Abandoned, 2 minor girls rehabilitated at Nari Niketan

Abandoned by their parents near Rama Mandi two days ago, two minor sisters got a new home.

Diya (5) and Tanu (3), who were picked up by Child Helpline, an NGO run by Surinder Saini, yesterday were rehabilitated at Nari Niketan, today. Talking to The Tribune, K.D. Sharma, manager of Nari Niketan, said the girls were happy here.

Sharma claims to have written to the police, the District Child Welfare Society and the district administration about the finding the girls. The girls would stay in Nari Nikatan till their parents and relatives come for their custody, he added. — TNS

Blatant Violation Of RTI Act

This is one office where there is no scope for review of decision once issued. In a blatant violation of the provisions of the Right to Information (RTI) Act, the Jalandhar Development Authority (JDA) has the same person as Public Information Officer (PIO) as well as the First Appellate Authority.

Both the posts under the purview of the Act have been held by Harbir Singh, a PCS officer. This despite the fact that the Act clearly outlines that the First Appellate Authority (picked up from within the same public office) has to be an officer who is one rank senior to the PIO. Since Harbir Singh, who is the Estate Officer, also holds the charge of Additional Chief Administrator, JDA, this piquant situation has emerged.

The situation is grim as the office is also without the Chief Administrator since the past few days. Ever since Parveen Kumar, who has been promoted as an IAS officer and transferred as DC Mohali, the office is lying vacant. Another IAS officer from PUDA Mohali, however, has been given the additional charge at Jalandhar who is yet to assume the charge.

Rajinder Bhatia, an RTI activist and a lawyer, said, “This is not just the violation of the section 19 (1) of the RTI Act but it also goes against the settled law. No authority or court has the right to review one’s own orders. Rather it is always a higher authority or a court that does it”. He stressed that the JDA officials need to take adopt some corrective measures to check it.

The JDA has openly mentioned the name of the same officer as PIO and Appellate Authority even on its official website under the section RTI. The website indicates the name of Ganesh Kumar, a superintendent, as Assistant Public Information Officer (APIO).

Harbir, when contacted, refused to comment on the matter. Ramesh Inder Singh, Chief Information Commissioner, said, “This is completely unlawful.

Even if a person holds two administrative posts in the office, the public office is supposed to have two different persons as PIO and Appellate Authority.”

Despite complaining to range of officials and ministers against the supply of contaminated milk powder to the anganwadi centres, the anganwadi workers of Phagwara subdivision are still struggling to press the government to fix the responsibility on the officials for the grave negligence.

The representatives of the Anganwadi Workers Union (CITU), Punjab, yesterday thronged the office of the Commissioner, Jalandhar Division, with the containers of contaminated milk powder and submitted a memorandum to take action against the Child Development Project Officer (CDPO), Phagwara, who is responsible for all supplies to such centres.

Talking to The Tribune, Chamno Devi, secretary of the union, alleged that the depot, where the containers of the milk were stored, caught fire on July 6 and in spite of knowing the fact that powder was not fit for consumption by children of 0-6 year age group, the CDPO supplied the same lot of burned containers to 219 centres of the subdivision.

Krishna Kumari, state press secretary of the union, said the union had already met with politicians and officials like Minister for Social Security Chaudhary Swarna Ram, Chief Minister Parkash Singh Badal, SDM, Phagwara, DC, Kapurthala, and Commissioner, Jalandhar Division, but to no avail.

“Any such negligence by an anganwadi worker would have invited her suspension? Why officers are immune to the same negligence. That is what union is demanding,” Jasvir Kaur, president, Phagwara block of the union, said.

Refuting the allegations of the union, Sushil Lata, CDPO, Phagwara, said the quality of milk powder had already been checked by the Project Officer and Chairman, Zila Parishad, Kapurthala. She said the anganwdi workers who were raising the matter, were not even posted in her block.

“I am being dragged into the matter unnecessarily,” she said.

