ABVP retains hold in Kangra colleges

Violence once again marred student body elections in various government colleges in Kangra district today. In Dharamsala college, ABVP and SFI cadres resorted to stone pelting. Sources here said after the result was declared, a few SFI activists resorted to stone pelting. ABVP activists also retaliated. This resulted in free-for-all situation for some time with both throwing stones at each other. Police personal who were present in the government college finally dispersed the students.

State to introduce skill upgradation plan

The government today decided to introduce skill upgradation programmes aimed at providing specific training to unskilled and skilled manpower in the specialised fields. A proposal to start programmes in the fields related to agro-based industry, light engineering, hydropower, hospitality, construction, pharma sectors and other need-based sectors was cleared by the state Cabinet, which met here today under the chairmanship of Chief Minister PK Dhumal.

The Students Federation (SFI) retained control over the Students Central Association (SCA) of the Himachal Pradesh University (HPU) winning all four top posts with impressive margins even though in other colleges in the district the National Students Union of India (NSUI) performed well.

The student polls in the state were more or less peaceful, as no major violence has been reported from anywhere. There was great enthusiasm among the students to cast their vote, as the weather, too, remained good throughout the day. There was heavy voter turnout in most of the colleges.

The ABVP’s dream of repeating its solo clean sweep in HPU in 2003 was shattered, as the SFI held on to its citadel as Khushi Verma won the post of president by a margin of 439 votes, Vipin Mehta was elected vice president by 292 votes, Sunita won the post of secretary by 330 votes and Ankush Mandyal elected as general secretary with a victory margin of 433. The SFI’s victory margin was impressive as the ABVP, despite its best efforts, was far behind. A total of 1,807 votes were polled in HPU.

The SFI not only bagged the top four posts in the HPU, but also won the lion’s share in the department representatives by winning 27 seats, while the ABVP had to contend with 11. The NSUI’s performance in HPU was dismal, as it could not win even a single DR seat.

However, the NSUI swept the polls in the Local Government Degree College, Sanjauli, as Arvind Singh Deewan, Nitish Chauhan, Dheeraj Thakur and Seema Negi registered victory. It was clean sweep for the NSUI in Sawra Kuddu College (Rohru), Sanskrit College (Rohru) and Government Degree College (Sunni). The NSUI won two seats in Government Degree College, Rampur, and one seat in Seema College, Rohru.

The SFI swept the polls in the local Rajkiya Kanya Mahavidyalaya (RKMV) as Smriti Kanwar, Ritu Shyam, Ranjana Devi and Monica Negi won. It also bagged all four seats in Courtshera College (Chaura Maidan) as Mohit Thakur, Ashish Sharma, Anuj Verma and Dikshit Chauhan won. It also swept the polls in the Government College (Theog).

The ABVP swept the polls in DAV College (Kotkhai), Sanskrit College (Phagli), Sanskrit College (Kiartu) and three posts in Government College, Seema.

It’s ABVP in Mandi district

The ABVP swept the students central council elections in seven colleges, including the Vallabh Postgraduate College, Mandi, in the district for which the polls were held today.

The NSUI outfit of the Congress second in Sanskrti College, Sundernagar, the Ladbharol College and won three seats in Jogindernagar College. The SFI came third. The polls were held peacefully in all colleges of the district under strict police security.

The ABVP penal swept the Vallabh College and ousted its nearest NSUI panel winning all the four seats. Last year, the NSUI has managed to win one seat, but this time it could not open its account here. The ABVP made clean sweep at the Degree College, Lambathatch, Karsog, SLM College, Sundernagar, Bassa, Rewalsar and Dharampur. The ABVP could not open its account in Jogindernagar, where the NSUI won three seats, while the SFI won one seat.

The NSUI swept Sanskrit College, Sundernagar, Ladbharol. It won three seats at Jogindernagar, the home segment of the NSUI president Yadhupati Thakur.

The SFI continued to face the rainy days in the elections this year as well. The left wing won three seats at Sarkaghat College and one seat at Jogindernagar College. In rest of the colleges, it drew a blank.

Dalhousie: The NSUI has captured three seats of the SCA in the elections held at DAV College, Banikhet, here today. Sachin Kumar, Jitender Thakur and Neha Sharma of the NSUI has been elected as president, vice-president and general secretary of the SCA, respectively, whereas Dalip Singh of the ABVP has been elected as the joint secretary of the association.

