New Delhi, December 12 The incident took place in Mongolpuri between 8 and 8:30 pm yesterday and the women, aged between 18-23 years, were injured on the face with a sharp-edged weapon in different blocks of the area in quick succession. The victims were rushed to the Sanjay Gandhi Memorial Hospital and none of them suffered serious injuries. While one of the victims is a 23-year-old graduate working at SBI Credit Centre in Gurgaon, others are 18-year olds and working in a publishing firm and a sticker factory. One of the girls was attacked when she was going towards her home with her mother and neighbour. The SBI Credit Centre employee was going to her home after purchasing a cake from a bakery when the incident took place. Yesterday's incidents came five days after the police arrested two youths -- Vishal (22) and Rohit (26) -- for allegedly attacking five girls with blades. Vishal wanted to teach young girls a lesson because a girl had rejected his love proposal and allegedly attacked them with the help of his friend. "We are on the lookout for the attacker," Chhaya Sharma, deputy commissioner of police (Outer), told reporters here. However, she said it appeared that the two sets of incidents were not related as the modus operandi of the attacker yesterday did not match with that of the ones arrested for earlier attacks. In the first case, a surgical blade was used, but the graduate woman told investigators that it was a "nail-file" with which she was attacked. Also, the location was different and the attacker appeared to be headed towards Budh Vihar. New Delhi, December 12 A fear factor seems to have gripped the girls and young women in the city and their complaints of scanty police presence have been reaffirmed by the incident at Mongolpuri that came as the city had hardly emerged from the scare following the rape incident of Dhaula Kuan three weeks back. "Security of women in the Capital is a serious issue and Delhi police is a soft instrument. Being the national Capital, it should have been a role-model for the rest of the country. However, the police has failed to deliver in providing a safe atmosphere to women here. There is a need for the law enforcement agencies to look within," the director of Centre for Social Research Ranjana Kumari told The Tribune, calling for an urgent introspection and revamp of the policing system. In the city, most of the crucial entry points remain unguarded at night, thus raising doubts over the security of all who have to work late into the nights. "Hardly would you find a police control van on patrol during the wee hours except few stationed at some odd entry points. Even when the police helplines are called, the help would hardly reach the point until the damage is done. This allows the perpretators of crime to flee and nabbing the culprits after the incident is hardly of any help," said Shikha Gurung, a software engineer, who was earlier engaged in a company in Gurgaon. An advocate of woman rights, Ranjana feels the situation should be treated with utmost emergency as despite all the requests to the civil society and the police for safeguarding the rights, women continue to be victims of rape both within domestic and public spaces, with several instances of women raped by family members coming to light. According to social activists and the National Commission for Women Rights, the police has to wake up from its slumber and be proactive as the criminals have come out powerful every time in their inhuman acts of abuse and crime and the latest case sends a grim reminder about the need for a better policing system. "Criminal elements have thrown up a challenge to the police and the law machinery has to tighten its noose. The police seems to be missing from the city's roads. Patrolling
has to be increased and the time has to be checked so that fear of punishment is instilled in the criminals' mind," stressed Ranjana. Besides, the government has to stop sitting complacently and avoid the blame-game and in this regard, even the Central government should think of a mechanism of bifurcating power between the government and the police as currently the law and order machniery is almost non-existant, she said. Besides, better implementation of a severe punishment system through fast track courts could act as a detterent in such crimes. |

Greater Noida, December 12 Due to the fear of the senior students, victim Arjun Singh could not reach his room and had to spend the night in the jungle of Echhar village. The Dy. SP has ordered the police to register his complaint and nab his tormentors. Earlier, a police inspector had ignored it, saying it was a case of minor clash. Arjun Singh, who belongs to Bulandshahr, is the first year B Tech student in Noida Institute of Engineering & Technology in civil stream. Some senior students started ragging him in college canteen on November 29 in the name of 'introduction'. Later, they assaulted him and snatched his mobile phone. As he reached the institute to take an exam on December 3, some seniors reportedly attacked him with rods. Arjun alleged that the Kasna police did not register his complaint. The college management later brushed aside the incident, saying that the accused had expressed regrets, he said. On Friday, the seniors called Arjun somewhere on the pretext of returning his cell phone. As he reached there, they beat him up as he had complained to the police and college management. |

New Delhi, December 12 According to a Raj Niwas statement, she was admitted to the Liver and Biliary Science Hospital at Vasant Kunj in south Delhi. She died at 4.25 am on Sunday. Uma Khanna is survived by husband Tejendra Khanna, a son and a daughter. She was cremated at the Lodhi Colony crematorium. Speaker of Delhi Vidan Sabha Yoganand Shastri, Chief Minister Sheila Dikshit along with many cabinet ministers of the Delhi government paid their tributes to the departed soul at the crematorium. Born on February 9, 1944, Uma Khanna was associated with many social and cultural organisations. She was the presidents of the Young Women Association and Delhi TB Association and the vice-president of the Delhi Red Cross Society. A special prayer meeting will be held at the Governor's residence, Raj Niwas, on December 15. |

