Only 20 pc of SC, ST budget spent: Rathore
Haridwar, February 1 Informing that till date only 20 pc of the budget allotted for SCs/STs under the component plan had been spent, Rathore expressed dissatisfaction and termed the actual expenditure as quite surprising. He said though from the government level Rs 750 crore had been granted, yet only Rs 150 crore had been spent, which presented a sorry figure of the state. Pointing towards the pathetic condition in which SC-ST people were living, Rathore said despite special emphasis and reservation to this strata of society, basic problems were the same as in the past. Taking a strong cognisance of the funds lapsing under the component plan, Rathore put the onus on the officers for having a lackadaisical attitude. “All those officers who are found guilty will not be let off. The funds get lapsed due to departmental officers negligence, and people have to suffer,” Meanwhile, various organisations and sections of the society have expressed hope that with Rathore’s appointment there will be drastic changes in the social condition of SCs and STs in the entire Uttarakhand. Nagar Nikay Karmachari Mahasangh unit head Radhe Shyam in a statement said Rathore’s appointment in the SC/ST Commission had brought a ray of hope among people belonging to this segment and assured full cooperation to the commission from the union side. |

Body of murdered nurse found from Gang Canal
Roorkee, February 1 Though the police managed to arrest the culprits namely Subhash, who originally hails from Simrana village in Bihar, and his second wife Aarti yesterday, it was not able to recover Sushma’s body. The police recovered the body from the Gang Canal at Asaf Nagar, about 2 km from here. The body has been sent to the Civil Hospital for postmortem. “Sushma had developed illicit relations with Subhash when he was working in a medical store near the Mother and Child Hospital, where she was working as a nurse. Meanwhile, Subhash also developed relations with Aarti and married her clandestinely. “On January 17, Sushma went to Subhash’s residence at Nehru Stadium, where she found him with Aarti. When she attacked Aarti in a fit of rage, both Subhash and Aarti strangled her and disposed of her body into the Gang Canal that night. The accused came into the net through electronic surveillance, said Sharma. Subhash, who is already married and has three children, again solemnised marriage with Aarti on January 13. Subhash had illicit relations with many women, including the deceased and Aarti. |

One held in Sonu murder case
Nainital, February 1 According to the police, Gola had strangled Sonu with the thread of a charm being worn by him around his neck and thrown the body into a canal. The two had entered an altercation while dancing at a marriage celebration. The accused had been subjected to a lie detector test last month. The police said it was during his interrogation that he admitting having committed It is learnt that the altercation between the two boys had been put to an end by other people in the marriage party following which they had again entered into a heated argument while having food. Still arguing, the two had reached the Balaji temple on the Kosi road, where Gola allegedly strangled Sonu and threw his body into the canal. Interestingly, his lie detector test had resulted in the negative. However, the accused was again picked up by the police on Saturday and during the course of some hard questioning, he confessed having murdered Sonu. This murder case, along with the murder of a seven-year-old Mahima, had rocked Ramnagar in November last year. The Mahima case remains to be worked out. Residents of the town have held a sustained agitation demanding a probe by the Central Bureau of Investigation into these two cases. |

Inflation hits Doon bakeries
Dehradun, February 1 For the past one week, 5 to 10 per cent of difference has been noticed in the price list. “As now the prices of all essential items have increased tremendously, we automatically had to increase our rates so that we can meet our demands. While the prices of cakes were increased two months back, presently we have increased the prices of biscuits,” said Gaurav Sachdeva of Elloras Bakery. From the earlier Rs 200 for a 600-gm of plain cake, the price has been increased to Rs 220. Other exotic varieties such as the truffle and butter cakes are also not less than Rs 300 to Rs 500. Biscuits, another favourite bakery product of many, have come in the clutches of inflation. Famous butter, ajwain, jam and American biscuits are not less than Rs 140 to Rs 260 in a pack of 1 kg. “People who are fond of eating are still regular at our shop. But in case the prices increase again, we will decide what to do as we don’t want to lose on our customers,” added Sachdeva. Meanwhile, dairy owners for the past three months are also selling dairy items with a price hike of 10 to 20 per cent. Paneer, curd, mawa, cream and ghee are getting beyond the reach of commoners. “The prices of milk-made commodities have been increased as there’s shortage in the market from where we import milk. However, the prices of milk are bound to increase after February 15 primarily because of the marriage season and onset of summer when animals generate less milk,” said Bhanu, owner of Pandit Dairy. “I think with the ever-increasing prices of day-to-day commodities like ghee, sugar etc, I can’t liberally use these except on special occasions,” said Kamla, a housewife. “A large number dairies in Dehradun get their milk supply from Bhagwanpur, near Roorkee, but due to the coming up of industries around that region there have been space constraints leaving not much space for animals to breed,” added Bhanu. |

