Uttarakhand, HP join hands

Dehradun, May 12
Uttarakhand and Himachal Pradesh would jointly take up the issue of getting Special Industrial Package restored up to the original date of March, 2013 and even try to get it extended up to March, 2020. This decision was taken at a high-level meeting held between Uttarakhand Chief Minister Ramesh Pokhriyal Nishank and Himachal Pradesh Chief Minister Prem Kumar Dhumal in Shimla, as per an official press release here today.

Samiti seeks redressal of Dalits’ issues

Alva concerned over lack of amenities in hilly areas

Uttarakhand Governor Margaret Alva has expressed concern over the denial of civic amenities to people living in hilly regions, especially the areas with the scenic spots like Kausani and Mukteshwar, as well as continuous degradation of environment on the hills.

Give licence to stone powder units in a month: DM

District Magistrate Shailesh Bagauli has directed that the stone powder units seeking licences for distribution must be provided with the same within a month. The directions were given at a meeting of the District Udyog Mitra held here yesterday.

Industrial Package

Uttarakhand and Himachal Pradesh would jointly take up the issue of getting Special Industrial Package restored up to the original date of March, 2013 and even try to get it extended up to March, 2020. This decision was taken at a high-level meeting held between Uttarakhand Chief Minister Ramesh Pokhriyal Nishank and Himachal Pradesh Chief Minister Prem Kumar Dhumal in Shimla, as per an official press release here today.

Both the Chief Ministers stated that their states would fight for their rights on all fronts and write to the Prime Minister urging him to restore the package which had originally been announced up to March, 2013 and then extend the same up to March, 2020 as a compensatory relief to the states for the uncertainty which had marred more industrial investments in both the states.

They said while the north eastern states had been granted Special Industrial Package for 20y years and the incentives were much more as compared to the incentives available to both these states. They said the package without restoration of exemption in central excise duty was meaningless and the same exemption needed to be made available to the states up to the original date announced by former Prime Minister Atal Behari Vajpayee in 2003.

They said the matter had been taken up repeatedly at all level but no relief has been granted by the Union government. They said the industrial expansion was in progress in both the states and would benefit the state only on restoration of the central excise duties to the original year of 2013.

They said it had never happened in the history of the country that a package once announced by one government had been withdrawn by the successive government. They resolved that the matter would be raised to get justice delivered to the people of Himalayan states of Himachal Pradesh and Uttarakhand.

Asha Swarup, Chief Secretary, Himachal Pradesh, Bhim Sen, Principal Secretary to the Himachal Pradesh Chief Minister, Rajesh Nathani, Advisor to the Chief Minister of Uttrakhand, Shri Rajender Chauhan, Industrial Advisor and senior officers of Uttrakhand were present among others in the meeting.

Raj Bhawan to hold workshop on agriculture

Governor of Uttarakhand, Margaret Alva will be hosting a workshop at Raj Bhawan here on ‘Transformation of Agriculture in Uttarakhand’. According to a Raj Bhawan spokesperson, “This workshop will help in developing ideas as to how the agriculture in Uttarakhand could be revolutionised to make it more profitable and remunerative. The workshop will, thus, lead the agricultural planners, scientists, executives and extension functionaries to set a direction to theirrespective programmes.”

Besides the state agriculture minister Trivendra Singh Rawat, well-known agricultural scientists, environmentalists and social workers from across the country, including Dr KL Chadha, Sunder Lal Bahuguna, Chandi Prasad Bhatt, Shekhar Pathak and Dr Vandana Shiva will enlighten the participants for proposed transformation in agriculture.

BJP sends memo to Prez

A delegation of the senior Bharatiya Janata Party (BJP) functionaries under the leadership of state president Bishan Singh Chufal submitted a memorandum to Governor Margaret Alva to be forwarded to President Pratibha Devi Singh Patil to register their protest against the alleged misuse of the CBI by the Congress-led United Progressive Alliance (UPA) government at the Centre.

The BJP leadership has charged that the CBI is being misused by the Central government for achieving political goals and such an act is worrisome.

Gadkari to visit Doon

National president of the BJP Nitin Gadkari has accepted the invitation of patron of the Himalayan Environmental Studies and Conservation Organisation Anil Joshi to visit Dehradun and get acquainted with the work being carried on Lok Vigyan.

Dr Joshi extended the invitation during his visit to New Delhi recently, where he had gone to take part in the Brain Storming Session on Aantodaya Yojana organised by the BJP.

During the meeting, Dr Joshi also presented papers on a separate Himalayan policy that he has been propagating.