While in Government College, Chowari, Amit Kumar (NSUI) has been declared president, Sunil Singh (NSUI) as vice-president, Gaurav Kumar (SFI) as general secretary and Dimple Sharma (SFI) has been selected as joint secretary of the association.

In Bharmour College, Bharmour, Pankaj Sharma (ABVP) has been elected as president, Anil (ABVP) as vice-president, Bhavna (ABVP) was elected general secretary and Akshay Kumar (NSUI) as the joint secretary.

However, in Government College, Pangi, Devi Singh (NSUI) was declared president, Prem Kumar (NSUI) as vice-president, Anjna (ABVP) as general secretary and Sweta (ABVP) was elected as the joint secretary. — OC

Violence once again marred student body elections in various government colleges in Kangra district today. In Dharamsala college, ABVP and SFI cadres resorted to stone pelting. Earlier on Tuesday also, SFI and ABVP activists clashed at the time of filing of nomination papers.

Meanwhile, the ABVP retained its hold in government college Dharamsala by winning all four seats. In the regional centre of Himachal Pradesh University at Dharamsala, the NSUI won the seat of president. All other seats went to the ABVP.

In Shahpur Government College, however, the NSUI bagged all four seats in the college.

In Nurpur also, the NSUI had an upper hand winning three out of four seats. This year the NSUI manage to win in Naura, Baba Baroh, Nurpur and Jawalamukhi college also.

The ABVP, besides Dharamsala college, managed to win in Bhatoli, Dhaliara, Haripur, Indora, Thural and Mand Miani colleges.

The SFI managed to win in DAV College Kangra and the seat of president in Baijnath college.

From the overall results of student polls, it seems that the ABVP is holding the lead in its stronghold Kangra district, but the NSUI has also made considerable gains. The margin with which the ABVP has won has gone very slender and the NSUI has managed to dominate in seven colleges.

State to introduce skill upgradation plan

The government today decided to introduce skill upgradation programmes aimed at providing specific training to unskilled and skilled manpower in the specialised fields. A proposal to start programmes in the fields related to agro-based industry, light engineering, hydropower, hospitality, construction, pharma sectors and other need-based sectors was cleared by the state Cabinet, which met here today under the chairmanship of Chief Minister PK Dhumal.

Initially the Indian Institute of Skill Upgradation (IISD) in conjunction with Confederation of Indian Industry (CII) will introduce the programme in selected 17 industrial training institutes (ITIs) of the state for three to six months under private-public partnership (PPP) mode.

Cabinet Decisions

  • Extension of watershed development project to 102 villages
  • Health insurance scheme for 137 gram panchayats
  • Community health centre at Shri Naina Devi
  • Nod for filling 155 posts of ayurvedic medical officers

The objective of the programme is to bridge the projected technical-skill gap of 4.5 lakh by 2017. The state board of technical education, CII and IISD will do certification of the courses jointly to ensure recognition and employment in the related industries. The state government will determine fee structure. On full operation, the programme will produce an additional 12,000 to 15,000 skilled manpower annually.

It decided to extend the ongoing mid-himalayan watershed development project to 102 additional gram panchayats in Kangra, Mandi, Hamirpur, Una, Kullu, Chamba, Solan and Sirmour districts. With this the total number of beneficiary gram panchayats has increased to 704 and the cost of project has also been revised to Rs 510 crore. The duration of the project has been extended by three years.

The Cabinet also decided to introduce health insurance scheme award under the National Health Insurance Scheme to reward 137 gram panchayats, which have achieved the target by issuing almost cent per cent health smart cards.

It sanctioned a community health centre at Shri Naina Devi and gave nod for filling 155 posts of ayurvedic medical officers on contract basis and also enhanced the upper age limit for recruitment from 45 to 52 years. It approved a proposal to connect the Himachal Pradesh Institute of Public Administration with all developmental blocks in the state with video-conferencing facility.

It decided to name the newly setup nursing college at the Indira Gandhi Medical College as Sister Nivedita Government Nursing College and approved fresh recruitment and promotion rules for the post of joint controller (weights and measures) in the Food and Civil Supplies Department.

No to Digitised Map
Treatment plan for Sutlej basin hangs fire

The refusal of the Union Ministry of Defence to allow the forest department to digitise restricted maps pertaining to the border areas is delaying the integrated catchment area treatment plan being prepared for the Sutlej basin.

