Militant outfit warns pro-dialogue leaders
Srinagar, December 9 “These veiled persons (pro-talk leaders) should denounce their behind the scene talks with New Delhi or else be ready to face the consequences,” a statement issued to a local news agency by the Al-Nasireen and two other militant outfits Farzandan-e-Millat and Shahuda Bridge said. Sami-ul-Haque, the spokesman for the three outfits, said Qureshi did not heed to their warnings and they had no option but to act against him. A delegation was also sent to his home to convince him not to indulge in activities he was doing, “but unfortunately he didn’t listen to us,” Haque said. He alleged Qureshi was a “facilitator of behind the scene parleys between New Delhi and some veiled persons”. Qureshi’s outfit People’s Political Front, an important constituent of the moderate Hurriyat Conference, said it would not bow down before extremism. The dastardly attack on Qureshi would not deter them from pursuing a negotiated settlement of the Kashmir issue, it said yesterday. Qureshi, the moderate face of the separatists, was shot at and critically wounded near a mosque on Friday evening. Separatists and mainstream political parties have strongly condemned the attack on the leader who favours dialogue for resolving the Kashmir issue. — PTI |
Police to provide security to moderate Hurriyat leaders
Jammu, December 9 Interacting with mediapersons at the Sher-e-Kashmir Police Academy (SKPA), Udhampur, after taking salute in the passing out parade of 186 women constables, DGP Kuldeep Khoda said after the attack on moderate Hurriyat leader Fazal Qureshi, the police had decided to provide security cover to all those who have been working for establishing peace in the region. When his attention was drawn towards the refusal of Yasin Malik to take the security, the DGP assured that the police would devise a strategy how to protect the moderate leaders who are target of the extremists. Earlier the DGP took salute of the march past of contingent comprising of women constables. He complemented the women constables and their parents for encouraging their daughters to join the police force. On the occasion, Khoda also extended out of turn one-rank promotion to woman constable Tabassum Jan who bagged top position in both indoor and outdoor activities besides adjudged all over best trainee during the course.

Centre takes over maintenance of 1,000 hydel projects
Jammu, December 9 The projects once commissioned will provide nearly 5,000 MW of power daily and provide employment to unemployed youths, as the Centre has approved a plan to hand over the plants to these youths after their “In a high-level meeting in New Delhi recently, the Union government has asked us to take charge of all projects and make them functional with the assistance of local administration,” Director, IREP, Abdul Majid Wani told The Tribune today. “We have also been asked to verify the actual number of such projects that the Army claims to have built or upgraded the existing watermills,” Wani added. More important, the hydel projects would lit up areas where the state Power Development Department had no network. “During verification it has come to light that 90 per cent of 1,000 power projects are in a shambles and need repair. We are preparing estimates of these projects separately,” he said. “Most of them were set up at isolated places and we also propose to shift them near hamlets so that the locals get maximum
benefits,” he said. “After the projects get renovated, the same would be handed over to the unemployed youth of the area through a lucky draw,” he said. The department also planned to invite experts from IITs to train even uneducated persons in handling power projects, besides multifarious operations of the upgraded watermills. The Army had set up these projects under the Operation Sadbhavana funded under the Prime Minister’s Reconstruction Plan. Besides, the department was also bracing up for upgrading all 10,000 traditionally run watermills locally called ‘gharats’ registered with the Revenue Department. These watermills would be turned into micro hydel projects with multi-functional capacities used for lighting up villages, grind corn and run lathes. “We are conducting a survey of the sites for ascertaining the technical feasibility of the hydel power plant,” Wani said. “All paperwork will get completed in March and the work would start in April,” he added. The upgrading would be conducted in a phased manner. In the first phase, four districts have been selected; two each from Jammu and Kashmir regions. From the Kashmir region, Srinagar and Badgam have been chosen. Official figures say that Badgam has 217 watermills run by the local population, whereas, eight projects set up by the Army. In the Jammu region, Udhampur and Reasi have been selected where the Army has set up two and 43 mini-power projects, respectively, whereas the department is surveying the traditional watermills. |
Parents allege police inaction

