Relief work goes on round the clock
Dehradun, September 27 The two helicopters have been extensively surveying all possible places and have carried out 13 sorties so far. The tourists stranded at Gunji village of Pitthoragarh district have been taken to safer places by helicopters. Five mediapersons stranded at the same village have also been taken to
Dharchula, while three injured were taken to the Sushila Tiwari Hospital,
Haldwani. Besides, a person stranded at Martoli has been taken to Munsyari. Further, a total of 204 relief camps for 5,593 people have been established in Almora district. As many as 57 relief camps in Almora town, 60 in
Ranikhet, three in Dwarahat, 60 in Jainti, two in Someshwar, 17 in Bhainoli and five relief camps have been set up at Salt. The task of dispatching relief supplies to the affected areas is still being undertaken rapidly. In addition to ensuring the LPG gas supply in the district on a priority basis, the stocks of petrol and diesel have also been maintained. The maintenance work on the damaged roads has been sped up. The maintenance of all routes and damaged potable water lines is going on. Meanwhile, the
Almora-Haldwani, Almora-Pithoragarh, Khairana- Kyurab motor roads in
Nainital, and the Pauri-Devprayag and Pauri-Kotdwar roads are still blocked. |
Haridwar pegs loss at Rs 1447.73 crore
Haridwar, September 27 The floods in the state have been the worst since the past 32 years. People in the villages are still coming to terms with the loss suffered by them on account of crop and property damage. While Rs 5 crore has been sanctioned for the repair of damaged roads and for other essentials, out of it Rs 1 crore has already been used on road repair. District Magistrate (DM), Haridwar, R Meenakshi Sundram has been working round the clock with his team for a quick assessment of the damage in the region. The DM had instructed all his officers to prepare a correct and fair report. He told his officers and officials that in case any damage was reported by gram panchayats, the same should be verified on the ground and then projected. Additional District Magistrate, Haridwar, Pandey, said on September 29-30 a team would be coming from the Centre to Dehradun for a joint meeting with the authorities concerned. They would also carry out field surveys to assess the damage and after preparing their report they would submit it to the Centre. He added the calamity had taken its toll on the standing crops and infrastructure and it would take some time before things got back to normal. |
MPs urged to contribute from their funds
Nainital, September 27 “It is essential that foodgrains and kerosene, along with cash assistance, be given to the people, where it has not reached till now, at the earliest. For example, people must be provided with tent material and blankets as it is very difficult to survive in the dippingtemperatures,” he said. He has also sought that public representatives be involved in tabulating the losses across the state. “I have asked for the collection of accurate figure of losses right from the Patwari level and the office of the Sub Divisional Magistrates (SDMs). I would ask all other parliamentarians to do the same. This way we will be able to tabulate the losses accurately and approach the Centre for more assistance. Involving public representatives in the process officially will help speed up the effort,” he said. When asked whether he was aware of the procedure by which the state government has arrived at the figure of Rs 21,000 crore worth losses, he said, “I do not know. I am just saying that we must get down to scientific evaluation of the losses which can be much more than this figure. Once we do that, we can collectively approach the Centre for aid. We must make this a non-political effort”. Baba has further called upon the state government to optimally utilise the Rs 500 crore given by the Centre at the earliest to provide succour to the distressed masses. When asked about the illegal constructions coming up close to and in the riverbeds and nullahs, he said the officials giving permission for such constructions should be held accountable and the government must ensure that there was no violation of laws when it came to construction in fragile areas. An example in this regard is the Sukha Tal in Nainital where “influential and well connected” people had purchased plots and houses right under the nose of the administration. Pitthoragarh (OC): After assessing the losses caused by incessant rains, the district administration has now started concentrating on improving the infrastructure on traditional routes used by tribal people for migration from upper Himalayan valleys to lower valleys. “We are concentrating on improving the routes from Milam to Munsiyari, from Tidang to Sobla and from Gunji
to Mangti to help the migrating people of Vyans, Darma and Johar valleys to lower valleys,” said NS Negi, District Magistrate, Pitthoragarh. According to Sub-Divisional Magistrate of Munsiyari, a 40-member PWD team has been sent to Lilam to reinstate the local bridges and roads according to the need of the migrating people. “Thirteen villages of the Johar valley migrate to lower valleys for winter during first fortnight of October. We have bifurcated the targeted area, one from Munsiyari to Lilam and another from Lilam to Milam, which will include all 13 migrating villages of the valley,” said JS Rathor, SDM, Munsiyari. According to district administration sources, the bigger challenge lies in opening the Vyans and Darma valley routes where heavy damage has been caused to roads and bridges. “More than 24 link roads connecting seven villages of the Vyans valley and 11 villages of the Darma valley have been damaged up to the level that until repaired these can’t be fit for migration of people and their cattle herds,” said the District Magistrate, adding that the PWD teams had been sent to the valley to repair the routes before October 15. The tribal people from upper Johar valley migrate to Munsiyari town after travelling 35-58 km their animals while the people from Vyans valley migrate to Gothi. Dharchula and Darma people migrate between Gothi to Jauljivi for six months of winter. “We hope that nearly 5,000 people with their 15,000 head of cattle from all 31 migrating villages in the district will not face any trouble during their traditional course as our teams will get the tracks ready before October 15,”
said Negi. |

