All action surrounding the appointment of the Congress president for Haryana is, once again, back in Delhi. With the formality of a resolution from the Pradesh Congress Committee authorising Congress president Sonia Gandhi to take the final call on the next party chief for the state out of the way, Congressmen are headed for the Delhi darbar.

At a meeting of PCC delegates held in Panchayat Bhawan here today, the resolution was moved by HPCC president Phool Chand Mullana and seconded by Haryana Chief Minister Bhupinder Singh Hooda and Congress MPs Birender Singh and Ram Parkash.

The resolution, handed over to Pradesh Returning Officer Raju Parmar, stated that it was unanimously resolved that the matter regarding elections of president and other office-bearers of the HPCC be left to the president of the Indian National Congress.

Earlier, Hooda and Mullana addressed the delegates, highlighting the government's various initiatives. MP Birender Singh said the new PCC president should have the right to choose his own team and suggested that the number of office-bearers in the executive should be limited so that they get their due recognition.

At the instance of the Chief Minister, he “appreciated” Mullana's term as president, stating that the latter was a "flexible" man but was quick to add that his flexibility should not be unduly stretched to breaking point.

While the dissident camp within the Congress, however, was “poorly” represented, a number of MPs, including Union Minister Selja, Naveen Jindal, Deepender Hooda, Shruti Choudhry were conspicuous by their absence.

Later, Mullana said the delegates, who could not participate in the meeting, had also given their consent for the resolution. Hooda said there was no directive from the party to go in for a resolution of authorising Sonia Gandhi for the appointment of state President, but it was the dominant sentiment in the party that she be authorised for the same, he added.

Sources in the Congress said an early appointment of the president of the state unit was expected since a regional conference of the party was slated to be held on September 27 in Punjab. Hectic lobbying is already on for the post of president with a number of MPs throwing their hat in the ring. While caste will be a deciding factor for the new incumbent who is bound to be a non-Jat since the Chief Minister in the state is from the dominant Jat community, names of Ram Prakash, Jindal and party's working president Kuldeep Sharma are doing the rounds.

Finance Minister Capt Ajay Yadav too has an eye on the post while Mullana, after being virtually ruled out for another term, is back in the race. A new name, that of MP Ashok Tanwar, has also surfaced up as a "suitable" replacement for Mullana since he not only fits the "caste" bill, but also is young and can be expected to revive the party. Interestingly, all is quiet on the front of the dissident camp, which has maintained a stoic silence in this appointment so far, backing nobody and fielding none.

INLD supremo and former Chief Minister Om Prakash Chautala said here today that the state government was acting in a dictatorial way and was bent upon “finishing democratic institutions” by suppressing the voice of the Opposition.

Addressing a press conference here, Chautala said during the recently concluded Assembly session, the Opposition tried to raise issues of public importance but it was not allowed to do so and its members were suspended for the session which highlighted the fact that the government was acting in an undemocratic manner.

He alleged that the government machinery was being misused by the ruling party. The government had failed to act against Home Minister Gopal Kanda against whom serious allegations had been levelled and strong evidence produced regarding the rape of a girl by the driver of a car owned by Kanda.

Chautala alleged that there was rampant corruption in the state.

Earlier, addressing a party workers’ meeting, he exhorted them reach Gurgaon in large numbers on November 1 to celebrate the birth anniversary of a former Prime Minister, the late Devi Lal, on Haryana Day.

AMBALA: Chautala alleged that the Congress had misused the government machinery to get its candidate elected in the Zila Parishad elections.

He alleged that in the Ambala Zila Parishad, the INLD had a strength of seven members of the 14 but despite this, the Congress-supported candidate was elected the chairman of the parishad. He was talking to mediapersons here.

Regarding compensation to flood victims, he said the work of girdawari had not been completed in some districts. Most of the flood victims had not got compensation so far, he added. He alleged that the Congress did not have faith in the judiciary.

Referring to the demand for a separate SGPC for Haryana, he said the government should not intervene in this matter and Sikh organisations should be given a free hand to decide the issue.

