Doctors strike work, demand security
Karnal, March 29 The doctors, led by Dr Varinder Nagpal, staged a dharna and wore black badges to register their protest against the thrashing of senior medical officers - Dr Samrat Azmani, who was injured and referred to Delhi, and Dr Anoop Garg, who sustained minor injuries. The doctors and the other staff, who received instant support of the Indian Medical Association and the Haryana Lab Technicians Association, demanded the arrest of the culprits and adequate security to the staff. The doctors rued that in spite of a special Act passed by the government to make such attacks on medical professionals cognisable and non-bailable, such assaults were continuing. The doctors lifted the dharna and resumed work around 2 pm after Additional Deputy Commissioner Sanjeev Verma reached the hospital and assured that action would be taken against the culprits and necessary security would be provided to the doctors. The relatives of Vasu, whose death in the trauma centre sparked violent protests, remained defiant today and did not take away the body till 2 pm after the postmortem. They were demanding that action should not be taken against those involved in violent incidents and beating up of doctors. DSP Surinder Pal Singh argued with the family members of Vasu and persuaded them to take away the body for cremation. No arrest has been made so far. Vasu, a resident of the Indira Colony, was beaten up by some people a few days ago and admitted at the trauma centre with broken legs. After undergoing treatment for one week, he died yesterday and his relatives turned violent, alleging negligence on the part of doctors. |
Manoj-Babli Case
Karnal, March 29 Arguments of the prosecution and the defence on the quantum of sentence were heard today and the case listed for tomorrow. Lal Bahadur, who appeared for the victims, pleaded for death sentence, maintaining that it was a pre-planned crime and its perpetrators deserved no mercy. He quoted the Machi Singh versus State of Punjab case in which guidelines were laid down for death sentence in case of killing of all family members, murder of a hapless woman and in case the crime was pre-medidated and brutal. All these factors were applicable in this case, he argued. The defence lawyer urged the court for leniency. The court recorded the statements of all seven convicts on the quantum of punishment. The persons held guilty are Suresh (brother), Rajinder (uncle), Baru Ram (maternal uncle), Gurdev and Satish (cousins) of the Babli, and Ganga Raj, a village strongman. The seventh accused, Mandeep Singh, driver of the Scorpio jeep used in the crime, has been charged with kidnapping and conspiracy. |
Move to rename dept opposed
Sirsa, March 29 The Executive Council (EC) of the CDLU will be meeting on March 31 and item 14 of the agenda of the meeting circulated among its members reads: “To consider and approve the proposal that Chaudhary Devi Lal Memorial Engineering College, Panniwala Mota (Sirsa), the constituent college of the university be treated as Faculty of Engineering and Technology of the university. Further, to consider the proposal that the Department of Computer Science and Engineering be renamed as the Department of Computer Science and Application and be treated as part of the Faculty of Physical Sciences.” “The Department of Computer Science and Engineering was established at the time of setting up of the university in 2003. After the Chaudhary Devi Lal Memorial College of Engineering, Panniwala Mota (Sirsa), was made a constituent college of the university, its academic council resolved to treat it as Faculty of Engineering and Technology and the Department of Computer Science and Engineering as Faculty of Computer Technology,” claimed a senior teacher of the department requesting anonymity. The teachers, who have sent their representation to the chancellor, and met Haryana Chief Minister Bhupinder Singh Hooda in this regard, also alleged that the recent move of the university would prove a great barrier in the career of the students. The students after passing MTech from the university would get a degree in physical sciences and not engineering, he explained. Registrar of the university RK Sehgal refused to comment and said the issues to be taken up in the EC meeting were confidential till they were discussed and some decision taken on those. He, however, said the university followed the line taken by Kurukshetra University in any such matter. However, sources in the university said the issue was not merely about the career of students and there was much more at stake. The real issue, sources added, was claim over the membership of the EC by virtue of being Dean of a particular faculty. “Ever since the university has come into existence, the Department of Computer Science and Engineering has been treated as part of the Faculty of Engineering and Technology, which is clubbed with non-existent Faculties of Ayurveda and Medicine, thereby providing the chairperson of the department an automatic entry to the EC every time,” said sources. “Now, if the department goes to the Faculty of Physical Sciences, the post of Dean will be decided by rotation between this department and other departments of the faculty like physics, chemistry and mathematics thinning the chances of entry to the EC,” sources added. |
