Trauma Centre staff without salary for 3 months

Already caught in countless controversies, the Trauma Centre of the Civil Hospital is again in news, as whole staff of the centre has not received salary since its inception. Staff in the center was recruited in November, just few days after the inauguration of this centre on November 27. All contractual employees working in the centre today submitted their demand to the district health authorities.

Forum tells United Parcel Service to pay up

The District Consumer Disputes Redressal Forum has asked United Parcel Service and its local agent to pay to a leather goods manufacturer $6000, air ticket expenses to the tune of Rs 86,000, a compensation of Rs 30,000 and Rs 5,000 as cost of litigation for untimely delivery of a shipment in China.

PTU convocation on February 25

Nearly 280 students from various colleges affiliated to Punjab Technical University will be awarded degrees during the annual convocation to be held on February 25.  It will be for the first time that 110 students taking courses through distance education mode will also be receiving degrees. The regular awardees will include 22 students of PhD, 40 of M. Pharmacy, three of M. Tech, 15 of other PG courses and 30 graduates. Governor of Punjab and PTU Chancellor Shivraj Patil will confer the degrees upon the students.

PSEB engineers hold meeting

An emergency meeting of the zonal committee of the north zone of the PSEB Engineers Association was held here today.  The members endorsed the decision of the central executive body of association for non-cooperation of the PSEB Chairman. It was resolved that all members should implement all the programmes announced by the central body.

Nirankaris plant hundreds of saplings

A large number of Nirankaris planted hundreds of saplings with the help of the Municipal Corporation here yesterday. The saplings were planted from Guru Ravidass Chowk to Khambran on Nakodar Road on the directions of Sant Kesar Singh, in charge of the Jalandhar branch of the Sant Nirankari Mission. The plantation was part of the Nirankaris’ nationwide drive of plantation and cleanliness in view of Sant Nirankari Mission chief Baba Hardev Singh’s birthday.

MLAs give ‘their’seminar a miss

Indifferent attitude of elected representatives can be judged from the fact that no MLA across the Majha and Doaba regions turned up at the seminar organised on “Effective efforts of poverty eradication and to enhance the accountability and efficiency of public administration and bureaucracy”.

The seminar was organised by the Legislative Assembly Study Centre, a wing of Mahatma Gandhi State Institute of Public Administration, Punjab (MGSIPAP) here today.

Barring ministers and parliamentary secretaries, all MLAs, former MLAs, chairmen and former chairmen of Zila Parishads and mayors and municipal commissioners of seven districts of Jalandhar division were invited for the seminar to get feedback from the elected and former representatives about the ongoing policies and to sensitise them regarding the two major issues.

However, not even a single MLA, except four former MLAs, across Kapurthala, Jalandhar, Hoshiarpur, Amritsar, Tarn Taran, Nawanshahr and Gurdaspur districts attended the seminar.

The Speaker of the Legislative Assembly Nirmal Singh Kahlon, who was to give an introductory lecture at the seminar, also gave a miss to the function.

While admitting the low turnout of legislatures, B.K. Srivastva, Director-General of the MGSIPAP, said they had sent invitation to nearly 50-60 elected and former representatives across seven districts, the however turnout was quite less.

“We were expecting around 20 per cent turnout. It will take sometime to sensitise the legislatures regarding these issues,” he said.

In addition to the four former MLAs, chairmen of Zila Parishads of Jalandhar, Nawanshahr, Amritsar, Tarn Taran and Kapurthala were present at the seminar. Satnam Singh Kainth, Ram Kishen Kataria, Sukhdev Singh Shahbazpuri and Jagtar Singh Multani were the former MLAs present at the function. Jalandhar Mayor Rakesh Rathor too attended the seminar.

Seminar also failed to constitute committees, which would have to function for monitoring and evaluating progress of the issues at the lower level. The committees were to be constituted in the third and last session of the seminar. However, the seminar closed after the second session only.

Meanwhile former Chief Secretary N.K. Arora, who is currently working as Adviser to the MGSIPAP, said time had arrived for the rigorous changes in evaluation and performance appraisal system.

“Urgent need of time is to reconsider whole system ranging from recruitment process up to the determining factors of personnel and performance evaluation of a public servant,” said Arora.

Other speakers raised voice in unison that schemes like Mid-day Meal and Aanganwadi are totally irrelevent in the context of Punjab’s society.

