Advani added that the credit for the successful completion of the Maha Kumbh and the start of the Char Dham yatra goes to the state government headed by Chief Minister Ramesh Pokhriyal Nishank.

“Two wonderful things happened during the Maha Kumbh. The first was the start of the World Hindu Kosh and the second was the start of the Sparsh Ganga campaign,” he said.

Advani said that the Maha Kumbh was the biggest religious congregation on Earth and it has taken the world by surprise. “More than 70 lakh people visited the Kumbh last time, but this time, the number of pilgrims calculated by the space application centre of the state were 1.64 crore who took a bath on April 14,” he said.

Chief Minister Ramesh Pokhriyal Nishank said that his government has resolved to clean the Ganga and sent a proposal in this regard to the Union government.

He said that each and every individual should be sincere and not throw filth or plastic in rivers and hills. “Youth and non-governmental organisations have a bigger role to play in this campaign,” he said.

Former Uttarakhand Chief Minister Maj Gen BC Khanduri (retd) in his address said that it was a good initiative which should be taken up not only at the national level, but at the international level.

Former Madhya Pradesh CM Uma Bharti said that it was the commitment of every Hindu to clean the Ganga. Former Pauri Garhwal MP Lt Gen TPS Rawat (retd) and Uttarakhand state BJP chief Bishan Singh Chufal were among other senior party leaders present on the occasion.

The DAV PG College in Dehradun, having a strength of more than 20,000 students, is the biggest college affiliated with Hemwati Nandan Bahuguna Garhwal University at Srinagar

Dehradun, May 17
Clouds of uncertainty continue to hang over the future of 193 colleges in six districts that were part of Hemwati Nandan Bahuguna (HNB) Garhwal University before it was accorded the status of Central university.

The new academic session is about to begin shortly in these colleges, but the government has so far not created a new state university that will give affiliation to these colleges.

To tide over the vexed issue of affiliation, it was announced in October last year that the government would shortly issue an ordinance paving the way for setting up a new state university to which these 193 colleges would be affiliated, automatically replacing HNB Garhwal University that had become a Central university. But so far, this university is nowhere in sight.

Sources said the government was facing a problem regarding availability of land and its location. Though the provision of token money has already been made in the state budget, nobody is ready to commit a date when the new university will come into being.

“We have already prepared a draft for the new university, but the remaining issues have to be sorted out at the highest level,” said Radhika Jha, Additional Secretary, Higher Education.

As of now, the colleges continue to be affiliated to the Central University that is unable to focus on its main agenda of promoting the university into a centre of excellence.

“We are being forced to make dual arrangements and that, in all probability, should not be our business. We are being forced to conduct exams and declare results of private colleges. We have managed one academic year and as the picture is not clear, it looks like that we will have to wily nilly continue with it,” said Dr US Rawat, HNB Garhwal University.

The ordinance will enable new colleges to apply for affiliation and the old colleges that want to get disaffiliation from the Central university could also apply to the new university for affiliation.

As declared earlier by the government, the university is to be established in the Garhwal region. The issue may acquire political overtones once the government zeroes down on one of the six districts. No wonder, it is treading cautiously for now.

Among the host of alternatives being deliberated upon for the new university, one of these is converting the Swami Tirath campus at Badshahi Thaul (Tehri) of the HNB Garhwal University into a state university, but the state government has already transferred the Badshai Thaul campus at new Tehri to the Central university and cannot possibly get it back.

“According to the modalities of the agreement, the state government has handed over the property to the Central university and we need these for developing our own residential campuses and therefore, we cannot part with these.

“We are building islands of excellence without compromising on quality. We have no objection to colleges waiting to get affiliated with us, but they need to maintain certain standards.

“However, the state may gain tremendously in terms of building academic resources and even emerge a frontline state in the field of environment and resource management,” stressed Prof SK Singh, VC of HNB Garhwal University.

As for the Central university, it is keen to continue with the ongoing courses and then proceed with more contemporary and modern studies in biotechnology and microbiology and even advanced and specialisation courses in the fields of engineering and medicine.

BCCI Affiliation to State
Tussle over president’s post caused delay, says U’khand cricket assn chief
Sandeep Rana
Tribune News Service

Dehradun, May 17
The state might have got the long-pending affiliation to the Board of Cricket Control in India (BCCI) last year if the Uttaranchal Cricket Association (UCA) and the Cricket Association of Uttaranchal (CAU) had not been adamant to head the state association, claimed Ram Sharan, president of the Uttarakhand Cricket Association.

Sharan said BCCI Vice-President Arun Jaitely during a meeting in Mumbai had asked members of the three associations, including his, to form one committee. Then only it could give affiliation to the state.

But the two associations stuck on with their demand of appointing their own presidents to the yet-to-be-found affiliated association. The UCA wanted Baliyan as president and the CAU put forth the name of Hira Singh Bisht for the same. “We just want that whosoever the BCCI makes the president, the state should get the affiliation,” he added.

“These two associations wanted only the presidentship, not the affiliation,” Sharan voiced. Meanwhile, both associations have denied having any issue due to the post of the president.

PC Verma, general secretary of the CAU, told The Tribune that they didn’t know any other association.

They just knew that the BCCI had two meetings with the CAU and the UCA to give affiliation. He refuted that the issue of getting the BCCI affiliation got withheld due to any presidentship issue between the two associations.

While Chanderkant Arya, secretary of the UCA, claimed that their association would get affiliated to the BCCI in September this year.

“We are the oldest cricket association in the state and the BCCI had asked us to promote junior kids and work in ground development, and we are sure this September we will get the affiliation,” he said.

He also maintained that four associations were called by the BCCI and the two of them were discarded. “Only the CAU and our association were recognised by the apex body,” he added.
