Dehradun, March 23 Raising the issue in the Uttarakhand Assembly, Congress MLA Pritam Singh sought from the Transport Minister the details of action so far taken against people who had unlawfully put up red beacon lights on their vehicles. He said the matter was serious as any miscreant could use these lights to force his entry into any sensitive establishment. In reply, Uttarakhand Transport Minister Bansidhar Bhagat held that seven of such vehicles found with red beacon lights atop had been penalised as per transport rules. As to who were authorised to use red lights in the state, Bhagat held that the Governor, Chief Minister, ministers, state ministers, former Chief Ministers, Speaker, Chief Justice and other judges of the Uttarakhand High Court and Director-General of Police were authorised to use these lights. Further, District Magistrates, Senior Superintendents of Police and even in certain cases Superintendents of Police are allowed to use blue beacon lights on their vehicle top. Interestingly, the issue of the usage of beacon light by the Mayor was also referred to by members of the House. Distribution of assets
Uttarakhand Parliamentary Affairs Minister Prakash Pant said today that most of the assets distribution work between Uttar Pradesh and Uttarakhand had been addressed, while the rest was being taken up in an effective manner. Responding to a query put up by Congress legislator Joth Singh Gunsola in the ongoing budget session, Pant said the division of assets linked to Kumaon and Garhwal Mandal Vikas Nigam, Hiltron, Sugar Mills, tourism guest houses in Uttarakhand, agriculture mandis, five reservoirs, Kashipur hatchery, Uttaranchal Niwas in Delhi, seed certification, physical assets of the Forest Corporation, Power Corporation and Hydro Power Corporation Ltd, Mandi Parishad funds, Flag Day Fund, Soldier Welfare Fund, Kargil Fund, Police Armed Force Fund, Labour Welfare Fund and Home Guards Fund had
been completed. He said the case of Hotel Alaknanda in Haridwar district was sub-judice and under consideration of the Supreme Court. Joining the issue, BSP legislator Kazi Nijamuddin sought the status of minor canals channelled out of the main Ganga canal, which, he said, had both its head and tail in Uttarakhand. Irrigation Minister Matbar Singh Kandari admitted that the Uttarakhand Irrigation Department property worth crores was still in possession of Uttarakhand. He said while the state had won the case in the High Court, Uttar Pradesh had moved the Supreme court. To another question linked to agitation of the Uttarakhand Diploma Irrigation Federation, the Irrigation Minister said while one of the promotion-related demands had been accepted the other demands were being looked into by a “samadhan committee” headed by minister Trivendra Singh Rawat. Bringing in a notice of privilege, BJP MLA Surendra Singh Jeena charged two regional Hindi dailies of coming out with a false Vigilance Department bribery trap report against him. At the Uttarakhand Assembly today, BJP MLA Surendra Singh Jeena said the two papers had published false report saying that he had been trapped by the Vigilance Department while accepting bribe. Jeena said no such incident ever took place, which was later substantiated by the probe conducted by Inspector General of Garhwal. Jeena alleged a bigger conspiracy and sought Speaker patronage to expose those behind the incident. Uttarakhand Parliamentary Affairs Minister Prakash Pant too expressed concern over the incident. Speaker Harbans Kapoor on his part reserved his decision. |

Guerilla Force lathi charged
Dehradun, March 23 The police resorted to lathi charge when Guerillas forcefully tried to cross the barricade. The protesters alleged that in the cane charge some women protestors also got injured. The Guerilla Force had earlier assembled at the Gandhi Park and later they took out a rally to the Secretariat. The situation went out of control when the Guerillas requested the police officials to let them meet the officers, but were denied permission. The Guerilla force was raised following the India-China War in 1962. These Guerillas were protesting in the state capital to demand proper appointments and pension. Speakers at the rally alleged that they were given proper military training to ward off the Chinese military threat, but later were left to fend for themselves. They claimed that a similar Guerilla Force raised in the North-East was later amalgamated into the SSB and given permanent appointments. |