Khadi exhibition begins
Dehradun, February 1 Around 135 stalls from all over India are participating in the exhibition. While 60 stalls are of khadi, 75 are of village industries. Apart from khadi products, an array of items such as herbal products, furniture, winter wear, artificial products, pickles, pulses, vermin composed soil products and many other consumer-friendly items are displayed in the exhibition. However, the motto of the exhibition is to promote small-scale entrepreneurs, artistes, self-help groups and provide them a platform so that they learn market-centric promotional skills. “As there is so much competition in the market, it’s essential that these small-time entrepreneurs get an opportunity and a medium to showcase their talent and in return boost our economy. All exhibitors are provided facility of stalls and lodging,” said nodal officer, KVIC, Gagan Tiwari. Furthermore, though exhibitors from Uttar Pradesh, Haryana and Punjab have displayed their products, preference being is given to Uttarakhand artistes to endorse the products of the nascent state. “The number of stalls has increased this year, and while we have called upon exhibitors from nearby states, our motive is to give preference to Uttarakhand exhibitors so that the host state gets apt opportunities to flourish and develop networking skills,” added Tiwari. |

Future of youth lies with Cong: Dhasmana
Dehradun, February 1 Addressing a convention of the youth in Dehradun, Dhasmana asserted that the Congress was the only party that believed in giving representation to the youth in governance. He said the Congress had a history where youngsters found themselves quite high in priority. He said personalities like Bal Gangadhar Tilak and Netaji Subhas Chandra Bose led the Congress when they were young. Dhasmana in particular referred to Rahul Gandhi, describing him as a youth icon of the country. He said the future of the youth in the country lay
with Congress. The leader also called for bigger role for youngsters in the development of Uttarakhand. Former minister Shoorveer Singh Sajwan said the Congress was the sole party in the country to hold democratic elections in Youth Congress. He said Rahul Gandhi had extended enthusiasm among the youth of the country. BJP launches protests against UPA Haridwar, February 1 As a mark of protest in the entire state, the BJP divisional unit has launched protests from today onwards at every district against the UPA government. Terming the current price surge as unprecedented, party leaders blamed the Congress and particularly Finance Minister Pranab Mukherjee for failing to control the situation. The party workers gathered at Ranipur turning and raised slogans against the Congress government. Later, they burned the effigies of the Finance and Agriculture Ministers as a mark of protest. District head Om Prakash Jamdagni reacted on the dwindling statements of Agriculture Minister Sharad Pawar and Finance Minister Pranab Mukherjee and put it as making a mockery of the woes of the common people. “While in the last general elections, the Congress campaigned on the party being with the Aam Admi (common man), now it’s real face has been exposed with that shows the party is rich only,” remarked Jamdagni. Yuva Morcha district head Rajeev Sharma questioned the Congress parliamentarian from Haridwar for not raising the issue at any platform. “Be it Parliament, press, rallies or personal statements, it seems the Haridwar parliamentarian is oblivious of the condition of the common man. He represents not only the Congress party, but also people of India and should raise the people’s voice,” said Sharma. Among the protestors were Mahila Morcha head Sanjana Sharma, Departmental convenor Naresh Sharma, Anirudh Bhati, Rajesh Saini, Rakhi Sajwan, Udit Garg, Dr Vijendra Singh, Ankit Aggarwal and several other office-bearers as well as party workers. |
Economy of state improving, claims Pant Pitthoragarh, February 1 “The share of manufacturing or secondary sector in state’s GDP which was 18.55 per cent in the year 2001 has risen to 33.64 per cent in 2008-09,” said the Planning Minister. This sector includes, construction, manufacturing, electricity generation, gas and water projects. The minister agreed that the share of the primary sector, which includes agriculture, horticulture, forestry, and fisheries, has decreased the GDP of the state. This share, which was 33.99 per cent at the time of creation of the state, has gone down to 17.39 per cent in the year 2008-09. “But we have compensated it by increasing the share of secondary sector,” said the minister. The share of service sector or tertiary sector, which was highest in the GDP of the state during last financial year, has also decreased in the past eight years. “The share of service sector in state’s economy was 50.66 per cent in the year 2001 which reduced to 48.97 per cent in the year 2008-09,” said Pant. According to the minister, the per capita income of the state, which was Rs 16,783 in 2001 has also reached Rs 28,671 in 2008-09. The domestic growth rate of 9.31 per cent in the state has even left UP behind and stood third in the country. “This became possible due to the industrial package given by the Central government and if it continues, the growth rate will continue to do better,” claimed Pant. He further said as the industrialisation of the Terai region has come to a saturation level, the state government is focusing towards hilly districts of the state for further industrialisation. “According to our industrial policy announced on April, 1, 2008, we are linking all hilly districts with the help of Asian Development Bank (ADB) with roads and airstrips and inviting bids from industrialists to install industries in these towns under our concessional package,” he added. |

