They have submitted a memorandum to the DC demanding action against the “negligent” doctor and payment of compensation to the aggrieved family.

Young couple found dead

The recovery of the bodies of a young couple from a deserted house in Tohana town in this district today sent shock waves across the district.

The bodies of a boy and a girl, in their twenties, were found hanging from the ceiling of a room and it appears that the bodies had been hanging there for quite some time. The police said prima facie the case appeared to be one of suicide, though it did not rule out other possibilities.

The bodies have been decomposed beyond recognition and the faces have turned black.

The house, according to police sources, belonged to an advocate, who had shifted to some other state long back.

Situated on the Ratia road in the town, the house had been lying deserted since then and the matter came to light when some people living in the vicinity complained that stench was emanating from the house for the past some days.

Earlier they thought that some animal might have died in the dilapidated house, but were shocked to see the appalling scene when they went in to find out the truth. They found a boy and a girl hanging from a hook attached to the ceiling of the room.

Both legs of the girl are badly mutilated and appeared to have been eaten by stray dogs.

The police has sent the bodies to the general hospital after a team visited the site to collect evidence.

“We will keep the bodies in the hospital for 72 hours for their identification and in case we fail to get any clue, we will dispose these of after postmortem,” said SP Jagwant Singh Lamba.

He said circumstantial evidence available in the room pointed towards the possibility of suicide, as a number of bricks had been found stacked on a bed lying exactly under the hook from where the couple was found hanging.

However, the exact cause of death, he said, would be known only after the postmortem.

Rani (27) underwent a tubectomy operation at civil hospital here on June 14. Chaman Lal, brother of the victim, said she was discharged from the hospital immediately after the surgery, but complained of pain in abdomen the same evening. Her condition worsened on June 16, when she was again taken to the hospital, he added.

“However, the doctors did not provide any medical aid and told us to rush her to the PGIMS, Rohtak,” Chiman Lal alleged. The victim died in the PGIMS, Rohtak, on June 18.

Roshan Suchan, kin of the victim, alleged that the victim lost her life due to the negligent attitude of the operating surgeon as well as other health officials. He also stated that the patient was not provided any post-operative care.

Dr Manish Singla, who operated the victim, has denied that there was any negligence on his part or on the part of any health official.

“Tubectomy is a very minor surgery and requires no hospitalisation post operation. However, we always advise the patients to come for checkup in case they face any post-operative complications. The victim, as per kin’s statement, felt pain in the abdomen the same evening, but she was brought to the hospital two days later when her condition had deteriorated,” Singla said.

He maintained that the victim had developed pancreatitis, an infection of the pancreas, by the time she was brought back to the hospital. Singla said as the deceased’s condition was not manageable at the local hospital, her kin were advised to shift her to the PGIMS without losing any time.

Meanwhile, The DC said further action in the matter would be taken after he received a report from the Civil Surgeon.

2 doctors booked for providing false medico-legal reports

Hisar, June 24
The police have booked two doctors - a government employee and another private practitioner - for allegedly providing falsified medico-legal reports to enable individuals to get their rivals booked for attempted murder even though their injuries were not serious.

The accused are Dr Jaibir Jangra, medical officer, and Dr Tarun Sapra.

The case has been filed on the complaint of Dr Ramesh Kumar. He has alleged that Jangra had in 2005 pressurised him to describe injuries sustained by one Mahendra as life threatening.

He also stated that as x-ray examination of the patient did not reveal any head injuries, he refused to falsify the medico-legal report. The patient was then referred to Sapra Hospital where too tests did not reveal any such injury.

The complaint stated that Jangra and Sapra allegedly inflicted an injury to issue a fresh report that showed right parietal bone fracture. It added that Mahendra’s brother then lodged a complaint against Kumar with his superiors, who chargesheeted him.

Kumar met senior police officers with the relevant records on the basis of which the two doctors have now been booked.

Villagers lock up substation

The 132-kV substation at Nagura village in the district was locked up by the residents in protest against the poor supply of power from the past few days. The protest was, however, lifted off on the intervention of officials concerned, who assured that power supply would improve in the village. This has been fourth such incident in the district during the ongoing summer season when the villagers have locked up a substation or held a demonstration against the poor power supply in the rural parts.

Hundreds of villagers assembled at the substation today and asked the staff to vacate the place. It is reported that the protesters, who raised anti-government slogans, threatened to lock up power department offices against the failure of the department to supply adequate power to the village.

Demanding a separate power line for Nagura village, the residents blamed the Electricity Department for not maintaining proper supply and alleged that the villages were being victimised on this front. The seizure came to an end after senior officials, including a DSP, reached the spot and pacified the agitators.

Girl dies as heat wave continues

Searing heat claimed a life in the district yesterday where day temperatures have been hovering between 43°C and 46°C. Many more cases of heat stroke have been reported in the area.

Though the authorities at the PGIMS have not officially announced any death due to heat this season, it is reported that one Rimpi (15) of Ismaila village in the district was admitted in the emergency ward here yesterday with symptoms of heat stroke, sources said. Though the treatment was started immediately, she died later. The PGIMS Vice-Chancellor said he had no information on the incident so far, but admitted that some patients having such symptoms have been reported in the OPD in the past couple of days.

