Acquisition would not be forced on farmers: Hooda

The Chief Minister of Haryana, Bupinder Singh Hooda, has assured the delegation of farmers, headed by the president of Haryana Youth Congress Chiranjive Rao, that the state government would not force the decision of land acquisition for the modern industrial township (MIT) on the residents of Panjokhra.

Talking to The Tribune, Youth Congress leaders Chairanjive Rao and Himmat Singh here today said they had met Haryana Chief Minister Bhupinder Singh Hooda on January 13, who had promised to “sympathetically” look into the issues raised by the Jamin Bachao Samiti.

The host of leaders of different political outfits on January 12 met Balwant Singh, president of the Jamin Bachao Samiti, along with other members of the samiti, and assured to extend their support to the stir launched by the farmers against the land acquisition for the MIT.

Besides Chiranjive Rao Indian National Lok Dal legislator Rajbir Barara, Bharatiya Janata Party MLA Anil Vij, president of the Haryana Vanchit Varg Sangharsh Samiti Roshan Lal Arya and former legislator Nirmal Singh, were among the political leaders who met the Jamin Bachao Samiti leadership on January 12.

The residents and farmers of Panjokhra village have been protesting for the past several months against the alleged forcible acquisition of more than 1,852 acres on the Ambala-Naraingarh road by the Haryana government.

Balwant Singh, along with other members of the samiti, organised a mahapanchayat in this connection, which was attended by hundreds of farmers of Panjokhra and nearby villages.

The samiti has already decided that it would continue its stir and warned the government not to give an inch of the land for the MIT. Due to acquisition of land by the state government for the MIT, several hundreds of families faced threat to their houses and land, as they did not know where to go in case the administration evicted them.

Deputy Commissioner Sameer Pal Srow said the Haryana government wanted to develop Ambala as a leading industrial hub. According to information, earlier an SEZ project, to boost industry in the town, was approved by the government similar to the one set up in Gurgaon, but the proposal remained confined to papers for years and finally the proposal was dropped.

Himmat Singh added that Union Minister Kumari Selja had also written to Sonia Gandhi, Rahul Gandhi and Prime Minister Manmohan Singh for the support and interest of the affected farmers whose land fell under this category.

Residents irked over LPG shortage

Residents here have been facing shortage of LPG cylinders due to the mismanagement of gas agencies.

Block Congress president Harbhajan Singh, former district Mandi officer Gurbaksh Singh and Dharampal Gupta had alleged Balbeer Singh gas agency was troubling the people here, as the agency was not providing cylinders to consumers on time.

They said the agency was booking the cylinders after 21 days and cylinders were given to consumers after 20 days from the date of booking, but consumers were getting gas cylinders only after 40 days thereby harassing consumers.

Residents further alleged that gas agency was supplying cylinders in black to commercial institutions on high rates.

They warned if LPG cylinders for domestic use were not supplied on time, then demonstration would be staged against the gas agency and officials concerned soon.

Meanwhile, assistant manager of the gas agency, Harvinder Kaur said there due to shortage of gas cylinders there was a delay in the supply of cylinders to the consumers.

She said the problem would soon be solved. However, district food controller Sarbjeet Singh said he had not received any complaints of shortage of gas cylinders.

Sanjeevani, an NGO, celebrated its foundation day at Gurukul Vidyapeeth, north campus. Management, staff and students of Gurukul Vidyapeeth and residents of nearby villages participated in the function.

The NGO is working to support students from the economically weaker sections to continue their studies and is also working on the projects of rural welfare, blood donation and also organise polio camps.

The organisation executive director Desh Raj Thakral stressed upon the need of quality education for civilised society.

Man booked for raping minor

Lalru, January 14
A person has been booked for raping a two-year-old girl near here today. According to information, a labourer had allegedly raped the girl in the residential rooms of a factory near Lalru.

Subash Kumar, a resident of Chamanpura, Bihar, who resides in the colony of the factory near Lalru, today ‘raped’ the daughter of his neighbour.

The victim’s father Tek Chand, a resident of Himachal Pradesh, who is a factory employee and resides the same colony, was out of his house during the incident.