Nainital: The agitating ministerial employees have hit back at the BJP’s state General Secretary Suresh Joshi for suggesting that they withdraw their agitation in the interest of the state. Joshi had said here on Sunday that the employees should take back their strike in the interest of the state. “We are a new state and we have been amongst the first to give our employees the benefits of the Sixth Pay Commission recommendations. We have given them benefits to the tune of Rs 3,000 crore. They should take back the strike in the interest of the people,” he had said. Reacting to his statement, leader of the agitating employees Kishan Singh Adhikari told The Tribune, “They have no moral right to talk about financial burden. When it comes to raising their own allowances and other benefits, politicians do it unanimously without making the slightest of noise. They are not bothered about the interest of the state at that time. We are not asking for anything extra. All that we are seeking is that the anomalies and disparities regarding the pay scales should be checked”. Another leader Trilok Singh Rautela said, “We are happy to know that Joshi is at least bothered about the financial constraints being faced by the state. He should consider facts relating to the expenses incurred on meetings convened by the top officers where even the quorum remains incomplete and where even secretaries do not bother to turn up”. The employees further stated that if the government is so concerned about financial constraints why had there been a heavy recruitment at the top levels in bureaucracy since the state came into existence. They said despite the government announcing the benefits of the Sixth Pay Commission recommendations to them, they would benefit only marginally while the major beneficiaries would be at the top level. They accused the government of going back on its word and said it had accepted in principle to address their grievances within two months in the latter half of last year. |

Chief Minister expresses regrets Dehradun, February 1 In a statement, Principal Secretary Subhash Kumar said Nishank had expressed deep regret over the incident and ordered a high-level inquiry into the whole issue. He said the inquiry would determine how a rejected photo got into print in a government magazine brought out by the state Information Department. Member of the All-India Congress Committee Yogendra Khanduri in a letter to Governor Margaret Alva had pointed towards the glaring mistake and sought action into the matter. Nishank insulted Tricolour: Cong Earlier, Yogendra Khanduri, a member of the All-India Congress Committee (AICC), in a letter to Governor Margaret Alva had alleged that a photograph of Chief Minister Ramesh Pokhriyal Nishank sitting in his office showed the national flag on his table upside down. Yogendra in his letter alleged that showing the national flag upside down amounts to insulting the national flag and is an offence. Mayor seeks oil Cos’help to beautify Doon Dehradun, February 1 He expressed the Dehradun Municipal Corporation’s willingness to hold talks with top bosses of petroleum companies towards the betterment of Doon. He said the corporation had even contacted oil giant ONGC Ltd asking for its cooperation in efforts towards beautification. DM calls for proper implementation of welfare schemes Nainital, February 1 He asked the officials to lay special emphasis on the execution of the programme in slums, labour colonies and sites where labourers were at work with their families. The authorities aim to administer polio drops to 1,32,879 children through 878 booths and 46 transit booths. Besides this, 842 teams will be visiting residential areas on a door-to-door basis from February 8 to 13 to administer the drops to children below the age of five years. Bagauli appealed to the parents to ensure that they bring their children to the booths for the administering of the drops. He has ordered that mobile booths be sent to mining areas where labourers reside with their families, and also set up booths at the railway station and bus terminus. |