Sonepat emerging educational hub: Bhukkal
Sonepat, March 29 Delivering the convocation address at Geeta Vidya Mandir Girls College here, Bhukkal said four new medical colleges were being opened. “Haryana in general and Sonepat in particular have been emerging as educational hub in the country,” she said. She opined that the society would not progress without empowering of women and realising this the state government had opened the first women university of northern India in Khanpur Kalan. A number of other incentives were being provided to promote girl education in schools and degree colleges, she added. Bhukkal exhorted students to work hard and make best possible use of the facilities being provided to them by the state government. College principal Dr Jyoti Juneja listed the achievements of the college in various fields. The minister distributed degrees among 613 students of the college. The occasion was marked by inauguration of a library hall, sewing centre, an exhibition and presentation of a colourful cultural programme by college students. |
Education college fleecing students: Report
Jhajjar, March 29 An inquiry committee constituted by Maharshi Dayanand Univeristy (MDU), Rohtak, following a student’s complaint, has not only held a college of education located in Bahadurgarh town here guilty of gross violation of the norms but also recommended to the university administration to disaffiliate the college from the next session, besides getting an FIR lodged against the president of the college. According to sources, the committee, in its inquiry report that has recently been submitted to the university administration, reveals that the Lt Mahipat S College of Education has illegally charged Rs 49,100 against the prescribed fees of Rs 18,400 from its students for the DEd (first year) course. The college also threatened the students that their roll numbers would not be issued by “marking” their attendance short. Besides they would be failed in the practical examination in case they protested against this move of the college. “Students of the Lt Mahipal S College of Education were actually apprehensive of being manhandled by the college authorities when the inquiry committee visited the college this month. The committee was told that a student, Vinod Kumar, was beaten up by the president of the college and other persons when he protested against this illegal move of the college. Later, the student was medically examined and a medico-legal report prepared but the matter was resolved after getting something written from Vinod under pressure,” states the inquiry report. The report also maintains that despite being asked to be present in the college during investigation of the complaint, neither college president Ramesh came to the college nor the college staff produced cash receipts, photocopy of cash books and pass books before the inquiry committee, which “shows that the students are being cheated by the management of the college”. During the investigation, the committee recorded the statements of nearly 20 students who alleged that they had been charged excess fees after being threatened with dire consequences, the report adds. The committee has recommended that the college be disaffiliated from the session 2010-11 and an FIR be registered against the president of the college for cheating and adopting illegal means to extort money from students, the sources said. |

Closure of power units costs govt dear
Panipat, March 29 According to sources, the state drew 2,494 lakh units of power worth Rs 108.89 crore in the first fortnight of March from the northern grid to cope with the power shortage in the state. The power utilities receive power from the grid at an average cost of Rs 4.37 per unit. As per data released by the Northern Regional Power Committee, the state bought power at Rs 5.59 per unit on March 5 and 13. The state purchased 850 lakh units on March 5 and 896 lakh units on March 13. Despite this heavy overdrawl, Haryana had an energy deficit of 1,419 lakh units, the sources said. The crisis had been created as three 110 MW units at the Panipat thermal plant are facing a shutdown due to various reasons. Besides, the 300 MW unit number 2 at the Yamunanagar thermal plant and the recently commissioned 600 MW unit at the Hisar power plant were not generating power to their full capacity, the sources added. The unit number 2 at the Yamunanagar thermal plant was closed on February 22 due to excessive collection of ash in electro state precipitation hoppers. It became operational on March 14. The 110 MW unit number 3 at the Panipat thermal plant was closed on December 29 last year due to inflow of lubricating oil in the turbine shaft, thus resulting in overheating of the turbine. Meanwhile, the 600 MW unit at Hisar, which was commissioned on February 21, has been generating power far below its capacity. This unit could generate only 153 lakh units during the first fortnight of the month, causing an energy deficit of 1,076 lakh units. The Yamunanagar thermal plant (600 MW) operated at only 46.6 per cent plant load factor, causing an energy deficit of 1,863 lakh units. The 300 MW Yamunanagar thermal unit number 2 had been generating only 170-180 MW, while the 600 MW unit at the Khedar plant was operated at 220 MW for only a few hours on March 24 and 25, the sources said. Due to poor operational performance of the thermal plants, the state has already registered a loss of Rs 50 crore over just 15 days. Besides, it has also created a severe power shortage, with consumers facing long power cuts just at the onset of the summer season. Poor to get plots in private colonies
