GNM students charged double than those in MBBS, BDS streams
Jalandhar, August 3 Although it may sound strange, the state government has fixed Rs 30,000, excluding admission fee, amalgamated funds, hostel fee, etc, as admission fee for the three-and-a-half-year diploma course of general nursing and midwifery (GNM). This is in contrast to Rs 13,500 annual fee charged by government-run medical institutions for the different courses of medical streams, including BSc (nursing), MBBS and BDS. After the admission in GNM diploma was discontinued for fresh candidates in 1984, the course was recently re-introduced in the School of Nursing, Jalandhar, the only government-run nursing school in the state offering GNM diploma. Earlier, instead of charging any fee, a stipend was paid to students pursuing diploma in the school, which has been offering the diploma since 1952. The school, which was earlier managed by the Director, Health Services, will now be run by the Punjab Health System Corporation (PHSC). “It seems that the government has formulated the fee structure without deliberations. Is it justified that the same government is charging Rs 13,500 for a degree in nursing (BSc, nursing) and more than double this amount for the diploma course of the same stream?” said Jaswant Virli, press secretary, Democratic Employees Front, and Jasbir Kaur Thind, vice-president, Staff Nurses Association. Justifying the current fee structure, Raji P. Srivastva, Managing Director, PHSC, said to provide quality education and other logistics, it was essential to set up a fee structure of this range. “We need to recruit more teachers and technical staff in the school. High quality infrastructure will also be provided. These facilities cannot be provided by charging a minimal fee from students,” she added. On the other hand, sources in the department revealed that in November 2009, the school authorities had forwarded a proposal to the higher authorities, according to which Rs 10,500 would have been sufficient to run the course. |
Single girl child scheme: Local school denies facility to student
Jalandhar, August 3 In one such case, the management of Guru Amar Dass Public School refused to grant a full waiver of fees charged by it to the daughter of Balwant Singh, a class VI student in the school. This is in contrast with the orders of the Central Board of Secondary Education, which says that fees of a girl student, who is the single child of her parents, should be waived off from class VI onwards. For the universal implementation of the scheme in CBSE schools all over the country, CBSE has made an amendment in the affiliation bye-laws. The scheme is aimed at promoting the education of the girl child. Though orders were passed four years ago, on April 1, 2006, the school is yet to receive a copy of the circular. Talking to The Tribune, Dr Mandeep Singh Sethi, president of the school management committee, said the school management is yet to receive any intimation or circular from the CBSE office. “We have also sent a reminder to the authorities concerned, however, we have not received any answer from their side. We have asked the parents of the student to show us the circular. Once we are shown it, we will immediately waive off the fee of the student”, he added. Refuting the claims of the school management, Balwant Singh maintained that the management is in the denial mode even though he already submitted the circular, along with application, on April 28 this year. “We have completed all the formalities the school management sought from us. Moreover, we have also submitted the request twice in this regard,” added Balwant Singh. |
Death Of Harassed Woman
Jalandhar, August 3
The family alleges that the police is trying to hush up the case as nothing has been done to nab the main accused even though a criminal case under the IPC has been registered against them. The accused are still roaming openly. Talking to mediapersons, Joginder Kaur, a resident of Bholath, alleged that her daughter Rupinder Kaur died of depression due to mental and physical harassment by her in-laws. Rupinder Kaur was married to German-based NRI Harjinder Singh, a resident of Begowal. Since the marriage her mother-in-law Kailash Kaur, sister-in-law Jaswinder Kaur, brother-in-laws Gurmeet Singh and Balbir Singh had been harassing her to bring cash, a luxury car and other household goods, she alleged. Manvinderjit Singh, brother for the deceased, who is a France-based NRI, said Rupinder Kaur was being harassed as she gave birth to a girl child. Harjinder Singh, who earlier had committed to take her along to Germany after marriage left Rupinder Kaur in India because she did not give birth to a boy, he alleged. Following mental and physical harassment, Rupinder was under severe depression which led to her death on the July 8 night. After struggle of over six hours, the family was able to get a criminal case registered under sections 306, 498-A and 506 of the IPC against Harjinder Singh, Balbir Singh, Kailash Kaur, Jaswinder Singh and Gurmeet Singh, he claimed. Manvinderjit Singh alleged that Jaswinder Kaur and Gurmeet Singh, being politically connected, had influenced the police. Demanding justice, the victims demanded that the accused should be put behind bars. |
More cases of severe diarrhoea reported at Chandan Nagar
Jalandhar, August 3 Owing to their critical condition, patients were admitted to the civil hospital. As many as 30 cases of severe diarrhoea and 40 cases of mild diarrhoea were found in the locality by the teams of the health department yesterday. Dr TP Singh, District Epidemiological Officer, said 80 households, housing approximately 395 residents of the locality, were covered today by surveying teams and 5,000 chorine tablets have been distributed to them. He said four water samples have been collected by the health authorities to ascertain the cause of the incident. To prevent further aggravation of the situation, the municipal corporation has disconnected the water supply to the locality and provided arranged for alternative drinking water through water tanks. “In our opinion, it is not only due to the consumption of contaminated water that such a large number of people have fallen ill. There can be some other reason behind the incident. As far as our role is concerned, we have collected samples of water of our own, the microbiological analysis would be done in the corporation’s water testing laboratory”, said AS Dhaliwal, Superintendent Engineer, Operation and Maintenance Branch, MCJ.
