Implementation of Right to Education Act long way ahead

With a literacy rate of 67.91 per cent and as many as 1.5 lakh children still out of school despite the incentives rolled out by the Haryana government, the implementation of the Right to Education Act is a long way ahead.

While the Education Department has its hands full with working out modalities for implementation of the Act, it is hopeful of having its house in order before the last date for admission - July 31- in this case.

While the foremost challenge comes from defining, identifying and notifying neighbourhood schools from classes I to VIII, the department will also have to hasten the process of laying down admission and reimbursement rules for unaided schools. Since the Act makes education free and compulsory for all children in the age group of 6 to 14 years, the department will also have to define how children from the backward sections will be picked up for the 25 per cent seats reserved in all these schools.

A campaign to recognise all applicant schools that fulfil the existing norms will be carried out and unrecognised schools will be given an order to either shut shop or face penal action.

Though the state seems to have enough primary schools to meet the target, officials maintain that more schools at the middle-class level will have to be opened while the process of recognition too will have to be extended to schools that “fit the bill”.

Contrary to the earlier provision where a child will be admitted to a skill-appropriate class, the Act lays down that the child will now attend his age-appropriate class. In a statement, the Chief Minister said remedial coaching would be provided to all such children from May to July to help them catch up with others in the class.

The Act which has revised norms of the student-pupil ratio, reducing the number of students per teacher, will further strain the department which is already grappling with paucity of teachers at all levels. Sources peg the number of additional teachers required with the Act coming into force at nearly 7,000 plus.

Education Minister Geeta Bhukkal stated that a school-wise enrolment and sanctioned teacher posts survey had been undertaken to assess the additional requirement and the deployment would be completed by September 30.

Bhukkal said the programme would be implemented like a mission in the state. “The fact that we needed an Act after so many years of independence is enough to prove that we need to proceed on war-footing so that every child is educated. We will go all out to convince all children in the age group of 6-14 years to attend school,” she maintained.

Further, State Project Director PK Das, who is handling the aspect of infrastructure and enrolment, explains: “I wrote to parent-teacher associations of all schools and the village education committees to fan out in their areas and identify the out-of-school children. They have been assigned the task and the process began in March itself. We will be able to meet the deadline of the last date for admissions in schools. All such meetings are being presided over by the school headmasters.”

Vandals strike at judicial complex

Some unidentified persons entered the district courts complex here last night and indulged in arson and vandalism. The miscreants fled after the incident. The incident has come as a big embarrassment for the police here and has cast serious aspersions on its functioning. The police has registered a case in the matter. However, no arrests had been made till the filing of this report.

The miscreants broke flower pots and later tried to set fire in the generator set control room. They then entered the fifth floor of the judicial complex building and damaged a recently installed RO system. They also broke windowpanes in two chambers of judges. They also set on fire about two quintals of wood kept in the judicial complex.

The flower pots had been neatly arranged a few days ago for the visit of a Judge of the Punjab and Haryana High Court, Mr Justice MM Kumar, also the administrative judge for Faridabad court, who came here for inspection.

President of the District Bar Association Radhey Shyam Prashar condemned the incident and expressed concern over lack of proper security in the complex. The generator set room is close to the guard room. The miscreants seem to have had a free run in the entire complex.

According to Prashar, there was provision for security consisting of an SI and six constables for the judicial complex. Besides, there were peons of the court on duty. It was strange that the arson took place in spite of the security cover.

The Bar association has demanded action against police personnel for dereliction of duty.

He said it was strange that the police did not notice the incident even the miscreants set on fire about two quintals of wood. The flames from the fire affected branches of a nearby banyan tree, which suggested that the flames were high.

The lapse of the security could be gauged from the fact that the Central police station is just near the judicial complex. So is the office of the DCP as well as the office of the Deputy Commissioner, Faridabad. The mini-secretariat is adjacent to the judicial complex. The incident has sent shock waves among the lawyer community.

Govt to teach Vaastu to property dealers

In a bid to register real estate dealers in Gurgaon as per the requirement of the Haryana Regulation of Property Dealers and Consultants Rules, 2005, a facilitation programme under the public-private partnership (PPP) model was launched here on Tuesday.

The district administration, Real Estate Development Council (REDCO), Haryana Tourism and Haryana Tourism Mart have jointly organised a month-long and a licensing enrollment camp at Community Centre of DLF Phase- I, which was formally inaugurated by local Deputy Commissioner Rajender Kataria on Tuesday.