Chandigarh, March 29 The department has now decided that 50 per cent of the plots reserved for the EWS in the residential plotted colonies developed by the private colonisers will be
given to the Haryana Housing Board at Rs 500 per sq yard. The board will construct flats on this land and allot them at reasonable rates approved by the government to below poverty line (BPL) families only. Under rules, it is mandatory for the colonisers to reserve 20 per cent of the total plots for allotment to the EWS and lower income group categories. Normally, the size of such plots is 50 sq m, 75 sq m, 100 sq m and 125 sq m or otherwise approved specifically in the layout plan approved by the department. The remaining 50 per cent plots will be allotted at Rs 500 per sq yard or Rs 600 per sq m and flats constructed in the group housing colonies will be allotted at the maximum rate of Rs 50,000 per flat by the colonisers to any BPL person. First preference will be given to the BPL families listed in the same town, followed by listed in the district and the state. To make the scheme transparent, advertisements will be given in one of the leading English national dailies and two vernacular language
newspapers having circulation of more than 10,000 copies in the district concerned. The allotment will be made through a draw of lots in the presence of a committee comprising the DC or his representative, senior town planner of the circle, representative of director, town and country planning (DTCP), and the coloniser concerned. |
No dearth of sportspersons in state, says Surjewala
Rewari, March 29 He said while sports fostered mutual harmony and endowed participants with a robust physique, he wanted the losing teams to take defeat in the spirit of true sportsmanship. Highlighting the contributions of Rao Tula Ram, a hero of 1857, as well as late Rao Abhey Singh, a patriarchal politician of the Rewari region, he complimented Chiranjeev Rao, chairman of the organising committee and grandson of late Rao Abhey Singh, and his associates for organising the tournament. Enumerating various measures initiated by the state government for providing a fillip to promising sportspersons in the state, the Finance, Irrigation, Forest and Environment Minister, Capt Ajay Singh Yadav, son of late Rao Abhey Singh, said eight teams from Haryana, Delhi and Rajasthan would participate in the tournament. He also announced that while the winner would be awarded a cash prize of Rs 75,000, the team holding the second position would be given

Hassle-free way to settle disputes
Jind, March 29 This is what one could conclude after going through the success rate of the concept of the mediation centres set up by the Haryana Legal Services Authority to smoothen the process of providing justice in minimum possible time period. At least 150 cases have been settled and solved through the mediation centres here in the recent past. Jind is one of the 10 districts in the state where such centres have been made functional. According to a spokesperson for the District Legal Services Authority, the centre, which was set up in 2008, attracted several litigants who want to avail the facility and desire to go for settlement in earliest possible time. A majority of 189 cases registered with the mediation centre set up on the premises of the local court have been settled while the rest are in the process of getting solved, it is claimed. Stating that the system is quite simple and hassle free, he said litigants could get their cases registered with the centre with no charge and cases were discussed and debated in the presence of authorised legal persons who listen to both the sides and suggest the possible way out by talking to both the affected parties. Any decision or agreement reached here get the court seal and approval and could not be challenged after the final judgment or settlement, said sources. Experienced advocates work as mediators and the whole process is supervised by a judicial officer and it is ensured that the affected persons get the justice in a dignified manner in least possible time period, it is added. An agreement project committee had been set up here for the process, said an official. Besides Jind, such centres have also been started in Faridabad, Hisar, Gurgaon, Kurukshetra, Narnaul, Karnal, Rewari, Rohtak and Sonepat. |

Pharma industry seeks tax holiday
Ambala, March 29 President of the confederation Vinod Gupta has sent a memorandum to Hooda demanding him to put an end to the injustice meted out to both Haryana and Punjab, the two states whose industry has been crippled. The confederation has demanded that since only a couple of days are left, the Chief Minister should telephonically take up the matter with the Prime Minister, Finance Minister and UPA chairperson Sonia Gandhi. The confederation has suggested to the Chief Minister to call a press conference to articulate demand that either there should be no extension to HP and Uttarakhand or give it to Haryana also. The confederation has threatened to impose an entry tax of 10 per cent on all imports into Haryana from excise exempt units of these states if the Centre ignores the demand. The Himachal Pradesh Assembly passed a unanimous resolution in the last winter session asking Centre to extend the package by another 10 years. Congress MP from Himachal Pradesh and Union Commerce Minister Anand Sharma has put in a strong note to the Prime Minister for extension of the package by three years. He lamented that Haryana leaders had unfortunately done nothing worthwhile as was evident from the press statement of the FM in Chandigarh a few days ago. |