Using common toilet costs man his life

A local resident lost life for using a common toilet in Gadaipur village adjacent to Focal Point, near Maqsudan, last night. Resident of Randhawa-Masanda, Kulwinder Kumar (32), was attacked to death by a group of migrant labourers after a tiff with a migrant labourer over using their toilet at Gadaipur village last night.

After receiving the news of murder by the migrants, scores of local residents assembled in the village and protested by placing the body on the road. The protesters also blocked the road for over two hours, demanding arrest of the suspects.

Police sources said the incident occurred when Kulwinder had been to his friend Pawan Kumar’s rented accommodation at Mokha village. Pawan and Kulwinder had some drinks and after that the latter went to the toilet which also was used by the migrants.

The use of toilet by Kulwinder irked the migrant labourers residing in servant quarters of the same house. After a tiff, a migrant labourer called his fellow men, who attacked him with sharpedged weapons, leaving him critically injured, said Pawan.

Eyewitnesses said the assailants dumped the body on the road after dragging it out of the house.

Neeraj, a brother of the deceased, said Kulwinder was running a shop in a shopping complex owned by them near the servant quarters.

In his complaint to the police, Neeraj alleged that Kulwinder was murdered by over a dozen migrant labourers and his body was later dumped on the road

The police has registered a case of murder under sections 302 of the IPC against seven migrants, Shambhoo, Mintu, Dinesh, Amarjit, Ramesh, Himanshu and Diwakar, at Maqsudan police station.

DSP Balkar Singh said the assailants had absconded after the incident. The police has started collecting information regarding their addresses from different industrial units where they were employed. Teams had been sent to their hideouts, the DSP added. The body was handed over to the family after a post-mortem examination at the local Civil Hospital this afternoon.

Staff in the center was recruited in November, just few days after the inauguration of this centre on November 27. All contractual employees working in the centre today submitted their demand to the district health authorities.

Jasbir Kaur Thind, president of Joint Action Committee of Employees of Civil Hospital and who is pursuing this issue for the past few days, said even after passage of three months, the department failed to give salary to newly recruited staff of the centre.

“As man as 22 staff nurses along with two radiographers, two laboratory technicians and one operation assistant are working in the centre for the last three month.

However, nobody in the department bothered to pay them salary. As all these employees are working on contractual basis, there is also no other assurance to these employees from the department. Being contractual employees, they are already working with the sense of insecurity”, she added.

Out of total 22 staff nurses, nearly half of them are residing in the hostel and they have to pay 15 per cent of their total salary as hostel rent. The government is paying them a meager amount of Rs 7,500 per month and even that salary is being delayed. It is not at all justified to charge them this much amount as hostel fee as contractual employees are working without availing any allowances from the government, she added.

Jaswant Virli, Secretary of the Joint Action Committee, also condemned the delayed payment of salary to employees. “It has become fashion that employees need to hold protests even to avail their just rights. Employees working in trauma centre have submitted their demands to the district health authorities. However, it is not at all ascertained that when they will avail their salary”, he added.

On the other side, Civil Surgeon CS Walia said the office of Civil Surgeon received the salary today only and it will be disbursed to the employees with in a day or two.

Forum tells United Parcel Service to pay up

The District Consumer Disputes Redressal Forum has asked United Parcel Service and its local agent to pay to a leather goods manufacturer $6000, air ticket expenses to the tune of Rs 86,000, a compensation of Rs 30,000 and Rs 5,000 as cost of litigation for untimely delivery of a shipment in China.

Jatinder Kumar of Lakshay International Pvt Ltd said he had applied for participation in the China international hardware show, 2008, at Shanghai from September 17 to 19 to exhibit his products and procure export orders. He said he received a confirmation letter on July 23, 2008, in this regard.

The plaintiff said he got his products booked on September 5 through the parcel company and he was assured that the shipment would reach Shanghai latest by September 13. He said he made arrangement for his air tickets for September 14. He said he had also sent an e-mail to the company’s agent to enquire about the status of the shipment for which he was given a reply on September 15 that his shipment had been cleared by the customs and would be delivered the same day.

Kumar through his counsel said he kept waiting for the shipment but it was never delivered. He said he did not receive any consignment on September 15 or 16. He said on

September 17 evening, a company agent said that the shipment could be collected but it was of no use as the exhibition had already started.

