A security guard of the Excise and Taxation department was shot dead by two masked motorcyclists, who escaped after looting the salesman of a poppy husk shop last night at Padampur in the border district of Sriganganagar. DSP Kesari Chand Jandu said salesman Rajesh and guard Rikhu Ram were attacked by the culprits just 10 feet away from the residence of poppy husk vend licensee Purshotam Dass Jindal, located near Gurdwara Guru Nanak Darbar in ward 14, last night.

Maha Shivratri was celebrated with fervour and gaiety here. Hundreds of citizens including senior executives of two dozen educational institutions, heads of NGOs, eminent doctors and engineers besides a large number of women showered flower petals as the BSF DIG, Vimal Satyarthi, unfurled the Shiva flag at the Rajyoga Bhawan on the old Fazilka road this morning.

Complaints pending due to staff crunch
Abohar, February 12
The Punjab State Human Rights Commission (PSHRC) had received 1 lakh 31 thousand and 307 complaints till November last, since its formation in 1997, said LR Ruzam, a member of the Commission. About 60 per cent of the complaints were over alleged excesses of the Punjab police. As many as 1,295 complaints were pending against the health department.

Women decamp with bizman’s cash

Some women allegedly chased a local businessman and snatched the bag that contained Rs 92,000 this afternoon, sources said. Lila Dhar Dalmia told the city police that he had drawn Rs one lakh from the local branch of the HDFC Bank located at the first floor of a mall on the circular road. He kept Rs 8,000 in a pocket for retail use while Rs 92,000 were placed in a bag.

Camel safari reaches destination

Camel safari of the Jat Regiment culminated at Suratgarh on Friday. The camel safari that had been flagged off at Bikaner on February 5 culminated at Suratgarh today. The event was organised by the Jat Regiment as part of its silver jubilee celebrations. Major General (retd), NS Gill was joined by scores of ex-servicemen, who had especially converged to receive and compliment the participants of the safari.

Badal promises booster dose for healthcare

Expressing concern over the costly treatment of deadly diseases like cancer, Punjab chief minister Parkash Singh Badal today said majority of patients suffering from such diseases were unable to get proper treatment as they were unable to meet the cost of treatment. In view of this, the Punjab government was making efforts to strengthen government hospitals and dispensaries in a big way, he added.

Badal said a cancer hospital on the premises of the Civil Hospital here was being set up to provide relief to the patients in the cancer-prone belt. He assured health minister Laxmi Kanta Chawla that he would accept all proposals tabled before him in connection with health facilities.

He credited Chawla for upliftment of Ayurveda, a system of medicine, in Punjab by saying that earlier, Punjab had been lagging behind in promoting Ayurveda, but under the leadership of Chawla, it was now placed second in the country in treating patients with Ayurvedic medicines.

Badal said this after inaugurating the four-day “Arogya” mela organised by the department of Ayurveda, Yoga, Unani, Siddha, Homoeopathy (AYUSH), Ministry of Health and Family Welfare, Punjab, in collaboration with the Federation of Indian Chamber of Commerce and industry (FICCI) on the premises of Government Rajindra College here.

Badal sought cooperation from general public in controlling adulteration in food items and medicines. He assured that after two years, polluted water from factories or sewer pipes would not be released into canals, as people used it for drinking too.

Regarding power situation, he said the work on the Rajpura thermal plant would begin from March 2.

Chawla urged the CM to grant pay-scales and non-practising allowance (NPA) to Ayurveda and Homoeopathy doctors at par with MBBS doctors. She also sought help from the Centre for the patients suffering from thalassaemia.

Badal also released a book prepared by the Ayurveda Department, Punjab, on HIV, AIDS, dengue and swine flu. He also distributed some saplings of herbal plants to promote plantation of medicinal plants.

Meanwhile, the Central Council of Research for Yoga and Naturopathy, New Delhi, held a 15-minute yoga session. The function was addressed by V Anand, Joint Secretary, AYUSH, Government of India; Satish Chandra, Principal Secretary, Health, Government of Punjab; Dr Rakesh Sharma, Director, Ayurveda, Punjab; and Parveen Kumar Mittal, Deputy Director, FICCI.

2500 new centres to help state youth in developing skills

Chief Minister Parkash Singh Badal today visited the campus of the Central University and the Krishi Vikas Kendra (KVK) of the Punjab Agricultural University (PAU) here to take stock of the progress made by these institutions.

