Singh Aulakh from Aulakh Film Production. Aulakh arranges shooting locations and artists for Boyllwood production houses like Yashraj in Punjab. Besides the CGC, Rayat-Bahra Group’s campuses at Kharar and Rail Majra, near Ropar too have played host to such productions. Assistant managing director Sandeep Kaura, Rayat-Bahra group said shooting is allowed on the campus only during non-working days such as Saturday and Sunday. Dearth of Cardiac Anaesthetists
Amritsar, January 16 There are just 55 specialised cardiac anaestheologists in the northern region of the country comprising Punjab, Haryana, Himachal Pradesh and Jammu and Kashmir, against the requirement of at least 100-125 in view of the high rate of heart ailments (in this part of the country), they pointed out. “Cardiac anaesthesia requires harder work as compared to normal anaesthesia, while it has monetary gains at later stages that discourages the young anaesthetist to choose for specialisation in this medical stream,” said Dr Rajesh Arora, an expert cardiac anaesthetist and Head of the Department of Cardiac Anaesthesia, Fortis Escort Hospital here. Dr Arora said during cardiac surgery there was always a chance of the brain being affected and only an expert anaesthetist knows the quantity and kind of anaesthesia that should be administered to a heart patient. He said an inadequately trained anaesthetist could endanger the life of a patient. Meanwhile, the young doctors taking part in the conference were informed about the new techniques in cardiac anesthesia. |
‘Provide jobs, shelter to poor in border areas’
Ferozepur, January 16 Parminder has alleged that the number of residents of the border pockets had been living in abject poverty despite repeated claims of prosperity by the SAD-BJP alliance. The number of those, who have been given employment under the MGNREGA, was negligible in Ferozepur district, he alleged. The Punjab Government had sanctioned funds for the bureaucrats to meet the expenditure by them on the hospitality of their guests but it could not spare money to provide shelter to homeless poor, he pointed out. Parminder provided clothes, blankets, quilts and grocery items to the family of Chiman Singh of Kamalawala village of the district after he (Chiman) was rendered homeless and started living in a hut made of elephant grass along with his family. He demanded that Punjab Government must make arrangements to provide shelter to those living in hutments. He also demanded that funds lying with the Red Cross societies must be used to help the poor instead of spending the same on ‘entertainment’ of bureaucrats as had been witnessed in Punjab in the past few years. |

PCDA releases incorrect pension figures Chandigarh, January 16 The latest circular issued by the PCDA a few days ago mentions the ordinary family pension for lieutenant colonels as Rs 8,760. Veterans have pointed out that the correct pension for this rank as fixed by the Ministry of Defence is Rs 15, 420. Sources said the incorrect figure referred to the time when lieutenant colonels had been placed in Pay Band-3 by the Sixth Pay Commission and consequently, their salary was lower. It was later after much tussle on the part of the armed forces that they were placed in Pay Band-4. The correct family pension in accordance with Pay Band-4 is fixed as 30 per cent of the sum of the minimum of pay band Rs 37,400 plus grade pay Rs 8,000 plus military service pay Rs 6,000, which works out to be Rs 15,420. The PCDA has released implementation instructions to all banks in its circular no. 449 in which the incorrect figure of Rs 8,760 is mentioned.
