Father of abandoned sisters found
Jammu, October 18 Five-year-old Kajal and her two younger sisters aged around two years and six months, respectively, were found abandoned near the reservation counter of the railway station on October 16. “The police has traced the father of the minor girls.He wants the custody of his children. But since a case has been registered under Section 317 of RPC, the children cannot be handed over to him without completing police investigations and fulfilling legal formalities that may take two to three days,” Jammu Deputy Commissioner MK Dwivedi told The Tribune. “Though adoption agencies and NGOs have come forward to adopt the girls, the father of the girls has the first right and he also wants the custody of his children,” said Dwivedi. The father of the girls was not accompanying them on the day of the incident, he said. He added that the minor girls were taken to the railway station by their mother, who disappeared from there and has not been traced till now. Today, the girls were sent to an SOS Home in Gole Gujral where they were being looked after, he added. The Deputy Commissioner said he had deputed the District Social Welfare Officer and the Chief Medical Officer to look after the nutrition and health of the children at the SOS Home. “Since October 16 the Government Railway Police, Jammu, had been looking after the girls and last evening they were taken to the Nari Niketan in RS Pura for a night ,” said SHO, GRP, RK Bhardwaj. In the morning they were again brought back to the police station and then sent to the SOS Home in Gole Gujral this afternoon. The SHO said the father of the girls had been traced and identified, but refused to divulge his identity. Following Chief Minister Omar Abdullah’s instructions, Dwivedi had taken up the matter with the Jammu police. A sweeper, Gurdeep Singh, had spotted the abandoned children near the barbed fence outside the reservation counter on October 16. |

Jammu, October 18 The money has been donated voluntarily by schoolchildren studying in Classes 6th to 12th . Showing gesture of extending a helping hand to their disaster-struck brethren, the students donated money out of their pocket money. The draft was presented to the Minister by Commissioner/Secretary to the Government School Education Department, Naseem Lanker. Speaking on the occasion, the Minister appreciated the gesture of the schoolchildren who belonged to low socio-economic background and had contributed voluntarily to the cause, showing concern for their fellow beings. The Minister also appreciated the initiative taken by the Director, School Education, Zahida Khan, on whose direction the voluntary collection campaign was taken up in the schools. Lauding the efforts of the schoolchildren, Lanker said though natural disasters were beyond control,yet the care, concern, support and sympathy of fellow beings acted as a balm to lessen the psychological, emotional and financial trauma inflicted by such tragedies. The Director, School Education, extended gratitude to the students and their parents who contributed to the cause. Meanwhile, the Chief Education Officer (CEO) of Kathua , Kuldeep Kumar Gupta, CEO of Jammu, Natha Ram Dingra, and CEO of Rajouri, Gurcharan Singh , who had collected the highest amount in descending order were felicitated. |
Uniforms, shoes for govt school students from next session
Jammu, October 18 Minister for School Education Peerzada Mohammad Sayeed today announced that the Education Department would provide uniforms and shoes to the students of government schools from the next academic session. He said the step would be taken as a measure to restrain students from opting for private schools. “The department has realised that despite having well-qualified teachers in government schools, most of the students opt for private schools because of attractive uniforms there. These uniforms make a demonstrative effect on the students of government schools,” said the minister. He was addressing the students in a function organised at Government Girls Higher Secondary School, Shastri Nagar, here today. Peerzada said the government school students were working on top positions in various fields in the state. He added for the last several years, the government had made a lot of improvement in the education sector and as a result the literacy rate in the state had gone up to around 90 per cent. “Though there are some drawbacks in the education sector, we are focusing on them and particularly on the quality of education,” said the minister. He said under the Sarv Shiksha Abhiyan (SSA) the department was providing middle-level teachers and now under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) the government would provide secondary-level teachers on the Rehbar-e-Taleem pattern. The minister appreciated the efforts of the students, who were coming to schools, and of teachers, who were conducting classes in the unfavourable conditions in the Valley. “We cannot afford to put the future of the students at stake. Efforts are on to complete the syllabus of the students on time and conduct the examination smoothly in the Valley,” said the minister. |
BJP to celebrate ‘Accession Day’ on October 20
Jammu, October 18 Announcing the itinerary here today, BJP state president Shamsher Singh Manhas said the state acceded to the Indian Union on October 26, 1947, after Maharaja Hari Singh signed the Instrument of Accession. “It is due to the timely and wise decision of the then maharaja that we are enjoying democracy today. Therefore, like other festivals, the Accession Day is also a day to be celebrated in true spirit,” he said. Manhas added that in the backdrop of the Chief Minister’s “unwarranted” remarks raising fingers on the accession, he should be sacked, adding that his continuance in the office would only pose danger to the unity and integrity of the state. Manhas said the BJP had chalked out a number of programmes to be organised throughout the state with a motive to reach out to the masses and educate them about the historical facts of the accession. The BJP would organise first phase of the celebrations at Srinagar on October 20, wherein senior party leaders would take part. Subsequently, the party leaders and activists would also participate in a programme on October 24 to be held at the Parade Ground here in Jammu, which was being organised by some non-political organisation, he said. On October 26, the BJP and the Yuva Morcha activists would organise programmes in all 22 districts of the state. The historic day would be celebrated like Diwali festival by illuminating buildings and bursting crackers, he said, adding that celebrations would be held at more than 200 places from October 27 to November 2. Omar for resolving issues politically
Srinagar, October 18 It was his fifth consecutive awami mulakat (public darbar) yesterday in which the Chief Minister met more than 2,000 persons and deputations and heard their grievances. He held awami mulakats on last five Sundays continuously, an official spokesman said. “Since the day I took over as the Chief Minister of the state, I had been advocating for politically addressing the political issues of Jammu and Kashmir in a loud and clear voice. I stand by my promise to work in this direction and seek a political resolution of the political issues as per the aspirations of the people of Jammu and Kashmir,” Omar said. He added that a peaceful atmosphere and a conducive law and order situation were the pre-requisites to move forward on this front. Omar reiterated his government’s commitment to an equitable and all-round development in all areas. He said over Rs 6,500 crore annual plan for the current year approved by the Central government for the state would have catapulted the development process in the state, had the unfavourable law and order situation in the Valley not hampered the smooth going. “However, I have sensitised the administration and the executing agencies at all levels to redouble their efforts for making good the losses incurred during the four months of turmoil,” he said. The Chief Minister appealed to the people to positively contribute in the efforts of the government to carry forward its development agenda in a peaceful atmosphere and reach out to people in all areas to address their grievances and accommodate their development needs. The deputations from Magam, Tangmarg, Baramulla, Kupwara, Handwara, Pattan, Srinagar, Anantnag, Pahalgam, Pulwama, Dooru, Kokernag, Bandipora, Ganderbal and other areas in their memorandums requested the Chief Minister to launch new schemes to upgrade and improve the basic amenities. |

