Age limit for forest guards may come down

As a big relief to the ageing frontline staff, the Uttarakhand Forest Department has proposed to give itself a younger look at the forest guard level. The newly formulated Subordinate Staff Service Rules, 2010, that have been proposed to the government and cater to the forest guards, have reduced the upper age limit of intake at the forest guard level from existing 28 years to 23 years.

Now, the new service rule awaits cabinet approval before coming into implementation. The new staff service rules document was proposed today by the Uttarakhand State Forest authorities. Presently, the Uttar Pradesh rules are in implementation in Uttarakhand and need for new Forest Department Subordinate Service Rules were being felt for long.

Uttarakhand forest officials have toed Himachal Pardesh while framing the new rules due to similar work terrain and conditions. Apart from ensuring better promotion facilities for the forest guards, the new rules have lowered the maximum age.

The backbone for Uttarakhand Forest Department, forest guards play a decisive role in the field and other frontline forest protections works. Physical efficiency stands a major factor for effective working of the forest guards. Managing rugged hilly terrain calls for a lot of stamina and physical ability and most of the state lower level field staff, particularly forest guards, come from higher age groups often affecting their performance.

Forest guards’ abilities also come to test during the summer season when the problem of forest fires is a common feature. Here too, the department has been of the view that fighting fires needs a younger lot. The lowering of appointment age criterion will ensure younger lot joining the posts of forest guard.

Welcoming the new service rules, Uttarakhand Forest Guards Association general secretary RR Painuily said the lowering of age from 28 to 23 years for intake for forest guards would come as a relief to this ageing workforce of the Forest Department. He said it would also open new promotional opportunities for the department.

Significantly, the problem of stagnation of forest guards has also been done away with in the new service rules. The promotion opportunity for forest guard from guard to ranger level has been made easier. Interestingly, on academic front an applicant now need to be an intermediate at intake stage than the existing high school pass criterion.

“Lowering of maximum age limit for forest guards will come as a big relief for the Forest Department as young workforce at forest guard level will improve the overall performance of the department,” RL Badoni, one of the forest guards observed.

As if the demand for a Nobel Prize for the successful conduct of the Kumbh Mela was not enough, now ministerial rank holders in the Nishank government have urged the Central government to depute Chief Minister of Uttarakhand Ramesh Pokhriyal Nishank asIndia’s ambassador to UNESCO.

At a BJP party and government meeting today, the ministerial rank holders raised a spontaneous demand of deputing Dr Nishank to UNESCO, “Only Dr Nishank as India’s ambassador to UNESCO can fulfill the mission of declaring the Ganga as a world heritage,” said one the ministers.

Later, Dr Nishank said the party and the government would have to work together to make Mission 2012 a success.

Chairing a meeting at a local hotel, Dr Nishank said under the BJP rule the state had witnessed tremendous progress in the past couple of years and now the party unit and the government should work together in fulfilling the principles laid down in Mission 2012.

“Fiscal management by the government helped us tide over a difficult situation, the average annual income of an individual per year has increased from Rs 14,000 to Rs 41,000. The efforts of the state government were even rewarded by the 13th Finance Commission,” he said.

While taking note of the poor water and power scenario in the country, Dr Nishank said the situation had risen due to poor water discharge in the rivers.

On the other hand, BJP chief Bishan Singh Chufal called upon the ministerial rank holders to spare time for parties activities as well while fulfilling obligations of the departments that they had been entrusted.

Meanwhile, the Congress Dehradun Mahanagar Labour Cell has sought protection of rights for labourers working at various departments in the state. Cell’s office-bearer Sandeep Ramola said the labourers working were facing a lot of exploitation at the hands of industrialists. He also accused the administration of mostly favouring industrialists in cases of labour proprietors disputes.

“Workers have a right to protest in a democratic manner and one cannot resort to repressive policies,” Ramola pointed out.

Sewa Dal to celebrate Hardikar’s anniversary

For the first time on mass scale in Haridwar district, the Congress outfit Sewa Dal will be celebrating and organising various functions to commemorate the birth anniversary of Dr NS Hardikar who was the founder of the Sewa Dal.

A meeting was held at Devpura of the Sewa Dal where plans were chalked out regarding the programmes to celebrate the birth anniversary.

Sewa Dal’s state organisational chief Rajesh Rastogi said various functions and programmes would be held on May 7 all over the state to commemorate the 121st birth anniversary of Hardiker.