Badal discussed functioning of the Central University with vice-chancellor Jairup Singh and enquired about the subjects being offered to students during the opening session.

During his visit to the KVK, the CM urged farm scientists to undertake research to make agriculture profitable so that the farmers did not fall in the debt trap.

He discussed the problems being faced by the farming community and asked the officers concerned to take steps to remove these.

Badal also held a meeting with VC of the PTU Rajneesh Arora, financial commissioner (Development) NS Kang, Director,Agriculture, BS Sidhu , Director (Extension) PAU, Mukhtiar Singh Gill and other officers to review functioning of engineering colleges and technical institutions.

He said as many as 2,500 skill development centres were being opened in Punjab to train the youth in various trades. Local requirements of the industry should be kept in mind while imparting training to the youth, said the Chief Minister.

The CM asked the authorities to provide short-term training to 5,000 youth in the engineering institutes so as to meet the requirement of the industry that was coming up in the area.

He asked the youth not to hanker after white-collar jobs and go for self-employment instead.

Farmers support ETT teachers

To support the ETT Teachers Union, various mass organisations today held a demonstration in Mansa and burnt the effigy of the Chief Minister Parkash Singh Badal and raised slogans in favour of their demands.

Activists of different outfits such as ETT Teachers Union, Punjab Kissan Union, Bhartiya Kissan Union, CPI (ML), Mazdoor Mukti Morcha, Democratic Employees Front and Democratic Teachers Front staged a dharna in front of the Deputy Commissioner (DC) office and later held a demonstration in the city.

Addressing the gathering, district president of the ETT Teachers Union, Hardip Singh Sidhu said that the state government did not keep its promise which it made to the ETT teachers that they would be converted into education department from Zila Parisad.

The assurance was given by the SAD during the last assembly elections but now state government has adopted a policy of oppression by arresting the ETT teachers before protest, he said.

State president of the Punjab Kissan Union, Ruldu Singh, district president of the Bhartiya Kissan Union, Ram Singh Bhainibagha, CPI (ML) leader Bhagwant Singh Sammaon, Democratic Employees Front leader Sukhdarshan Singh Natt criticised the anti-employees policy of the state government. Supporting the ongoing agitation of the ETT teachers, leaders of all outfits warned the government that if their demands were not accepted, the struggle would be intensified. — OC

Security guard shot dead, salesman robbed of cash

A security guard of the Excise and Taxation department was shot dead by two masked motorcyclists, who escaped after looting the salesman of a poppy husk shop last night at Padampur in the border district of Sriganganagar. DSP Kesari Chand Jandu said salesman Rajesh and guard Rikhu Ram were attacked by the culprits just 10 feet away from the residence of poppy husk vend licensee Purshotam Dass Jindal, located near Gurdwara Guru Nanak Darbar in ward 14, last night.

Rajesh was reportedly carrying Rs 93,000 collected against daily sale of poppy husk and the amount was to be handed over to Jindal. Guard Rikhu Ram was riding on the pillion.

The masked culprits using a motorcycle apparently chased Rajesh and Rikhu Ram and tried to snatch the currency bag brandishing pistols. Rajesh threw away the bag and escaped. Meanwhile, the culprits shot at Rikhu Ram that hit his chest and sped away the two-wheeler after collecting the bag.

Jandu along with city SHO Balraj Singh Mann rushed in and shifted Rikhu Ram to the local civil hospital where the doctors declared him brought dead. Wireless message was flashed to all the police stations in surrounding areas and nakas were laid on the link roads.

Former district president of the BJP, Bahadur Chand Narang regretted that the police have not been able to find clues of the previous incidents involving loot and snatching.

Maha Shivratri was celebrated with fervour and gaiety here. Hundreds of citizens including senior executives of two dozen educational institutions, heads of NGOs, eminent doctors and engineers besides a large number of women showered flower petals as the BSF DIG, Vimal Satyarthi, unfurled the Shiva flag at the Rajyoga Bhawan on the old Fazilka road this morning.

Balloons carrying message of peace were released in the air, prayers for peace and prosperity was held. Earlier, BK Pushaplata, in-charge of the local centre of Brahmakumaris was joined by BK Sunita and BK Darshana in welcoming the chief guest.

Run-up to Rail Budget

Passengers waiting for the Sriganganagar-Nanded weekly superfast train “promised” in the last Rail Budget are a dejected lot nowadays with no sight of the train even after over six months of its announcement. Anxiety of commuters is compounding with each passing moment, as the day for the next Rail Budget is approaching fast.

