Jalandhar, December 21 Although the department went to town about the availability of ventilators in major hospitals of the state, the recent patterns of the disease and available statistics suggest something entirely different. Doctors are failing to make a provisional diagnosis of swine flu as patients line up in clinics with signs and symptoms of common cold, viral fever or influenza. A senior doctor posted in one of the prestigious health institutes of the state said that within a few days the infection inflicts the alveolar membranes in lungs, across which diffusion of gases takes place and mechanism of exchange of carbon dioxide and oxygen starts rapidly deteriorating. In most of the complicated cases, this damage is irreversible and putting patient on life support system is of no use at that time, he points out. Statistics gathered by The Tribune reveal the same. Five positive and five highly suspected cases of swine flu were admitted and put on ventilators in the CMCH, Ludhiana, in the past 15 days. However, all of them died. Similarly, four other patients were on ventilators and only one patient, who is on ventilator for the past nine days, has shown marginal signs of recovery. Similarly, three patients who died in the Civil Hospital, Jalandhar, were also put on ventilator but to no avail. All 11 deaths of confirmed cases in Jalandhar district, except a few, who died while undergoing treatment in the DMCH, CMCH and PGI, were also put on ventilators. Moreover, civil hospitals in the state are equipped with only 33 ICU ventilators as against 75 as of the Health Department claims. Though another 47 anesthesia ventilators are also available in hospitals, these equipment are already functional in operation theatres of respective hospitals to perform routine surgical procedures. Worst still, ICUs in some major district hospitals which are equipped with ventilators and are meant to deliver critical care to trauma and other emergency cases, are converted into isolated wards to deal with swine flu. Only early diagnosis of patients, which is possible only after the confirmatory test, can bring the fatality rate down. Putting patient on ventilator is an end stage treatment. It will cost only around Rs 1.5 crore to construct screening laboratories at five centres in the state. We, as professionals, fail to understand why the government is reluctant to set up testing centres for swine flu, which has assumed alarming proportions, says a senior health official requesting anonymity.

The Met Department has predicted fair to fine weather with fog in the morning. Earlier in the morning, the region was completely covered by a thick blanket of fog and people, especially the school students, had a tough time reaching their destinations owing to
poor visibility. Even the trains ran behind the scheduled time. Sources at the Railway Department maintained that the Duplicate Howrah reached Jalandhar late by seven hours, while the Himgiri Express was late by four hours. The 1057 Dadar Express was behind schedule by one and a half hours and the Malwa Express from Indore was late by two hours, leading to inconvenience to passengers. |

Cong accuses Badal of misusing scheme
Jalandhar, December 21 PPCC secretaries Virendra Sharma, Ashok Gupta and Yashpal Singh Dhiman and district Congress vice-president Jatinder Sharma stated that Dr Manmohan Singh-led UPA government was providing wheat at the rate of Rs 6.20 per kg for distribution through the public distribution system (PDS) to APL families in Punjab. The wheat should be available at Rs 8.10 per kg after adding VAT, etc., they said, adding that the Badal government provided wheat at the same rate last month but now it planned to provide wheat flour at Rs 12 per kg. The Congress leaders said the Badal government had already done so in Ludhiana district and was going to do so in other districts also. Further in order to get credit of the Central scheme, the Badal government was preparing bags stating that state government was providing wheat flour at cheaper rates, they added. Sharma said, “Firstly, the state government can not change the Central scheme of providing wheat with flour and secondly the maximum grinding cost of wheat per kg should be Re 1 only but it has planned to charge Rs 3.90 per kg.” Thus the Badal government was trying to befool the public in two ways of getting credit of the Central scheme and by providing wheat flour at a much higher rate, they alleged, adding that thus the SAD-BJP government was trying to get benefit of Rs 600 crore per year. The Congress leaders said they had already written to Prime Minister Dr Manmohan Singh and Punjab Chief Minister Parkash Singh Badal to restore the actual status of the scheme for the benefit of the general public of Punjab. |

Hoshiarpur, December 21 Sarpanches and people told the Chief Minister that they were facing an acute shortage of drinking water, lack of irrigation, soil erosion and damaged roads due to floods during the rainy season. They also complained irregular power supply in the area. Addressing a gathering after listening to their problems, Badal said to meet the shortage of potable water and to provide irrigation facilities, he had instructed the authorities concerned to install 14 deep tubewells for which he had sanctioned Rs 12 crore. To provide regular and uninterrupted power supply, a 66 KW substation would be set up at Dalewal village. A 30-bed community health centre would also be constructed there for providing health facilities to the people of the area. An 18-foot wide paved road from Dalewal to Kurali would be constructed. Instructing officials of the Drainage and Soil Conservation Departments to construct guide bands at all those places where soil erosion took place to save the lands, Badal said the Naib-Tehsildars would remain in the area for three days in a week to get all revenue works of the inhabitants done. |
DSP gets tough with traffic rule violators
Nawanshahr, December 21 Residents urged the administration to take this kind of anti-encroachment drive in the inner markets, including Kothi Road, Geeta Bhavan Road, Arya Samaj Road, Committee Bazaar, etc. The entry of cars into these areas should strictly be banned and people should be asked to make use of the parking facilities available at Railway Road, Baradari Garden, Old Court Road and Gurdwara Singh Sabha instead of parking their vehicles in the markets. It is pertinent to mention here that the encroachments on the main roads as well as haphazard parking of vehicles have been creating a hurdle in the smooth flow of traffic on the main roads and chowks in the town. |

Jalandhar, December 21 According to sources, a person wearing kurta-pyjama and turban entered the shop and shot at Ashu Bagga (18). When Ashwani Bagga (45), father of
Ashu Bagga, tried to intervene, the assailant also fired at him. The injured were rushed to a nearby private hospital, but both succumbed to injuries on the way. Senior police officials reached the spot and started investigation. |
Rs 60,000 looted from shop
Hoshiarpur, December 21 According to the police sources, five unidentified dacoits equipped with sharp-edged weapons entered a money exchange shop of Raman Kumar, son of Jagiri Lal of the local Ravi Dass Nagar, at Adda Bajwara on the Hoshiarpur-Una road and after assaulting attendant Inderjit looted Rs 60,000 lying in a drawer. After looting the money, the dacoits escaped in their white Maruti car. The police is investigating the case. |
No suicide by any Sainik School student
Jalandhar, December 21 As per information provided by the school authorities, this is far from the truth as no student has taken his life ever since the inception of the school in 1961. There are over 700 students on the rolls and every effort is made to provide an ideal environment to the students in the school for their all round development. An erroneous impression was created following publication of the news and the error is regretted. —

Govt teachers hold meeting
Jalandhar, December 21 Members demanded that the retirement age should be increased to 60 years and all teachers should be given salary on time. They demanded that vacant posts of teacher should be filled soon and all pending promotion cases be cleared. |
