Industrial Package Extension
Now, Cong leaders meet Manmohan
Tribune News Service

Dehradun, March 30
A day after Uttarakhand Chief Minister Ramesh Pokhriyal Nishank called on Prime Minister Manmohan Singh, along with his entire Cabinet colleagues, Uttarakhand Congress leaders, led by state president Yashpal Arya, followed suit. Like Nishank, the Congress leaders also insisted upon the Prime Minister to extend the special industrial package for the state till 2013.

Arya, along with Leader of Opposition in the state assembly Harak Singh Rawat, Tehri Garhwal MP Vijay Bahuguna, Tilak Raj Behad and general secretary and in charge of the state RK Dhawan met the Prime Minister. These Congress leaders pleaded that Uttarakhand had poor industrial infrastructure and the Union government gave it a special industrial package for 10 years which had been modified to seven years.

They said the concessional industrial package attracted a huge investment in the industrial sector of the state and resulted in economic development of districts of the state and provided enormous employment and trading opportunities.

Congress leaders further said a large number of major industrial proposals for investment in Uttarakhand were in the pipeline and as a result of the uncertainty of the industrial concessional period there was status quo and even the existing industries were in a dilemma to remain in Uttarakhand or move out of the state. Some of the projects, which were under implementation, might also be adversely affected due to paucity of time. The special industrial package would expire tomorrow.

The Congress delegation reminded the Prime Minister that an assurance was given in the Congress manifesto in May, 2009, that the concessional industrial package would be extended up to 2013. They also pleaded that similar packages had been given to the Jammu and Kashmir and North- East states. They said the socio economic condition of the state of Uttarakhand were more or less similar to the condition prevailing in these two states, as such there should not be any discrimination.

The Congress leaders appealed that in the interest of the state economy and development, the Prime Minister should issue necessary directions for the extension of the concessional industrial package of the state up to January, 2013.

Leader goes on fast-unto-death

Senior Congress leader Dhirendra Pratap has announced to stage a fast-unto-death outside Parliament House if the Central government did not extend the tenure of the industrial package for Uttarakhand at the earliest.

Dhirendra has described Uttarakhand as a 10-year-old baby, which needs “polio drops of economic help”. “The state needs such concession during initial years and certainly after some years when it will become self-reliant, such type of economic benefits will not be needed”, he said.

Members heckle Mussoorie Palika chief
Our Correspondent

Mussoorie, March 30
The monthly Nagar Palika Board meeting was held in Mussoorie at the Palika premises here today. Ward members showed their dissent over the slack tax collection, especially in house and conservancy tax in the town.

A few members in unison alleged that despite the preparation of the tax schedule for the next five financial years, the Palika was unable to take the annual grant allocated to it this current fiscal.

Member Jasvir Kaur also raised the issue of advertisement provided by the Palika to some unnamed newspapers which had no circulation in the town and opined that a policy should be made under which only the newspaper which was visible in town receive advertisements from the Palika.

Ward members Virendar Rawat and Ramesh Bhandari also alleged that the Palika president was acting in a partisan way and stalling the development work in their wards unnecessarily and because of that they were feeling humiliated and also warned the president that if the situation did not improve, they would be forced to resign from the Board.

Palika president OP Uniyal in reply said the Board was working on the basis of majority and members should not create fuss on every issue deliberately.

The members also said the Palika previously had received ample grants from the government, but this year despite the BJP government in the state, it had not received a single penny for which the Palika president was responsible. The members also raised hue and cry over less tax collection under house and conservancy tax in the town.

The Office Superintendent, when asked about the advertisement placement in the unnamed newspapers, said it was done after the consent of the Palika president.

Ward member Shubasini Bhartwal also raised the issue of extravagant expense on the visit of Sri Sri Ravi Shankar in the Palika premises a month back and Christmas Carnival and said that this was an utter waste of tax payer’s money. Questions have also been raised earlier on the reason why the Palika spent money for a private visit of the spiritual head of the Art of Living. It was also decided in the meeting that contractor Gokul Nautiyal who after consenting for the work allotted to him was unable to complete it, despite repeated reminders, and should be blacklisted and his tender cancelled.

EO Ramesh Semwal, ward members Shushil Kumar and others were present on the occasion.

To mark the 75th anniversary of Utkal Diwas, the ancient dance form Gotipua will be staged at the dance festival to be held at AMN Ghosh auditorium on April 1. Internationally acclaimed dance guru Satyapeer Palai’s troupe Sri Chandrashekhar Gotipua, Kala Sansad from Dimrisaina in Puri (Orissa) have been invited to perform by the Oriya Samaj of Dehradun.

“Odissi and Gotipua are two ancient dance forms, but very few people are aware of Gotipua. So this year we thought of inviting this troupe,” said Subas Chander Satpathy, coordinator and advisor of the Oriya Samaj, while addressing a press conference here today.

He said 75 years ago Orissa was separated from Bengal Presidency on the basis of language. To mark the occasion a cultural extravaganza, Utkal Diwas, is held every year by Oriya people settled all over the country.

Satpathy said the dance form is dedicated to Lord Shiva and only young boys in the age group between 6-16 years perform it. “It is full of gymnastic movements that come with years of practice,” said Satpathy.

The function will be presided over by Dr Harak Singh Rawat, Leader of Opposition in the Uttarakhand Assembly.

More than 15,000 Oriya people and 1,000 students study in different schools and institutes of Dehradun. For this reason, the Oriya Samaj has been urging the government to start a super-fast train between Puri and Dehradun. “The only train service here takes 54 hours to reach Orissa. It is not worth the effort. If a super-fast train is introduced between Dehradun and Puri, it will provide connectivity between Badri Dham and Jaganath Dham,” said Nishakar Mishra, president, Oriya Samaj, who was also present at the conference.

He also urged the government to allocate land for the construction of a temple dedicated to Lord Jagan Nath.
