Nine die in car-truck collision

At least nine persons, including two children, were killed in a road accident when their vehicle rammed into a truck on the NH-1 near Samalkha Bus Stand, in the early hours today. The victims were returning from the Vaishno Devi shrine in Tevera (HR-38-P-0214) which rammed into a truck (HP-17-B-4750) that was coming from the opposite direction. The police said it appeared that driver of Tevera somehow lost control of the vehicle and hit the truck. The victims were on their way to Bulandshahr, Uttar Pradesh.

While eight persons died on the spot, one person died in a nearby hospital. Another person sustained injuries in the accident, but his situation was stated to be out of danger.

The deceased have been identified as Monohar (40), Yogesh (8), Tekchand (40), Kishanpal (32), Dewan (50), Urmila (28), Uma Bharti (3), Rinku (22) and driver of the Tevera vehicle, Kelash. The injured has been identified as Charan Singh (35).

The bodies were handed over to their relatives after getting postmortem examinations conducted in the civil hospital.

1 killed in auto mishap

Jhajjar, May 6
A person was killed and three others suffered multiple injuries when the auto-rickshaw they were travelling in was hit by a truck on the Gurgaon road near Kaloi village here today.

The deceased has been identified as Sanjay, a resident of Talav village here.

The incident took place when the auto-rickshaw was on the way to Jhajjar city from Dadri Toa village.

The vehicle overturned after being hit by the truck. Sanjay reportedly died on the spot while the truck driver fled from the scene.

The police took injured Narender, Bhagwat Singh and the auto-rickshaw driver to the Civil Hospital from where Narender was referred to the PGIMS, Rohtak, due to his critical condition.

The police has registered a case against the truck driver and started investigation into the case.

Biker rams into bus, dies

Karnal, May 6
A 19-year-old boy of Kamalpur Rodan village was killed when the motorcycle he was riding on collided with a Haryana Roadways bus near Rambha on the Karnal-Yamunanagar road, 15 km from here, today.

The victim, identified as Rinku, was reportedly trying to overtake a truck when his bike hit the bus, which was on its way from Delhi.

The petrol tank burst after the accident and the bike caught fire resulting in the death of Rinku, alias Vikas.

The front portion of the bus also caught fire, but no passenger was injured. A fire brigade was called to douse the fire and the body was sent for a postmortem.

Rinku, the only son of his parents, had appeared in the class X examination and was taking coaching for admission in polytechnic college. He regularly travelled to Karnal, family sources said.

Health officer, son killed

Moga, May 6
Dr Rajinder Samotra, deputy director in the Health Department of Haryana, and his son Dr Boban Samotra died in a road accident near Dagru village in Moga district yesterday night.

The police said the accident took place at 10.30 pm when and Dr Samotra and his son were on the way to Chandigarh from Faridkot.

The car they were travelling in collided into a Tata-407 mini-truck. The car got badly damaged in the accident. Dr Samotra had gone to Faridkot for the admission of his younger son in the Guru Gobind Singh Medical College and Hospital at Faridkot.

The police recovered Rs 45,000 cash and some ATM cards from the car.

While Dr Rajinder died on the spot, his son died on the way to the district hospital here. The police identified them from the papers found in the car.

Another case of sexual harassment has come to the fore at Chaudhary Devi Lal University even as the authorities are yet to provide relief to a student of the Mass Communication Department on her complaint against her teachers.

This time, an assistant professor has alleged that the professor and chairperson of her department, who had been persecuting her for long, had called her to his office on May 1 and “misbehaved” with her.

“I have personally handed over my complaint to the office of the VC with copies to the Registrar and the women’s complaint committee and have faxed a copy to the Governor too.

“The university has been sleeping over my complaint to facilitate the accused, who is due to leave for Spain on a private project in the next three days.

“The university authorities are trying to frustrate my efforts to seek justice for the humiliation caused to me by the professor by allowing him to leave the country without facing an inquiry,” she has said.

The chairperson, according to the complainant, had tried to cajole her into doing her doctoral research under him, but she had refused.

On another occasion, the complainant has alleged, the chairperson had asked her to sign some purchase bills of the department. Not convinced with the procedure adopted in the purchases and certain other “irregularities,” she had refused to sign the bills.

“Since then, the chairperson has been pestering me on one pretext or the other,” the complainant alleged.

