Bhiwani, November 21
Chief Minister Bhupinder Singh Hooda today assured the farmers of southern Haryana that he was well-acquainted with the fact that the water level in Bhiwani-Mahendragarh districts was receding and the farmers were facing acute shortage of irrigation water.

The government was looking into their long-standing demand for restoration of the slab system, he said while addressing a rally at the Municipal Park here today. He said the slab system of power tariff for tubewells would be restored after a thorough study.

The rally was organised on behalf of parents whose children were recently selected as JBT teachers. Leaders of the district had put their all into making the rally a grand affair.

Chief Parliamentary Secretary and Sohna MLA Dharmbir Singh undertook a tour of the villages of the district to request people to reach Bhiwani on November 13 to thank the CM for the JBT selections.

His opponents approached the Chief Minister, objecting to an outsider (Dharmbir Singh) thanking the CM on behalf of the people of Bhiwani. Hooda then changed the rally date to November 21 and instructed that a joint rally of Bhiwani-Hisar areas be held.

All leaders of Bhiwani, Shruti Chaudhary, MP, Bhiwani-Mahendragarh Lok Sabha, CPS Ram Kishan Fauji, Kiran Chaudhary, Satpal Sangwan, Ranbir Singh Mahendra, Somveer Singh and Nripender Singh demanded the upgrading of the Bhiwani Civil Hospital and a sports university in Bhiwani. Dharmbir Singh put these demands before the Chief Minister.

There was hooting at the rally when supporters of Dharmbir Singh and Kiran Choudhry saw them sitting together on the dais.

They began shouting when Ranbir Singh Mahendra, son of the late Bansi Lal, did not acknowledge the presence of Kiran Choudhry and her daughter Shruti. Somveer Singh, a son-in-law of Bansi Lal, also did not mention them in his speech.

Dadri MLA Satpal Sangwan, Buwani Khera legislator CPS Ram Kishan Fauji and former MLA Shashi Parmar raised several demands in their speeches.

Hooda said the MSP announced for rabi and paddy crops was much higher than announced by his predecessors. “I waived power bills worth Rs 1,600 crore whereas the total budget of the state was 2,000 crore and reduced interest on short term loan to 4 per cent, besides making law against the auction of land of coop loan defaulters,” said Hooda.

“The previous Chautala government had spent only Rs 569.71 crore in Bhiwani whereas my government has spent Rs. 1988.34 crore on development works in Bhiwani district.”

He said he had great affection for Bhiwani as his grandmother belonged to Charkh Dadri. “I’m of Bhiwani and Bhiwani is mine,” he declared. Chief Minister patiently heard each of the leaders and before ending his speech assured Charkhi Dadri legislator Satpal Sangwan of a berth during the next Cabinet expansion.

Dons want higher education council

Hisar, November 21
The Federation of Haryana University Teachers Associations (FEDHUTA) has asked the Haryana government to set up a higher education council to look after issues relating to college and university education.

A resolution to this effect was passed at a meeting of the federation held at the Guru Jambheshwar University of Science and Technology here today.

It said the proposed council should be headed by an eminent educationist. It expressed concern over the state of higher education in the state and added that the changing educational scenario had raised concerns that must be addressed by such a body. It also expressed concern over dwindling financial help to universities in Haryana.

Teachers’ leaders expressed resentment over the alleged failure of the government to issue a comprehensive notification to implement the new pay scales for teachers as desired by the University Grants Commission and the Union Ministry of Human Resource Development.

A resolution passed in this regard said the Chief Minister had promised the teachers’ leaders in July last that such a notification would be issued shortly. However, it was still awaited.

It added that issues like grant of advance increments for higher qualification, entry-level pay of directly recruited teachers and equivalent cadres recruited on or after January 1, 2006, re-designation of readers and lecturers in the selection grade after three years of service as Associate Professor, placement of directly recruited professors in a

scale not below Rs 43,000 and higher AGP of Rs 12,000 to senior professors were yet to addressed.

The government had also not enhanced the retirement age of teachers to 65 years as per the UGC and MHRD notifications. Moreover, the promotions of teachers had been kept in abeyance after January 1, 2009.

The meeting decided to send a deputation of teachers to meet the Chief Minister next week to apprise him of the problems.

It was decided that if no notification was issued by the month-end, the federation leaders would meet at Rohtak on December 5 to decide the future course of action.

The meeting was attended by Dr Sandeep Rana of the GJU, Dr Nafe Singh of Kurukshetra University, Dr Tek Chand of Haryana Agricultural University, Dr Somvir Rathi of the MDU, Dr Pawan Sirohi of BPS Mahila Vishwavidlaya, Khanpur Kalan, Dr Vandana Poonia of Chaudhry Devi Lal University, Sirsa, and Dr Parvinder Singh of the Deenbandhu Chhotu Ram University of Science and Technology, Murthal.

Karnal, November 21
The Old Boys’ Golden Jubilee Meet held at Sainik School, Kunjpura, today was marked by the inauguration of a “science park” by the KU Vice-Chancellor, Lt-Gen DDS Sandhu, which has been dedicated to the school by the passouts of the 1978-85 batches.

The celebrations commenced with an impressive horse show organised by the old boys. The display of rope-skipping skills, yoga and karate by Kunjeans kept the audience spellbound.

Twenty-four daredevil motorcyclists entertained the audience with their breathtaking performance. Old Kunjeans went nostalgic while going down memory lane, remembering their mentors. They also gifted five trophies to their alma mater, of which three trophies, dedicated to the memory of Major Rajeev Kumar Joon, a brave Kunjean who sacrificed his life while safeguarding the motherland, were presented by old students of the 1978-85 batches.

