Yadav praises Modi’s agriculture policy

Memorial: Munde to approach Centre

Expressing discontent over the fact that no memorial had been exclusively dedicated to the martyrs of the Third Battle of Panipat, BJP national vice-president Gopinath Munde announced that he would take up the matter with the Union Government.

Pay more for vehicle registration
Chandigarh, January 14
Vehicle owners will now have to pay more to get their vehicles registered in Haryana. The new rates have come into effect from today. A spokesman said the increase in road tax for small cars and two-wheelers was only marginal. The lump sum one-time tax on two-wheelers having unladen weight not exceeding 90.72 kg would be Rs 150, while it would be charged on the basis of vehicle cost of two-wheelers exceeding this weight limit.

Dalal threatens to sue INLD leader

Former Chairman of the Haryana Administrative Reforms Commission Karan Singh Dalal yesterday turned the tables on leaders of the INLD who had alleged that two persons very close to him had been selected in the HCS unjustifiably, when he accused them of having “destroyed” the career of these two persons earlier.

Bhem Sen Sachdeva, a 55-year-old milkman from Kunjpura, was today allegedly set ablaze by some villagers who owed him money. Sachdeva was admitted with 95 per cent burn injuries to the Trauma Centre, Karnal, where the doctors referred him to the PGI, Chandigarh. Sunita, wife of the victim, alleged that her husband had lent Rs 1.60 lakh to some villagers. When he asked them to return the money, six persons, including two women, threw kerosene on him and set him ablaze.

24 bonded labourers freed in Fatehabad
Fatehabad, January 14
The authorities raided a brick-kiln near Dharsul village here today and freed 24 bonded labourers, who were allegedly kept there by the kiln owners.

The Haryana State Cooperative Supplies and Marketing Federation (HAFED) has taken strong action against the officials responsible for the alleged siphoning off wheat from its storehouse at Kalanwali. Anil Malik, Managing Director of the HAFED, today suspended two storekeepers operating the agency’s storehouse at Kalanwali and transferred the district manager as well as the manager of the Kalanwali station.

Storekeepers Chander Grover and Harmesh Kumar have been suspended for the gross irregularities found in the stocks of foodgrain and empty sacks under their charge.

District manager for Sirsa Gurjant Singh and centre in charge at Kalanwali Chhabil Dass have been transferred with immediate effect for lapses in the supervision. The HAFED authorities have also charge-sheeted all four officials.

The authorities are also taking action against HAWK Security Services, a private company providing services to the agency, for the negligent attitude of the security guard provided by the company.

The two storekeepers, who have been suspended by the HAFED, had deployed their sons as security guards at the storehouse and had been claiming their salary from the company responsible for providing security.

Malik issued orders with regard to these officials after an inquiry committee headed by Karnail Singh Lathar, Additional General Manager (Systems), submitted its report to him today.

The inquiry team carried out verification of stocks at Kalanwali as well as at Ellenabad and checked the weight of some bags stacked in the storehouses.

The team found the stocks at Kalanwali much more than the actual book stock, raising doubts that more bags could have been taken out from there had the police not intercepted the truck on January 3. There were irregularities in the stocks of empty sacks too, sources said.

Sources said due to dry weather that prevailed during the procurement season last year and good rains in the later months the “storage gains” due to moisture in storehouses of all agencies, including the HAFED, have been unprecedented this year.

In Kalanwali, the “storage gains” have been 1.5 kg per quintal against the maximum gain of 1 kg demanded by the FCI while getting delivery of foodgrain from the state agencies.

Perhaps, the extra “storage gains” prompted the erring officials to make an easy buck by siphoning off the wheat by pilfering it from the storehouse.

Meanwhile, the Kalanwali police today arrested truck driver Jagdish, alias Kaka Singh, who had escaped, when the police intercepted the truck on January 3.

SP Satinder Kumar Gupta said the driver would be produced in the court tomorrow to know the names of persons, who hired his vehicle for transportation.

45 police companies rushed to Jind

The state government has rushed here at least 45 companies of the reserve police in view of the ultimatum issued by a Jat mahapanchayat of 42 khaps demanding a fresh probe into the Mirchpur violence that occurred in April last year.

The mahapanchayat had met on Friday had threatened to halt the trains passing through the district on January 15 in case no heed was paid to their plea for a fresh probe and against the shifting of the trial from Hisar to Delhi.

A Dalit and his polio-stricken daughter were killed when their house was set afire on April 21 last year. The incident had created an uproar following which 98 Jat residents were charge-sheeted.

Deputy Commissioner Abhay Singh Yadav said 45 companies of the reserve police had been deployed at sensitive points. The police was well-prepared to meet any threat, claimed the SP.

The GRP had also stepped up security at all railway stations and the main track, sources said.

The Railway authorities have indicated reducing the traffic on the Delhi-Bhatinda route tomorrow. It may be recalled that the railway track in the district was uprooted during the quota stir by the Jats last year.

The sources said that several leaders of the mahapanchayat had already reached the district, though most of them had gone underground. They had reportedly issued directions to their supporters to disrupt rail and road traffic in the district tomorrow.

