The Social Democratic Party (India), a local NGO for the social awareness, would knock the doors of the Punjab and Haryana High Court to simplify the recent complicated procedure framed by the State Information Commission Punjab for filing second appeal before it by the information seekers for not getting the desired information from the government officers/departments concerned under the RTI Act.

Water supply project launched
Hoshiarpur, June 8
Chief Parliamentary Secretary Sohan Singh Thandal inaugurated the water supply project at village Laksihan in Mahilpur block of the district today. The Rs 51-lakh project would provide potable water to more than 3,000 people of Laksihan, Bhanna and Khairar villages.

Missing liquor boxes: Excise Inspector among 3 held

The police has cracked the case of missing of 872 boxes of liquor worth Rs 26 lakh out of the unsold stock of 2,415 boxes, which was confiscated by the Excise Department, at the store situated at nearby Karyam village few days ago, by arresting an Excise Inspector Sat Pal and Phillaur-based wine contractor Vishal Kumar and his employee Raj Kumar.

The police also recovered 313 boxes of liquor and found a sum of Rs 3.97 lakh in the bank account of the accused Excise Inspector.

Giving details at a press meeting, SSP Narinder Bhargav said the police had registered a case under sections 409, 457, 380 and 120 B of the IPC on the basis of a complaint filed by Surjit Singh, manager, Brij Mohan Singh and Company on June 7.

In his complaint, Surjit Singh had said the Excise Department had conducted a raid on their store and confiscated the unsold boxes lying there. A petition was filed with the Divisional Excise and Taxation Commissioner, Jalandhar and while disposing of the petition the DETC imposed a fine of Rs10,000 and ordered release of the stock.

The fine was deposited and the Excise Inspector said he was out of the station and as the orders had been issued and advised them to break the locks for taking the stock of liquor. But, when the store was opened they found as many as 872 boxes of liquor missing. The complainant had even termed the advice given by the Excise Inspector to break the locks as a part of conspiracy to put blame of theft on them. Moreover, the complainant had also revealed in his statement that as per the inquiry conducted at their own end, it had come to light that the liquor was stolen between the period of May 14 to 25 with the connivance of the Excise Inspector.

“Jagjit Singh, SP (HQ), was deputed to investigate into the matter and he traced the case,” said Bhargav while adding that during investigation it was came to light that the liquor boxes were stolen from the store thrice. In first attempt as many as 189 boxes, in second attempt 333 boxes and in third attempt 140 boxes were taken away from the store. The vehicles of a Banga based wine contractor Baljit Singh and Phillaur based wine contractor Vishal Kumar were used for the purpose and the stolen liquor was sold to Phillaur based wine contractor Vishal Kumar.

“The further investigation are going on into the case and more arrests, recoveries and startling revelations in near future, are not ruled out”, further said Bhargav.

No relief for NRI’s expelled wife

An NRI’s wife, whose in-laws had allegedly expelled her from the house at nearby Tajpur village a few years ago, could not get relief even today, despite court orders.

Instead of implementing court orders, the in-laws of the NRI’s wife Naresh Rani reportedly left their village after locking their house.

A city court had provided her relief under the provisions of the Protection of Woman from Domestic Violence Act-2005 by ordering her in-laws to provide her a room at their house.

It was her third attempt to get the court orders implemented under the protection of the Lambra police, but she again got disappointment on seeing her in-laws’ house locked.

Naresh Rani, accompanied by her relatives and some police personnel, sat in front of her in-laws’ locked house, but her in-laws did not return till late this evening. She said her husband Hussan Lal had left for Italy after two months of their marriage in 2004. Thereafter, he did not return, whereas her in-laws expelled her from their house in 2008.

Naresh said she filed a petition in the court under section 12 of the Protection of Woman from Domestic Violence Act-2005 in 2008 after she was expelled from her in-laws’ house allegedly by her father-in-law Sardhu Ram, mother-in-law Mindo, her brother-in-law and sarpanch of Tajpur village Ashok Kumar and his wife Madhu in May, 2008.

“The JMIC had directed the SHO, Lambra, to provide me a room in my in-laws’ house and my ‘istri dhan’ (dowry). Now upholding the orders of the lower court, the Sessions Judge dismissed the appeal filed by Mindo,” she added by showing the documents.

Naresh’s brother Vijay alleged that her in-laws were making mockery of the law at the behest of the sarpanch, Ashok Kumar, reportedly close to the ruling alliance.

Earlier, they had met SSP (Rural) Ashish Chaudhary with a copy of the orders on May 18, but the orders could not be implemented. Meanwhile, her in-laws got enough time and Ashok Kumar got a 10-day stay from the Punjab and Haryana High Court, which was valid till June 7, said Vijay, adding that the stay expired today and they came to the village for the compliance of the court orders, but again got disappointed.

SHO, Lambra, Gulshan Lal, said the police went to the village for the compliance of the court orders, but due to the house being locked they could not do anything.

State Information Commission’s complicated procedure

The Social Democratic Party (India), a local NGO for the social awareness, would knock the doors of the Punjab and Haryana High Court to simplify the recent complicated procedure framed by the State Information Commission Punjab for filing second appeal before it by the information seekers for not getting the desired information from the government officers/departments concerned under the RTI Act.

In a press release here today, party president Jai Gopal Dhiman said during past, in case of not getting information from the concerned officer or department under RTI Act, the applicant could file second appeal to the State Information Commission Punjab on a plain paper in this regard.

The Commission after taking necessary action, get released the required information to the seekers. But the State Information Commission has now under regulations no 9 of its (Management) Regulations 2010 has sought copy of the RTI application submitted before the SPIO/Assistant SPIO/PIO/APIO along with documentary proof as regards payment of fee under the RTI Act, order of decision or response if any from the SPIO/PIO to whom the application submitted, first appeal submitted before the first Appellate Authority with documentary proof of filing the first appeal, orders or decision of resource if any from the first Appellate Authority against which the appeal or complaint is being preferred, documents relied upon and referred to in the appeal or complaint, certificate stating that the matters under appeal or complaint have not been previously filed or pending or decided by any of the commissioners, copies with an index of the documents referred to in the appeal or complaint and original application under section 6 of the RTI Act, copy of proof of service of appeal/complaint on the SPIO/PIO and the Appellate Authority and two sets of complaint and 3 sets in second appeal.

Jai Gopal Dhiman said with these complications, majority of the information seekers especially illiterate would not be able to file second appeal to get the required information under the RTI Act. Instead of simplify the procedure, the Commissioner had made it complicated alleged Jai Gopal Dhiman.

Water supply project launched

Hoshiarpur, June 8
Chief Parliamentary Secretary Sohan Singh Thandal inaugurated the water supply project at village Laksihan in Mahilpur block of the district today. The Rs 51-lakh project would provide potable water to more than 3,000 people of Laksihan, Bhanna and Khairar villages.

Addressing the gathering, Thandal said to provide potable water to the villages of Mahilpur state assembly segment, 18 water supply schemes with cost of Rs 5 crore had already been commissioned. Construction of 5 more water supply schemes was being done with a cost of Rs. 2.5 crore which would be completed during current financial year. He distributed cheques of Rs 11.7 lakh to 10 gram panchayats of the area for development works and announced Rs 3.5 lakh to Laksihan village for development activities. — OC