In town to attend a function at the house of Seema Chaudhary, former Panchkula Municipal Council president, he said the government had not cared to repair the canals and bundhs, which was the main reason for floods in various parts of the state. The government failure to release extra water from the Hathnikund barrage had caused floods in Yamunanagar, Ambala and Kurukshetra.

He said, Hooda, while in Opposition, used to demand Rs 10,000 per acre as compensation to the farmers whose crops were damaged either in floods or hailstorm.

He had now as Chief minister failed to announce compensation to the affected farmers, he alleged.

He said the Congres government at the Centre was a failure too.

It had failed to curtail inflation.

The ruling Congress plans to launch a counter-offensive campaign against its opponents after the election of its the HPCC president scheduled for September 17. The mood in the Congress camp suggests that the party may go in for a state-level rally after the completion of the Commonwealth Games, perhaps in November.

A senior Congress leader said leaders at the district level would counter the propaganda of its opponents, mainly the INLD.

The INLD has launched a blistering attack on the Congress with regard to the acquisition policy. The criticism has become shriller in the wake of farmers’ agitation in Uttar Pradesh for hike in compensation against the land acquired.

The former Chief Minister and INLD supremo, Om Prakash Chautala, has upped the ante, saying should his party come to power, it would give Rs 1 crore per acre as compensation to the farmers of the National Capital Region.

A section in the Congress camp appears to have been charged up by the praise showered by the central leadership on Haryana’s acquisition policy.

Shiromani Gurdwara Parbandhak Committee president Avtar Singh Makkar said here today that the committee would not tolerate any attempt by anyone to take over the charge of gurdwaras in Haryana.

Criticising the statement of some Haryana Sikh leaders that they would take control of the gurdwaras in the state on September 15 and set up a separate organisation to run these, Makkar warned them and said the SGPC would oppose any such move at all costs.

Talking to The Tribune, Makkar said the ruling Congress was trying to divide the Sikhs in the state and suppress their voice. The party was doing so to garner Sikh votes in Haryana, he added.

“If anybody tries to take control of the gurdwaras and violate the SGPC Act, we will get a case of trespass and dacoity registered against them. We will make sure that have to pay a heavy price for it,” he said.

Makkar said he, along with some other senior members of the SGPC, recently met Chief Minister Bhupinder Singh Hooda in this regard.

Makkar said last year some supporters of the Jhinda group had tried to take over the Chhevin Patshahi Gurdwara in Kurukshetra, following which an FIR had been registered, but no action had been taken so far.

He said Haryana Congress leaders had also assured that they would not allow the forcible takeover of gurdwaras by those demanding a separate SGPC.

Meanwhile, as a precautionary measure, the district administration today imposed Section 144 of the CrPC at public places. Deputy Commissioner Ashok Sangwan said, “We are taking all possible measures to ensure that nothing untoward happens and no one will be allowed to take law into his hands.

Later, Makkar met Sikh voters and senior Akali workers here.

Incessant rains for the past two days have further harmed the prospects of a good cotton crop already infected by the cotton leaf curl virus (CLCV). This has dampened the spirits of farmers.

There has been intermittent drizzle and showers in Sirsa and Fatehabad since yesterday. “I found some cotton balls fallen on the ground when I visited my fields this morning. The loss is still manageable. “But if it continues to rain, my crop will be totally damaged,” said a worried Risal Singh of Dhukra village in Sirsa. He said the water standing on the fields would harm the crop if it did not stop raining.

Krishan Kumar from Ahlisadar village alleged that cotton balls in his village had started rotting due to the incessant downpour.

Sirsa is considered the cotton bowl of Haryana and out of the 4.46 lakh hectares under cotton cultivation, Sirsa alone accounts for 1.42 lakh hectares. Fatehabad, too, is among the main cotton-producing districts of the state and this kharif season, 78,500 hectares of land in this district is under cotton, also called the “white gold”.

