It is said for new vehicles, drivers will also be arranged. But, for the rest of the 51 vehicles, there are only 26 drivers. A demand of 25 more drivers and two JCB drivers has not been fulfilled for a decade.

Dham The Jageshwar Dham temple complex with 124 temples, dating back to the 11th century comprises several important temples including the Jagnath temple, Mahamritunjaya temple, Nav Durga temple, Pushti Devi temple, Shri Kedarnath temple, Kuber temple, Dandeshwar temple, Vriddh Jageshwar, Koteshwar, Jhankar Saim temple etc. These were built by members of the Katyuri dynasty, the ancient royalty of Uttarakhand.
Dehradun, September 28 In August, for the first time, ASI (Dehradun Circle) working in tandem with engineers from the United Kingdom-based Cintec company undertook in-situ conservation of the lintel using non-vibrating retrofitting technique to install a stainless steel beam. “For the first time in the country, non-vibrating drilling machines were used at an ancient temple. The structural analysis done by us gave enough indication that the beam made of stone couldn’t be replaced because of its sheer length. The new one could not be quarried, so the option was to replace a portion with stainless steel,” said Dr DN Dimri, Superintending Archaeologist, Dehradun Circle. Moreover, the successful Uttarakhand experiment will soon be repeated at other temples in the country. A UK firm was also roped in by the ASI in Delhi to strengthen the British period Mangey bridge, linking Salimgarh fort with the Red Fort. Meanwhile at the Jagnath temple, the stone beam 2.5m long and 2.5” thick had developed huge cracks long ago when Uttarakhand was part of Uttar Pradesh. In order to provide strength, the ASI (Agra circle) had put an iron bracket to support the main entrance that leads to the temple. “The ageing process
had already set in in the stone beam long ago. We worked with the engineers of the UK-based Cintec company, which has expertise in the non-vibrating version of retrofitting technology. DMC doesn’t seem serious in filling vacancies
Dehradun, September 28 This problem cropped up when the DMC was to start a garbage-cleaning drive at the Paltan Bazar four days ago. There are vacancies in several other departments also. The department does not have any foreman to repair and maintain these vehicles. The workshop is quite disorganised which does not have welders and mechanics. Vehicles keep lying there for a long time for repair. There is only one man who has been made in charge of the workshop and spray and fogging operations in the whole city. Against the four sanctioned positions of sanitation wing and Food Inspector, there is only one. Harak Singh Rawat, Additional Mukhya Nagar Adhikari (AMNA), lamented that as an administrator, it was not his job to go out in the field to inspect the functioning of sanitation supervisors. But, he had no choice as the corporation had been left with only one man who had been given the responsibility of checking all food and sanitation irregularities. This was not possible at all. Similarly, there is one Zonal Sanitary Officer (ZSO) instead of two. ZSO BS Jiyara, too, has not been coming to work for many months, citing health problems. Some link it as a break, as Jiyara is nearing retirement. There is only one health officer, Dr Gurpal Singh, for the two positions. Mayor Vinod Chamoli had openly castigated him for sitting over pending matters and earning a whopping salary doing nothing. Dr Singh often brushes aside the allegations of poor condition of sanitation in the city citing the shortage of sanitation workers. He said the DMC had only 1,400 sanitation workers compared to the required number of 2,200 to clean the entire city. Councillor Ganesh Dangwal accused Dr Singh of using this excuse to hide his own incompetence in dealing with the worsened condition of city sanitation. The lack of proper infrastructure too has added to the existing chaos. The DMC has been asking for 100 dustbins as most of the old ones are broken at many places. Similarly, as per the requirement of 60 supervisors to manage the cleanliness in 60 wards, only 29 are holding the fort at present. Instead of working harder to make up for the shortage of staff, these supervisors are often blamed, especially by the AMNA, for indulging in extracting a part of the income from sanitation workers for marking them “present” in the Mustroll to conceal their absence. Executive Engineer Ravi Pandey often cries over the shortage of staff, but his detractors say in his team of four junior engineers, he has spared two for most of the task, given to his alleged “setting” with them. The way, the DMC has managed to bag vehicles in a large number, insiders have begun murmuring that the demand of vehicles is an excuse to cover up their collective incompetence and a lack of accountability. It is not a tough task for them to get the required vacancies filled. But, they do not desire so for vested twin purposes: first, to hide behind the reasons of vacancies for their non-performance, and second, not to divide the share of kickbacks from the finances allocated by both state and Central governments among many claimants. The city suffers silently, but who cares. |
Honorary Wildlife Warden
Dehradun, September 28 National Wildlife Board Member Brijendra Singh’s contribution to the Corbett has been immense. He has held the coveted post of Honorary Wildlife Warden of Corbett for the past four decades and has been instrumental in exposing anti-wildlife activities. While Brijendra Singh is unsure to retain the Honorary Wildlife Wardenship at Corbett this time, courtesy Uttarakhand, Union Environment and Forest Minister Jairman Ramesh has reposed his faith in him, re-nominating him as member in the
newly constituted National Board of Wildlife and also giving him a place in a high-level coordination committee constituted to strengthen the tiger conservation in the states of Uttarakhand, Orissa and Madhya Pradesh. Jairam Ramesh has strongly favoured the re-appointment of Brijendra Singh as Honorary Wildlife Warden of the Corbett. In his letter to Uttarakhand Chief Minister Ramesh Pokhriyal Nishank early this September, the Union Minister recalled Brijendra’s 40 years service to the Corbett describing him as most knowledgeable person. National Tiger Conservation Authority’s Member Secretary Rajesh Gopal too has written to the office of Uttarakhand Chief Secretary recommending the reappointment of Brijendra Singh as Honorary Wildlife Warden of the Corbett. “The Corbett management will be benefited from the field experience and knowledge of Brijendra Singh for dealing with ongoing threats to tiger in the Corbett,” Rajesh Gopal said in his letter to the Chief Secretary some time back. Uttarakhand BJP president Bisan Singh Chufal has also backed the extension of Brijendra’s tenure as Honorary Wildlife Warden of the Corbett and urged the Chief Minister for the same. But, the Uttarakhand forest authorities have so far failed to commit themselves over Brijendra Singh’s re-appointment. Uttarakhand Forest Secretary MH Khan, while assuring a notification for Dhoni as Honorary Wildife Warden within a day or two, refused to comment on the possibility of appointment of any other honorary wildlife warden elsewhere in the state. Brijendra’s proximity to former Prime Minister Indira Gandhi is well known and his role in exposing forest officials-poachers nexus is still fresh in public memory. |
DAV College defers back paper examinations
Dehradun, September 28 It has been decided that the back paper examinations starting from tomorrow will be postponed. The back paper examinations scheduled to be held on September 29 and 30 for DAV College students only will now be held on October 10 and 11, respectively. In spite of the hot weather, hoards of students from far-flung areas were seen standing in serpentine queues at the windows to submit their forms on the last day. Tenzin, a BCom III student, said: “We’ve been informed that the supplementary examinations are starting from September 29 and today is the last day to submit the back paper forms. I am striving hard to get through the long queue as the time to submit the form is till 4 pm and its already 2:48 pm”. Megha, a student of BA II, was also panicky at the situation. She said the clerical staff was on a strike earlier, and that delayed the entire process of the form submission. Now, when just one day is left, students as well as the management is in disarray. According to secretary of the Non-teaching Staff Association Piyush Bhatnagar, only of about 2,500 forms were submitted today while 6,000-8,000 applicants were expected to appear for the examination. He said: “Citing the downfall in the number of submitted forms on a short notice of just one day, the association has sent a resolution HNB Garhwal University demanding
the postponement of the scheduled supplementary examinations of September 29 and 30 to October 10
and 11, respectively,” asserted Bhatnagar. While confirming the news, SP Joshi, chief proctor of DAV, said it had been resolved at the meeting of the Teachers Association that the college would have to postpone the supplementary examinations in students’ interest. The decision is also drawn after Anil Tomar, former general secretary of the student council, gheraoed the principal of DAV College B L Nautiyal today. It is relevant to mention that the non-teaching staff of various HNB Garhwal University-affiliated colleges were on strike to press for their demands and it was called off yesterday only. DAV College being the biggest one in Uttrakhand with a strength of 30,000 students is not prepared to conduct the supplementary examination in a day’s time. However, the college has decided to postpone the papers while their counterparts in Dehradun, including MKP Girls PG College, DBS PG College and SGRR PG College, are still following the scheduled examination as set by the varsity. |