The respondents denied the allegations saying that the consignment was available in China for delivery on or before September 16 at the destination and that the complainant had not provided the correct address for delivery or his contact number.

The forum, represented by President A.K. Sharma and members Rakesh Kumari and Darshan Singh, observed that the carrier agency was fully aware of the urgent delivery and that it was imperative to have it cleared and delivered on the due date.

It found evidences to prove that the shipment was still in transit on September 16. It also did not find any justification in the defence plea that the contact number and address were not clearly mentioned.

The forum ordered payment of expenses to the tune of $4500 for exhibition, $1500 for hotel charges, at the exchange rates prevalent between September 17 and 19, besides air ticket expenses of Rs 86,000, compensation of Rs 30,000 and Rs 5,000 as cost of litigation.

The PTU, in association with the Confederation of Indian Industry (CII), will organise a job fair on March 6 and 7 on its campus in Kapurthala. The fair will include sessions on soft skills to help the students in resume writing and facing interview and entrepreneurship development and family business. The members endorsed the decision of the central executive body of association for non-cooperation of the PSEB Chairman. It was resolved that all members should implement all the programmes announced by the central body.

The engineers condemned the actions of handful of engineers who were issuing anti-association statements at the behest of the PSEB Chairman.

Further they said that the central body should take up with the board management the issues affecting the working and service conditions of the engineers. — TNS

These thoughts were shared by Executive Editor of IBN-7 news channel Prabal Pratap Singh during a UGC-sponsored seminar on “Perspectives on contemporary electronic media” conducted by the Department of Journalism and Mass Communication of Guru Nanak Dev University Regional Campus here yesterday.

In his keynote address Singh said though the electronic media were blamed for a security breach, there was a gap of half an hour in the telecast of what was being reported from the spot. “I was present outside Hotel Taj when the rescue operation took place. The electronic media did not indulge in any security breach. Rather it was the politicians who initiated this campaign to save their skin,” he added.

Talking about the “paid news syndrome”, he said that this phenomenon was much prevalent in the print media as compared to the electronic media. It was high time that the media should introspect its functioning in the contemporary times, he said.

Punjabi Tribune Editor Varinder Walia said the electronic media had progressed leaps and bounds within a short period. “Although the recent past has seen a spate in the number of news channels, the electronic media need to consider the question of its credibility among masses,” he added. He lamented the rising sensationalism in the electronic media as it distorted the news value and in turn affected the credibility of the news channel.

Sarojini Nandal from Maharshi Dayanand University, Rohtak, spoke on cinema as a tool of development in society. She said the Indian cinema over the ages had been highlighting topics like corruption, politics and crime.

Prof Navjeet Singh Johal from the Department of Journalism and Mass Communication, Punjabi University, Patiala, today spoke at length on electronic media and its impact on society. Shimla Doordarshan Kendra Director Om Gauri Dutt Sharma and All India Radio Director Shaminder Kumar said the electronic media should fulfil its social obligation of creating mass awareness.

Among others who spoke during the seminar were Dr Sukhdev Singh from the PAU, Ludhiana, Dr Lakhwinder Singh Johal from Doordarshan Kendra, Jalandhar, and Dr Jena from Guru Jambeshwar University.

In the evening a cultural programme-cum-alumni meet was held on the university campus.

Head of the Department of Journalism and Mass Communication Kamlesh Singh Duggal said, “Such seminars should be held at regular intervals.”

Workshop on parenting held

A motivational workshop for parents titled “The making of next generation whiz kids” was organised at Central Greens by The Millennium School recently. The workshop offered an insight into the multidimensional approach towards effective parenting. The first of its kind workshop shed light on the art of bringing up children through a synergetic effort on part of parents and teachers.

With special emphasis on optimisation of endeavours on part parents and teachers alike, the workshop introduced to over 300 participating parents from Jalandhar unprecedented guiding tips for effective parenting.

As experts emphasised on the importance of time spent with children as extremely crucial, the need to strengthen bonds with kids through meaningful time spending was termed as decisive. Rita Kaul, a noted child psychologist listed sharing responsibility among parents, establishing routine in intermingling with children, limiting time spent on TV, newspaper and social obligations as essentials for healthy upbringing from parental perspective.