The cotton leaf curl virus, which results in the crop withering away, has jeopardised the prospects of a bumper crop. Ravi Chander Punia, Joint Director (Cotton), Agriculture Department, claimed that the damage was marginal till now.

“Rains at this stage rot the cotton balls and also prevent further flowering of the plants. However, if it stops raining, even now the crop may not suffer substantial damage,” Punia maintained.

Jainpur, Tikola, Giaspur, Baroli, Rasoolpur, Asadpur, Bhaira, Bankipur, Deheshra, Manoli, Tonki Manoli are the worst-hit.

The crops sown along the the Yamuna embankment was under four to 15-ft water.The farmers have demanded compensation for the damaged crops.

The damage is likely to create a temporary shortage of vegetable supplies in the Azadpur vegetable market in Delhi. It may result in increase in the prices of vegetables in retail. Farmers say the water table in the area had gone down by 15m to 20 m during the past 15 years, creating problems for running tubewells, the only source of irrigation in the Yamuna belt.

The water level at the Garh Mirakpur Yamuna bridge, recorded at 216 m last evening, come down to 215.50m this morning.

In Palwal, standing crop in about 14 villages have been damaged. While in Indira Nagar and Mahabalipur, houses and fields have been submerged in water, in other affected villages only agricultural land has been deluged.

As a result, paddy, sugarcane and bajra crops have been damaged. Officials today visited two camps for flood victims at Khataka Nangli and Acheja.

Out of this, 44,080 cusecs of water was flowing from the barrage into the Yamuna and 6,500 cusecs into the Western Yamuna Canal. No water was flowing into the Som and Pathrala rivers.

An official spokesman said the water that had entered agriculture land and certain villages in Yamunanagar district on September 8, had receded. Similarly, water in the villages of Karnal had also receded.

He said the breach in the bandh of the Yamuna between Tamsabad and Pathargarh villages in Panipat district was 175-ft wide. The water which had entered the fields through this breach had also flowed back into the Yamuna.

After crossing through Delhi on the night of September 10-11, peak water discharge into the Yamuna had reached Faridabad and Palwal districts. It had touched the bundhs along the Yamuna in Lalpur, Kiadawali, Dalelpur and Mahavatpur, but no appreciable damage had been reported so far.

He said 182 mm of rainfall had been received in and around Nuh on the night of September 11-12, resulting in water-logging in Nuh town and surrounding areas. Water pumps had been installed at 61 sites for dewatering the abadi areas.

The discharge in the Markanda had come down to 8,869 cusecs and no water was flowing into the Tangri. The discharge in the Ghaggar today was recorded at 26,440 cusecs at Guhla-Cheeka, 11,075 cusecs at Khanauri and 10,900 cusecs at the Chandpur siphon. The Rangoi Nullah was running with 1,700 cusecs of water.

The spokesman said there was no loss of life and property during the flash floods. However, the extent of damage would be ascertained by carrying out a survey after the water receded.

Rs 27 crore aid for Kaithal farmers

Farmers who suffered 100 per cent crop loss during floods last month in Kaithal district will be paid compensation at the rate of Rs 5,500 per acre. Crops on 55,405 acres had suffered damage and compensation worth Rs 27 crore would be distributed among the farmers, said PWD and Public Health Engineering Minister Randeep Singh Surjewala while addressing a press conference here yesterday.

He said the Revenue Department had initially fixed the compensation at the rate of Rs 500 per acre according to which Rs 3,500 per acre was to be paid for crop loss between 25 to 50 per cent, Rs 4,500 per acre for loss between 51 to 75 per cent and Rs 5,500 per acre for loss between 76 to 100 per cent. But, the state treated total 55,405 acres as damaged, therefore, decided to pay a compensation of Rs 5,500 per acre.

He further said in Kaithal, 12,115 acres had been affected in 26 villages and Rs 6.66 crore compensation would be paid to the farmers. In the Pundri area, 12, 280 acres had been affected in 33 villages and Rs 6.70 crore would be distributed. In Guhla, 31,010 acres had been affected and Rs 14 crore would be distributed.