Sewa Dal activists will participate in large numbers in processions, debates, seminars to floral tribute functions in the three sub-divisions of the district. In Lakshar a rally will be taken out at 6 am which will be followed by a floral tribute ceremony at Gobind Ballabh Pant Park at Devpura where Sewa Dal executive members will speak on the life, contribution of Dr Hardikar, his conception and evolution of Sewa Dal.

Among those who attended the meeting were Roorkee Dal in charge Monik Dhiman, Lakshar in charge Arvind Gujjar, Haridwar in charge Sanjeev Jain, Ranvijay Saini, Dr Rakesh Gaur, Gopal Narsan, Yogesh Singh, Pradhumman Aggarwal, Dharam Pal Bharti, Nakli Ram, Mohan Pandey, Satish Karnwal, Pawan Sharma, Rao Babar and Bina Kapoor.

MA Javed, father of Mohammed Ahmad, the student of Indian Cambridge School who was beaten up by Principal Anuj Singh, held a meeting today at the office of the Municipal Councillor of Dalanwala here in the evening. Javed accompanied by Shekhar Mamgai, president of the Parents-Teachers Federation, D Kumar, general secretary, Titu Tyagi, Municipal Councillor of Dalanwala met Mohammad Iliyas Qureshi, chairman of the school.

Today, in the presence of the management of the school, media and other parents, Javed and the members of the federation gave Iliyas time till tomorrow morning to ponder over the issue. A meeting to finalise the case has been called tomorrow at the school.

Speaking to The Tribune, Javed said that this was the second time that the Principal had beaten his son. Last year also, Principal Anuj Singh struck Ahmad with a PVC pipe, but the boy did not bring it to anybody’s notice.

Mohammad Ahmad was beaten up for not completing his homework yesterday. This case of corporal punishment by the Principal of the Indian Cambridge School has enraged many parents. Agitated parents of students staged a protest in front of the school in the morning.

Police report against the offender has not been registered yet even while the boy’s father has given a complaint in writing at the Dalanwala police station.

MA Javed has reiterated his demand for immediate legal action against the culprit and his removal from the school.

UKD seeks policy on domiciles

Workers of the Uttarakhand Kranti Dal (UKD) today staged a demonstration in front of the civil secretariat in support of their demand for a clear-cut policy on domicile and caste certificates in getting government jobs in the state.

Leaders of the party alleged that in reply to a question by the state Information Commission, the Uttarakhand Principal Secretary (Personnel) had replied that there was no need for a domicile certificate or a permanent resident certificate in getting subordinate services jobs in the state government. The officials also reportedly said there was no government order on the issue.

The UKD leaders charged that the reply by a senior government official had created more confusion on the issue as most of the departments of the state government had been demanding such certificates from prospective candidates in the past.

Uttarakhand was a hilly state where more than 60 per cent of the land mass was under forests and 10 out of total 13 districts did not have any industry. So most of the youths were dependent on state government jobs. They were of the opinion that in the absence of any provision to give subordinate services jobs to local unemployed youth, people from other states would be able to corner these jobs.

Omi Uniyal, Dehradun district president, Bahadur Singh Rawat, Dehradun city president, and Promila Rawat, district president of women’s wing of the party, were among the prominent leaders who participated in the dharna.

Missing man found dead

Twentyfive-year-old Santosh Mohan Bisht, who had gone missing yesterday, was found dead near the Chanderoti bridge.

The police ruled out any foul play behind the death and said he died of drowning. The body has been sent for post mortem. — TNS

Family plants story of boy’s abduction

The police is questioning the family of the boy who had allegedly been abducted by three masked miscreants while he was on his way to school yesterday morning at Badowala.

The police said it was a property dispute matter and the family had itself planted the story of the abduction of the boy to put him in trouble at the hands of the police.

“The child is with the relatives of the family in Himachal and we are trying to trace him from there. It was a property dispute and the family had planted the kidnapping of the child,” said Jagatram Joshi, Superintendent of Police (City).

He added that the police had received information from sources about this and would probably arrest the child by late tonight.

Gulab Singh had complained to the police yesterday that his son Sumit was going to school with his elder sister Sapna when three masked miscreants in a Scorpio kidnapped him.

Sapna had narrated the incident instantly at her house and the family had informed the police. The police had soon sent different teams in search operation, but it hadn’t achieved success.