The SP held a meeting of officials, including DSPs, SHOs and the heads of the reserve police battalions, later in the day to chalk out a strategy to deal with the threat. The district is among the most sensitive areas in the state.

Civil Services Exam
Candidates allowed inspection of answer-sheets

The Punjab and Haryana High Court has made it clear that candidates appearing for civil services examinations can seek the question paper and the model key code under the Right to Information Act.

It has also upheld an order by the State Information Commissioner (SIC) for providing HCS (executive branch) candidates the question paper. The SIC had directed the commission to display the model key on its website and allow inspection of answer-sheets or booklets to the candidates.

Justice Mehinder Singh Sullar ruled the information sought by the candidates “with regard to the model key code, cannot possibly be termed to be exempted information”.

The ruling came on a petition filed by the Haryana Public Service Commission and another petitioner against the Haryana State Information Commissioner and other respondents.

Justice Sullar ruled the argument of counsel that the SIC could not direct the commission to formulate a policy in the impugned order was not only devoid of merit, but misplaced too.

The commission had claimed the information sought by the candidates fell “within the exemption clause of Section 8 (e) (j) of the Right to Information Act.

It was added that the information could not be supplied and the impugned orders were required to be quashed as the SIC had no jurisdiction to formulate a policy”.

Justice Sullar asserted: “It is not a matter of dispute that the Act was enacted to ensure transparency in the system, smoother and deep access to information and to provide an effective framework for effecting the right to information recognised under Article 19 of the Constitution of India.

“Having regard to the rival contentions of counsel for the parties, to me, the information relatable to the model key code etc sought by the private respondents do not squarely fall within the ambit of exemption clause, as envisaged under Section 8 (e) (j) of the Act.”

The Bench also ruled the directions contained in the SIC order “are squarely in consonance with the provisions of the Act”.

Yadav praises Modi’s agriculture policy

The minister said though he did not share Modi’s political ideology, he could not help praising his approach to development, particularly in the agriculture sector. He said he had suggested to the government that Haryana should follow Modi’s model on agricultural development under which kisan melas were held in the districts where experts and scientists provided guidance to the farmers.

The minister is reported to have recently shot a missive to the Chief Minister over “lopsided” development, demanding a university for Rewari.

He defended the Hooda Government against the allegations of a “step-motherly” treatment to Sirsa and pooh-poohed the INLD chief’s challenge on a public debate on the matter

“Chautala spent Rs 142 crore on power in Sirsa against Rs 455 crore spent by the Hooda Government. His government spent Rs 30 crore on public works against Rs 159 crore by the Hooda government and the INLD spent Rs 85 crore on irrigation against Rs 178 crore spent by the Congress government so far,” the minister claimed. Yadav announced three water channel projects for Sirsa today and said these would cost Rs 28 crore to the government.

Memorial: Munde to approach Centre

Expressing discontent over the fact that no memorial had been exclusively dedicated to the martyrs of the Third Battle of Panipat, BJP national vice-president Gopinath Munde announced that he would take up the matter with the Union Government.

Speaking at a function organised by the Panipat Ran Sangram Samiti and the Rastriya Yodha Smarak Samiti at SD Vidya Mandir School to commemorate the 250th anniversary of the battle, Munde said the brave Marathas had fought for the country and deserved a befitting tribute.

He said the battles of Panipat had been fought at different places and it was unfair to dedicate a single monument (that at Kala Amb) to the martyrs of all three.

Also present on the occasion was Indore MP Sumitra Mahajan and former Governor of Himachal Pradesh Justice (retd) VS Kokje.

A number of historians attended the function here today.

Another function was held at the Kala Amb memorial under the aegis of the Akhil Bharatiya Shaurya Samiti.

Virender Singh, president of the samiti, said a separate monument must be constructed in memory of the Maratha warriors who had laid down their lives fighting the Afghans. He said the matter would be taken at the highest level.

Pay more for vehicle registration

Vehicle owners will now have to pay more to get their vehicles registered in Haryana. The new rates have come into effect from today. The lump sum one-time tax on two-wheelers having unladen weight not exceeding 90.72 kg would be Rs 150, while it would be charged on the basis of vehicle cost of two-wheelers exceeding this weight limit.

The tax would be charged at the rate of 2 per cent of the value up to Rs 60,000. It would be 4 per cent if the value of a two-wheeler was above Rs 60,000 but less than Rs 4 lakh. The two-wheelers costing more than Rs 4 lakh would have to pay 5 per cent road tax.

In case of cars, the rate of lump sum one-time tax would be 2 per cent of the value of up to Rs 5 lakh. A vehicle of and above Rs 5 lakh and up to Rs 10 lakh would be taxed at the rate of 4 per cent of the value while the tax would be 6 per cent of the value of above Rs 10 lakh and up to Rs 20 lakh. Vehicles costing more than Rs 20 lakh would attract road tax at the rate of 8 per cent of the value. — TNS

Dalal threatens to sue INLD leader

Former Chairman of the Haryana Administrative Reforms Commission Karan Singh Dalal yesterday turned the tables on leaders of the INLD who had alleged that two persons very close to him had been selected in the HCS unjustifiably, when he accused them of having “destroyed” the career of these two persons earlier.