Addressing the participants, Kataria said the idea behind the camp was to facilitate the registration of realtors with the district administration without any harassment at the hands of “babus” in government offices.

The REDCO would receive the applications for registration and after completing the formalities, the applicant would get his registration certificate or licence within a day or two from there itself.

The property dealers, real estate agents, developers, builders, developer companies, organisations and property consultants need to get themselves registered with the district authorities after the promulgation of the Haryana Regulation of Property Dealers and Consultants Rules - 2005 in the state.

During the camp, the property dealers or developers would also be enrolled for a three-week certification course to be organised by the Haryana Institute of Public Administration (HIPA), Human Settlement Management Institute (HSMI) and the REDCO.

The realtors would be told about various regulations, rules, bylaws, Stamp Act, Registration Act, minimum defined conduct and ethics, professional practices and other legal provisions related to sale and purchase of property along with subjects like “Vaastu - Facts and Myths”, which will help the realtors in their day-to-day business.

After the completion of the course, the participants will be issued certificates. The DC claimed that this novel initiative in this regard had been taken for the first time in the state. Kataria maintained that camp would also guide the potential buyers so that they did not get cheated by unscrupulous colonisers and invest their money only in legitimate property. The names of all local property consultants duly registered with them had been put on the official website of the district administration.

Earlier, the honorary secretary of the REDCO, Col Prithvi Nath, said the fee for the certification course was Rs 9,999, adding that for enrolling with the REDCO, an amount of Rs 1,000 from individuals and Rs 5,000 from companies would be charged.

The charges for obtaining licence as registered property consultant are Rs 50,000 for a company and Rs 25,000 for individual property dealers. REDCO president Arun Anand observed that the registration of realtors would help them in working in an ethical manner.

Govt to allot land to pvt hospitals

With a view to providing better healthcare to the poor, the government has decided to allot land to private hospitals with the condition that free or concessional health facilities should be provided by these to people of weaker sections of society.

Besides, recognition to private schools will now be granted only if their managements agree to provide free or concessional education to children belonging to economically weaker sections. A notification in this regard has recently been issued by the government.

Stating this while talking to mediapersons here recently, Health and Education Minister Geeta Bhukkal said district-level committees would be constituted to ensure that people of weaker sections got educational and health facilities as per the government’s instructions. The Deputy Commissioner of the district concerned would head each such committee.

“The Civil Surgeon will be the member secretary of the committee monitoring the activities of private hospitals and the district education officer will be the member secretary of the committee monitoring educational facilities provided by private schools to children of weaker sections,” said the minister.

The minister said the committee would review the facilities being provided by private schools and hospitals to weaker sections every month.

Arora, Agarwal communities will have to wait for dharamshalas

The Arora and Agarwal communities in Sirsa town will have to wait for some more time before they get dharamshalas. As per the final itinerary of the visit of Chief Minister Bhupinder Singh Hooda received by the authorities here, there is no mention of the two projects.

Earlier, Haryana minister Gopal Kanda had said Hooda would lay the foundation stones of the two dharamshalas during his visit on April 3.

His younger brother Gobind Kanda had called a meeting of leaders of the two communities yesterday in this regard and said the two communities would felicitate Hooda for providing them land for the dharamshalas and starting the project by laying the foundation stones.

When contacted today, Gobind Kanda said the earlier announcements were made due to some confusion, but added that the two communities would not have to wait for long for these projects.

“The projects have been delayed as the land could not be transferred to the Shri Arorwansh Sabha and the Agarwal Sabha due to some administrative delays,” Kanda said and claimed that Hooda would make a formal announcement of giving 4,000 yards each to the two organisations on April 3.

“The foundation stones will be laid during Hooda’s next visit, which will be planned soon after the government land is transferred to the two organisations,” he added.

Meanwhile, Hooda will inaugurate projects worth over Rs 36 crore in Chaudhary Devi Lal University, including that of a library building and shopping complex on the university premises, said Balbir Singh Malik, Vice-Chancellor of the university and Commissioner, Hisar Division.

Malik added that Hooda would also inaugurate girls’ hostel in Government Engineering College in Panniwala Mota village that had been constructed at a cost of Rs 5.21 crore.