Magistrate, the prolonged rains have affected three lakh people of 904
villages in the district, claimed 10 lives and devastated crops worth Rs
742 lakh and infrastructure worth Rs 363 crore. “The subdivision of
Munsiyari, Dharchula, Gangolihat and Pitthoragarh were badly affected by
the calamity where we have distributed a sum of Rs 748,585 as relief
besides house subsidy of Rs 2,392,500,” said the District Magistrate.
“Still the lifeline of Pitthoragarh district, the Almora motor road
is still closed besides three other main motor roads. But, we are able
to the contined the flow essential goods in the district as the
Pitthoragarh-Tanakpur highway remained opened almost during the entire
calamity period,” said Negi. |

Rawat proves opponents wrong
Haridwar, September 27 Today too Rawat visited flood-affected areas on the city periphery, particularly in the posh colony of Shivalik Nagar, which has been facing a threat due to massive soil erosion by the Ranipur Rau river. Local people accompanied Rawat to the affected areas and the danger-prone zones. People of Vishnu Nagar, Labour Colony, Ahbab Nagar and Visthapith Colony also apprised Rawat of their problems and the loss they suffered in the floods. Rawat spoke to District Magistrate R Meenakshi Sundaram on the phone directing him to instantly look into the problem. Speaking to The Tribune, Rawat said this is testing times for the residents of Haridwar as flood and rains had caused extensive damage in the region. “We need to get united irrespective of political affiliations or regions to extend help to the affected people. Besides the government aid, people should individually contribute to provide relief to them. Be it Almora, Pauri, Haridwar, Tehri and Pitthoragarh, the nature has done massive damage. So it is only by getting united and ensuring an impartial distribution of relief that we can bring normalcy to the life in the affected areas,” said Rawat. “We are thankful to the minister for listening to our woes as this colony faces threat of inundation if embankments are not again reconstructed. Umpteenth times we have filed complaints with the district administration and even with Urban Minister Madan Kaushik, but in vain. The minister though lives just 15 km away from here, never bothered to pay a visit to the area. Let’s see the talks between parliamentarian and District Magistrate fructify and we residents who are living under the constant are saved before a tragedy strikes the area,” said Inder Mohan Barthwal, representative of the S-Cluster of Shivalik Colony. Meanwhile, Congress workers distributed relief among flood victims in the Chandighat and Neel Dhara areas, the worst-affected areas in the city. They were led by city Congress chief OP Chauhan. Won’t tolerate misuse of relief amount: UKD
Dehradun, September 27 “The Congress and BJP should stop playing games on account of the relief package, especially the Congress which is ridiculing the amount. The right way to do things would be to first utilise the amount in speeding up the relief work in the interiors and then ask the Centre to give more for the remaining work,” he said. He also talked about the honest use of finances, saying: “We will keep an eye on the utilisation of funds at the state, district and block levels and later would ask for the related explanation through the RTI path. We will also demand from the Center to do a special audit of the usage of the relief package”. Panwar once again touched upon the issue of the closure of hydroelectric projects and criticised Magsaysay Award winner Rajender Singh for allegedly degrading the Sant community by deriving a comparison of Uttarakhand with Jammu and Kashmir. |
Convention moots relief policy for flood-hit
Haridwar, September 27 Hundreds of flood-affected people attended the talk at the convention titled, “Manthan”, which was held at Rodi Dharamshala. Speaking as the chief guest at the convention, former legislator from Haridwar Ambrish Kumar dwelt upon various aspects of the recent floods that submerged a major part of the district for days together. Emphasising on the need to have a specific relief and compensation programme that caters to every affected person as well as assesses the loss of human life and property, Ambrish said the Uttarakhand government needed to take this issue seriously. Putting forward various problems of flood-affected people to which the administration as well as social organisations are not paying heed, Ambrish, who is also the founder of the Rashtriya Krantikari Manch, said while the woes of those who were affected by the floods might take time to be addressed, there was a need for a mechanism to ensure a speedy redressal of such grievances. A large number of villagers from the districts of Bahadrabad, Lakhar, Roorkee, Narsain and Mangalore put forth their views. Pointing out that there was misuse of the relief funds, former Samajwadi Party general secretary Murli Manohar stressed the need for having more such forum conventions as it was the best way to make the relief processes speedier as well as much more effective. Meanwhile, many flood-affected people said for almost five days they had not received any relief contrary to the administration claims on papers. |

