Congress mulls Dalits’ rally
Faridabad, April 30 “The Haryana Congress is toying with the idea of organising a state-level rally of Dalits,” said president of the Haryana unit of the Congress Phool Chand Mullana today. He said the issue would be discussed at the party forum. He alleged that forces inimical to the Congress and its government were behind the violence in Mirchpur. “Such a violent reaction against the Dalits on such a petty issue is shocking,” he added. He said the tehsildar and the area SHO had been placed under suspension and strict action would be initiated against those behind the crime. He said the Chief Minister and Union Minister Kumari Selja had already visited the affected Dalit families. “The proposed Dalit rally will be a befitting reply to the forces opposed to the Congress,” he claimed. Congress leaders say the Haryana government’s pro-Dalit stand is clear. The government has been pursuing policies for the upliftment of the Dalits and the poor which other state Governments have found hard to emulate, they claim. They mention free plots to Dalits and BPL (below poverty line) card-holders, financial help for education and free water storage tanks as some of the pro-poor measures. “The party and government will not tolerate such violence against any section of society, especially the poor and the Dalits,” warned a district-level leader. |
Now, Dalit family thrashed in Karnal
Karnal, April 30 The police booked at least 12 persons, including Sube Singh, Raghubir, Raju, Pradeep, Sonu, Rinkoo, Karambir and Umed on a complaint by Ram Lal. The complainant alleged that his family members were beaten up and an attempt made to abduct his daughter. Trouble began when wheat stubble, spread over a piece of land for drying, was set on fire. When members of the Dalit family resisted, the assailants allegedly tried to abduct Ram Lal’s daughter and beat up the family members. Makhan Singh, Hokum Singh, Kamala Devi, Mani Ram, Kila Devi and Ram Pal were among those injured in the attack and admitted to the Civil Hospital, Karnal. The police has registered a case under Sections 49, 435, 365 and 506 of the IPC and Section (3) of the SC and ST Act. Nobody has been arrested so far. |
Mirchpur: Victim’s sons get job letters
Hisar, April 30 Not only that the authorities handed over a cheque for Rs 20 lakh as interim compensation to the family of the deceased. All families have been given two quintals of wheat. Those families whose houses had been damaged in fire have been given Rs 1 lakh each. As many as 10 families which had migrated to other nearby villages also returned to the village today. However, about 50 families which are squatting at the mini-secretariat here have not yet returned. The rasam tehravin of Tara Chand and his daughter Suman, who had also died in the clash, was performed today in the village. Senior district officials were present. Going by the discussions at the ceremony, Gandhi’s visit appears to have boosted their morale. |
Census begins today
Chandigarh, April 30 This will be the first phase of a time-bound operation, which will continue the whole year. Director, Census Operations, Haryana, Neerja Sekhar said here today that the census was not merely a head count of population, but it involved a complete process of collection, compilation, tabulation and analysis of data, on the basis of which demographic, economic and social data of the country was published. The ensuing 2011 census would be the 15th in the country since 1872, seventh since Independence and fifth since the formation of Haryana. She said residents of the state were legally bound to assist in the collection of data by providing correct information to the enumerators. The public should keep the slip to be given to them by the enumerators in safe custody. This slip would be used later to take their biometric impressions. Under Section 8 of the Census Act, 1948, if anyone failed to give correct information to census officers one could be punished with a fine up to Rs 1,000 and imprisonment up to three years. Sekhar said the first phase, which would cover the house listing and housing census along with preparation of the National Population Register (NPR) of all usual residents of the country, would continue up to June 15. The second phase, involving population enumeration would be held from February 9, 2011, to February 28, 2011, with revisional round from March 1 to 5, 2011. The houseless population would be covered on the night of February 28, 2011. The individual data collected under the house listing operations would be kept confidential. The data would be collected on predominant material of floor, wall, roof, usage and condition of the house, total number of persons residing in the household, amenities and assets available to the households. In the National Population Register, individual information such as name, sex, date of birth, marital status, educational qualifications, occupational activity, name of parents and spouse, place of birth, nationality as declared and present and permanent address would be recorded. Photographs as well as finger biometrics would also be taken from individuals above 15 years. I-cards with UID number would be issued only those above the age of 18. |
Pot-bellied traffic cops out
Gurgaon, April 30 A decision to this effect was taken after a medical check-up of the local commissionerate police personnel revealed that the overweight cops had a lax approach towards their duties. The check-up further pointed out that several policemen had developed ailments due to their work schedules. As of now, there are nearly 267 traffic policemen entrusted with the job of regulating the flow of traffic in the city. Almost an equal number of police personnel are required to be recruited in the traffic wing before the Commonwealth Games. A survey and subsequent assessment of the situation carried out by the local police authorities underlined the need to have fit police personnel for efficient traffic management. Nearly 36 women police constables are likely to be added to the traffic wing. “We hope that the women police constables will behave properly with vehicle owners and drivers, especially women,” asserted Gurgaon Police Commissioner SS Deswal. However, at the same time, the police chief maintained that the duties assigned to the traffic policemen were the toughest. “They have the toughest working conditions with a high exposure to noise and traffic pollution…our women constables find it rather difficult to handle traffic,” he said, adding that the rowdy drivers further compounded their problems. According to the police chief, the senior traffic cops have been sent back to the police lines for a rigorous physical training programme, which includes regular workouts at gyms. Meanwhile, the top officials of the district and the police administration held a meeting yesterday to chalk out a seamless traffic flow plan on the service lanes of Gurgaon-Jaipur Expressway from IFFCO Chowk to the Delhi-border toll plaza. They planned to make Shankar Chowk free from traffic lights by making two U-turns in this span of service lane. Presently there are three traffic lights within a gap of 500 meters which leads to long traffic snarls during office hours. The problem of traffic congestion on the service lanes on the expressway was discussed in detail at the meeting. The police commissioner suggested that two U-turns be made on the stretch of service lane from IFFCO Chowk to the Delhi border toll plaza and the cost be borne by the DLF. The three traffic signals at DLF phase III, Udyog Vihar, and Cyber City traffic intersections were decided to be removed. Local Municipal Commissioner Rajesh Khullar and other officials unanimously approved this plan and asserted that since the plan was not tempering with the structure of the expressway, so there was no need to take any approval from NHAI or the expressway concessionaire. The perennial problem of stagnant sewer water at Hero Honda Chowk was also discussed at length. The newly appointed HUDA administrator, Nitin Yadav, was asked to figure out a permanent solution to this before the onset of monsoon. Khullar apprised the meeting that the works on the Badshahpur nullah would soon be taken up and work within 700 metres of residential area completed expeditiously. |