On the basis of Tek Chand’s statement the police had registered a case against Subash Chand under Sections 376, 511 and 323 of the IPC. Medical samples had been sent for testing, the police added.

Family attacked with swords

MOHALI: A Sector 71-based family of a non-resident Indian (NRI) was attacked with swords by some unscrupulous elements yesterday.

Four members of the family — Sanjeev Kumar, Ramandeep, Mandeep, and Charanjeet, a UK-based NRI— were admitted to a hospital with serious head injuries.

Station House Officer, Matour, Tarlochan Singh said the victims, in a complaint lodged with the police, stated that during the Lohri celebrations last night they objected to certain activities of some youths who reside in a nearby paying guest accommodation.

Miffed over the remarks, the youths reportedly attacked the family with swords.

The accused are reportedly working in call centres in IT park. The accused have been identified as Sandeep, Sehgal, Kamal and Jimmy. A case under Sections 307 of the IPC has been registered at the Matour police station.

Court clears way for Sukhmani Brar to go abroad

A court has cleared the way for Sukhmani Brar alias Amanat, a 19-year-old girl accused of crushing to death two cousins riding a motorcycle under her car in the city on August 17 last year, of travelling to the United States for getting her ‘green card’ renewed. Justice Jaswant Singh permitted her to deposit documents of a showroom owned by her guardian in Mohali with the court for the release of her passport, which she had surrendered to the local police the day after the fatal road accident.

This was the second time Brar moved the court. This time she approached the court for modification of earlier order on the ground that the property owned by her guardian in Chandigarh was under mortgage and she should instead be allowed to submit the documents of a property in Mohali.

The high court had earlier ordered the police to release the passport to Brar. However, the direction had come with a rider. Justice Singh had asked her to furnish a fixed deposit receipt of Rs 20 lakh and had further directed the amount would be released to the deceased’s family in case she failed to return to the India by January 31. Directions for furnishing the original title deed of a property were also issued.

The Chandigarh police has all along been opposing Brar’s demand to release her passport on the ground she might flee the country. In fact its stand so far has been once she left the country it would be difficult to get her to come back.

Brar on the other hand had contended she required the passport to go abroad for filling out academic forms, arguing refusal to release it would adversely affect her academic career.

Brar had moved the court demanding release of her passport deposited with the police after she was named as an accused in the FIR filed by the police after the accident.

Nari Niketan Rape Case
HC for creating conducive environment for witnesses

The Punjab and Haryana High Court wants to know from the states of Punjab and Haryana, along with the UT Administration, how a conducive environment can be created for the deposition of witnesses with physical and mental disabilities.

The special Division Bench comprising Justice Surya Kant and Justice Augustine George Masih directed the states to consider and come up with their stand on the issue. The directions came during the resumed hearing of the Nari Niketan rape case.

As the case came up for resumed hearing this afternoon, senior advocate RS Cheema told the Bench that there was a need to provide special and conducive environment for recording of statements of physically and mentally challenged witnesses.

Cheema also suggested that the Bench should consider the feasibility of having some psychologist during the recording of statements of such witnesses. They should also be dealt with sympathetically.

Cheema said the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities rules were incomplete and there was a need to look into the rules.

Cheema also placed before the court the draft guidelines for rehabilitation of the Nari Niketan victim and her daughter. He said the victim was now almost normal and there was a need to look into the proper upbringing of the child.

The Chandigarh Administration had earlier stated that it would take full responsibility of upbringing the girl child, Pari, and her mother, the rape victim.

The mentally challenged girl was allegedly raped by a sweeper of Nari Niketan. She complained of abdominal pain after shifting from Nari Niketan to Ashreya. After she was medically examined she tested positive for pregnancy. The matter was then reported to the police.

Passing orders against the termination of pregnancy of the victim, a Division Bench of the Supreme Court headed by the then Chief Justice, KG Balakrishnan, had held the medical opinion given by the PGI favoured the continuation of pregnancy. The court also laid special emphasis on the desire expressed by the victim to deliver her baby.