Former minister Joginder Singh Maan has warned the Punjab Government to launch a large-scale agitation if the present preparing and distribution system of mid-day meal, allotted to private companies, was not changed by August 16.

Addressing a press conference here yesterday, Maan announced to start the agitation from August 17 if concrete steps were not initiated to provide fresh and hygienic meal to the students. He condemned the working of NGOs engaged for centralised kitchen, for providing contaminated food in several schools. Maan also opposed the hike in stamp duty and registry charges at many places, including the new mandi locality. He demanded withdrawal of the increased fee. Commenting on the facilities of registration of marriages through Subhidha Centre, Maan alleged that Rs 500 were being charged extra as Subhidha charges from the people which should be reduced soon.

Media has a powerful and positive role in shaping the society and independent India in the larger extent. It was due to the intervention of media that sensational cases like Jessica Lal murder, Ruchika Girhotra and Nanavati Commission became public issues.

These thoughts were expressed by Dr Daljit Singh Cheema, Political Advisor to Chief minister Parkash Singh Badal, during a seminar on ‘Media in Independent India’ organised by the Department of Journalism and Mass Communication, Guru Nanak Dev University, Regional Campus, Jalandhar, at the local Punjab Press Club.

Dr Cheema said media had grown by leaps and bounds and it had a responsible role to play in leading the society. “Ethical journalism is appreciated but media needs to watch its limits too”, he added.

Discussing about the paid news syndrome, which has become a debatable topic in the media circles, he said, “Although paid news syndrome was highly in news during the elections but still there were some newspapers who refused to accept the paid news. Media might be degenerating but still there are journalists, newspapers and channels who work with a missionary zeal and fight for social causes,” he added.

Earlier in the seminar, Editor of Veer Pratap Chander Mohan delivered the keynote address and expressed concern over the rising commodification of media.

“In the present scenario profit making initiatives of media houses have become supreme. Marketing departments overpowering the editorial sections is not a healthy trend”, he added.

He maintained that time has come that media should introspect its role in the society and fulfil its responsibilities. Managing Editor of Dainik Bhaskar, Surinder Seth, spoke at length about significance of media and highlighted how operations like-Operation Watergate, West End, Casting Couch and many others led to revolutionary changes.

He also discussed media becoming a business proposition, which he said is good if media has to keep pace with the changing times. Talking about economic and political scenario in the country, Assistant Editor, Ajit, Satnam Manak said media was also trapped in this vicious circle. “Even media has become profit centric and deviated from its old policy of development and pro-people approach. Moral degradation is taking place in every sphere be it politics, economy, society or media. It is the youth, which has the power to rise and bring a change in the society”, he maintained.

Dr Lakhwinder Johal, Senior PEX, Doordarshan, said content played a significant role in the media. He advised the students to keep in touch with literature to develop and maintain their ethics.

All is not well

There seems to be no end to the water crisis which had been ignited by the fury of floods. Extremely poor management in dealing with the prevalent situation has caused an inestimable loss.

Many states, including Punjab and Haryana, have tasted the wrath of monsoons but in spite of the terrible loss of property and lives, the authorities seem to have learnt no lesson at all. It is really distressing that everybody, including officials concerned as well as public, assume that all is well and no danger can befall upon them. We must not forget that lack of preparation on the part of the government can cause serious troubles.

Water is that indispensable factor of life without which the existence of life is impossible. All our glorified achievements are nothing but a big flop-show in the absence of water, but this very water needs to be stored and saved in order to make life possible. At present there is no system to channelise the turbulent flow of water in some positive direction. After the monsoon gets over, attention will have to be paid towards the scarcity of water also. How can we forget that Punjab, earlier famous as a land of five rivers, is facing a terrible water crunch.

Water crisis in Punjab is more a kind of man-made problem than a natural calamity. Poor management of water along with industrial and human waste has caused this crisis. This is really alarming that poisonous pesticides and heavy metals have entered the food chain. Industries in Ludhiana, Jalandhar and Phagwara are exuding harmful chemicals which are supposed to contaminate groundwater. Water samples in these areas show a clear-cut presence of mercury and arsenic. This has caused a high prevalence of cancer, kidney failure and other congenital diseases.