Chandigarh, April 30 Dismissing a bunch of petitions accusing him of bending the rules to accommodate a relative, a Division Bench ruled: “We do not find that there is any trace of influence exerted by the Chief Minister, Haryana, in the appointment.” In their petition, the Association of Haryana State Agriculture Marketing Board, the Field Staff Welfare Association and others had earlier alleged that the Haryana State Agriculture Marketing Board Service Rules, 2008, were amended at the instant of the Chief Minister to accommodate Jagwant Singh Rana. Working as assistant manager, marketing, in Krishak Bharati Cooperative Limited, Rana had applied for chief marketing enforcement officer’s post on deputation basis with the marketing board. Appearing before the Bench, comprising Justice MM Kumar and Justice Jitendra Chauhan, the petitioners had added that Rana directly submitted the application to the Chief Minister’s office, since he was closely related to him. On July 20, 2007, his appointment letter was issued and he was kept on deputation for a year. It was, subsequently, extended up to July 24, 2009. The petitioners alleged that the state of Haryana and others first appointed Rana and then extended his deputation period illegally. Further, to help him in absorption, the qualifications were proposed to be modified in a meeting held on August 19, 2008. After hearing the arguments, the Bench of Justice Kumar and Justice Chauhan observed: “The allegations are that Rana is a close relative, being the brother-in-law of the elder brother of the Chief Minister, Haryana; and has been brought on deputation without any procedure enshrined under Article 14 and 16 (1) of the Constitution of India.” |

Power supply schedule changed
Hisar, April 30 During night, the rural domestic consumers in Faridabad, Gurgaon, Bhiwani, Hisar and Sirsa circles will be given power supply from 6 pm to 3 am daily. Consumers in villages of Narnaul circle will get night supply from 7 pm to 6 am daily. The morning and day supply will be given in two groups in each operation circle. Group 1 of domestic rural consumers will be given morning supply from 4 am to 6 am daily and group 2 will be given power from 6 am to 8 am daily. During day, consumers in group 1 will get supply from 1 pm to 2 pm and consumers in group 2 will get supply from 2 pm to 3 pm. The agricultural consumers will also get supply in two groups in Faridabad, Gurgaon, Narnaul, Bhiwani and Hisar districts and three groups in Sirsa and Fatehabad districts. Group 1 in Faridabad and Gurgaon operation circles will get power from 6 am to 9 am and from 5 pm to 6 pm. Group 2 will run from 9 am to 12 noon and from 6 pm to 7 pm. Group 1 in area of Narnaul operation circle will get power for tubewells from 5 am to 8 am and from 5 pm to 6 pm. Group 2 will be supplied power from 8 am to 9 am and from 2 pm to 5 pm. Group 1 in Bhiwani will be given supply from 6 am to 9 am and 3 pm to 4 pm. The timings for group 2 will be 10 am to 1 pm and 4 pm to 5 pm. In Hisar, group 1 will run from 2 pm to 5 pm and 5 pm to 6 pm. Group 2 will run from 5 am to 6 am and 12 noon to 3 pm. Group 1 and 2 in Fatehabad and Sirsa districts will run from 10 pm to 2 am and 2 am to 6 am, respectively. Group 3 in Fatehabad and Sirsa will run from 6 am to 10 am. |