She said despite several requests and mediation by other members of the staff, the chairperson refused to mend his ways and she brought the issue to the notice of the Dean at a meeting on April 30.

“Incensed, this teacher called me to his office and behaved in a manner unbecoming of a male colleague,” the complainant has alleged in her complaint.

Dr KS Khokhar, VC, Chaudhary Charan Singh Haryana Agriculture University, who also holds the charge of Chaudhary Devi lal University, said he was not aware of the matter. Efforts to contact the Registrar, RK Sehgal, on the phone proved futile. His office said he was busy at a meeting.

Court slaps graft, forgery charges on former HPSC chief

A local court framed charges of forgery and corruption against a former chairman of Haryana Public Service Commission (HPSC), Dr KC Bangar, here today.

Charges have also been framed against HPSC members Ranbir Singh Hooda, Chattar Singh, Mahinder Singh, Yudhvir Singh and former superintendent Avtar Singh as also Haryana Pollution Control Board engineers Krishan Kumar, Phool Kumar and Shishya Pal. The state Vigilance Department, Panchkula, had booked the accused on September 5, 2007, after the go-ahead from the Chief Secretary. The latter had ordered prosecution after obtaining permission of the Governor, which is mandatory.

Additional District and Sessions Judge Ritu Garg framed the charges for a scam in the recruitment of executive engineers of the HPCB under Sections 420 (cheating), 467 (forgery of valuable security), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document) and 120-B (criminal conspiracy) of the IPC and under the Prevention of Corruption Act 13 (1) (d) and 13 (2).

Public prosecutor Dharampal said the accused issued a corrigendum against the advertisement for recruitment of Class I engineers, raising the age bar from 40 to 45 years for employees of the state government, boards and corporations.

In the original advertisement, the relaxation of 5 years was available to SC and ST candidates only.

Moreover, the three general category candidates recruited against the advertisement had applied for these posts even before the release of the corrigendum in the newspapers, despite the fact that they were all aged over 40.

The commission had rejected applications of four such candidates on the plea that they were over-aged, added Dharampal.

Interestingly, the corrigendum was issued on October 29, 2004, which was a Friday.

The next two days ( Saturday and Sunday) were holidays. The offices were closed in November 1, it being Haryana Day.

The last day for filing applications mentioned in the corrigendum was November 2.

This left virtually no time for employees to apply for the post through their respective departments.

Tara Chand’s third son relents, accepts job in DC’s office

After days of dilly-dallying, Ravinder, the third son of Tara Chand who was killed in violence against Dalits in Mirchpur village, today accepted his appointment as sweeper in the Deputy Commissioner’s office and joined duty thereafter.

Simultaneously, his mother Kamla, the second wife of Tara Chand, accepted a cheque of Rs 16 lakh as compensation offered by the district administration.

Ravinder had been offered a job in the District Red Cross office yesterday which he refused to accept. His mother too had refused to accept compensation till the guilty were brought to justice and the Dalits were rehabilitated here instead of Mirchpur. Ravinder’s elder brother joined duty today.

His eldest brother had joined as clerk in the DC office here a few days back. One of the brothers has been allotted a government house. The possession was handed over to him today. The house has been furnished at the cost of the exchequer.

An official press note said the affected Dalit families had been given the choice of getting their damaged houses repaired for which the administration would foot the bill or get the needful done by the administration. The administration has set a seven-day deadline for the repair work.

A proposal to establish a police post in the village permanently has been sent to the government. Till this is done, police presence in the village will be strengthened as desired.

The press note said the Dalits would be provided employment in the village under MANREGA.

Teachers caught charging money for marks

In a shocking revelation, two teachers on exam duty were found to be allegedly charging money from students for providing marks in the practical examination of the National Open School.

The accused teachers were arrested by the police after a raid at the examination centre being operated on the premises of a private school. The accused were produced in the local court which remanded them to judicial custody.

According to a complaint lodged with the office of the SSP here, one Surender, a resident of Khatkar village and an examinee of the Matric exams of the open school, alleged that some teachers had been charging money from students appearing in the practical exams for giving marks in the exam.

The police which conducted a raid this morning was informed that students were being asked to pay Rs 300 for marks in the exam and several students had paid this amount already.

The accused nabbed by the police have been identified as Jasbir and Sandeep, who had been on exam duty of the National Open School at the centre at a private school located in the Employees Colony.