The department, which urgently needs digitised maps as the entire catchment of the Sutlej beyond Wangtu in Kinnaur and Spiti falls in the restricted zone being close to the China border, had written to the ministry twice over the past one year but with no concrete outcome. In the first instance, it was advised to obtain the digitised data directly from the Survey of India (SoI). Accordingly, it took up the matter with SoI but it also turned down the request on the plea that digitised data was not available with it.

The department has again written to the ministry but it has not granted permission for digitising the restricted map, the hard copies of which are already available with it. The SoI has not given time period for supplying the digitised data but asked the department to keep in touch. The department has now again written to the Defence Ministry to allow it to digitise the maps.

The department has assigned the project for preparing the plan based on geographical information system for the catchment of the river upstream Kol Dam to the Pune-based Nayak Environment Research Institute (NERIL). The project, which was to be completed by September, has been held up for want of digitised restricted maps as the plan involves incorporation of remote sensing data and global positioning system technology to ensure effective implementation and monitoring.

The catchment area to be covered under the plan comprises 210 micro-watersheds out of which 27 sub-watersheds fall in the restricted zone. The entire work pertaining to the unrestricted area has been completed.

Sources in the department said even if permission was granted now, it would take more than six months to cover the restricted area. The integrated plan is being prepared under a pilot project funded by the World Bank. The project will cover about 20,000 sq km of catchment area. It will help shift in focus from civic and vegetative measures to sustainable livelihoods to provide a lasting solution to the problem of soil erosion. Change in land use, switchover to environment-friendly crop system, plantation of most suitable forest species and other related aspects will also be taken care of.

Integrated plans will also be formulated for the Beas, Ravi and Chenab basins where a number of hydroelectric projects are coming up.

Pong Dam oustees still await compensation

However, for Ajay Kumar, a resident of Dharamsala, who belongs to a family of Pong Dam oustee and others like him, this wait has gone up to three generations.

Ajay is still making rounds of the deputy collector, relief and rehabilitation office, Raja Ka Talab, Kangra district, to know the status of the land allotment.

While talking to The Tribune, Ajay said their family now has just three marla land in Dharamsala. As per town and country planning rules, they cannot construct a house over that land. “We have no agriculture land and cannot buy more land in state in the absence of agriculturist certificate,” he added.

“Recently, we got a hope that we may get land in Rajasthan, as the secretary, Union Ministry for Water Resources, planned a meeting in Kangra to resolve the issue on directions from the Supreme Court. However, the meeting was canceled,” he said.

Kangra Deputy Commissioner RS Gupta admitted that the plight of some Pong Dam oustees was worth the government consideration. He said, “In the last one year, we have finalised the list of 2,505 Pong Dam oustees, who have not been allotted any land as yet by the Rajasthan government. The Supreme Court had directed the Rajasthan government to allot 1,100 hectare reserve land in Ganganagar district for the Pong Dam oustees.”

“We have conveyed to the Himachal government that it should take up the case with the Rajasthan government. If 1,100 hectare land is allotted, about 1,300 Pong Dam oustees can be adjusted against it. The case of remaining oustees can be taken at an alternative place,” he added.

About the agriculturist status of the Pong Dam oustees, the Deputy Commissioner said as per the provisions of the Section 118 of the Land Tenancy Act, any person whose land was acquired by the government for development purpose could still be issued the agriculturist status. The oustees could apply to deputy collector, relief and rehabilitation office for getting agriculturist certificates, he added.

The issue of the allotment of land in Ganganagar district of Rajasthan has become complex, as locals have encroached upon the land reserved for the Pong Dam oustees. The government of Rajasthan is not interested in dislodging the locals, despite clear Supreme Court orders in this regard.

In the recent past, the Rajasthan government offered land in Bikaner and Jaisalmer district to the oustees. However, the land was rejected by the oustees, as it was barren and had no irrigation facility.

Ajay said, “Nobody knows for how many generations we will have to wait for the compensation for contributing towards the development of our country by sacrificing our lands for the construction of the Pong Dam.”

NIT Hamirpur to offer info storage tech course

EMC Corporation today signed an agreement with the National Institute of Technology (NIT), Hamirpur, through its subsidiary EMC Academic Alliance Program (EAA) to enable the institute to introduce course in information storage technology.

Under this programme, NIT Hamirpur will offer a course in information storage technology as an elective subject for all computer science and IT students. It will receive vendor-agnostic curriculum, course content, learning materials, faculty trainings and software simulators to provide training to their students. The EMC will also provide programme support in terms of examination papers and sample assignments.