DC Yudhbir Singh Khyalia said the Chief Minister would inaugurate a 33 kV substation in Panihari village which had been set up at a cost of Rs 2.92 crore.

He would also lay the foundation stone of Trade Tower, Sirsa, which would be set up by the local municipal council on 2.5 acres at a cost of Rs 9.97 crore.

About 300 shops and SCOs would be constructed in this multi-storeyed building, he added.

Jhinda seeks 40 pc share for state in SGPC budget

President of the Haryana Sikh Gurdwara Prabandhak Committee (ad hoc) Jagdish Singh Jhinda today demanded 40 per cent share for Haryana in the total development budget of the Shiromani Gurdwara Parbandhak Committee (SGPC).

Talking to mediapersons here today, Jhinda alleged that SGPC chief Avtar Singh Makkar wanted to gag his voice as he was trying to point towards large-scale irregularities in utilisation of funds.

Jhinda was yesterday escorted out of Teja Singh Samundari Hall in Amritsar by the task force of the SGPC during a meeting of the committee to discuss the budget for 2010-11.

“Out of the annual budget of Rs 508 crore passed by the SGPC, merely Rs 8 crore has been approved for Haryana. Moreover, Rs 5 crore out of this amount has been earmarked for Meeri Peeri Medical College in Shahbad, which is unlikely to be spent due to a petition pending in a court,” Jhinda alleged.

He alleged that Makkar had been acting as a puppet in the hands of Punjab Chief Minister Parkash Singh Badal and has been running the affairs of the SGPC on his directions. He maintained that he wanted to raise certain irregularities in the purchase of cloth for “Siropa” in the meeting held yesterday, but was denied opportunity to express his views in the meeting and was “unceremoniously” pushed out of the meeting hall.

Jhinda alleged that the Haryana government’s move to create a separate SGPC for the state had been delayed due to the intervention of Prime Minister Manmohan Singh and hoped that the matter would be resolved soon.

He said the HSGPC (ad hoc) was grateful to Chief Minister Bhupinder Singh Hooda for according the status of second language to Punjabi and hoped that he would soon implement his assurance of constitution of the separate SGPC too.

C’wealth Games to kick off from Kadarpur village

Haryana Minister of State for Sports Gopal Kanda said today that the Commonwealth Games would kick off from Kadarpur village in Gurgaon district. The government is all set to make these games free from any security-related incidents.

Kanda, who is also the Home Minister, said the whole preparation had been made for security arrangements during the games for which a sum of Rs 23 crore would be provided by the Union Government. It was a matter of pride that Haryana would register the beginning of such a world-level game.

The minister said the state government was committed to encouraging its players as well as sports. “We are continuously trying to extend better facilities to sportspersons who always kept our flag flying high,” added Kanda.

Elaborating various activities done for promoting sports in Sirsa district, the minister said a sum of more than Rs 10 crore would be incurred on the construction of stadiums. Moreover, a number of significant schemes had been prepared for expansion of education in the district which included setting up of ITI, construction of new rooms in government schools and many more. In addition, many steps had been taken for the development of the agriculture sector, he added.

Kanda said a detailed project report had been prepared and forwarded to the state government for providing electricity in more than 8,000 dhanis of Sirsa. Work would start on it after getting permission.

Non-teaching staff of varsity seek 5-day week

The Chaudhary Devi Lal University Non-Teaching Employees Association has demanded five-day week for the non-teaching staff of the university. Ramesh Hans, president of the association, said they had brought their demand to the notice of the authorities and would also meet Chief Minister Bhupinder Singh Hooda in this regard during his visit to Sirsa on April 3.

“When the university was incorporated in 2003, the then government had implemented all rules and regulations followed by Kurukshetra University. However, the authorities decided to apply six-day week, although five-day week was in force in Kurukshetra, thereby discriminating against the non-teaching employees of this university,” said a signed memorandum of the members of the association.

Hans claimed that five-day week was being observed in the Chaudhary Devi Lal College of Engineering, Panniwala Mota, which was a constituent college of the university and even in Bhagat Phool Singh University, Khanpur Kalan (Sonepat) and Deenbandhu Sir Chhotu Ram University, Murthal (Sonepat), established much after the CDLU.

Census operation to start from May 1

The census operation will start from May 1 in Haryana. As many as 56,000 enumerators and supervisors will participate in the 45-day-long massive exercise of comprehensive database collection and to create a comprehensive identity database in the state.