Railway Minister Mamata Banerjee is likely to table the Rail Budget for 2010-11 in the Parliament on February 24.

Mamata Banerjee and her department had won lots of appreciations from the residents of Malwa for “showering unprecedented love” on the region, which had been marginalised by the Railways. Besides a weekly superfast train, upgradation of tracks and some stations of the area were also promised by the minister in her budget speech.

Another reason of passengers getting more and more impatient is commencement of work concerning Route Relay Interlocking (RRI) at Bathinda station from February 24. The Railways may suspend services of several trains in view of the work.

The Railways, in fact, has planned to introduce the train. The department even made the train numbers and its timing public some two months ago but the train is yet to chug off.

Terming the wait as “too-long”, Hanuman Dass Goel, vice-president, Rail Passengers Association, Northern Zone, has written a letter to the Chairman of Railway Board. Goel sought introduction of the train without any further delay. He also demanded stoppage of the train at more stations between Sriganganagar and New Delhi.

Member of the Railway Grievances and Reform Committee, Gidderbaha, Sanjeev Kochhar, also echoed similar sentiment. Demanding immediate introduction of the train, he also sought provision for stoppage of trains at more stations en-route.

The train might be introduced anytime as some days ago, over 10 trains were flagged off from Kanpur station, sources in the Railways said, adding that as per railway calendar, the Railways may start a new train between July and June. Sources, however, did not rule out further delay in the introduction of the train in view of work concerning RRI at Bathinda station.

Capt loyalist MLAs not invited to Bhattal rally

The factionalism in the state Congress is refusing to end. On the one hand, the state leadership, including party president Mohinder Singh Kaypee and CLP leader Rajinder Kaur Bhattal, is going to hold a rally in Rampura on Saturday, while on the other, sitting Congress MLA of the constituency Gurpreet Singh Kangar has not been invited for it.

Not only Kangar, three other Congress MLAs of this district, Ajaib Singh Bhatti (Nathana), Jeet Mohinder Singh Sidhu (Talwandi Sabo) and Makhan Singh (Pakka Kalan), said to be loyalists of Capt Amarinder Singh, have not been invited.

During an interaction at Ajaib Singh Bhatti’s residence, initially the trio expressed ignorance about the rally but later expressed their resentment.

“The person organising the rally is not even a Congressman, so the state-level leadership does not attend his programme. Moreover, ignoring the sitting MLAs will provide grist to the rumour mills,” they said.

Sources in the Congress informed that the motive of rally was not to target the ruling SAD. The organisers have also wanted to expose their internal friction with Kangar.

Meanwhile, MLA Makhan Singh condemned the Sukhbir-Kalia report saying, “Even as the session of assembly is fixed, fearing criticism from the Opposition over bills and resolutions, the state government is hurriedly issuing ordinances and imposing taxes.”

“Senior BJP leader Balramji Dass Tondon is also flaying the report, which shows reflects that the report was prepared without even taking the allies in confidence,” he added.

Speaking to the media during inspection of the civil hospital here today, he said that the backlog was due to delay in filling the vacancies of three members. Since the state government had now filled the vacancies with fresh nominations, speedy disposal of the pending complaints can be expected.

Women decamp with bizman’s cash

As he was passing through the bazaar number 4, some shabby dressed women, who were following him, allegedly snatched the bag and escaped. When Dalmia raised an alarm, some persons tried to chase the women but only one of them could be nabbed by a security guard, who is attached to a BJP leader.

The woman visibly appeared to be middle-aged and reportedly belonged to a tribe of Madhya Pradesh.

She reportedly said during the preliminary interrogation that she along with other women had been camping near GRP police station. The police said investigation is going on. — OC

Camel safari reaches destination

The camel safari that had been flagged off at Bikaner on February 5 culminated at Suratgarh today. The event was organised by the Jat Regiment as part of its silver jubilee celebrations. Major General (retd), NS Gill was joined by scores of ex-servicemen, who had especially converged to receive and compliment the participants of the safari, which included an officer, two junior commissioned officers and 10 other ranks.

Speaking on the occasion, Major UG Singh informed that the safari was warmly received by the people as it passed through Loonkaransar, Chhatargarh, Lakhansar and village Chak 56 GB.

The aim of the camel safari expedition was to inculcate the spirit of adventure sports amongst the troops and also to give an impetus to the image of the army amongst the locals.

Hundreds of women and children enjoyed fun and fair that was organised to make the flag in ceremony impressive and entreating.