Senior programme manager of the EAA Krishna Kant says that “The EMC aims to work with leading educational institutes around the world to address the emerging knowledge gap in storage technologies and develop a pool of trained and certified storage professionals. Digital information is growing at an explosive rate and organisations in India are struggling to manage this growth. In the background of this information deluge, there is a huge dearth of skilled storage professionals in the country today.”

Director of NIT Prof IK Bhat, NIT Hamirpur, said with a global technology leader like EMC a partner storage has emerged as a promising career for students.

On completion of the course, students will receive a certificate from NIT and EMC certifying the student’s competency in the programme.

The results of SCA elections in different colleges of Hamirpur district have been a bag of mix for the three student organisations. While the NSUI and ABVP have swept few colleges each in these elections, SFI has won three seats in prestigious Postgraduate Degree College, Hamirpur, for the third consecutive term, besides few other seats.

Ankit Banyal of the ABVP has been elected as president here, while Poonam Kumari, Kapil Dev and Abhishek (all SFI) have been elected vice president, general secretary and joint secretary respectively.

In Government College, Nadaun, the NSUI has won three posts and its candidates Rishi Ranjan, Ashok Kumar and Rachna have been elected president, general secretary and joint secretary respectively, while Vikram Jeet of the ABVP has been elected as vice president.

In Government College, Badsar (Mehre), all four seats have been begged by the ABVP candidates and Ankita, Babli, Ajay Kumar and Rajiv Kumar have been elected, while in private college, Mehre, NSUI-SFI candidates Raman Kumar, Kavita Thakur, Shikha Thakur and Ashish Thakur have been elected.

In government college, Sujanpur, ABVP candidates Ramesh Thakur (president), Kapil Dev (vice president) and Mona Jaswal (joint secretary) and Archna of SFI have been elected as general secretary.

Pensioners resent delay in payment of bill arrears

The Himachal Pradesh Pensioners’ Welfare Association resented over the inordinate delay in the payment of arrears of medical bills, which have been pending for the past one year.

State spokesperson of the association PC Oberoy said about 200 pensioners of the district had been waiting for their arrears of medical bills amounting to more than Rs 22 lakh for a long time. Now, they were tired after making several rounds of offices in different departments, he added.

He sought Chief Minister PK Dhumal’s intervention and requested him to constitute a ‘pension adalat’ at the state headquarters so that it should undertake monthly tour of all 12 districts of the state.

Oberoy urged the Chief Minister to take steps to deal with the cases of pension revision of pensioners who retired after December 31, 2005, as many such cases had been piled up with the Accountant General of the state for a long time.

He also impressed upon the Chief Minster to ask the Accountant General to attend to the pension cases swiftly and within the given timeframe, adding that it was the responsibility of the government to solve the issue.

The ABVP swept the polls in Sanskrit college, while the NSUI won three out of four seats in SD College, Subathu, Nalagarh Government College and Arki Degree College.

The SFI managed to open its account only in Solan Degree College, whereas all other three seats were bagged by the ABVP.

Meanwhile, controversy marked Solan polls, where skirmishes were witnessed and polls in Arki saw recounting for the post of general secretary for three times after the NSUI bagged all seats in the first results. Finally, the ABVP managed to secure the post of general secretary by securing over 50 votes.

2 held with charas

Two persons have been arrested with 1.375-kg charas. A case has been registered against them under the NDPS Act.

SP Kapil Sharma said here today that the police was patrolling Jabbal bridge in Jukhala valley when it found a person under suspicious circumstances and found charas from his possession. The man has been identified as Babu Ram, a resident of Bholi village.

In another incident, the police arrested Jeet Ram, a resident of Chalag village, with 200-g charas. — OC

Kullu Dussera from Oct 17

The International Kullu Dussera Festival will be held from October 17 to 23.

This was decided at a meeting held here today under the chairmanship of Chief Minister Prem Kumar Dhumal, which also reviewed arrangements for organising the event.

He said besides troupes from abroad and other states, local cultural troupes would also be given preference to help showcase the rich hill culture. Cultural troupes from Russia, Nepal, Bangladesh and Sri Lanka are likely to participate in the festival this year.

Rs 823 lakh for repair of Chikni Bridge

The Union Ministry of Road Transport and Highways has sanctioned Rs 823.46 lakh for reconstruction of Chikni Bridge on National Highway-21(A) in Nalagarh, which was washed away in floods in 2007. Public Works Minister Gulab Singh said the bridge would be constructed on the existing alignment, adding that in view of the raising deck-level of the bridge, provision had been made for improvement of approaches on either side.