Debris on Mall Road causes inconvenience
Mussoorie, March 23 The callous attitude of contractors and lack of administrative control over such construction is another reason for the disfigurement of the beautiful town of Mussoorie just before the advent of the tourist season. The piles of debris at various roads in the town are also creating problem for the sweepers as they are finding it difficult to clean the drains, which have been choked by mud and cement. Not only this, the rubble of these under-construction houses is being dumped near Ghanand School having an adverse affect on the trees planted there by children under various plantation drives earlier. According to school officials, some trees have also been uprooted due to this debris dumping. On the other hand, Public Welfare Department (PWD) Assistant Engineer AK Garg said he had received complaints regarding this and debris and rubble would be removed with the help of a JCB within one or two days. |

Residents disrupt drive against encroachments
Dehradun, March 23 The drive, led by Superintendent Azhar Ali, was successful in partly breaking the extended wall that was encroached on. Ali said he would fully remove the encroachment on Thursday. Deepak Singh, husband of owner Manju Singh, blamed the owner of the neighbouring shop, Anurag Sachdev, for having a hand in the drive. Perturbed by the extended wall, which overshadowed his shop, Sachdev complained, “Manju Singh illegally extended her shop by 1 ft and installed a 2-ft-wide iron box on the top. This arrangement hides my shop. Not only this, the woman misbehaves with me if something strikes her wall. Moreover, if she is allowed, then I should also be allowed to extend or the DMC should strike down the encroachment”. In the absence of Manju at the shop, her husband informed that the extension was done to balance the slanting position of the shop, a reason that was found to be incorrect. The wrangle between both shops, which sell mobile sets, dates back to three years ago when Manju sold one of her other three shops, all joining one another, to Anurag Sachdev with a forged registry. After repeated complaints, Anurag ultimately got justice, when the state machinery swung into action and made Manju give him the correct registry. Ever since both shops are at loggerheads with each other. |

Clock Tower renovation plan may get nod on March 28
Dehradun, March 23 The Mayor, who assured of setting the clocks right, along with proper electrification, a few days ago, today took his team to task for not taking quick action. He gave orders to set the tower right immediately. He also took cognisance of the posters and banners that have not been removed from the place. The Mayor said, “The DMC will take action against offenders, but people should not deface the landmark in any way.” Despite the heavy presence of police and traffic personnel, and heavy traffic crisscrossing this main commercial centre, the Ghanta Ghar has become a hub for thieves. In the past, the water pipes there were burgled. Then, the gate was stolen. To this, the Mayor said, “At the moment, we are not doing much repair work at the Clock Tower as we are preparing a big renovation plan for it. “Since Chakrota Road will be widened by relocating shops that lie around it, the Ghanta Ghar and Ambedkar park will also be renovated and will have a protective wall around them. “Architects have prepared the design. Statues of Uttarakhand’s patriarchal figure Inder Mani Baduni will be maintained separately. The position of Patel Nagar Park will be altered. The MDDA has already cleared a tender for its beautification and renovation.” He said the tower and the surrounding place would get a makeover as also a subway. The PWD, MDDA and DMC would join hands for the subway. The final decision on the renovation plan of the tower will be taken on March 28. |

Woman, daughter gang raped
Dehradun, March 23 The woman gathered courage to complain to Neeraj Semwal, District Magistrate of Chamoli, on Tuesday who then filed an FIR against the accused. Semwal said, “We have provided protection to the woman and her four children, three daughters aged 18 (pregnant ), 12 and six, and three-year-old son. Their medical tests were taken today. The accused are still at large”. Thanks to the over-stretched two-year-old strike of Tehsildars, Naib Tehsildar too has expressed inability in guarding the revenue police area of the hilly region, because of which the woman could not get timely help. SP, Gairsain, Vimi Sachdeva, who is monitoring the case, said, “Since the matter does not come under my jurisdiction, so Naib Tehsildar is handling the case. Nainital: The police in Haldwani has busted a gang involved in making spurious ghee from animal fat. In a raid at a house on the Chorgaliya road, the police recovered large quantities of spurious ghee and animal fat. Two persons have been arrested in the matter while two others are absconding. Those arrested are Nadeem and Mobin while those at large are Kaluva and Mohammad Rais. According to the police, the accused used to procure animal fat from Uttar Pradesh and after making spurious ghee, used to sell the end product in Haldwani, Rampur and Moradabad. Samples of the spurious ghee have been sent for testing. |