Pant inaugurates tube-well boring in hills

After trying hard to meet the drinking water crisis in the state during the summer, the Uttarakhand drinking water departments are now trying to dig tube wells in hilly regions of the state. Uttarakhand Drinking Water Minister Prakash Pant today inaugurated the boring of the first tube well in the hilly region of the state in his home district of Pitthoragarh.

“This tube well, which is being installed after the scientists from IIT Roorkee okayed the place for digging a tube well,” said Pant.

According to Pitthoragarh Jal Sansthan Executive Engineer DK Mishra, this tube well will fetch 150 litres of drinking water per minute round the year.

“If this experiment becomes successful, the drinking water ministry will think seriously about installing more tube wells in hilly regions to meet the drinking water crisis,” said Pant.

According to Jal Sansthan officers, if expected water flow comes out from this tube well, this can fulfill the drinking water demand of 5,000 people in Pitthoragarh town, including three nearby villages daily round the year.

Raids at private clinics in Doon

The local administration, led by a team of doctors from the Doon Hospital, yesterday carried out surprise checks at various private ultrasound and diagnostic centres, hospitals and clinics in the city, seizing a machine from one hospital and issuing a warning to a doctor of a clinic under the Pre-Natal Diagnostic Acts Technique, 1994 (PC and PNDT) Act.

The teams, led by Deputy CMO VS Tolia, senior radiologist SP Kuriyal of Doon Hospital, SDM Vinod Goswami Add SDM Ela Giri, visited a total of 10 ultra sound and diagnostic centres. A warning was issued to Dr Archana Luthara who was allegedly carrying radiology activity at her clinic without proper clearance and the machine of the Gurmat Sabha Hospital was seized as they had no permission to run the diagnostic machine.

“To check female foeticide, the Pre-Natal Diagnostic Techniques (Regulation and Prevention of Misuse) Act, 1994, was enacted and brought into operation from January 1, 1996. Rules have also been framed under the Act. The Act prohibits determination and disclosure of the sex of the foetus and we were taking routine check ups. Several centres were issued warning also,” informed Deputy CMO VS Tolia .

Inspections were undertaken at 10 clinics in different parts of the city. The Gurmat Sabha was ticked off for not maintaining proper papers.

Community opposes govt order on OBC status

In a meeting held here today, original habitants of the Rawanlta-Jaunpur community enjoying the Other Backward Classes (OBC) status were up in arms against the government order to include persons residing in the area since 2004 under the OBC list meant specifically for the Rawanlta-Janpur community belonging to the area since 1960.

The community leaders demanded that the government should revoke the government order (GO) passed in March 2010 to allow the inclusion of persons residing here since 2004 and stick to the previously accepted criteria of 1960 in determining the OBC status for the community.

Community leaders Amrender Bisht and Bittoo Kavi informed that the OBC status was provided to the community by the then Chief Minister ND Tiwari government in lieu of the demand for the Scheduled Tribe (ST) status. It was decided that community members having similar traditions and residing since 1960 in the area would be considered for the OBC status, but the state government was bent upon changing the criteria due to political compulsions and at the behest of builders and colonisers of the region.

Elaborating further he said certain builders were active in the Jaunpur and Rawain region and to increase the value of their properties have connived with the government in passing this GO which was completely against the interest and the spirit of providing OBC status to the community.

He further said another reason for the government was to increase its vote bank for the 2012 elections. He also said if the government adopted such orders the community would face an identity crisis and completely vanish.

Shailendar Bisht another member said on the occasion that on one hand the government has fixed the criteria of 1980 for the domicile certificate and was introducing different guidelines for the OBC status.

Another activist Bitto Kavi said the government has not yet sent the proposal of including the Rawanlta-Jaunpur community in the central list of OBC and was due to some nefarious designs despite the public demand. The decision was taken in the meeting that awareness campaign regarding this anomaly will be undertaken starting from May 10 to 13 followed by massive agitation, including Chakka Jam and stopping the entry of ministers in the area till the time government reintroduces the 1960 criteria.

The members will also present a memorandum in this regard to the state minister Khajan Das soon. Rajendar Panwar, Jagat Panwar, Manoj Gaud, Bijendar Panwar, Lokendar Uniyal and others were present on the occasion.

Planning panel polls on May 20

Polling for the District Planning Committees will be held on May 20 in all districts of the state for which the state Election Commission issued a notification yesterday.

Announcing the election dates, state Election Commissioner VC Chandola said the results would be announced on the same day and nominations on May 13 and 14. The last date for the withdrawal of nominations was May 17.