Power nigam gears up for paddy season

With an aim to meet the increased load due to the start of paddy sowing season the Dakshin Haryana Bijli Vitran Nigam (DHBVN) today decided to augment capacity of four 33-KV substations in the district.

Sudhir Rajpal, DHBVN managing director, said the substations at Madhosinghana, Kharia, Sirsa and Badagudha would be augmented with in next two weeks by setting up additional transformers.

He said the capacity of the substations at Panihari, Rori, Kalanwali, Rania, Kuttabarh and Bansudhar has already been hiked. The MD said DHBVN planned to construct 14 new 33-KV substations in the district to meet the increasing load and demand.

Haryana Vidyut Prasaran Nigam (HVPN) is also constructing five substations, including a 400-KV substation at Nuhianwali, a 220-KV substation at Chormar and three 132-KV substations at Khairkan, Dhudhianwali and Kurangawali.

DHBVN and HVPN had a comprehensive plan of over Rs 300 crore to strengthen power transmission and distribution system in the district, Rajpal said.

In addition, the Nigam has segregated agriculture and domestic load on rural feeders to give qualitative power supply to tubewells and three-phase supply to rural domestic consumers.

Another big project to strengthen the system is high voltage distribution system - a power distribution system of international standard.

The work has already been completed in about 250 villages of the district.

Rajpal asked the officials to accelerate the work of release connections to below poverty line (BPL) families under the Rajiv Gandhi Gramin Vidyutikaran Yojana.

Under the scheme, the Government of India has sanctioned projects worth Rs 12.34 crore on which the work has already been started. Under this plan, DHBVN will give free connections to 22,118 BPL families of the district. About 14,600 connections have already been released, Rajpal added.

Farmers block highway over power shortage

Traffic on the National Highway 72-73, near Naraingarh, in Ambala district was blocked for nearly three hours yesterday by hundreds of farmers. They were angry over acute power shortage and feared that they will suffer huge losses if the authorities do not streamline the power supply.

“Thousands of hectares of land in our district have dried up due to the drastic fall of power supply in the district. Power-run tube wells can lift only a little water,” said Darshan Singh, a resident of Naraingarh.

“We fear huge losses in the current season, as we cannot afford to irrigate lands with diesel-run shallow pumps. Despite the government’s earlier declarations that farmers will get electricity for minimum eight hours, we get power for just three to four hours daily,” they alleged.

In order to root out corruption prevalent in tehsil offices, multiple counters will be opened for getting sale-deeds of plots, houses, flats and farmhouses registered and the purchaser will get the registered deed on the same day.

A decision to this effect was taken by the Haryana Financial Commissioner-cum-Principal Secretary (Revenue), Naresh Gulati, during a meeting held here yesterday.

The meeting was attended by Gurgaon Divisional Commissioner TK Sharma and DCs of all districts under Gurgaon division, Gurgaon DC Rajender Kataria, Faridabad DC Parveen Kumar, Nuh (Mewat) DC CR Rana, Rewari DC A. Shreeniwas, Palwal DC Amit Aggarwal and Mahendergarh DC Vikas Gupta.

Gulati directed the officials concerned to get the decision of opening more counters in tehsil offices implemented immediately at least in Gurgaon and Faridabad districts. He asserted that the registered deed had to be delivered to the purchaser on the same day after affixing seal and signatures of the sub-registrar.

For facilitating the people, more than one counter should be opened in tehsil offices, where a totally dedicated sub-registrar for registering the sale deeds should be deputed.

“The services of naib tehsildars (NT) posted as NT (Li-Mi), NT surplus and NT accounts can be utilised in addition to the regular naib tehsildars for discharging the job of sub-registrar,” he said, adding that these sub-registrars would sit at their counters simultaneously and separate days or weeks would not be fixed for them. The meeting observed that the amount paid under the table for getting the sale-deed registered was bringing a bad name to the government, as the general impression was that the share reaches to the top level. “This step would also give some relief to the tehsildars, who are already overburdened in the revenue cases and working as duty magistrates,” the meeting noted.

Power staff stir from June 29

The Joint Action Committee (JAC) of the Haryana State Power Corporation Employees Union has announced to launch a statewide agitation from June 29 in protest against the state government’s failure to meet its long-standing demands and for carrying on with the policies of privatisation of the Power Department and its services.

The JAC will stage ‘dharnas’ and demonstrations at all circles, divisional and chief engineer offices of the department. Stating this here yesterday, a spokesperson for the JAC said the state government was acting arbitrarily in the matter of privatising the power distribution work in the state and despite an assurance given to the union by the Power Minister of the state a few months ago, the authorities had been busy with carrying out the implementation of the privatisation by appointing a private concern as consultant and nodal officer at two cities for making the move a reality.

Stating that while the government and its ministers talked of holding a debate and taking all parties concerned into confidence before such a move, he said the government on the other hand had been going on its own and without caring for the interests of the staff and the department.