The police is reported to have seized a papers containing names of the students and the money charged from them for the purpose, it is claimed.

A case has been registered by the police under relevant sections after the raid and the arrest.

From now on, parents won’t have to run to the colleges to assess the performance of their wards. All they need to do is just click the mouse to get the information of their wards that would be posted on the website by all the teaching departments and institutes of Kurukshetra University on a weekly basis.

The landmark decision, which would ensure that all students are made aware of their attendance, was taken by the admission committee of the university held here today, Vice-Chancellor Lt-Gen DDS Sandhu said.

He further added the curriculum covered would also be posted on the website and all the students would be given official email IDs for sending necessary information to students through e-mail. The committee also decided to rationalise the number of examination days so that results could be declared in time.

Moreover, all students who take admissions in various courses in the university would be issued a unique 16-digit identity number that will remain with the student for the entire duration of the course. Official sources said that the number would contain details like information related to the course, personal information, year of admission and passing, roll number and current status of the student.

This would help in knowing the progress of the students and also help smooth conduct of administrative matters, he said.

Notice to Rania tehsildar

Justice Rajesh Bindal of the Punjab and Haryana High Court has issued show-cause notice to a tehsildar in Rania in Sirsa district for alleged non-compliance of the high court orders.

The orders came on a petition filed by Rania resident Sucha Singh. The petitioner alleged that he was involved in a litigation over land dispute. A district court in Sirsa passed orders on March 31, appointing Rania tehsildar as receiver and auction it for harvesting and deposit the amount received in the open auction in the court.

Sucha Singh approached the high court, which on April 7 passed an order that prima facie the possession of the land was with him.

The court issued notice to the respondent and also issued directions for maintaining a status quo regarding the possession.

Sucha Singh filed another application that when he approached the tehsildar with the copy of the orders, they were informed that he had already taken possession of the land on April 5, two days before the high court orders.

The petitioner said no formalities had been completed to take over the possession of the land and they had not signed any such paper. Justice Rajesh Bindal has issued notice to the tehsildar for May 14.

Security up after terror alert

Following reports of intelligence agencies that some terrorists from a neighbouring country could have sneaked into Haryana, the district police today claimed that the police had taken preventive steps here.

Addressing mediapersons here today, SP Jagwant Singh Lamba said the reports by intelligence agency IB suggested that four to five terrorists might have sneaked into the state to create terror.

The SP urged people to take necessary precautions while dealing with strangers and rent out their houses only after proper verification.

He also appealed to the hotel owners and managers of the dharamshalas not to allow strangers to stay in their rooms without verification and asked them to report to the police, if any suspicious-looking person comes to them.

He said the police had increased the checking and a vigil was being kept on the activities of strangers.

Meanwhile, checking of passengers had also been increased at the Sirsa railway station.

The police checked the belongings of all passengers at the railway station.

Power Pangs Villagers block highway

Residents of three villages here today blocked the road for five hours in protest against the short supply of power in the villages. This led to long queues of vehicles on the highway connecting Jind with Kaithal.

The blockade was lifted around noon after the officials of the district administration and the power department assured an action.

The department agreed to supply at least six hours of power daily.

Hundreds of residents hailing from Nagura, Dhankhari and Baghana villages assembled at the 32 kV substation at Nagura and demanded an explanation from the staff and the officials for the acute shortage of power supply.

However, when they failed to get a satisfactory response from the authorities concerned, they blocked traffic on the highway near Nagura village.

The age-old adage “Whom God keeps, no frost can kill”, was once again found flawless when an aged woman Shyam Kaur (80), wife of Roop Chnad of Jahidpur village, near Kosli, was taken out safe from a 30-ft deep newly dug out manhole of a sewer at Kosli, yesterday.

The woman, who had incidentally fallen into the uncovered pit on Wednesday, kept lying inside the pit for several hours till she was spotted in the morning by some passersby.

While a huge crowd thronged the place, police personnel too reached the spot after which the woman was fished out of the hole. A medical examination was conducted on the woman and she was found to be fine with some minor injuries.

Among 69 ASIs to be promoted as sub-inspectors (SIs), highest number of cops 21 is from Karnal district, 16 from Sonepat, 14 from Panipat, 10 from Jhajjar and eight from Rohtak.

4 get life term for cop’s murder

Four persons have been sentenced to life imprisonment by Additional District and Sessions Judge Kuldeep Jain in a case of murder of Satyavan, a resident of Pakasma village in Rohtak district, and head constable in the Murthal police station.