Ocular trauma is a leading cause of vision loss. Injury sustained at workplace among men is the commonest scenario of such blinding ocular trauma. Domestic ocular injuries among women and children are of no lesser magnitude, but such cases go under-reported

Serious eye injuries involving the orbit or intra-ocular structures are classified into those caused by blunt objects, large sharp objects, small flying particles or burns. The type and extent of damage sustained by a traumatised eye depends on both the mechanism and force of the injury

The harsh working conditions and absence of safety equipment, even in some of the high-tech industries of the region, has led to a steep rise in cases of ocular (eye) trauma in the district. The trauma, which at times may lead to blindness, has had the medical fraternity worried.

Says Dr Sandeep Anand, a leading eye surgeon in the district: “Eye trauma has become a leading cause of uniocular (one eye) blindness in males in the age group of 20-40 years and is usually seen among factory workers.”

Dr Anand, FICO (Fellow International Council of Ophthalmology), Cambridge, says chisel and hammer injuries are one of the main causes of eye trauma. High-velocity projectiles released during work with a chisel or hammer damage the worker’s eye.

The projectile, though small, can cause extensive damage to the eye ball.

Trauma which may occur because of a non-sharp object is common among loom workers and weavers, who form a sizeable population in the region, he says.

Such injuries may lead to immediate or gradula loss of vision. A majority of the eye traumas can be prevented by using a protective glasses. But due to lack of awareness, the workers continue to work in dangerous environments.

Dr Anand, a specialist in squint surgery, says anyone suffering eye trauma should not be allowed to wash the eye with water as this this could lead to infection. Nor should any medication be given to him without consulting a doctor.

Despite a number of legislations to protect industrial workers, more than 2 lakh labourers toil day and night in the local industries under unsafe environments.

The local labour authorities are yet to wake up to the conditions in which the labourers are forced to work and live.

Besides, eye trauma, most labourers complain of breathlessness triggered by fine dust and other chemicals.

The Haryana Sahitya Akademi has announced awards for the outstanding litterateurs of the state for the year 2010. Haryana Chief Minister Bhupinder Singh Hooda, who is also the chairman of the akademi, said the outstanding litterateurs would be honoured on a function to be held at Haryana Niwas on the occasion of the Hindi Day on September 14.

The akademi had instituted three new awards of Rs 1 lakh each, namely Jan Kavi Mehar Singh Samman, Shreshtha Mahila Rachnakar Samman and Aditya Alhar Hasya Samman for the year 2010, he added.

Hooda said the Haryana Sahitya Ratan Samman of Rs 2.5 lakh would be conferred upon Liladhar Viyogi of Ambala; the Mahakavi Surdas Samman (Hindi) of Rs 1.5 lakh upon Madhav Kaushik of Chandigarh and the Babu Balmukund Gupt Samman of Rs 1 lakh upon Dr Subhash Rastogi of Chandigarh.

Desh Nirmohi of Panchkula and Kamlesh Bhartiya of Hisar would be honoured with the Lala Deshbandhu Gupt Samman (Sahityik Patrakarita) and each would get a cash prize of Rs 1 lakh, he added.

Hooda said the Pt. Lakhmi Chand Samman of Rs 1 lakh would be awarded to Jagbir Rathi of Jind, the Haryana Gaurav Samman of Rs 1 lakh to Dr Jai Narain Kaushik of Delhi, the Jan Kavi Mehar Singh Samman of Rs 1 lakh to Bhagwan Dass Morwal of Delhi, the Aditya Alhar Hasya Samman (Hindi/Haryanavi) of Rs 1 lakh to KP Saxena of Lucknow and the Shreshtha Mahila Rachnakar Samman (Hindi/Haryanavi) of Rs 1 lakh to Shakuntala Brijmohan.

The Vishesh Sahitya Seva Samman would be bestowed upon Ramender Jakhu of Chandigarh, Dr Chander Trikha of Chandigarh, Ram Sharan Yuyutsu of Jind and Dr Shashi Bhushan Sinhal of Delhi. They would get a prize of Rs 1 lakh each.