Dalal said none of these persons, Pradeep Kumar (Roll no. 2394) and Satish (Roll no. 3058) were related to him, nor did they belong to his community. He said both had appeared in the HCS exam during the INLD regime on a number of occasions. Every time they would clear the written exam but were not selected in the interview because “they were not among the favourites of the Chautalas, though Satish belonged to Sirsa, the native district of the then Chief Minister.”

Dalal alleged that Haryana INLD president Ashok Arora had “predicted” that both these candidates would be selected in the HCS and allied services because he knew that they had cleared the examination on merit earlier too.

Dalal said Satish was a co-petitioner with him in a writ filed by him against the HCS selections made during the INLD regime. Arora’s allegations, he said, were “a mischievious move to confuse the ongoing case”.

Dalal said if Arora did not withdraw the allegations against him and apologise within a month, he would sue him for defamation.

Firing in court complex, two injured

Panipat, January 14
An incident of firing involving two groups created a panic on the premises of the district court complex today in which two persons sustained gunshot injuries.

The incident took place soon after different courts resumed legal proceedings in the morning. A group of witnesses in an attempt-to-murder case were shot at by those accompanying the accused, which resulted in injuries to one of them. In retaliation, the witnesses also opened fire at the rival group, in which one of them was also injured.

According to the police, Sadhu Ram of the local Saini colony, along with his family members, had come to the court to dispose before the judge as witnesses in an attempt-to-murder case.

Those who accompanied the accused also reached the court and the two parties came face to face near the main gate of the court complex and exchanged gunshots.

Dinesh, who was accompanying Sadhu Ram and Bijender, who had came with those who accompanied the accused, got injured.

Both were rushed to separate private hospitals where their condition was stated to be out of danger. Cases have been registered against the two groups.

INLD for probe into land deals

The district unit of the INLD has demanded a judicial probe into the land deals in and around Gurgaon allegedly undertaken at the behest of the Bhupinder Singh Hooda-led Congress regime in the state.

“The way in which land acquisition notices are being issued and withdrawn and change of land use (CLU) permissions and building licences given to benefit the near and dear ones of the state leadership calls for a thorough inquiry by a judicial commission,” said Gopi Chand Gehlot, INLD district president and former Deputy Speaker, while addressing a press conference here today.

Gehlot accused the state leadership of using the Command Area Notification in Gurgaon to victimise certain persons and benefit others. He said the party had no faith in the CBI and, hence, a judicial probe was required to unearth the “malpractices” in the land deals.

The INLD leader alleged that the local Municipal Corporation had been functioning without any elected representativesfor more than two years now. Gehlot said the party would soon launch a mass campaign to highlight the “irregularities” in the functioning of the state government.

File affidavit, Mirchpur victims told

Refusing to take cognizance of their oral complaints, the Supreme Court today asked the Dalit victims of Mirchpur to file a comprehensive affidavit on the problems being faced by them.

A Bench comprising Justices GS Singhvi and AK Ganguly asked senior counsel Colin Gonsalves to submit the affidavit within three days and directed Haryana’s Additional Advocate-General Manjit Singh Dalal to file the state’s response within a week thereafter.

The Bench has already transferred the trial of more than 100 accused persons involved in the April 21, 2010 attack from Hisar to Delhi.

As the court today took up for hearing the pleas of some of the victims, Gonsalves said the victims had again left Mirchpur as the situation had become dangerous for them. They were without any shelter and livelihood. No work was being given to them even under NREGA under pressure from the accused.

Milkman set ‘ablaze’

24 bonded labourers freed in Fatehabad

Fatehabad, January 14
The authorities raided a brick-kiln near Dharsul village here today and freed 24 bonded labourers, who were allegedly kept there by the kiln owners.

Tohana SDM Ashwani Maingi, accompanied by officials of the Labour and the Food and Supplies Department, today raided Bharat Brick Kiln Company near Dharsul and freed six men, 10 women and eight children from the captivity of the kiln owners.

Maingi said a petition “Vedu vs state” had been filed in the Punjab and Haryana High Court on behalf of these labourers in this regard.

The labourers, he said, wanted to return to their village in Muzaffarnagar district of Uttar Pradesh, but the owner was allegedly not allowing them to move out of the kiln.

Migratory birds found dead

Fatehabad, January 14
A large number of migratory birds were found dead in a pond at Matana village here today.

The villagers found the birds floating in the pond and intimated the wildlife officials.

The wildlife officials took the dead birds in their custody for a postmortem examination.

Sunil Kumar, a villager, noticed stray dogs eating the birds, when he went to the pond to feed them.

Later, he noticed a large number of dead birds floating on the water. Villagers said these birds came to the village pond in October-November and go away after January.

The officials of the wildlife department said the cause of the death of the birds would be known after a postmortem examination.