In other parts of the country, too, the situation is not laudable as our river water is too polluted to drink and the government is unable to deliver fresh water to the cities.

There are approximately 20 million individual wells in India that are contributing to groundwater depletion. Apart from this, the water quality in the wells is not apposite as it violates the desired levels of dissolved oxygen and is found having high concentrations of toxic metals, nitrates and fluoride.

It is ripe time to understand that all is not well. Earth has a finite supply of fresh water. It is our moral responsibility towards our forthcoming generations to give them a healthy and beautiful planet enriched with natural resources. There is a great need to start a massive campaign regarding this crisis to combat this water crunch. After all, water is not the legacy of a selected few. It forms the very basis of life. Therefore, preserve water, preserve life.

‘Saplings of Life Club’ of Kanya Maha Vidyalaya is celebrating ‘Independence Week’ by planting saplings on the college campus with an aim to preserve environment.

The members of the Kanya Maha Vidyalaya Young Historians Association are celebrating Independence Week on its campus under ‘Know our India’ campaign.

The members visited Sanskriti KMV School to acquaint its children about the significance of Independence.

A cultural progamme “AZADI” was organised at Saint Soldier Divine Public School, Kapurthala Road. Students, dressed up in the three colour dupattas (kesari, white and green) and wore white dresses, presented beautiful choreography on various patriotic songs.

Freshers’ Day

Ridhima, a student of B.Com (Professional)-I of Trinity College was crowned as Miss Fresher 2010-11 while Sunny from BCA-I was adjudged as Mr Fresher 2010-11 during Fresher’s Day function held on August 10. Punjab Transport Minister Master Mohan Lal was the guest of honour. A ramp show was organised by the students.

The students of Hans Raj Mahila Maha Vidyalaya bagged first position in Group Bhajan competition organised by B.D. Arya Girls College, Jalandhar Cantonment. The team comprised Kamaljeet Kaur, Prabhjeet Kaur, Gunjan, Arupriya, Radhika, Amandeep Kaur and Sharanjeet Kaur.

Workshop

The Department of Physiotherapy of Lyallpur Khalsa College organised a two-day state-level workshop on UK-based techniques MET (muscle energy technique) & MFR (Myofascial release).

The General Secretary of the Indian Association of Physiotherapists (IAP), Dr. Sanjeev Kumar Jha, said both these techniques were very effective in correcting the postural dysfunction, which was a result of faulty posture during work and rest. He emphasised that by using these techniques short and tight tissues could be relaxed and elongated easily.

University results

Rupinder Kaur, a student of MSc (Botany)-II of Hans Raj Mahila Maha Vidyalaya bagged first position in Guru Nanak Dev University. She scored 898 marks out of 1,200. Anita Kumari secured second position in the varsity by attaining 895 marks.

The students of Computer Science and IT Department of Lyallpur Khalsa College for Women bagged top positions in university. Kulwinder Kaur from Diploma in Computer Applications stood third, Navjit Kaur of PGDCA secured fourth position in the university. While Sakshi Dua of M.Sc Computer Science-II year got seventh position in the university merit list followed by Satmeet Kaur who got eighth position. Harmeet Kaur got 23rd position.

Shivani Grover, a student of BEd of Ramgarhia College of Education, Phagwara, bagged second position in university merit list.

Teej featival was celebrated at Darshan Academy, Jalandhar, on August 7. Students attired in colorful, traditional Punjabi dresses gave the school campus a festive look. The students decorated the school campus with beautiful flowers and pots and participated in various activities like solo dance, solo song and poem recitation. There was informative talk by Principal Ravinder Kaur.

Indo-Pak Peace March Reaches City

With an aim to diluting the mutual bitterness in the relations of India and Pakistan and to promote peace and harmony, a caravan, comprising representatives of more than 50 Gandhian and non-government organisations, today reached the city after visiting 32 cities across the country.

