Advani launches Sparsh Ganga campaign
Dehradun, May 17 Advani added that the credit for the successful completion of the Maha Kumbh and the start of the Char Dham yatra goes to the state government headed by Chief Minister Ramesh Pokhriyal Nishank. “Two wonderful things happened during the Maha Kumbh. The first was the start of the World Hindu Kosh and the second was the start of the Sparsh Ganga campaign,” he said. Advani said that the Maha Kumbh was the biggest religious congregation on Earth and it has taken the world by surprise. “More than 70 lakh people visited the Kumbh last time, but this time, the number of pilgrims calculated by the space application centre of the state were 1.64 crore who took a bath on April 14,” he said. Chief Minister Ramesh Pokhriyal Nishank said that his government has resolved to clean the Ganga and sent a proposal in this regard to the Union government. He said that each and every individual should be sincere and not throw filth or plastic in rivers and hills. “Youth and non-governmental organisations have a bigger role to play in this campaign,” he said. Former Uttarakhand Chief Minister Maj Gen BC Khanduri (retd) in his address said that it was a good initiative which should be taken up not only at the national level, but at the international level. Former Madhya Pradesh CM Uma Bharti said that it was the commitment of every Hindu to clean the Ganga. Former Pauri Garhwal MP Lt Gen TPS Rawat (retd) and Uttarakhand state BJP chief Bishan Singh Chufal were among other senior party leaders present on the occasion. |
Clouds of uncertainty over 193 colleges
Dehradun, May 17 The new academic session is about to begin shortly in these colleges, but the government has so far not created a new state university that will give affiliation to these colleges. To tide over the vexed issue of affiliation, it was announced in October last year that the government would shortly issue an ordinance paving the way for setting up a new state university to which these 193 colleges would be affiliated, automatically replacing HNB Garhwal University that had become a Central university. But so far, this university is nowhere in sight. Sources said the government was facing a problem regarding availability of land and its location. Though the provision of token money has already been made in the state budget, nobody is ready to commit a date when the new university will come into being. “We have already prepared a draft for the new university, but the remaining issues have to be sorted out at the highest level,” said Radhika Jha, Additional Secretary, Higher Education. As of now, the colleges continue to be affiliated to the Central University that is unable to focus on its main agenda of promoting the university into a centre of excellence. “We are being forced to make
dual arrangements and that, in all probability, should not be our business. We are being forced to conduct exams
and declare results of private colleges. We have managed one academic year and as the picture is not clear, it looks like that we will have to wily nilly continue with it,” said Dr US Rawat, HNB Garhwal University. The ordinance will enable new colleges to apply for affiliation and the old colleges that want to get disaffiliation from the Central university could also apply to the new university for affiliation. As declared earlier by the government, the university is to be established in the Garhwal region. The issue may acquire political overtones once the government zeroes down on one of the six districts. No wonder, it is treading cautiously for now. Among the host of alternatives being deliberated upon for the new university, one of these is converting the Swami Tirath campus at Badshahi Thaul (Tehri) of the HNB Garhwal University into a state university, but the state government has already transferred the Badshai Thaul campus at new Tehri to the Central university and cannot possibly get it back. “According to the modalities of
the agreement, the state government has handed over the property to the Central university and we need these for developing our own residential campuses and therefore, we cannot part with these. “We are building islands of excellence without compromising on quality. We have no objection to colleges waiting to get affiliated with us, but they need to maintain certain standards. “However, the state may gain
tremendously in terms of building academic resources and even emerge a frontline state in the field of environment and resource management,” stressed Prof SK Singh, VC of HNB Garhwal University. As for the Central university, it is keen to continue with the ongoing courses and then proceed with more contemporary and modern studies in biotechnology and microbiology and even advanced and specialisation courses in the fields of engineering and medicine. |

According to Vice-Chancellor Dr Vinay Kumar Pathak, the university has accomplished the Herculean task of identifying the colleges and various organisations for being allotted the study centres as well as being designated as programme centres. The whole exercise was carried out by a service expedition over a period of 17 days. The expedition was carried out by a university team of two consultants and two staff members. After this survey, advertisements were released in newspapers so that the organisations could apply for getting the study centres. The university authorities claimed that there was an overwhelming response to the advertisements for applying for the setting up of study centres. Around 300 applications were received from various organisations involved in running private colleges as well as government-run colleges. For practical purposes, the state was divided into 10 regions and senior professors were appointed as regional directors. According to a university spokesperson, they played a crucial role in decision making with the four teams which were evaluating the centres. Finally, 147 centres were chosen as programme as well as study and special study centres. There are around 114
programme centres that are already running one or two programmes. He said the 16 organisations that had been given permission to set up the study centres were around 16 were those that were running three or more programmes. Eight organisations had been allotted special study centres. They were located in remote and rough terrains. The spokesperson added that for the expansion of education in these areas the Vice-Chancellor had agreed that the university would bear 50 per cent of the cost involved in setting up the study centres in these areas. A total of 106 centres have been identified for running courses in humanities and management like masters in business administration (MBA), bachelors in business administration (BBA). Commerce courses would be run from 55 centres. A total of 25 study centres would also help in running a course in hotel management and seven centres would run courses of astrology, while 24 centres had been identified for ayurveda and life sciences. They just knew that the BCCI had two meetings with the CAU and the UCA to give affiliation.