Srinagar, October 18 Speaking after giving away insurance claim cheques to those whose ponies were involved in accidental deaths during the yatra this year, at a function at Raj Bhavan here, the Governor said it was the collective effort of everyone that culminated in the smooth and peaceful conduct of the pilgrimage. He added that many new initiatives were taken by the Shri Amarnathji Shrine Board this year to bring progressive improvements in the yatra management and upgrading facilities for the pilgrims, besides extending economic benefits to the local population and other stakeholders. The Governor gave away cheques of Rs 20,000 each to over 30 ponywallas as compensation for the loss they had suffered due to accidental death of their ponies or horses during the yatra. The Governor, who is also the Chairman of the shrine board, asked his Principal Secretary and Chief Executive Officer of the board, to take all measures with a view to increasing the amount of compensation for the losses that the horse owners may suffer due to the accidental deaths of their animals in the course of future yatras. He also stressed the need for enhancing the facilities for animal healthcare on both Baltal and Pahalgam routes of the yatra. Minister for Forests Mian Altaf Ahmad lauded the efforts of the Governor and the shrine board in taking several new initiatives for involving the local stakeholders in the conduct of the yatra and thereby extending large economic benefits to them. He observed that the yatris were “our honoured guests and it is our obligation to see that they perform the pilgrimage smoothly”.He said the launching of an insurance cover for the ponies/horses in case of their accidental death during the yatra was an excellent welfare measure initiated to benefit the economically weaker sections of society. |