Cong, BSP tie up for planning panel polls

Nainital, May 12
In an interesting development, the Congress party and the BSP have come together to jointly fight the forthcoming District Planning Committee (DPC) elections. The decision came after a meeting of both the parties that was held on Monday evening at Haldwani. Senior Congress leader Mahesh Sharma told The Tribune, “It is a very good thing that the BSP has come with us and now we are in a very strong position”.

In Nainital district, a total of 21 DPC members are to be elected out of which 14 will be coming from the Zila Panchayat, four from Haldwani, Ramnagar and Nainital Nagar Palika and one each from town areas in Kaladhungi, Lalkuan and Bhawali-Bhimtal.

Of the 14 Zila Panchayat nominees, 13 from the Congress and one from the BSP would file their nominations. — TNS

Sewa Dal to honour eminent persons

The local unit of the Congress Sewa Dal will honour eminent personalities from varied fields. Five personalities each will be selected from among doctors, freedom fighters, journalists, advocates, social activists, zila panchayats, village heads, academicians and school toppers by a core committee of the Sewa Dal. They will be felicitated at a function to be held later this month on the sidelines of a camp for district and city Sewa Dal activists beginning from May 17.

District chief of the Sewa Dal Rajesh Rastogi said the camp would cover various aspects with focus on making the organisation stronger and recruitment of new members.

As part of a camp to mark Rajiv Gandhi’s death anniversary, oath of induction would be administered to 300-odd activists. Various other programmes such as rallies, seminars and sharing of experience by veteran Sewa Dal activists with the younger ones would also be chalked out during the camp.

Meanwhile, the Sewa Dal condemned the present BJP-led state government for abuse of state machinery. Pointing towards the Dhanpura village where communal tension was nearly on the brink of resurfacing, Rastogi said the district administration behaved like an aide of the RSS. “When state cabinet minister Madan Kaushik himself was donning the RSS outfit and parading in the sensitive area it was the duty of the district administration to stop him from creating communal tension,” he added.

Lashing out at the police for being too severe on innocent Bishanpur villagers who were protesting after an elephant had killed a worker, Sangeeta Bharadwaj, member of the city unit of the Sewa Dal, said hapless villagers were beaten up mercilessly and many fled from their villages fearing the police.

It’s murder, says Shivam’s kin

Mussoorie, May 12
Relatives of Shivam, 10-year-old student of ITL Public School, Dwarika, New Delhi, who died in mysterious circumstances at at Dunsvirk Court Hotel in Mussoorie on Sunday, today visited the police station to find out where the investigations were heading. They alleged that Shivam’s was murdered.

Rakesh Mehta, a friend of the Shivam’s family, said the purpose of their visit was to assist in the investigation on the light of new findings they received in New Delhi and share it with the investigative agency. He said the school authorities were not supportive in the investigations and were hiding the facts in the case.

Shivam’s relatives, after visiting the hotel, said the incident had happened due to negligence on the part of the hotel management. There was only one watchman manning such a big hotel who took only one round of the hotel premises around 1 pm. The school of such repute charged Rs 3,500 per student for three-day stay in the hotel while it paid only Rs 1,500 per student to the hotelier. As many as 180 students were herded into 40 rooms. Students were given rooms on the second floor with low height railing.

Shivam’s uncle Rajesh Verma said no forensic evidence had been collected so far which could throw new light on the investigations. He said Shivam had a small altercation with a student prior to the educational tour. The family members alleged that the teacher in charge of the whole tour was not divulging what occurred that day.

Verma said most of the versions given by the teachers were contradictory in nature and instead of staying around the students they were busy in cementing their love affairs presumably.

Meanwhile, the family members met state Tourism Minister Madan Kaushik and urged him get the the investigation sped up. They it was a murder and the investigation should be conducted keeping that in mind.

Protesters dump garbage outside Health Officer’s residence

In a unique way of agitation, sanitation workers dumped garbage outside the residence of the Health Officer in protest against non-receipt of dues of the Kumbh period. The workers also alleged that massive irregularities had taken place with the health and sanitation funds as many fake employees had been given salaries for full duration of the Kumbh.

Speaking to The Tribune, Poonam Valmiki, head of the agitating workers, who were holding the protest under the aegis of the Union Karam Yogi Kalyankari Samitil, said the corruption had broken all records during the Maha Kumbh. “We worked assiduously for four months with the city witnessing crowds of crore of people but the department is busy releasing salaries to fake employees and ignoring the actual field workers,” said Valmiki.

Meanwhile, Health Officer Anil Tyagi refuted the allegations and termed the act of protesters as unfortunate, Everything would be done as per the procedure.