Jammu, December 9 Newly-wed Monika died under mysterious circumstances at her in-laws’ house in Vijaypur on October 28. The aggrieved parents alleged today that their daughter was killed by her in-laws family, but the Vijaypur police did not register any case. In a press conference here, Rakesh Choudhary, father of Monika, alleged that his daughter was married to Sandeep Choudhary of Vijaypur, who along with his family members harassed her daughter for dowry and later killed her. “Before telling us about the death of Monika, they (in-laws) destroyed her clothes and put another dress on her body,” said Rakesh. Rakesh further alleged “the Vijaypur police has not lodged any FIR and has been trying to hush up the case. It has weakened the case by initiating inquest proceedings under Section 174 of CrPC. “Even after more than 40 days, no action has been taken by the police. We have been virtually running from pillar to post to get our complaint lodged,” he added. SHO, Vijaypur police station, JS Sambyal said, “We are investigating the matter and at this stage we can’t rule out the possibility of involvement of the in-laws family behind the death of Monika. Truth can only come out after the post-mortem report is received.” |
MC installs video screen, annoys traffic police
Jammu, December 9 While inaugurating the video screen, Mayor Kavinder Gupta appreciated the efforts of Sanrose Publicity in bringing up this modern concept. He said this would add to the beauty and modernisation of Jammu. Gupta said it would also help the MC to make people aware about social and civic issues. “We have given a five-year contract to Sanrose Advertising Company and it will install these video wall screens at other suitable places in the city. They will also construct four ‘Sulabh shochaliyas’ from the money earned from advertisers,” Gupta said. The company would have to give around Rs 2 lakh every year to the MC as rent. The company has identified the next location in the Gole Market area to install another video screen soon. “It will be used to spread awareness among people about social issues like smoking and drugs,” Sandeep Beri, director of Sanrose Advertising, said. However, SSP (Traffic) Parminder Singh has said the video screen would result in untoward incidents and intensify traffic problems. He said, “Instead of this busy chowk, the company should have installed it at a place where it can attract the attention of pedestrians only.” He alleged that the high mask lights installed by the MC had already created trouble for the Traffic Department and video screens would add to it. However, the Mayor said in European countries these video screens had been installed on highways and roads. “The Traffic Department should install trafficlights for regulating traffic and should not blame the MC,” he added. |

Jammu, December 9 Addressing a press conference here yesterday, chairman of the committee Sher Singh said the master plan was made without taking into account the reality of the situation. He said the master plan was prepared by persons who had no training to prepare it. Sher Singh said before issuing the notification under Section 4 of the Land Acquisition Act for the construction of the new bus stand, the committee had approached the Deputy Commissioner, Reasi, and also brought the matter to the notice of Chief Minister Omar Abdullah. Omar had given assurance that the master plan would be drafted by taking expert advice from environmentalists, geologists etc., but the same was not done on the ground,” Sher Singh pointed out. “Economical and environmental factors were not taken into consideration for the preparation of the mater plan,” he added. The chairman said the Committee of Environment of the Legislative Assembly also took notice of the development and chairman of the committee Nizam-ud-Din Bhat, MLA, had conveyed to the Deputy Commissioner, Reasi, that the construction of the bus stand would adversely affect the eco-system. |
Minister thrashes Cong worker for ‘unsavoury’ remarks