The exercise will not just collect and collate the numbers, but enumerators will also collect fingerprints and photographs besides information on mobile phones, computers and internet access.

An official spokesperson for the Haryana government said the first phase of census starting from May 1 to June 15 would involve house listing and housing census in all 21 districts, 71 tehsils, 106 towns and 6,764 villages of the state.

The house listing and housing census would provide comprehensive data on the conditions of human settlements, housing deficit and consequently the housing requirement to be taken care of in the formulation of housing policies.

The census would also pave the way for national unique identity number (UID) for the people of the state. The 2011 census would also be the forerunner to the launching of the national unique identity number (UID). The first stage would be the data collection of all ordinary residents of the state followed by the photographs and biometric information of all residents above 15 years in the second phase.

A new dimension has been added in the census operation as the national population register (NPR) will be created in two stages. The NPR will have the entire population in one database that will include the items of information such as the name of the person, father’s name, mother’s name, spouse’s name, sex, date of birth, place of birth, current marital status, education, nationality as declared, occupation, present address of usual resident and the permanent residential address.

The census database will also contain photograph and ten-finger biometry of persons above the age of 15 years. The children below 15 years will use the UID numbers of their parents. Based on the census data, the Unique Identification Authority of India will undertake biometrics based de-duplication and assign UID numbers to each resident. The cleaned database along with UID number will form the final NPR database.

600 MW Khedar unit commissioned on full load

Haryana’s prestigious Rajiv Gandhi Thermal Power Project (RGTPP), Khedar, in Hisar district today created history by breaking all previous records of fast project implementation when its first 600 MW unit was commissioned on full load in a record period of 38 months.

While complimenting engineers on this landmark achievement, Chief Minister Bhupinder Singh Hooda said it was a matter of pride for Haryana that India’s first sub-critical unit of 600 MW capacity had been successfully commissioned in the state. Hooda said the mandatory 14-day trial operation of the unit shall now commence shortly, and by the end of April, the unit was expected to be declared on commercial operation.

He said the work on unit-2 was also progressing as per schedule and it would also be synchronised by April 20. The Chief Minister reiterated that this major achievement was another milestone towards fulfilment of the commitment made by the government to the people of Haryana for adding 5,000 MW generation capacity during the 11th Five-Year Plan.

Giving details, he said since its inception, the project had been crossing all major milestones on or ahead of schedule. The work for turnkey implementation of the Hisar project was awarded during January 2007. The engineering, procurement and construction cost of Rs 3.14 crore per MW for this project was the lowest in the country and was being talked about as a new benchmark. He added this was the first project in the northern region to be awarded the Mega Project status by the Ministry of Power during November 2006.

He said earlier also the RGTPP had created history by completing the hydraulic test of the boiler of unit-1 on February 28, 2009, months ahead of scheduled date of May 28. The boiler of unit-1 was lighted up on August 22, 2009, and it was successfully synchronised on December 29, 2009, in a record period of 35 months.

Congress to strengthen base
To focus on youth, women

The Haryana Congress has decided to further consolidate its links with a wider section of people focusing on the youth and women. Party sources said Congress president Phool Chand Mullana would visit all districts in connection with the consolidation campaign. In fact, the party is said to be fine-tuning its strategy to make the proposed campaign a success.

A senior office-bearer of the Haryana Congress said the move also had the blessings of Chief Minister Bhupinder Singh Hooda. Hooda is said to have expressed his desire to Congress leaders in favour of forging ties between the party organisation and the government in order to give a boost to the party workers and strengthen the party.

Mullana will also propagate the message of the Chief Minister to the party functionaries during his proposed visits to the districts.

Apparently, the Haryana Congress appears to have drawn an inspiration from the leadership of General Secretary of the All-India Congress Committee Rahul Gandhi with regard to increasing the roots of the party among the youth and women.

Senior Congress leaders of Haryana are further convinced in favour of orienting itself towards the youth and the women as they have shown good response during the latest membership drive that ended in January.

In the latest membership drive, the party has been able to push up its total primary members to six lakh. Earlier, it was two and a half lakh.

The Congress attributes the high growth to Hooda’s image as well as the public-friendly policies taken by the Congress government under him.

Congress leaders say the party’s move to expand its base will continue unhindered on account of the commencement of the process of the organisational election in the state. The process for election of the booth level commenced today and it will conclude in July with election of the president of the Haryana Congress followed by election of the President of the All-India Congress Committee (AICC).