Students, staff of colleges in dilemma

Dehradun, September 27 A meeting in this regard was held between the association and administrating staff of the varsity today. According to the association, around 6,000 to 8,000 students will appear in DAV PG College alone, which is a big number in itself. Many of the students haven’t received mark sheets of the previous examination, while the process of submitting back paper forms is yet to be done. Anant Kuksal, president of the association, expressed concern for the students. He said, “The varsity has just issued the date sheet for the examination which has not yet been delivered to us in Dehradun and other districts as well. It is impossible to submit all forms, make receipts and maintain an account of it in just a day’s time”. “There will be many who will not even know about the schedule or who are residing in far-flung areas and can face difficulty in coming to the examination centres due to the recent natural calamity in Uttarakhand. We have requested the varsity to postponed the examination till October 4 as done by Kumaon University, but they haven’t agreed to the proposal,” lamented Kuksal. |

Rakesh Kumar, chief election officer, said his role in the election process finished with the polling of the votesand the grievance committee was authorised to take action. “The credentials of each contesting candidate were thoroughly checked during the election procedure. No issue of counterfeit came to our notice, but the issues are raised only after the elections are over,” added Kumar. |
DAV students pelt police with stones
Dehradun, September 27 The incident happened this afternoon when student supporters of Aryan and the ABVP reportedly had a fight on the campus following yesterday’s clash. They used stones and sticks during the fight. It was also reported that a student party member took out a country-made pistol to shoo away the
other group. However, no shot was fired during the melee. The PAC, which is deployed at the college, rushed to disperse the crowd but they were attacked with stones by the students. Following this, Circle Officer (CO) Premendra Dohbal, Station House Officer (SHO) of Dalanwala and in charge of the Karanpur Chowki, along with the police force, reached the college premises. But by that time most of the students had fled from the campus. The police took Amit Kumar and Vivek Goyal, alias Brett Lee, in its custody later. Nitin Joshi of the ABVP, who had recently resigned from the post of the general secretary following the bogus degree incident, sustained injuries, sources said. |

Dehradun, September 27 President of the association RS Rana, at a press conference held today, said at least 15 teams in the boys’ section and 10 teams in the women’s section were expected to participate in the championship. Secretary of the association JK Agnihotri said prominent teams, including Sports College, Sports Hostel, Kotdwar, Uttarakhand Police and Army School, Birpur, would play in the tournament. Famous former Indian team boxer Padam Bahadur Mal was also present at the press conference. Mal said last year the Uttarakhand Police won the title in the senior boys’ event while the Pitthorgarh team won in the women’s section. He said all matches would be played in the open since there was not even a single boxing ring in the state capital. |