Be innovative, Guv exhorts varsity teachers

Haryana Governor Jagannath Pahadia today said the state government had initiated a number of steps for the promotion of technical education in order to meet the growing demand of the industry for trained manpower.

He was addressing a meeting of officers and faculty members of the Deenbandhu Chhotu Ram University of Science and Technology, Murthal.

The Governor appreciated the university for the progress and development in the brief period of just over three years of its existence and said the academic programmes offered by the university were “socially relevant and extremely helpful”.

“The weekend programmes in highway safety and engineering and other masters programmes offered by the university has extended an opportunity to professionals to improve their qualifications,” he said.

The Governor advised the faculty to find new and innovative methods of providing education and training so that the students of the university brought name and fame not only to the state but also to the country.

Vice-Chancellor of the university HS Chahal claimed that the Murthal university was the first one in the country to commence masters programme in highway safety for professionals.

Registrar of the university RK Arora listed the achievements of the university and presented a vote of thanks.

On the occasion, 63 students of the university were handed over appointment letters by the Governor. These students were selected by various companies after placement interviews on the campus.

Earlier, the Governor inaugurated a 16-suite university guest house and laid the foundation stones of a girls’ and a boys’ hostel.

Depts concerned to disburse scholarships

For the timely disbursement of educational scholarships to the students belonging to minority communities and Scheduled Castes, scholarship schemes will now be implemented through the departments concerned in the state.

A decision to this effect was taken in a meeting presided over by Chief Secretary Urvashi Gulati. At present three scholarships schemes - namely pre-matric, post-matric and merit-cum-means - are being implemented for the students of these communities. The decision has been taken to remove any bottleneck in the effective implementations of the schemes. It was also decided in the meeting that line departments like education, technical education, industrial training and vocational education and health and medical education would implement the schemes.

All three wings of Education Department - elementary education, secondary education and higher education - would implement these schemes according to the classes covered under these departments. The Elementary Education Department would implement pre-matric scholarship for the students of classes 1-8 and the Secondary Education Department would implement pre and post-matric scholarship for classes 9-12. The post-matric scholarship scheme for higher classes like graduation, postgraduation, M.Phil, diploma and professional courses would now be implemented through the Higher Education Department.

The Technical Education Department would implement the scholarship schemes for those pursuing engineering, medical, law and technical courses approved by the AICTE, including PhD and Postdoctoral research.

It was also decided in the meeting that the Industrial Training and Vocational Education Department would implement the scholarship scheme for the post-matric scholarship for post matriculation-level courses.

The Health and Medical Education Department will implement the merit-cum-means scholarship scheme for degree and postgraduate courses.

Panchayat Poll
6,651 file papers

The forthcoming panchayat poll in the district has evoked a massive response from villagers. As many as 6,651 nominations have been filed so far for elections to panchayats, panchayat samitis and the zila parishad.

This is the first time that such a large number of candidates have come forward to contest the poll. The large number of candidates will ensure close contests in almost all panchayats.

The number of women candidates has also gone up this time. So far, over 2,000 women have entered the fray.

Hisar block so far tops the list with 656 candidates for posts of panch and 334 for sapanches. Hansi-I block comes next with 625 nominations for panches and 292 for sarpanches.

Barwala block occupies the third spot with 448 nominations for panches and 288 so far for sarpanches.

For the zila parishad, 209 candidates filed their nominations yesterday.

RS poll process begins

The biennial election programme to elect two Rajya Sabha members from Haryana by the MLAs of the state was announced here yesterday. These seats have fallen vacant following the the retirement of Tarlochan Singh and the resignation of Ajay Singh Chautala.

A spokesman for the Haryana Assembly said here the last date for filing nomination papers would be June 30. The nomination papers could be submitted by a candidate or by any of his proposers to the Returning Officer or the Assistant Returning Officer at their offices located in the Haryana Vidhan Sabha Secretariat, Vidhan Bhawan, Chandigarh, between 11 am and 3 pm on any day, other than a holiday.

The nomination papers will be scrutinised on July 1 at 10 am. The last date for withdrawal is July 3. Polling, if necessary, will be held on July 10 between 9 am and 4 pm.

Labourer killed, 3 hurt in attack

A labourer was killed while three others received injuries when an assailant attacked them with a sharp-edged weapon at Queela Colony here last night.

The deceased has been identified as Munna while the injured are Raju, Mukesh and Gabbar Singh, all residents of Jannaud district in Uttar Pradesh. They have been admitted to the PGIMS at Rohtak where their condition is stated to be out of danger.

The incident took place when the labourers were asleep in a room. The miscreant barged into the room and attacked them with a sharp-edged weapon. He managed to flee from the spot after perpetrating the crime.

On hearing the cries, neighbours came there and took the injured to the Civil Hospital here from where they were referred to the PGIMS, Rohtak. Munna reportedly succumbed to his injuries on the way of the PGIMS.

Jhajjar SSP Sourabh Singh said the assailant had been identified and he was also a labourer who attacked the others following an old enmity.

A case of murder had been registered against him and a hunt was on to arrest him.