Dehradun, March 23 Leading the campaign, Vinod Chamoli, Dehradun Mayor, said the common man was the loser due to rising inflation in the country. He said even rising inflation was a big scam on part of the Congress government. He accused Congerss at the Centre of resorting to stepmotherly treatment to Uttarakhand. Dehradun, March 23 Addressing party workers at the programme, party president Vinod Barthwal said Lohia wanted to root out injustice and inequality from the society to make a democratic, socialist, violence-free and weaponless world. Barthwal further said Lohia would say he didn’t want to defeat the Congress, rather wanted to root it out. He experimented with a non-Congress drive in the country and due to which in 1967 the Congress suffered defeat in eight states. I-cards must for visitors to Pitthoragarh
Pitthoragarh, March 23 “After taking consent from all hoteliers of Pitthoragarh, Jhoolaghat, Dharchula, Baluakote and other bordering towns of the districts, we have taken the decision that any visitor in the hotel will have to present an identity card or his genuineness of being an Indian,” said Puran Singh Rawat, Superintendent of Police (SP), Pitthoragarh. “Initially, if any visitor doesn’t have an identity card, the hotel owner will keep his mobile number or numbers of his relatives, but second time he will strictly demand a valid identity card,” said the Rawat. |
Welfare staff told to keep record of applications
Nainital, March 23 At a meeting held to evaluate the performance of the department at Bhimtal today, Bagauli asked the officials to ensure that a proper record of applications was maintained along with date-wise entry of the applications. The officials have been asked to provide benefits to the applicants of various schemes on a first-come-first-serve basis and also give priority to the applicants hailing from remote areas. Meanwhile, 302 beneficiaries were identified under the Gaura Devi Kanya Dhan Yojana. Out of these, 25 beneficiaries are from among the Scheduled Castes and one from the Scheduled Tribes. Prior to this 104 applicants from general category and 232 applicants from the reserved categories had been provided benefits under the scheme during the current financial year. In an on-the-spot decision, while 187 girls from the Scheduled Tribes were chosen for granting benefits for their marriage, another 32 persons from reserved categories were granted relief for medical treatment. A government spokesperson said 32 applications had been received from widow pensioners for financial aid for marrying off their daughters and out of these 17 applications had been approved. Further, 66 beneficiaries had also been identified for financial aid of Rs 10,000 each under the National Family Welfare Scheme. |
Ex-soldiers told to be vigilant about rights
Dehradun, March 23 General Secretary Capt RD Shahi (retd) reiterated their determined for struggle. “It is only when soldiers are serving, they are given importance. No matter what, after retirement, both officers and soldiers are equal. So we must also be given equal treatment,” he said. Presiding over the function, former patron, Gorkhali Sudhar Sabha, Tej Bahadur Shahi said that the association was doing good work for the ex-soldiers as it was solving their problems. Jal Sansthan staff stage protest
Dehradun, March 23 About 250 workers participated in the two-day regional convention. On the first day of the convention, it was decided to hold a protest in favour of their demands at the Vidhan Sabha and later in the day a protest was staged there. According to their demands, PTC employees who are working for years should be made regular, provident fund and insurance facilities be given to them as per the decision of the Nainital High Court.

Dhasmana for resuming Sunday Market
Dehradun, March 23 Leading a delegation of petty traders, Dhasmana asked Mayor Vinod Chamoli to be sensitive to the issues concerning small-time traders. “The market is the basis to the survival for many and forcible eviction of these traders is injudicious,” he said. He also pointed out that these small traders had been participating in the Sunday Market for the past two decades. Dhasmana also pointed out that if the police had some doubts over the antecedents of these traders, it could go for a verification drive and issue identity cards to them.