New Delhi, December 12 According to a countrywide survey conducted by the Associated Chambers of Commerce and Industry of India (ASSOCHAM), the other significant reason behind the preference for real estate is that other investment options like equity, mutual fund and gold are considered risky. In a survey, Current investment patterns in working urban Indians, almost 1,500 directors, officers, executives, teachers, professionals of PSUs and MNCs and self-employed traders, lawyers, doctors, financial experts, among others, were interviewed to elicit their preference for investment options. While many of them opined that investing in gold, NSCs and FDs is passé and represented "old school" of investment concepts, real estate, mutual funds and life insurance find favour among the young generation. Around 975 of the participants from 10 cities-- Delhi, Mumbai, Chennai, Kolkata, Ahemdabad, Chandigarh, Lucknow, Hyderabad, Pune and Jaipur-- approved of investing in real estate and felt that Indian real estate has huge prospects in sectors like commerce, hospitality, retail, manufacturing, healthcare and housing. Releasing the findings of the ASSOCHAM survey, the chamber's secretary-general D.S. Rawat said, "Real estate is one of the most lucrative and money- making industry, as it not only saves investors from paying monthly house rentals, but, on the contrary, provides them with tax benefits." "Hefty escalation in the prices of properties which comes with the growth and development of the area is another significant factor that attracts working individuals to invest in property," added Rawat. Of the 65 per cent of those interested in investing in real estate, about 40 per cent prefer tier II and tier III cities, as prices in tier 1 cities (metros) are much beyond their means. Affordable and easy availability of land coupled with better connectivity, infrastructure and other basic facilities are the prime reasons cited towards this trend. Only around 25 per cent of the respondents preferred investing in tier I metro cities like Delhi, Mumbai, Kolkata, Chennai, Hyderabad and Bangalore. Of the remaining, 20 per cent preferred to stick to investing in gold as they consider it a safe investment that can be easily encashed. Rest of the respondents felt that sectors like mutual fund and insurance are better as they require lesser money and are safer. They feel gold does not provide high returns. It only preserves the capital, but does nothing to increase it. Besides, storing gold and protecting it against theft is risky. So people prefer real estate investment to gold. Further, ASSOCHAM data reveals that considering the ferocious swings in stock prices and a sagging economy, youngsters are jittery about investing in stocks and bonds. |

BJP wants probe into black market of ration
New Delhi, December 12 The party alleged that things are being sold on the black market in collusion with the ministers. "The incident of black market of the ration meant for public distribution system in south Delhi is only a tip of the iceberg. The entire system in Delhi is under control of the ration mafia with the connivance of the government," said the BJP Delhi Pradesh president Vijender Gupta. "The shopkeeper indulging in the black market of ration confessed before the DCP (South Delhi) that the Delhi government's food and supply department, Food Corporation of India, food minister and Congress leaders knew about it," he said. In the raid conducted yesterday, six truckloads of 1,238 bags of wheat, 850 bags of rice were recovered. They were being sold to big mills of Delhi on the black market. The party also alleged that during the raids by the police, the officers of food department of the Delhi government switched off their phones. |

New Delhi, December 12 Those arrested have been identified as Vinod Kumar (22), Ganesh Yadav (27), Kanhaiya Kumar Yadav (20) and Maya Haldar (36). The deceased, Sanjay, who worked at a restaurant, was found murdered in Millennium Park in Sarai Kale Khan last night. During investigation, deputy commissioner of police (South-East) O.P. Mishra said, the victim's roommates, who were also his colleagues at the restaurant, told the police that he had gone to meet his uncle Ram Dayal in Okhla on December 9. However, the police found that Dayal had gone to Bihar a month ago. "This raised suspicion and his roommates became strong suspects. Vinod was picked up for questioning and he confessed to the crime," Mishra said. "Vinod told us that Sanjay had become a problem due to his involvement with Maya Haldar, employed as a guard at the restaurant," Mishra said. Sanjay also allegedly developed a relationship with Haldar's daughter which was not liked by 42-year-old Haldar. "Sanjay became fond of the guard and started making advances towards her. He also developed relationship with her daughter and started visiting her house. Haldar then hatched a conspiracy with Vinod to murder Sanjay," Mishra said. They also persuaded Ganesh and Kanhaiya to join them, he said. Vinod, who hails from Madhubani in Bihar, was working in the restaurant for the past about one year while Ganesh, also from Madhubani, is working there for the past two months. Maya has two daughters and was working with the restaurant for the past three months.