The accused have been identified as Vikram, Mohit and Vikas of Sonepat town and Sandeep of Murthal.

The court has also imposed a fine of Rs 9,000 each on the accused.

According to the prosecution, Satyavan was found murdered near a veterinary hospital in Murthal on June 29 last.

A murder case was registered on the complaint of village chowkidar Sube Singh.

During the police investigation, it was found that Satyavan had taken a lift on a motorcycle from Sonepat to reach the police station on June 28.

However, his body was found on the outskirts of Murthal village.

The police recovered a copy of the registration certificate of the motorcycle from the spot and succeeded in nabbing the accused.

In another case of murder for dowry, Rohtas of Rohna village was sentenced to life imprisonment by District and Sessions Judge Virender Singh for murdering his wife Sudesh on August 26, 2006.

Rohtas’s father Tariff, mother Santosh and brother-in-law Satish were acquitted for want of evidence by the court.

Jhajjar: Additional District Judge AK Jain today awarded life imprisonment to three persons after holding them guilty in the Prabhu Dayal murder case and slapped a fine of Rs 20,000 each on them.

The convicts will further have to undergo imprisonment for two more years in case they fail to deposit the penalty.

Prabhu Dayal was murdered in Bahadurgarh town of the district on July 30, 2008, following an old enmity.

The police after carrying out the preliminary investigations had booked three persons, Madan Lal, Attar Singh and Chander Bhan, all residents of Bahadurgarh town, and later arrested them.

Since then, the accused were in judicial custody and had been facing the court trial. OC

Govt violating poll code: INLD
1,371 papers filed for civic elections so far

As many as 1,119 nomination papers were filed for the general municipal elections of Haryana yesterday thus raising the total number to 1,371. The process of filing the nomination papers for the elections started on May 3 and will last on May 7. The nomination papers will be scrutinised on May 8 and the elections will be held on May 20.

A spokesperson said the elections to the Municipal Corporation of Faridabad, 10 Municipal Councils and 28 Municipal Committees in Haryana would be held on May 20. These general elections would be held in 35 wards of Municipal Corporation in Faridabad, 266 wards of 10 Municipal Councils and 436 wards of 28 Municipal Committees.

The 10 Municipal Councils were Palwal, Fatehabad, Tohana, Hansi, Jind, Narwana, Thanesar, Narnaul, Sirsa and Sonepat and the 28 Municipal Committees were Naraingarh, Charkhi Dadri, Ratia, Sohna, Barwala, Jhajjar, Safidon, Cheeka, Gharaunda, Taraori, Assandh, Nissing, Shahabad, Ladwa, Pehowa, Mahendragarh, Nuh, Ferozepur Zhirka, Hodel, Punhana, Samalkha, Bawal, Meham, Kalanwali, Ellenabad, Rania, Gohana and Ganaur.

The INLD has condemned the “brazen manner” in which the Haryana government has been trying to influence the voters for the municipal elections to be held on May 20.

The INLD urged the State Election Commissioner (SEC) to uphold the model code of conduct.

Spokesperson of the party KC Bangar said the INLD had approached SEC Dharam Vir and sought his intervention. He alleged that the state government, in a blatant attempt to influence the voters, was posting certain officials owing allegiance to the ruling party in key positions.

Bangar said since the code came into effect immediately after the commission announced the municipal elections on April 26, no official could be transferred without the approval of the commission. However, the government transferred OP Sheoran, DC, Palwal, to Hisar as DC.

He said only a few days earlier Sheoran was transferred from Hisar to Palwal. The latest transfer order after the notification of the municipal elections, he claimed was motivated with the intention of favouring the ruling party and also vitiating the peaceful atmosphere of Hisar.

He also accused the Public Relations Department of releasing advertisements to various publications with the intention of winning support during the polls.

The INLD requested the SEC to seek a report on all the advertisements that had been released by the Public Relations Department after the elections were notified.

The INLD also brought to the notice of the SEC a public notice published in The Tribune yesterday informing the public that the Transport Department was to issue 1,714 new bus permits and proposed 860 new routes.

The party contended that the ruling party had used the Transport Department to “bribe and influence” the voters on the eve of the municipal elections.

The party also expressed concern over the alleged enrolment of bogus voters in towns like Kurukshetra and Faridabad.