Rs 79.28 cr relief for farmers

The Haryana government has allocated a sum of over Rs 79.28 crore for payment of relief to farmers of Bhiwani and Hisar districts whose Rabi crops-2008 were damaged due to drought.

As per a letter to this effect issued by Naresh Gulati, Financial Commissioner and Principal Secretary, Revenue and Disaster Management Department, a sum of over Rs 68.82 crore has been allocated for Bhiwani district and over Rs 10.46 crore for Hisar district.

The compensation will be disbursed strictly in accordance with the norms of gratuitous relief and prescribed scales. Strict care will be taken to ensure that disbursement of the relief is actually made to the identified beneficiaries and not adjusted in other dues pending in their names and it is made strictly in accordance with these instructions in conformity with the damage in each field.

The actual distribution of cash will be done by Additional Deputy Commissioners, Subdivisional Officers (Civil), City Magistrates and District Revenue Officers who will be appointed as team leaders. While distributing the relief, 20 per cent physical checking by the Deputy Commissioner and 5 per cent by the Divisional Commissioner will be ensured.

Payment of relief will be made publicly after giving due publicity in the villages concerned to avoid any criticism and proper attestation /identification of the recipients will be carried out. Signatures of both recipients and identifiers will be obtained on receipts and Deputy Commissioners will ensure safe custody of all receipts.

5 highway robbers held

The Gannaur police busted a gang of highway robbers with the arrest of five persons late last night. They have been identified as Sandeep of Kavi village in Panipat district, Sunil of Kaat in Panipat district and Shushil, Rakesh and Devender of Safidon in Jind district.

They were produced in the court today and were remanded in police custody for the recovery of the looted car, mobile phones and the cash.

According to SP Mahender Singh Sheoran, the arrested gangsters were allegedly involved in looting a car, two mobile phones and cash from car driver Mukesh Kumar of Kathni in Himachal Pradesh on March 27 near Gannaur on the GT Road.

The SP said Mukesh lodged a complaint stating that he was working as a driver on the car owned by Nirmal Kumar of Chandigarh. On March 27, the car was booked for Delhi from Chandigarh and when he reached Delhi, he received a call from a travel agency that some passengers were waiting outside the Palam airport. When he reached outside Palam airport, five youths were standing there.

The youths hired the car to go to Panchkula. After reaching near Gannar overbridge, one of them asked him to take the car to Gannaur as he had to pick up some luggage. Soon after turning towards Gannaur, the youths overpowered him and looted the car, mobile phones and cash at gunpoint.

Before escaping with the looted car, Mukesh was dropped at a deserted place on the Khubru road.

Man murdered by five

Yamunanagar, April 1
Parvender Kumar (35) was murdered with sharp-edged weapons allegedly by five men in the Amarpuri locality in Farakpur here today. He was murdered over his alleged illicit relations with the wife of one of the assailants.

The five accused have been identified as Khareti Lal, Rohit, Deepak, Sonu and Raju. A case under Sections 148, 149 and 302 of the IPC has been registered against them following a complaint by the deceased’s wife Kusum at the Farakpur police station.

The police said the five accused had a heated argument with Parvender over his alleged illicit relations with Sonu’s wife following which they attacked Parvender with a sword and other sharp-edged weapons. Parvender died on the way to a hospital. The assailants are at large.

Bhiwani jailers in the dock

Bhiwani jail superintendent and another official are in trouble. After taking stock of the allegations of extortion from prisoners and threats issued to them, the Punjab and Haryana High Court has expressed the desire that the officials be transferred.

Chief Justice Mukul Mudgal and Justice Ajay Tewari also directed Haryana to provide adequate security to the witnesses in the case against superintendent Shamsher Singh Dahiya.

The directions came on a suo motu case initiated on the recommendations of Justice Ajai Lamba on the basis of a complaint from a prisoner.

Prisoner Rajbir Singh’s wife Nasib in her complaint to National Human Rights Commission, District and Session Judge and the high court on April 23, 2009, had stated her husband was asked to pay bribe to the jail superintendent. The family paid some amount, but Dahiya asked for Rs 15,000. When the amount was not paid, Rajbir was given severe beating, Nasib alleged. The Bench also directed Haryana to inform the court about Dahiya’s tenure.