He said the awards for 2008-09 and 2009-10 would also be given on the occasion. Lakhmi Chand Samman to Madan Gopal Shastri of Hisar and the Haryana Gaurav Samman to Dr Suresh Gautam of Delhi.

Similarly, for 2009-10, the Haryana Sahitya Ratan Samman would be conferred upon Rajya Kavi Uday Bhanu Hans of Hisar, the Mahakavi Surdas Samman would be conferred upon Kanwal Nayan Kapur of Yamunanagar, the Babu Balmukund Samman (Hindi literature) upon Gyan Parkash Vivek of Bahadurgarh, the Lala Deshbandhu Gupt Samman (Sahityik Patrakarita) upon Narender Kumar Upmanyu of Panipat and Hemant Atri of Delhi, the Pt. Lakhmi Chand Samman upon Mr Rajbir Deswal of Panchkula, the Haryana Gaurav Samman upon Dr Kamal Kumar of Delhi and the Vishesh Sahitya Seva Samman upon Bharat Bhushan Sanghiwal of Rohtak, Satya Pal Gupt of Chandigarh, Tara Chand Premi of Ferozepur Jhirka and Pt. Jagannath Samchana of Rohtak.

College teachers rue increase in workload

The Haryana Government College Teachers’ Association (HGCTA) has urged Education Minister Geeta Bhukkal to direct the authorities concerned to immediately withdraw a circular regarding the increase in the workload of government college teachers in the state recently issued by the office of the Financial Commissioner-cum-Principal Secretary, Higher Education Department (HED).

The move of the Higher Education Department came in for sharp criticism at a special meeting of the state executive committee of the HGCTA held under the chairmanship of its state president Rajender Kumar at Government College for Women in Jind yesterday.

Describing the increase in workload as “arbitrary” and a blatant violation of the UGC norms, the HGCTA alleged that it was being unjustifiably imposed on them to cover up the state government’s incompetence to fill the 1,000-odd posts lying vacant in different subjects in various government colleges of the state.

Rajender Kumar also flayed the HED for lack of minimum basic infrastructure in colleges, which, he said, proved detrimental to teachers’ research, extension and academic activities.

Besides, the teachers also expressed resentment at the inordinate delay on the part of the HED to review and modify its existing Rural Area Service Policy, whose erroneous implementation had become a scourge to numerous college teachers.

Cop among three booked for stealing bikes

The police has registered a case against a cop and two other persons, including a scrap dealer, for allegedly looting motorcycles. It also recovered three motorcycles and a moped from their possession here.

While the owner of the scrap dealing shop has been arrested, the accused cop and the other accused have been absconding. An average of eight to 10 motorcycles are reportedly stolen each month from the district.

A team set up by the office of the IG, Rohtak range, carried out the raid following reports that a scrap dealer had been involved in purchase and sale of stolen motorcycles and bicycles.

The police officials claimed that at least three persons, including the cop identified as head constable Paramjit Singh, had been involved in the case.

Besides scrap dealer Harish, one of his partners identified as Sonu has also been booked in the case.

The cop is presently posted at the Urban Estate police station here. The scrap dealer told the police that he had purchased a motorcycle from the cop against a payment of Rs 7,500 recently. The motorcycle was stolen a few weeks ago.

While Harish and Sonu have been booked under Sections 411 and 379 of the IPC, the head constable has been booked under Section 409 of the IPC in this regard.

Meanwhile, in another raid the police recovered as many as 21 LPG cylinders from a house in Shastri Nagar here. The accused, Gyan Chand, booked under Section 7-10-55 of the ESMA, used to indulge in black marketing of gas cylinders.

Film on gender equality

“Ik Kudi Punjab Di” is a story about a young girl’s struggle for gender equality and her triumph. The film is to be released on September 17. Manmohan Singh, producer-director, who originally belongs to Sirsa, accompanied by well-known comedian Ghuggi and some other cast and crew members of the film, was here today at Ohm Cine Garden to promote his film.