Carving special time for kids’ activities through planning and special weekends and allied gestures were discussed as other major strengthening factor. This was followed by a skit called “The Time Robber”, which drove home the point that the greatest gift parents can give their children is a commitment of time.

Accepting the fact that parenting in the 21st century is possibly one of the most challenging jobs, the two-hour-long workshop addressed core issues pertaining to upbringing of kids. Stressing the need for positive praise, motivation, approval and endorsement to nice works of children, the experts called for need to set personal examples through parents’ conduct to be imbibed and imitated by children.

Punam Singhal, Principal of The Millennium School, Jalandhar, said the Millennium learning System developed by Educomp’s team of over 100 educational researchers would be implemented in school.

Science teachers threaten stir

Members of the Science Teachers Association, Punjab, has announced to launch an agitation against the government for its failure to issue a notification regarding the Fifth Pay Commission for the science teachers.

In a press release issued here, press secretary Jagtinder Singh Sohal said while the HRD Ministry was looking forward to bringing revolutionary changes in the education system, the state government seemed to have turned a blind eye towards their demands.

“It is owing to the poor education policy of the state government that the pass percentage of science and mathematics is declining every year,” he added.

The members said it was due to the callous attitude of the state government that the Centre’s ambitious “Operation Blackboard”, under which 2,700 teachers were to be recruited in the government middle schools, could never be started.

Vocalists of a particular region have a beautiful treasure of the language which is carefully nurtured by generations. Saeeda Begum’s songs, her style made the audience feel lucky.

Saeeda Begum charmed the audience with her rendition of Paindi aa barsaat ve, tere pyar mainu kita ai shudain sohnya and many more rustic goodies, the straight-from-the-depth-of-a-woman-heart kinds.

Her pleasing husky voice doled out subtle, coquettish mannerisms to which her body and voice swayed and agreed. Even the tragic numbers had a playfulness.

Next came Lakhwinder Wadali. After playfulness it was the energy and robustness of the kafis. Starting with Sultan bahu, he rendered Shiv Kumar Batalvi’s Ghaman di raat lammi hai, and, of course, his loved Charkha, which never fails to get the audience tapping their feet.

Non-teaching staff hold dharna

On a call given by the Private College Non-Teaching Employees Union, Punjab and Chandigarh, non-teaching staff of Hans Raj Mahila Maha Vidyalaya held a dharna outside the college gate. The agitated members demanded that the state government should implement the Fifth Pay Commission report, grant 5 per cent interim relief and grant enhanced medical allowance. They demanded the government should lift the ban on recruitment of non-teaching staff and grant of pension and gratuity.

The staff of Dayanand Ayurvedic College supported the agitation of the non-teaching staff. The members maintained that the union would be forced to intensify the stir if the government failed to address their genuine demands.

Sant Kesar Singh formally inaugurated the drive by planting the first sapling. Hundreds of saplings were planted on the divider of Nakodar Road during the three-hour plantation drive.

One of the followers of the Nirankari Mission told The Tribune that volunteers would take care of the saplings to ensure their proper growth.

Meanwhile regional convener of Nirankari Mission Chaudhary Gian Prakash and Jalandhar convener Darshan Lal said the volunteers had cleaned several areas of the city as part of their cleanliness drive on Tuesday.

A student of class XI of Innocent Hearts School has cleared the national talent search examination. He is awarded a scholarship of Rs 60,000 by the NCERT. School director Kamlesh Bowry gave him the cheque.



Sports week

Little Blossoms School, Urban Estate-II, celebrated a sports week from February 15 to 19 with fun and fervour. Principal Vandana Murria inaugurated the week by lighting a ceremonial torch. House captains and vice-captions of the school spearheaded the march past. Students from clases UKG to V participated in track and field events.

The annual prize distribution function of BD Arya Girls College, Jalandhar cantonment, was held on Sunday in which 300 students excelling in various fields were honoured.

Punjab Minister for Medical Education and Research, Forests and Wildlife Tikshan Sood honoured the meritorious students and announced a grant of Rs 1 lakh for the college.

Placement drive

Four students of MBA of the Apeejay Institute of Management bagged placements with Asian Paints at a starting package of Rs 2.84 lakh. The placement process culminated with the final round of personal interviews, which was held at Chandigarh.

University topper

Kriti Chadha of LLM of Guru Nanak Dev University Regional Campus, Ladhewali, bagged the first position in the varsity by securing 815 marks out of 1200.