The peace march is being organised under the banner of “Aman Ke Badhte Kadam….” by the National Alliance of Peoples Movement (NAPM), an umbrella organisation of approximately 60 organisations and individuals like Kuldeep Nayyar, Arundhati Roy, film directors Mahesh Bhatt and Anand Patwardhan, Shabana Aazmi and human rights activist Medha Patekar.

During their visit to the city, the members of the peace march briefly halted at Desh Bhagat Yaddgar Hall and a few of them addressed the gathering regarding the motive behind the march.

Talking to The Tribune, Sandeep Panday, national convener, NAPM, said the aim of the march was to promote solidarity and peace between the two nations.

Another caravan, including prominent citizens of Pakistan, also begun the march from Karachi on August 4 and members of both the caravan would jointly hold a function at Attari on the night of August 14.

“We are highlighting four demands through these caravans. We are urging the governments of both countries to take steps towards total nuclear disarmament, resolve the Kashmir issue by considering the prevalent emotion among the masses of that state, make the visa norms easier so that people of both countries can commute easily across the border and bring down their defence budgets,” he said.

“We are collecting the soil of every city en route and same is being done by our Pakistani counterparts. By mixing the soil of both nations, we will plant saplings on both side of the border on August 14,” he said.

Prices of vegetables like potato, bitter gourd and tomato were static at Rs 6 per kg, Rs 36 and 32 per kg, respectively, same as that of last week.

Price of onion increased by Rs 1 per kg and now was available at Rs 15 per kg. Capsicum and garlic also witnessed hike of Rs 5 and Rs 20 per kg, respectively. Tinda saw an increase of Rs 10 per kg in its price.

Vegetables which became cheaper were cucumber, lemon, lady’s finger, pumpkin and cauliflower. Price of cucumber reduced by Rs 6 per kg; lady’s finger by Rs 8 per kg and lemon Rs 5 per kg. Cauliflower witnessed significant decrease of Rs 20 per kg.

Sale of a defective shirt has cost Vishal Mega Mart, Model House, dear. The store has been asked to pay up Rs 1,000 as compensation and to refund the amount of the shirt to a consumer.

Arshdeep, a resident of Abadpura, said he had purchased a white shirt of Chlorine Co. worth Rs 345 on August 22 last year.

He said four days later, his wife washed the shirt. “Even as it was washed separately with Surf Excel, the blue colour from the border of the shirt came out and blemishes spread all over the white portion of the shirt,” he wrote.

He claimed that the blemishes could not be removed and the shirt could not be worn again. He said he, along with his friend, went to the manager of Vishal Mega Mart and showed him the stained shirt but he refused to change it.

The counsel for the store resisted the claim and said the complaint was false and frivolous. He claimed that there was no colour guarantee on cotton wash items. But the counsel for the complainant said the condition was unreasonable and undesirable.

The forum, presided over by AK Sharma with member Darshan Singh, directed the store owner to replace the stained shirt with a new one or refund the amount of Rs 345. The forum also asked them to pay Rs 1000 as litigation expenses. An order ‘to stop selling all shirts of Chlorine of the same kind’ was also passed.

Experts see big scope in nanoscience

A two-day-long national conference on ‘Nanoscience and Nanotechnology- A revolutionary discipline’ was held at the Hans Raj Mahila Maha Vidyalaya on August 9 and 10.

Vice-Chancellor of Punjab Technical University Dr Rajnish Arora highlighted the importance of science in education for growth of technology and said it should be spread to common man in regional language. He maintained that university staff, teachers, research scholars and industrialists should apply mind collectively to achieve the target of ‘Jagat Guru’ and ‘Sone ki Chiria’.

In his keynote address, Dr R.K. Khandal, Director, Shriram Institute of Industrial Research, spoke on ‘Designing Nanomaterials: Novel Approaches’.

He suggested that nanoscience is a multidisciplinary science in which the properties can be changed when particle size is reduced.