2 kids drowned in sewage tank
Sirsa, April 30 Local people brought them out of the water after about an hour of the incident, but by then it was too late. Their bodies have been sent for a postmortem. The victims, Ravi (10) and Happy (8), who were playing near their house in Ward 5 of the town at 4 pm, strayed towards the tank. Happy accidentally slipped into the tank and Ravi fell into the tank trying to save his younger brother. Some passersby noticed slippers of the children floating on the water. Soon, several people gathered there and efforts were made to bring the children out of the water. Members of the local Sahara Club also reached there and helped in the rescue operations. The bodies of the two kids were fished out with great difficulty an hour after the incident. Deputy Commissioner Yudhbir Singh Khyalia went to the town and condoled the bereaved family. He announced ex gratia payment of Rs 2 lakh for each child to the bereaved family from the Chief Minister’s fund. |

Refugees: Consider us freedom fighters
Chandigarh, April 30 This demand was made by president of the Haryana Punjabi Welfare Sabha AC Choudhry here yesterday.
Choudhry, a former Haryana minister, said the status of freedom fighters should be given to those migrants who were above 65 years of age and were borne in areas which now constituted Pakistan. The sabha also demanded that Punjabi should be made compulsory in the state schools up to Class VIII and only then would it become the second language in the real sense. The government should also denotify Telugu, which was earlier declared the second language of the state. It also demanded that a Punjabi university should be set up in the state after the name of martyr Madan Lal Dhingra for research on the Punjabi language. Till the university was set up, research should be conducted on the Punjabi language in some other university of the state. The sabha also demanded that to give representation to the Punjabi community, five-time MLA from Panipat Balbir Pal Shah should be inducted into the Cabinet during its next expansion. |

Rampant corruption in state, says Chautala
Rohtak, April 30 Speaking to mediapersons here, the INLD leader claimed that the “success” of the nationwide strike in Haryana reflected the growing resentment among the masses against the rising prices of essential
commodities and growing corruption in public life. He lauded the participation of traders and
shopkeepers in the strike. He alleged that money power was being misused to serve vested interests. He said the hard-earned public money was being wasted in acquiring land and naming buildings
and places after the names of members of a particular family in the state. He said the state government had no control over the bureaucracy. Reiterating that his party would contest the coming elections of
panchayats and local bodies, he said a meeting of the party state executive would be held in New Delhi tomorrow
to discuss the matter in detail. |
Varsity non-teaching employees strike work
Sirsa, April 30 Ramesh Chander Hans, president of the association, said over 10,000 non-teaching employees of vasrious universities in the state had observed a day’s token strike today. Hans said “five-day week” was the main demand of the non-teaching employees of this university. The other major demands include removal of pay anomalies, inclusion of the non-teaching staff in the executive councils and other committees of the universities and “inner promotion” of the non-teaching employees, he said. Hans said a meeting of the federation would be held at Kurukshetra on May 12 where the non-teaching employees would chalk out a strategy for their next course of action. |
Bet on liquor costs 3 youths their lives
Rohtak, April 30 The youths identified as Jitender, Bindra, Sunda and Krishan were in their early 20s. The youths, who were reportedly addicted to drugs and liquor, were unemployed and had assembled on the outskirts of the village to consume liquor. They reportedly had a bet on who could consume more alcohol. The situation turned worse when they fell unconscious after taking the drug, said the police. Villagers took them to the PGIMS. Jitender, Bindra and Sunda died in the hospital while Krishan’s condition was stated to be critical. |

Jind, April 30 The school was found to be running without proper documents and authorisation from the department concerned after a raid was conducted by a team headed by ADC J Ganeshan here today. The institution identified as DN Model School located on the Narwana road here had no documents that could prove that it had been given the recognition by the Education Department, said the officials, who raided the school and checked its records. The ADC was accompanied by the Block Education Officer and the raid was conducted after a complaint was received about the alleged irregularities by the school management. — TNS |