Bhargo Camp
Cases of diarrhoea have also been reported in the Bhargo Camp locality of the city. Three people suffering from the disease have been admitted to the civil hospital, Jalandhar. As per doctors, a brother-sister duo and a boy were admitted to the hospital with symptoms of mild diarrhoea in the evening today. However, the survey teams of the health department were yet to reach the locality till the time of the filling of this report. Sources in the department revealed that health authorities were not in a position to alert the survey teams as the authorities got information of cases at around 7.30 pm. It is learnt that that the teams would reach Bhargo Camp in the morning. |
Finally, Bhoor Mandi gets sewerage
Jalandhar, August 3 At present the sewerage is at the testing stage and it would become operational after a few rectifications to be made by a committee of the Punjab Water Supply and Sewerage Board. The work on the minor defects by the committee in the sewerage is under process. Talking to The Tribune, Cantonment Executive Officer (CEO) Rakesh Mittal said the board had received a grant of Rs 2 crore for initiating the work. The final draft in this regard was sent on February 6, 2009, and the project was completed in a stipulated time of one year. “Out of this, Rs 35 lakh has been paid by the Punjab Government, while Rs 40 lakh by the cantonment board. We have paid another amount of Rs 1.25 crore to the Jalandhar Municipal Corporation for seeking their permission to use their sewerage mainline. And as soon as the Punjab Water Supply and Sewerage Board committee completes the work on the defects it would be made operational,” he added. Now, the sewerage of Bhoor Mandi has been directly linked with the mainline of the Municipal Corporation near BSF Chowk. Earlier, the sewage coming out of Bhoor Mandi was utilised by the cantonment board authorities for irrigation of Army areas as a temporary option. It might be noted that after four-laning the GT Road, the area of Bhoor Mandi and Rama Mandi had become low by 0.5m to 1.5m, leading to grime in the area. The residents heaved a sigh of relief as this was a long-pending demand of this area. “As the cleaning and desilting of sewers was irregular and temporary disposal work was also not run properly it would always cause silting of the sewers resulting in back flow of sewage. The sewage from temporary disposal work used to stagnate in the low-lying areas of Bhoor Mandi and Rama Mandi,” said Ramesh Kumar, a resident. |

HP India asked to
refund cost of laptop
Jalandhar, August 3 The complainant, who owns a cement trading company on the Pathankot road here, said he had purchased HP Pavillion DVS-1002 laptop along with a case, mouse and other accessories in September, 2008, under a warranty scheme. He said the laptop soon developed a technical snag as the screen started blinking and windows became defective. He said even the adaptors stopped working properly. He said he took the laptop to a Model Town-based dealer. He took it back but it again developed some problem in the second week of March, 2009, and again in April when he was at Sonipat. He was asked to deposit the laptop at a service centre at Panipat. He was asked to collect it on April 14, 2009, but it was not found in working order and he refused to take it back. Later, he said he was asked to collect the laptop from a service centre at Jalandhar. He was not delivered the laptop after rectifying its defect despite several visits. The representatives of HP India resisted the claim of the complainant. The forum checked the records and found that there was a fault in the power connected slot for which the complainant was directed to deposit the laptop at the repair centre. It found that the laptop was still under repair with the service centre. The forum also went through copies in which HP India representatives admitted manufacturing defects twice and that these could not be rectified. It observed, “Even the local dealer cannot shirk its responsibility
for inconvenience suffered by the complainant because it was his duty to get the defective good repaired instead of pushing the aggrieved customer to
the service centre for removal of the defects.” It asked the HP India
sales office at Bangalore and Chandigarh to refund the amount and pay compensation. The forum also directed the local dealer to bear 50 per cent of
the compensation. |