2 firms to collect mercury waste
New Delhi, December 12 "As a majority of hospitals here have been taking various steps to phase out mercury-based equipment from their day-to-day operations, safe disposal of the toxic material is becoming a major headache," said a senior official from the Delhi Pollution Control Committee (DPCC). Since the launch of the phase-out drive initiated last year, the hospitals have collected around a total of five kgs of mercury with them, but were clueless about what to do with it, he said. "We discussed the issue with the manufacturers of thermometers and BP apparatus in a recent meeting where two firms, Supreme Surgico based in Shahdara and Anita Industries situated at Bhagat Singh Market, had shown their interest in taking mercury," he said. "They agreed to collect elemental mercury form as well as in the form of discarded mercury-based apparatus and thermometers stored in the hospitals at reasonable market price and recycling the same in their manufacturing activities," the official added. The DPCC has now directed the hospitals (having 50 beds or more) to contact the said units for the disposal of the mercury waste stored with them. In a bid to do away the usage of mercury from healthcare system, the authorities had asked the city hospitals having the capacity of 50 beds to phase out the toxic metal-based devices such as thermometers and blood pressure measuring devises. Mercury has been long used widely in the healthcare sector not only in thermometers but also in dental amalgams and laboratory re-agents. |

New Delhi, December 12 The mercury levels recorded a rise today, a day after the low temperature plunged to the season's lowest 6.2 degree Celsius. However, the officials of the Indian Meteorological Department say the mercury level may drop tomorrow.

Revolver, pistol most preferred firearms
New Delhi, December 12 "A total of 734 licences for non-prohibited bore weapons were issued till November 10 this year," said a police officer. Out of the 734 licences, 587 were for revolvers and pistols while 147 were given for rifles and guns. The official said no licence was given for any other weapon this year. The official further said that between November 11, 1995 and March 31, 2010, the area validity of 2,890 arms licences in the Capital was extended to all over the country. Last year, 798 licences were issued for non-prohibited bore weapons, which included 638 revolvers or pistols and 159 rifles or guns. One licence was issued for other weapons. |
High-class highway to link Gzb with Aligarh
Gt Noida, December 12 After receiving a nod from the Centre, the pace of widening the road and constructing bypasses in the district has been quickened. Additional DM (Administration) has, after a survey of the villages, held discussions with farmers to decide the rate of land compensation. The Rs 1,256-crore project is expected to be completed shortly. The Centre has agreed to foot the bill, it is learnt. According to officials, a journey on NH-91 from Kanpur, Aligarh, Bulandshahr, will be as smooth and enjoyable as on any international highway. The highway is being widened into four and six lanes. Construction of six bypasses between Aligarh and Ghaziabad, clove separators, underpasses, overbridges, beautification en route and construction of parking ramps at a number of places will all transform it into one of the best roads in the country, officials claim. On getting a green signal from the Union road transport and highway ministry and National Highway Authority of India (NHAI), the district officials have started the process of acquiring land for widening the highway and construction of bypasses. |
50% land needed for green cover in Noida park
Noida, December 12 The Supreme Court has asked Mayawati's government to ensure that construction is carried out on only 25% of the total area while the remaining is to be greened with trees, especially near the Okhla Bird Sanctuary. The Central Empowerment Committee's report had alleged that more than 50% of the park area was under concrete. Even the Bombay Natural History Society had submitted to the ministry of environment and forests that at least 50% of the total area has to be greened. "The area is not forest land as the trees finally cut down had all been planted there. However, there is no way that one should compromise on the greenery and we suggested that 50% of the area should be replanted. The government is creating a park there and the greenery is also very sanitized with grass and trimmed bushes, etc. That is not the right environment for the migratory birds that come to the Okhla Bird Sanctuary," said Dr Asad Rahmani, director, BNHS. "Introduction of sufficient moisture in the area should help raise reeds there, which can then be home to the small migratory birds. The sanctuary is essentially meant for migratory birds and some other water birds. Trees like amrood serve no purpose for them," said an official. Inclusion of submerged areas in the riverbed near the bird park in the sanctuary was another important recommendation. "A lot of area has been taken under concretization and to compensate for that, and ensure that no more area is taken under construction, the report also suggested that the area near the park should also be taken under the protected area of the sanctuary," said sources. |

Burglars held
New Delhi, December 12 The accused have been identified as Ravi (22), Kishan (24), Ramu (22) and Raj Kumar (21), all residents of Sanjay Basti in Timarpur. Their arrest was made after investigation was taken up into a complaint of burglary lodged on December 4. The incident had taken place at the residence of a visually challenged teacher Raman in Teachers Colony at Timarpur. Burglars had entered Raman's house and fled with gold. "The accused were arrested on a tip-off. They have confessed to their involvement in various cases of house theft and burglary in the area," said S.S. Yadav, deputy commissioner of police (North). |