Year on, no headway in double murder case
Rohtak, March 29 Describing it as a Taliban style of action, kin of the victims have suspected that a love affair could have been behind the ghastly act, but the law has failed to nail the criminals. “We have approached and written to each and every authority, including the President, the Prime Minister, the Chief Minister, the local MP, the IG and the SSP, but have failed to get any positive response so far regarding the arrest of the accused, who had shot dead my son Devender (23) and his nephew Navin (19) here while they were on the way back to their home after attending a function,” claims Rajender Singh, a resident of Prem Nagar here. Navin had been living with the family here to pursue his studies in a Jat school here, while Devender was a student of polytechnic in Kiloi village. According to him, the role of the police in this case had been “dubious” so far as it first tried to project the matter as an accident case, but when it was revealed that they were shot dead and their bodies were dumped, the police neither interrogated nor arrested the persons named as suspects by them. Claiming that his son could have been involved in an affair with a girl as a letter was recovered from his pocket, he alleged that the kin of the girl could have been behind the double murder, but the police had been trying to shield the accused as he had been in the same department and had links with influential persons. “We are completely shattered as Devender was the only son of our two children and he was murdered for no fault of his,” claims Vidya Devi, wife of Rajender. Incidentally, Navin was also the only child of his widowed mother residing in Delhi. “The case has come under my purview just a month ago as it was with the neighboring district police for the past over nine months. I have constituted a team to investigate the matter,” claimed SSP Anil Kumar Rao. |

The mother had expressed apprehension regarding her safety, while claiming the receipt of threatening calls since the pronouncement of the verdict. Quoting a news-item in this regard, advocate HC Arora made an oral submission before the Bench. He said “as per newspaper reports, Chanderpati, the widowed mother of Manoj, was getting life threats ever since the Karnal District and Sessions Judge, pronounced the judgement in the murder case of Manoj and Babli. The Bench immediately issued directions to Haryana Additional Advocate-General Rameshwar Malik to ensure adequate security cover. |

Chandigarh, March 29 The system was inaugurated by state Chief Secretary Urvashi Gulati here recently. A presentation about the system was given by the Haryana unit of the NIC, which has developed the system. Even the states like Karnataka and Maharashtra, which are considered to be technologically advanced, have not yet introduced the system. Haryana will now have the distinction of having complete transparency in its treasury operations. The centralised system will allow changes or modifications in the budget or account heads at the headquarters only. Centralised data pertaining to departmental budget allocations as well as drawing and disbursing officer (DDO) allocations at the headquarters level will allow all departments and DDOs to have strict vigil over the budget and transactions related to receipts and payments with respect to their departments. |
Longer tours for school students
Faridabad, March 29 As per the directive to all District Education Officers (DEOs) of the state received today, issued by the office of the Commissioner-cum-Director-General, Secondary School, Haryana, the coverage area of the tours that was 100 km had been increased for all schools. The directive, however, does not specify the distance that has been increased. Tours to places in Delhi and Chandigarh have been allowed as per the latest fiat. Showing further latitude, the government has allowed the schools to use private vehicles instead of the buses of Haryana Roadways if the travel fares were comparatively cheap. Besides, the government has directed the schools to spend the money provided to them in the name of tours by the end of this academic year. |
Restore connection to consumer, gas agency told
Sonepat, March 29 Khajan Singh had filed a complaint stating that he was issued an LPG connection by the gas agency on August 6, 2002, and he continued to receive the supply of gas cylinders. However, when he went to book a cylinder on November 18, 2008, the gas agency owner refused to do so, stating that the gas connection was of some other person with the same name. When his repeated pleas to restore the connection were not entertained by the gas agency, Khajan Singh moved the forum.