Dr. Khandal also discussed the scope, opportunities, challenges in nanotechnology. He urged the students to work hard and take up research in this revolutionary discipline.

Further talking about nanotechnology as a major solution of the existing energy crisis in the country, Dr. Surinder Singh, Dean Academics, Guru Nanak Dev University, Amritsar, said this technology was highly in demand to overcome energy crisis and it could help in taking India to the top international level.

The second day of the conference started with a technical session during which Dr K.K. Raina, Deputy Director and Professor from the Department of Material Science, Thapar University, Patiala, spoke on ‘Polymer liquid crystal composite material for flexible displays: Effects of particle size’. He explained about smart materials like liquid crystals, soft matter and structural defects in liquid crystals, which are future prospective.

Earlier, Head of the Department of Physics, Renuka Bhatti, highlighted the ‘Chandrayaan VIPNET Club’ enrolled by Vigyan Prasar, an autonomous organisation under Department of Science and Technology, Government of India, of the college.

A poster demonstration by 15 delegates and physics exhibition display was also held.

Talking to The Tribune, ADCP (Crime) Rajpal Singh Sandhu said accused Harpal Singh, a resident of Ajnala, is a former detainee of Jodhpur jail. He was also involved in the murder of a jeweller in Amritsar. The jeweller was killed and the criminals had decamped with 5 kg of gold from his shop in 2000, the ADCP claimed.

He came in the contact with Jang Bahadur, another accused from Meera Kot in Amritsar, in the jail. Jang Bahadur was also involved in various criminal cases. The two were active in the region after their release from the jail.

The accused had snatched a bag containing Rs 1.60 lakh from Rajesh Kumar, an employee of Western Union and had opened fire at him in Rameshwar Colony on Tuesday evening. Rajesh Kumar had a miraculous escape.

Synthetic drugs seized, one arrested

Continuing its drive against the sale of synthetic drugs illegally, the district police and narcotic department today raided the Basti Bawa Khel-based godown of a chemist and seized drugs in bulk.

Acting on a tip off, two raiding parties raided the godown owned by M/S Anand Medical Store, located in Raj Nagar and seized synthetic drugs including capsules, and tablets.

A salesman, Amandeep Singh of the chemist shop, has been arrested in this connection. A case under the NDPS Act has been registered against him at the Basti Bawa Khel Police station.

Jasbir Singh Randhawa, the area SHO, claimed that the drugs were being sold by chemist Jasbir Singh without obtaining the mandatory licence. Moreover, they were not issuing bills to customers for the sold drugs.

Man booked for scuffling with cop

The Phagwara police has registered a case against a Phagwara resident Chander Mohan, alias Sona, under sections 353, 186, 382 and 511 of the IPC on the charges of indulging in a scuffle with police sub-inspector Sukhdev Singh, attempting to snatch his revolver and trying to tear his uniform, when the said police officer went to the shop of Jasbir Singh of the local Subhash Nagar to solve an ongoing dispute few days back.

SHO city Amrik Singh Chahal said the accused, who was also sitting in the shop, unduly indulged in a scuffle with the police officer. The accused is still absconding, said SHO Chahal.

SBI adopts five girl students

The State Bank of India, Pholriwala branch, has adopted five girls from Government Elementary School, Pholriwala, and Government High School, Kadiawali, under its ‘Girl Child Adoption Scheme’.

Under this scheme the adopted girls would get free education plus medical benefits till the completion of their school education. The bank also distributed prizes to three girls under ‘Talent Award Scheme’.

Moon meeting planets, see it in Science City

Star gazers will get a chance to view a rare happening at Pushpa Gujral Science City here on Friday evening.

In a press note issued today, PGSC Director General Dr. R.S. Khandpur said Mars, Venus and Saturn would make a dramatic trio while joining the Moon on August 13. The Science City will provide an opportunity for general public to see the meeting of Moon with planets through telescope. This interesting view may be watched around 7.30 pm and it will last for about half an hour.