Training on modern biotech begins
Dehradun, September 28 In his address, Dr Rana spoke on availability of highly skilled human resources in modern biotechnology field. He said it was very important and such trainings were immensely helpful in this direction. Moreover, periodic skill upgradation was essential to maintain the standards of the biotechnological skills and also utilise the available resource in the state. He also informed that specialised training programmes were being developed in other premier institutes of the state. Gujjar community to honour meritorious kids
Haridwar, September 28 A decision in this regard was taken by the Gujjar Sabha Panchpuri executive working committee meeting held at the Gujjar Sabha. A website, www.gurjarmanch.org, which aims at bringing closer Gujjars spread worldwide, was also launched. On the appointment of Ravish Gujjar as the chief of the Backward Cell by the state government, the sabha passed a resolution thanking Chief Minister Ramesh Pokhriyal Nishank for appointing a person from their community on this coveted post. Informing about the community’s working, Gujjar Sabha president Harpal Singh Advocate said the sabha aimed to extend its reach at the state and national levels. “The website will give us a pan India identity while the NRIs belonging to the Gujjar community can also contact us and be a part of our various programmes,” said Harpal. Dr Sanjay Khatana of the sabha said the compilation of a telephone directory having names and contact numbers of all families of Gujjars in the state was also in final stages. Students keen on IGD-Bombay degree
Haridwar, September 28 A total of 1,200 students have been
registered for the examination though more than 200 students on the first
and second day didn’t appear for the examination, which is being taken by
students from Uttarakhand as well as western Uttar Pradesh. Principal of Jwalapur Inter College Phool Singh said the examination would conclude tomorrow and the degree was awarded in the subject of drawing. Notably, the degree of IGD-Bombay is awarded by the government of Maharashtra. “Drawing has been my passion and I thought what better way to get a related job in this field on the basis of this degree. This may look as a competition but it’s an annual examination on the basis of which we will be awarded degrees,” said Anita as she came out of the examination centre. |

ITBP revives sports quota after 18 yrs
Dehradun, September 28 Some teams, like for football, have already been formed while for the rest, the recruitment is on, asserted Sanjay Bose, Public Relations Officer,
ITBP, Dehradun. Bose said that the ITBP has made centres of different sports in India namely football in the North-East, basketball and judo in Bhanu, volleyball in Panchkula and shooting in Dehradun. The ITBP had disbanded its sports teams - football, swimming, hockey, boxing, judo, volleyball, basketball, judo and other disciplines - in 1992. “Due to a lack of coordination and lack of sportspersons in the ITBP, no teams could be raised since 1992. But this year, recruitments are being done and all preparations have been made,” said Bose adding that state-level players have been recruited as Hawaldar and national-level players are being recruited as Assistant Sub-Inspector (ASI). Meanwhile, a two-day meeting on Training and Sports was held on September 27 and 28 at the ITBP, Seemadwar, Dehradun. During the meeting, plans were made to deal with all problems that may come in training and sports as the police force was being expanded. |