Samiti seeks redressal of Dalits’ issues

The Kamgaar Kalyan Samiti today held a protest at Dehradun District Headquarters seeking prompt redressal to the issues affecting the Dalit community in the state. They also submitted a memorandum to the state government on the occasion.

Led by president of samiti Vijay Kumar, members expressed concern over hassles over disbursement of the SC certificates. The protesters also demanded making November 9, 2011, as cut off date for issuance of the SC certificates.

They also demanded inclusion of Saharanpur and Bijnore districts in Uttarakhand. Ashish Rana, Suresh, Vishal and Rahul were among the protesters.

Mussoorie cops felicitate senior citizens

Mussoorie, May 12
In a meeting held at Mussoorie police station senior citizens were felicitated by the Police Department for successfully controlling the traffic on the Mall Road through Gandhigiri last year.

The department this year has once again solicited the co-operation of senior citizen and has appointed them as voluntary traffic wardens or friends of traffic police aprons.

The senior citizens would voluntarily man the barriers on the Mall Road and assist Mussoorie police in effective traffic control.

Station in charge MC Joshi said a cap and apron was being given to the senior citizens to facilitate a joint management of the traffic.

He hoped that the association would prove fruitful this summer season once again. Senior citizen president RS Sharma, Harish Kalra, Bijendar Panwar, Sandeep Aggarwal, Sunil Panwar and others were present on the occasion.

Alva concerned over lack of amenities in hilly areas

Uttarakhand Governor Margaret Alva has expressed concern over the denial of civic amenities to people living in hilly regions, especially the areas with the scenic spots like Kausani and Mukteshwar, as well as continuous degradation of environment on the hills. It is a great cause of concern that the land where the world-famous Chipko movement started has been denuded of forests, she added.

The Governor was on a short visit of Mukteshwar, Almora, Kausani and Bageshwar in between her stay in Nainital.

Alva said she felt deep pain when she saw a large number of tress were being cut in this hilly region that once attracted Mahatma Gandhi due to its scenic and spiritual beauty.

“Wherever I visited in the hilly region people complaint about lack of medical facilities, shortage of doctors in near by hospitals, drying up of natural sources of drinking water and non-availability of electricity,” Alva told the media persons at circuit house Almora.

The Governor was on her first visit in this area. She said the hilly areas should have mini and micro hydroelectric schemes for the frail ecology of hills which should not be disturbed. “Besides this the rain water should also be preserved in hilly areas and only non-preserved water should be flown towards the plains,” said the Governor.

Alva visited the Panchachuli weavers group in Almora and talked to the women weavers there. “The women should be given facility of weaving handicrafts at there homes that they could earn their livelihood and social empowerment by working at their homes,” said Alva. Alva said the shape and nature of developmental schemes for hill areas should be different than those of in plain areas.

Parked tourists’ vehicles headache for locals

The linking roads have been blocked by tourists’ parked vehicles and are hindering the free flow of traffic in Mussoorie. The roads are being blocked by hotels which have no parking space of their own and suggest to their guests to park on the road adjacent to the hotels.

Residents of Mussoorie allege that this is happening due to the apathy of the Mussoorie police which fails to challan the vehicles parked on the road completely blocking these for commuters using these lanes.

Most affected are school-going children and office-goers who have to divert from the route to reach their destinations.

The Camel Back road is also facing a similar condition leading to traffic jams for hours. All this is despite the directions of the SSP, Dehradun, to take punitive action against such vehicles owners.

Give licence to stone powder units in a month: DM

District Magistrate Shailesh Bagauli has directed that the stone powder units seeking licences for distribution must be provided with the same within a month. The directions were given at a meeting of the District Udyog Mitra held here yesterday.

Bagauli asked the officials of the Mining Department that entrepreneurs seeking distribution licenses should be provided relevant information through the Himalayan Chamber of Commerce so that they could pursue the formal procedures required for availing the licenses.

The representatives of the chamber told the District Magistrate that the workers employed at various units had been facing problems for getting ration cards, following which Bagauli had directed that the ration cards of the employees staying at one place for a decade be made in the first phase. He also promised to take up the issues pertaining to problems being faced by small entrepreneurs in availing bank loans on priority basis.

Baguli took a serious note of the absence of officials from the Provident Fund Department and has called for an explanation from them.

He promised every possible help in promoting industry in the district.

Responding to a demand that the duration for picking up the auctioned extract of pine trees be reduced to 30 days against the existing 90 days, Bagauli promised to take up the matter with the officials of the Forest Department at the earliest.