HMV gets grant

The postgraduate department of botany and bio-informatics of Hans Raj Mahila Maha Vidyalaya received a grant of Rs 30 lakh from the Department of Science and Technology, New Delhi, under the DST-FIST. The grant would be used to maintain and upgrade the existing infrastructure.

Cultural show

MGN Public School held an annual programme “Miss and Master MGN” show for the tiny tots on Saturday. The children dressed in traditional outfits presented a cultural programme. Jania Hothi was adjudged “Miss MGN” and Hartarman Singh “Master MGN”.

Golden night

Students of Kanya Maha Vidyalaya celebrated “Golden night” programme in which the outgoing students were accorded a farewell by their juniors. The outgoing students were given souvenirs on this occasion.

Farewell party

Hemkunt Public School held a farewell party for the outgoing class XII students. Ramandeep Singh and Jiwat Jot Kaur bagged “Mr Hemkunt” and “Miss Hemkunt” awards, respectively. The students presented cultural programmes.

Prize distribution

The Apeejay College of Fine Arts organised its 35th annual prize distribution function on February 19 in which 600 students were awarded. Jalandhar Zone IGP Sanjeev Kalra was the chief guest. College faculty members who had steered the college to its 10th consecutive victory in the inter-zonal and national youth festivals were honoured.

Farewell party

A farewell party was held for the outgoing students of classes X and XII at CT Public School on February 20. Students presented a cultural programme. Events like dances, bhangra and modelling were the main attractions of the day. Sukhmani and Vikramjit Sarai, both of class XII, were adjudged as “Miss CTPS” and “Mr CTPS”, respectively.

Job fair

The DAV Institute of Engineering and Technology (DAVIET) organised a two-day mega job fair in which 47 students were selected. During the placement drive 15 top companies took part.

Anti-alcohol rally

With an aim to create awareness among the rural people about the harmful effects of alcohol an anti-alcohol rally was organised by students of St Soldier Nursing Training Institute on Tuesday. The rally started from Khambra and moved to the nearby villages. The rally received a good response from the villagers.

Athletic meet

The CT Group of Institutions organised its fourth annual Sadarni Manjit Kaur memorial athletic meet on its Shahpur campus. Athletes from 10 institutes participated in the events like 100m, 200m, 400m, 800m and 1500m races, short put, discus throw, long jump and javelin throw. Yadwinder in men’s category and Kulwinder in women’s category were declared the best athletes.

Sports meet

Four students of DIPS, Noormahal, qualified, while one received bronze medal in the CBSE National Athletic meet held at Ryan International School Jaipur. Sagar Klair of Class X won bronze medal in the triple-jump category. Principal of the school Romilla Shama congratulated the student and appreciated him for bringing laurels to the institute.

NIT lad gets Arizona varsity’s call

A student of Dr B.R. Ambedkar National Institute of Technology (NIT) has received appointment as Graduate Research Assistant (GRA) with Arizona State University (ASU). Rohit Raghunathan a former student of B.Tech (Computer Science) was selected for the full scholarship from Hispanic Research Centre for the academic session 2009-10, with further possibility of continuation for the summer 2010 as well. The varsity further intends to continue the scholarship based on his performance and availability of funds.

The half time (20 hours per week) appointment carries a compensatory stipend of $11,749 per academic year. Rohit would get stipends bi-weekly at the varsity while pursuing his M.Sc (Computer Science).

NIT Director Dr Moin-u-ddin said it was a rare achievement. “Rohit would work on different areas of computer science like interdisciplinary building, A wing, Suite A207 under the guidance of Ana Regaldo, the director of strategic initiatives at the varsity”, he added.

Rohit was selected out a strong list of 1,200 students from across the globe. “As many as 1,200 international students had applied for this scholarship out of which only two students were selected,” he said.

Vidya Raghunathan, mother of the Rohit, thanked the NIT faculty for shaping the future of her son. “I am happy that my son has achieved this scholarship. All thanks to NIT faculty for making his basics strong,” she said in an email to NIT Director.

Doordarshan staff hold gate rally

Jalandhar: Members of the National Federation of All-India Doordarshan Employees held a gate rally in front of the Doordarshan Kendra here today. Protesters were demanding that the Prasar Bharti Act should be abolished and all employees be given salary and allowances equal to employees of the Centre.