To inspire and motivate young cadets to join the armed forces, the old boys also organized a “para jump” followed by a T-20 cricket match between the Principal’s XI and Old Boys XI. Another highlight of the day was a cracker show, specially organised to mark the golden jubilee followed by a gala cultural extravaganza presented by students at the Meenakshi auditorium.

In his address, the Principal of the school, Col Arun Datta, said Sainik School was an extended family where old Kunjeans were the big brothers and took keen interest in their mother institute by encouraging their young brothers.

Spread over a sprawling 275 acres, the SSK, which came into being on July 24, 1961, at the behest of then Defence Minister VK Krishna Menon, stands tall in the land of the Mahabharata, 10 km from Karnal city.

The SSK has sent more than 560 cadets to the National Defence Academy, Khadakwasla, and approximately an equal number through direct entry to the Indian Military Academy (IMA), the Officers

Training Academy (OTA), the Air Force Academy (AFA) and the Naval Academy (NA) and has earned the singular distinction of annexing the “Raksha Mantri Trophy” seven times for sending the highest number of cadets to the NDA.

Overflowing sewers make life hell

Sirsa, November 21
Residents of several localities in the town have been living under unhygienic conditions due to overflowing sewers. Filthy sewer water can be seen overflowing on to the streets in the local MC Colony and Khanna Colony, where people have to pass through it whenever they venture out of their houses for work.

“The problem started over six months ago and is increasing by the day,” alleged Ved Parkash, a local resident. He alleged that several requests to the public health authorities in this regard had fallen on deaf ears. Rashmi, a housewife, alleged that it had become difficult to breathe as teh “all-pervading” stink was sickening.

The sewer problem is common in Sirsa. In September this year, angry residents had thrown an SDO of the department into filthy water that had accumulated in a plot in Agarsen Colony.

Ironically, Sirsa is one of the 14 towns and cities in Haryana, where the state government has given a stimulus package for the improvement of the sewer system. Recently, an Executive Engineer and two SDOs of the department were suspended by the state government for irregularities in giving contracts for sewer works.

Jagdish Jangra, Executive Engineer of the Public Health Department, admitted that there was some problem in a few colonies and attributed this to lack of manpower. The department, he said, was short of officers after the suspension of one XEN and two SDOs. He added that the sewer water of these colonies was carried out of the town through a pump installed in Bal Bhawan.

The pump, he said, was closed for some days following objections by the CDLU authorities, as the sewer water passed through their territory.

The pump, he said, had now been made operational again and the problem would be solved soon.

Jangra said tenders for works to be carried out under the stimulus package of Rs 56 crore had been allotted and the works would begin soon.

Rajasthan mining lobby has its way
4 sites auctioned in Mahendragarh
Yoginder Gupta
Tribune News Service

Chandigarh, November 21
The Rajasthan mining lobby helped Haryana garner three times the reserved price when it put four mining sites to auction in Mahendragarh district on Friday. The reserve price of the four sites, ranging from 0.83 hectares to 2.4 hectares, was kept at Rs 6.50 crore.

The state would get about Rs 18.60 crore per annum from lease-holders. The lease will be for three years.

Ever since the mining came to a halt in Haryana about nine months ago following court orders, crusher owners of the state are bringing boulders from Rajasthan. Though the quality of Rajasthan stone is said to be much inferior to that of Haryana, the shortage of material has pushed the prices to about Rs 25 per cubic feet.

The Mahendragarh sites were the first to be auctioned after the court orders. These sites are less than five hectares and no environment clearance is required to operate them.

Sources say the Rajasthan lobby was afraid that if these sites were auctioned at a less price, there may not be any takers for their stocks. Therefore, the lobby ensured that the auction money for the Mahendragarh sites should be such that it would not be possible for the lease-holders to supply stone to the crushers at rates less than those prevailing in Rajasthan.

Meanwhile, the Haryana Mines Department has sought permission from the Punjab and Haryana High Court to auction mining sites of less than five hectares in Panchkula district to meet the severe shortage of construction material. The case is likely to come up for hearing on December 10.

3-day Kapal Mochan fair ends

Tribune News Service

Yamunanagar, November 21
The three-day Kapal Mochan fair ended here today. About eight lakh pilgrims descended on this religious town to take the holy dip in the three sarovars during the fair.

Deputy Commissioner Ashok Sangwan said here today that two natural deaths had occurred during the mela and by and large the fair was peaceful.

Special arrangements were made to ferry the pilgrims. Over 60 buses were deployed by the Haryana Roadways for the purpose.

The pilgrims lit “diyas” on the banks of the sarovars, which coupled with decorative lights on gurdwaras and temples presented a spectacular view.

The Kapal Mochan fair has its roots in the age-old myth that it “relieves the sins of all three eras”. As per the belief of the people, taking a bath in the Kapal Mochan sarovars washes away sins as grave as “Brahmhatya”.

The Kapal Mochan “dham” here is also believed to have been the workplace of Maharishi Ved Vyas, son of Maharishi Prashar and creator of the Mahabharata epic.

The holy place has a great following among the Sikh community too, since in 1687 Guru Gobind Singh had rested here for 52 days after the Bhangani battle.

Every year the mela draws lakhs of devotees from Punjab, Haryana, H P, Uttar Pradesh, Delhi and Uttarakhand. The place, known as Kapal Mochan, is a symbol of unity and integrity of people of different religions. This place is equally important for Hindus and Sikhs.