Major tragedy averted, bomb defused in Srinagar
Srinagar, October 18 “The bomb disposal squad of the police control room reached the spot immediately and defused the IED, averting a major tragedy,” he said. The IED weighing around 1.5 kg planted by suspected militants is regarded as a major security lapse in the high-security zone where the police control room is located close to the Civil Secretariat. This is the first such incident in the high-security zone after months of unrest. Clashes in the Valley have led to the killing of 111 persons since June 11. Security has been tightened around the Civil Secretariat and other vital installations ahead of the Darbar Move. The Civil Secretariat and other offices will close here on October 29-30 to reopen in Jammu on November 8. Meanwhile, a militant, an Army jawan and a civilian were killed in separate encounters with security forces even as the police and locals were trying to persuade an ultra, holed up inside a mosque in Bandipora district of the Valley, to come out, officials said here today. “A militant has been killed, while another was injured during an encounter with the security forces in the Barzulla area of Bandipora district, 50 km from here,” a defence spokesman said here. He said the injured militant had taken refuge inside a local mosque and efforts were on to persuade him to lay down arms and surrender before the security forces. “Orders have been issued to the Army troops not to fire towards the mosque. They have also been instructed not to enter the mosque in order to maintain its sanctity,” the spokesman said. He said the locals and the Imam were trying to persuade the militant to leave the mosque and accept the surrender offer of the security forces. In another operation, Army troops had laid an ambush near Gohati Nallah near the LoC in the Uri sector of Baramulla district following a tip-off about the presence of a group of militants, trying to infiltrate into the Valley, defence sources said. An encounter took place between the two sides in the wee hours this morning in which an Army jawan sustained injuries. Sepoy Kartar Singh was shifted to an Army hospital where he succumbed to injuries, the sources said. Meanwhile, a civilian was killed allegedly in an exchange of firing between the militants and troops of the 21 Rashtriya Rifles in Yamrad Bhawan forest of Handwara area in Kupwara district, they said. The deceased was identified as Mohammad Mukhtar Sheikh. All the three operations against the ultras were still in progress when reports last came in, the sources added. |

Curfew, shutdown hit life in Valley
Srinagar, October 18 To prevent the proposed march of the Geelani faction to Palhalan village in Baramulla district in north Kashmir, the authorities imposed the curfew in several areas of Srinagar city early today. The areas in which the restrictions were imposed included police stations of Rainawari, Nowhatta, Khanyar, M.R. Gunj, Safakadal, Parimpora, and Police Division, Qamarwari and Bemina. Restrictions were also in force in Pampore town on the Srinagar-Jammu National Highway, about 15 km from here. The restrictions were lifted at 4 p.m, however, with no report of any untoward In north Kashmir, the restrictions were imposed in Baramulla, Sopore, Kunzar, Tangmarg, Kupwara and Handwara towns. These were lifted in phases this afternoon. No curfew restrictions were enforced in Budgam, Ganderbal, Anantnag, Kulgam, Pulwama, Shopian, and Bandipora areas, the police here said. Life was also adversely affected due to a bandh call given by the Hurriyat faction as per its fresh calendar of protests. The programmes are being regularly issued for the past few months in the wake of a series of killings in clashes between stone throwers and the police and the CRPF. All shops and business establishments were closed and traffic was off the road. However, government offices, banks and educational institutions functioned normally. Meanwhile, Geelani has condemned the imposition of the curfew to prevent the “Palhalan Chalo” march and called for demonstrations tomorrow against the killings. |

Jammu, October 18 “Both accused have been arrested and an FIR under Sections 376, 342 of RPC has been registered at Mendhar police station,” they added. The medical examination of the victim was conducted today. The incident occurred around 12.30

PIL against strikes in Valley
Srinagar, October 18 The petition sought the court’s directions to Syed Ali Shah Geelani, Mirwaiz Umer Farooq and Masrat Alam prohibiting them from issuing strike calls and protest calendars. Jammu and Kashmir Tameer-e-Muashra executive member Mohammad Sidiq Malik and Akhil Bharatiya Priyanka and Rahul Foundation state president Ghulam Qadir Kullay have filed the PIL. The PIL said frequent strikes had badly hit tourism and business sectors and had crippled the education system. It said shutdown and resultant clashes had resulted in a loss of over 100 precious lives and injuries to more than 8,500 people, including 4,000 security force personnel. Besides the separatists, the petitioners have named the state Chief Secretary, the Home Secretary, the Director-General of Police and the Additional DGP (Law and Order) as respondents.

Jammu, October 18 According to a statement, the wrestling competition was organised by Pallanwala Dangal Committee at Government Higher Secondary School, Jammu. The winner was awarded a cash prize of Rs 5,000. Monu of the Jammu and Kashmir Police, who defeated Jeet Paul of Amritsar, won the second position.