Speaking to mediapersons, he said his film was the story of a young girl who dares to challenge the male- dominated society. “We all say there is no difference between boys and girls, but we all know that the truth is different. Jaspinder Cheema, who is in the lead role, understands that her struggle is not easy, but is prepared to make any sacrifice for her goal,” explained Manmohan Singh.

“She has to fight her parents, her relatives and her lover, who understands her, but is under pressure from his parents. They finally find that the world of theatre can help them achieve their goal.”

The film is set in Panjab University, Chandigarh. Manmohan Singh, who left Sirsa in the eighties to try his luck in Bollywood, established himself as a talented cinematographer with films like “Chandni”, “Betab”, “Lamhe”, “Dilwale Dulhania Le Jayenge”, “Machis”, “Jab Pyar Kisi Se Hota Hai”, “Dil To Pagal Hai”, “Mohabbatein”, “Hu-tu-tu”, “Albela”, “Dekh Bhai Dekh”, “Dillagi” and “Filhal”. Manmohan Singh has had seven hits in Punjabi, “Jee Ayaan Nu”, “Asa Nu Maan Watna Da”, “Yaran Naal Baharan”, “Dil Apna Punjabi”, “Mitti Wajan Mardi”, “Mera Pind, My Home” and “Munde UK De.” He has received the Filmfare Best Cinematographer award for “Chandni” and “Darr”, the Sansui Viewers Choice Award for “Mohabbatein” and the Lux Zee Cine Award for “Dil To Pagal Hai.”

In the eighties, he directed a few Punjabi films like “Chan Pardesi” and “Naseebo.”

CWG: Special training for policemen

To ensure foolproof security during the coming Commonwealth Games in the National Capital Region, the Haryana police has decided to equip itself with modern weapons. Special training sessions are being conducted for cops to use these.

This was stated by DGP Ranjeev Dalal on the sidelines of a motorcycle rally function at Ambala Cantt.

He said efforts had been made to modernise the functioning of the police. Online tests had been introduced for constables and investigation of all cases was being reviewed through video-conferencing with the SPs concerned.

The police had made strict security arrangements for the Commonwealth Games. Tight vigil would be kept at malls, markets, hotels and guest houses, he added.

Fatehabad mahila Cong chief

Usha Dahiya has been appointed president of the district unit of the Haryana Pradesh Mahila Congress. Sumita Singh, president of the Haryana Pradesh Mahila Congress, had appointed Dahiya as the new president, said CPS Prahlad Singh Gillankhera here recently.

Speaking to mediapersons, Dahiya, a former municipal councillor, said she would work to bring more women into the political fold. She said women were lesser inclined towards politics and there was a need to awaken them. She said bringing more women into politics would help clean the system.

2 youths save family from drowning

Sonepat, September 12
Two youths — Narender and Sandeep — of Sonepat town saved the lives of four members of a family after the car the family was travelling in fell into the Delhi branch of the Western Yamuna Canal near Daryapur village in Narela last evening.

The incident took place when Raju of Uttam Nagar in Delhi along with his wife Rashmi, son Deepak (8) and daughter Neha (6) was returning to Delhi in his car after meeting his relatives in Sonepat.

When they reached Daryapur village, Raju, who was driving the car, lost control over the vehicle and the car fell into the canal.

Narender and Sandeep, who were returning to Sonepat from Delhi on a motorcycle, saw the incident. They jumped into the canal and succeeded in rescuing the family. After receiving information, the police also reached the spot and brought the car out with the help of a JCB machine.

2 held for youth’s murder

The Kosli police has arrested two youths in connection with the murder of a village youth identified as Ajit Singh (28), who was beaten to death at Guriani village, near Kosli, on September 9.

The youths have been identified as Mukesh of Guriani village and Ashok Kumar of Gazi Goplapur village.

They were today produced in the court of SDJM PK Lal at Kosli, who remanded them in judicial custody. However, their third accomplice Mahender of Guriani village is still at large. Old enmity is said to be behind the incident.