The model code of conduct is in place from today in the state. “Till the time the model code of conduct is in place, no transfers of employees engaged in election duties will be announced nor new appointments, transfers and meetings will be held at Zila Panchayats, Nagar Palika Parishad and Nagar Panchayats,” said Chandola.

He said till the results were announced, the state government could not announce new development schemes.

Sewa Bharati to open orphanage, computer centre in Doon

Sewa Bharati (Uttarakhand) an affiliate of the Rashtriya Swayam Sewak Sangh (RSS) today announced the setting up of a computer centre and a home for orphans in the city.

Addressing a press conference today, Jai Narayan Agarwal, president, Sewa Bharati, said these centres would be established in the coming months for training economically weak students from all communities.

He said the Sewa Bharati was also planning to open a mobile health clinic in the city.

Giving details about the functioning of Sewa Bharati, Agarwal said the organisation was running education camps, tailoring centres and medical camps in 38 localities and 58 areas.

Ignorance and sometimes unawareness are compelling commuters at railway stations, the Inter State Bus Terminal (ISBT) and other picnic spots to pay extra money for purchasing eating items against the maximum retail price (MRP) in the worst hygienic conditions. Sellers, who are looting ignorant customers, are apparently violating the consumer rights.

For every packet of biscuits, chips, cakes or soft drink bottles, vendors and hawkers charge high prices against the MRP. Even water bottles cost Rs 3 to Rs 5 extra as cooling charges. For every packet of biscuits or chips or a soft drink bottle, shopkeepers overcharge passengers as hauling charges.

“A 500-ml cold drink bottle with an MRP of Rs 22 is being sold for Rs 25. A new method of handing a packet of chewing gum or toffee with no MRP on its wrapper against a charge of Rs 5 has left consumers in a quandary. Such malpractices are on the rise with the support of the authorities who are enjoying their due share out of this breach,” alleges Shaheen, a student who has come for an interview.

RS Rawat, Senior Inspector, Weight and Measure Department, keeps a regular check on such violations. “I pay surprise visits to bus stands and railway stations for inspection. We often impose heavy penalty of Rs 2,000 on offenders. Complaints continue unabated and the department will be vigilant on such vendors, specially those who keep fooling customers on unlawful charges,” he said

All hawkers at the railway station and the ISBT have no boards on their stalls displaying the rates of eatables just to avoid objection from customers.

While talking to The Tribune, MS Negi, controller, Weight and Measure Department, said, “Every retailer gets about 7% commission from the company of the eatables they selling and they cannot over charge items to the customers. According to the Package Commodity Rules Act (PCR), an offender will be penalise with Rs 2,000 for over charging against the printed rate of any packed commodity”.

“To deal with the situation, firstly, customers will have to become more aware about the laws and their rights and must always ask for a bill or receipt of the purchased item. If the vendor does not give you the bill on request, contact the Station Master or note down the name and number of the stall of the vendor. The complainant can further contact the Weight and Measure Department or file a complaint against the offender,” he added.

Neighbour killed in group clash

Nainital, May 4
A youth, who was trying to intervene in a clash between two groups over eve-teasing of a school girl was killed. The incident, which took place on Saturday at Dhamuadunga village on the outskirts of Haldwani, came to light yesterday.

According to information, Dhanpal was in the habit of passing indecent remarks on a 13-year-old girl. On Saturday also he did the same. The girl’s parents raised the issue with Dhanpal’s family. Both families entered into a heated exchange of words.

Dhanpal’s family, along with their supporters, allegedly attacked the house of Prakash Kashyap, girl’s father, late Saturday night. They pelted the family with stones and sticks. Several persons residing in the house, including Prakash’s wife, brothers and their wives, suffered injuries.

While the tiff was on, Prakash’s neighbour Dara Singh tried to intervene. The attackers went on to attack him also with sticks and stones. A seriously injured Dara Singh was brought initially to the Base Hospital and then referred to the Sushila Tewari Hospital, where he died yesterday. He was 25 years of age.

The police has registered a case and taken Ram Sahay and his two sons Dhanpal and Dharampal into custody.

Residents of Shamuadunga have expressed resentment against the police for its late action in the matter.

Infant abandoned

Dehradun: A one-day-old baby girl was found abandoned near Seema Dwar situated on the ITBP premises here today. The police has admitted the baby to the Doon Hospital and the doctor said she was out of danger.

The matter came to light when people of the area heard cries of a baby and they called on the police. The police enquired from nearby residents about the baby, but couldn’t get any information regarding her.
