e-governance project of mc: door-to-door survey from october 25
Jalandhar, October 21 While the firm is in the process of getting a satellite imagery of the cityscape from a Hyderabad-based National Remote Agency, its representatives here have started preparing ground for beginning to carry out a door-to-door survey from next week. Over 2 lakh estimated properties falling in the MC limit are likely to be surveyed in a period of five months with as many as 50,000 to be covered in a month’s time. A team of 100 persons and their group leaders will work wardwise to fill up a two-page performa. The performa will carry details regarding the owner, occupant, relation between the owner and occupant (son, relative, tenant, etc), its use, total area, covered area, type of water supply (through submersible, hand pump, etc), details of recently paid house tax, electricity, water supply and sanitation bills. The Graphic Information System is being started to prepare a record of illegal water supply connections and to keep a tab on hundreds of defaulters of house tax and building bylaws. More attributes such as those for birth and death registration and other details are likely to be added at a later stage. Padam Saini, a technical expert with the RMSI, opined, “We have been given a general classification of the areas. We have been provided with a list of some good areas (where the number of defaulters is least) and some bad
ones (where the defaulters are maximum). In the beginning of the pilot exercise, we have decided to take one good and one bad area.” A.S. Dhaliwal, project in charge and SE (O&M), said the project would formally take off only when they get the imagery report around next month. “Till then pilot project, ground details and course of plan are being finalised,” he said. He added that the project would come up at a cost of Rs 80 lakh, with Rs 44 lakh meant for collecting details of each property unit. He said, “Once the database gets ready, the entire system for payment of water supply and sanitation bills, house tax and receiving of birth and death certificates will be reorganised to make it a single window system for the convenience of the residents. All branches concerned of the corporation will be integrated through networking. The entire existing record will be uploaded for the same purpose. The record will be put on the official website so that any one can track the status of his certificate or take printouts of bills.” |