Jammu, December 9 Dubbed as a nuisance by the Congress leadership, Pawan Raina, who faced wrath of the Cabinet minister, was vice-president in the Pradesh Youth Congress (PYC) before the body was dissolved a month back. After the incident, the party leadership has been seriously contemplating disciplinary action against Pawan, who “misbehaved” with the minister and passed some “derogatory” remarks in the function. Earlier, Congress workers gathered at the PCC headquarters to celebrate the birthday of Sonia Gandhi. When former minister Mula Ram was addressing the function, Pawan passed some remarks against the Congress ministers in the coalition regime. The Health Minister, who was sitting near Pawan, asked him to behave properly, but the latter passed another remark. Infuriated, Sham Lal stood up and within no time roughed him up. Some senior leaders intervened and the situation was controlled. Former Deputy Chief Minister Mangat Ram Sharma and Cabinet minister RS Chib somehow pacified the enraged minister. Subsequently, all Congress leaders condemned Pawan’s derogatory remarks. After the completion of the function, the minister termed the incident as a “family matter” of the Congress. “It was a minor issue,” he said. On the other hand, Pawan said: “I was just raising the issue about the style of functioning of the Congress minister. Instead of listening to my grievances, the minister gave me a thrashing.” PCC spokesman Ravinder Sharma said it was a minor incident, which was later resolved. Sources in the Congress said Pawan was likely to face disciplinary action. |

Pahari leaders seek PM’s help to meet counterparts in PoK

Jammu, December 9 The organisation has requested Prime Minister Manmohan Singh to allow them to visit the PoK to meet their counterparts. In a meeting, chief executive of the movement Mughal Shahbaz Khan said the Centre and the state government had not heeded to their demand and now they had decided to meet Pahari leaders across the LoC to launch a cross-LoC campaign for the cause of the Pahari community. He said the Pahari people were demanding the Scheduled Tribe status, but the government was lingering on the process. Terming the 1947 Partition as a conspiracy to divide the community of the state, Shahbaz Khan said 70 per cent of the Paharis remained on the other side of the LoC. The struggle for the ST status to Paharis was 19-year-old when the Centre included the Gujjars and the Bakerwals in the ST category and they were allegedly dropped from the list in 1991, he added. Shahbaz said on October 14, 1991, the then Chief Minister, Farooq Abdullah, approached the Centre and recommended to provide the ST status to Paharis. On December 26, 1993, the then Governor, KV Krishna Rao, also wrote a letter to the then Union Social Welfare Minister Sita Ram Kesri recommending to include the community in the ST category. Hen said the then President, APJ Abdul Kalam, Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi, during their visits to Uri to meet the earthquake victims, had assured people that their demand of the ST status would be considered. |

Jammu, December 9 The police launched the SMS Complaint Service this morning in the winter capital. Jammu has become the second city in India after Hyderabad, where this service has been successfully functioning for the past three years, to have started this service, said IG, Jammu, Ashok Gupta. He hoped that the service would assist them to combat criminal activities and lead to a decrease in crimes in the city. “The complainant will get a message in reply that the complaint has been successfully registered,” he said. Gupta said some cops had been trained by a private company that had installed the system. An SMS complaint redress section has been set up at the Police Control Room (PCR). “As soon as the message or complaint is received, all officials concerned will be informed and flying squads will immediately rush to the spot. This will also help in checking eve-teasing,” said Gupta. The IG warned that if any frivolous complaint is sent, a criminal case will be registered against the complainant. “After a trial of about five months, the service has been activated and if it gets a good response it will be launched in other cities as well,” said Gupta. |

Self-rule document: PDP asks youth leaders to educate people
Jammu, December 9 He said the self-rule proposal of the party was formulated after incorporating aspirations and wishes of people of all regions of the state. The PDP leader asserted that self-rule was the only viable solution for solving all problems of the region. “Wishes and aspirations of people all regions had been incorporated in the self-rule document. Only through this proposal both internal and external dimensions of the Kashmir problem would be addressed,” he said. “Establishing lasting peace and to consolidate the reconciliation process is on the top of the party agenda,” Zulfikar said. President of the youth wing of the party Bashir Assad said the PDP through its pro-peace policies had consolidated reconciliation process and facilitated the efforts of establishing peace in this sub-continent. He added that beginning of the cross-LoC trade, opening of the Srinagar-Muzafarabad and Poonch-Rawalakote roads were noticeable achievements of the PDP. |