Subsequently, the High Court directed the UT Administration to open a bank account in the name of the child born to the Nari Niketan rape victim. The National Trust too offered to appoint a special educator for the inmates of Ashreya.

Justice Surya Kant directed that the administration, being the principal guardian of the victim and her child, would open an account in the name of the child in a nationalised bank and inform the particulars to amicus curie in the case - senior advocate RS Cheema and Tanu Bedi.

Notice of motion issued to Centre

Issuing notice of motion to the Union of India, the Punjab and Haryana High Court has stayed the operation of an order, vide which the recovery officer had asked the State Bank of India to attach the bank accounts of the Post Graduate Institute (PGI), Chandigarh.

The recovery officer had earlier issued demand notices to recover from the PGI arrears from 1974 to 2007 under the provisions of the Employees States Insurance (ESI) Act, 1948, relating to free medical treatment of its workshop employees.

Appearing on behalf of the PGI, Advocate Deepak Sibal asserted that as per Section 1(4) of the ESI Act, the ESIC was not applicable to any establishment belonging to or under the control of the government, whose employees were otherwise in receipt of benefits substantially similar or superior to the benefits provided under this Act.

He also stated that PGI employees, including those in workshop and their dependents, were fully entitled to consult the senior most professors of the institute.

Priest booked for fraud

The police today booked a priest for selling land of the Gurdwara Sahib of Lohgarh village after preparing fake documents in name of church land.

The case has been registered on the complaint of Baldev Singh, a resident of Maujpura village, Mohali. The accused has been identified as Rifar Tabir-ul-Haq, a resident of Zira, Ferozepur.

The investigating officer said Baldev had alleged that Rifar told him that he had a power attorney of 16 kitte land of church in Lohgarh village. Rifar had settled for a deal of Rs 1 crore 42 lakh per acre with Baldev Singh.

Baldev Singh told the police that he had given Rs 5 lakh as a token money to the priest on September 23, 2006. He had also given Rs 10 lakh cheque to the priest, but after sometime, Rifar told Baldev Singh that the cheque was bounced and he would not pursue the deal further, the investigating officer added.

Later, Baldev Singh visited patwari’s office in Zirakpur and found that the land was on the name of Gurdwara Sahib.

Baldev was duped of Rs 5 lakh by the priest and later he informed the SSP Mohali. A case had been registered against Rifar and hunt to nab him was on.

Arjun, Rakshay claim title

The Indian pair of Arjun Khade and Rakshay Thakkar claimed the boys’ double title in Mehru-ITF World Ranking Junior Circuit Grade-3 Tennis Tournament at the CLTA courts here today.

The boys beat another Indian pair Yash Deshpande and Rishabhdev Raman 6-1, 6-3.

In girls’ doubles category, the team of Anastasiya Prenko (Turkmenistan) and Anna Tyulpa (Russia) beat Korashvili Oleksadra (Ukraine) and Donna Vekic (Croatia). In the 1st boys’ doubles final, Rakshay T and Arjun K of India disposed of their Indian counterparts Yash D and Raman R in straight sets 6-1, 6-3.

In the girls’ double Prenko of Turkmenistan and Anna of Russia got a walkover against from Olesktvea K of Ukrain and Donna of Croatia.

In girls’ singles semifinals, Varic Donna of Croatia disposed of the Indian challenge of Prarthana T in straight sets 6-1, 6-4. Varic Donna swept her opponent of the feet in first set, but Prarthatna came back in the second set and put up a bitter resistance before finely bowing out, 6-4. In the second semifinal, Dasak A of Turkey overcame the challenge of Elezavita K of Russia in straight sets 6-3, 6-3.

Playing mostly from the base line, Basak E finely was able to break through the defenses of Elezaveta K and clinch the match to set up a title clash with Varic Donna of Croatia. In boys’ singles’ semifinals, Temur Ismailov of Uzbakistan beat Joshua Ward Hibbert (GBR) 4-6, 6-1, 6-4 and in another second semifinal, Enzo Couacaud of France beat Maciej Romanowicz of Poland 6-1, 6-0.
