Man, wife run over by train

One Ram Partap (42), son of Doongar Ram and his wife Kamla (38), both residents of village Rajasar Rohi were reportedly run over by the 0712 Sriganganagar-Sadulpur passenger train near the outer signal on Thursday, the GRP said.

Anomalies found in Mid-day meal scheme

Bathinda additional deputy commissioner (Development) C Sibin, in an inquiry report, has pointed out some irregularities in the implementation of Mid-day meal scheme by the authorities concerned of some schools of this district. Besides, he also indicted Bathinda district education officer (Elementary) for allegedly submitting a wrong report in connection with making payments through crossed cheques to the self-help groups (SHGs) for preparing the Mid-day meal.

The ADC (D) reportedly conducted the inquiry in response to complaints received from the Director General (School Education), Punjab. He has sent the report to the DG (School Education) three-four days ago for initiating further proceedings.

The schools where irregularities have been reported are Middle School, Kutiwal Kalan; Middle School, Burj Mansa; Primary School, Mansa Kalan; Primary School, Ghuman Kalan; and Primary School, Kutiwal Kalan.

In his report, the ADC (D) mentioned that those who prepare Mid-day meal in the schools did not fulfill the primary conditions of the SHGs, like 10 to 12 members in a SHG, having a proceeding register and election of president, secretary and cashier. Despite these discrepancies, the school heads/Pendu Sikhiya Vikas Committees (PSVKs) are getting the Mid-day meal prepared in the name of SHGs.

In the report, he also mentioned that the approval to such SHGs, which do not fulfill even primary conditions, was given by the DEO (Elementary) without verifying its credentials. For preparing Mid-day meal in schools, the SHGs are being paid at different rates, which show that the school heads did not have clear instructions in this regard.

The report also said that earlier, the DEO (Elementary), through a letter dated February 12, 2009, had informed his office that the payments would be made to the SHGs through crossed cheques. But the school heads have been making payments in cash.

The school heads have also stated that they have no instructions with regard to making payments through crossed cheques. Thus, the DEO (Elementary) is responsible for preparing a wrong report. Besides, cash payments to the SHGs also create suspicion regarding corruption.

Litigants suffer as boycott enters day 3

Litigants are suffering as the boycott of the court of additional senior sub-judge, Senior Division, Fazilka, SS Maan by lawyers entered third day today. Since the advocates and their clerks are not appearing in the court of judge Maan, the new dates for hearing are being issued to the litigants. According to official sources, over 70 cases are being heard in the court of senior sub-judge daily.

The Bar Association had passed a resolution on December 1 to boycott the court of judge Maan as the latter had allegedly sent a report to the Punjab and Haryana High Court (HC) that there was a scarcity of space for court office and accommodation for additional district and session judge at Fazilka.

“This report has left the lawyers high and dry as we have been striving for setting up of a court of additional district and sessions judge since 1995,” said president of the Bar Association, Fazilka, Rajesh Kalra.

Following repeated representations by members of the Bar Association, Fazilka, at different levels, the HC had sought a report about feasibility and infrastructural facilities for setting up the court of additional district and sessions judge at Fazilka.

The lawyers stated in a press note that two court rooms are lying vacant in the court complex where the required court could be set up, claimed former president of the Bar Association Rajesh Kumar Angi.

“The boycott would continue till the report is withdrawn,” said Kalra.

The press release also stated that the advocates of Fazilka have been demanding setting up of this court since 1992 when Abohar sub-division was carved out of Fazilka and new courts were set up there.

They brought the demand into the notice of every judge of Punjab and Haryana High Court, who visited Fazilka for annual inspection since last about two decades, said Angi.

On the other hand, sub-judge Maan, when contacted, said whatever the lawyers say was not his concern hence he would not make any comment on the issue.

Three candidates, who were allegedly involved in the leaking of question paper of recruitment of sepoys in various wings of the army were arrested late last night after a case in that connection was registered in the city police station, Faridkot, where the paper was held a few days ago.

Police sources said that those arrested were identified as Satnam Singh, Gurpreet Singh and Jagmeet Singh.

A case under sections 420, 511 and 120-B of the IPC was registered against them and some other accused, who were involved in the case on the written complaint moved to the police by the army authorities.

This sleuths of the intelligence wing of the Indian army of Ferozepur managed to apprehend three candidates from the railway station of Faridkot a few days ago when they were noting down the questions of the paper from a person while talking to him on telephone from a PCO.

When these questions were matched with the question paper issued by the army authorities for recruiting the sepoy in various wings, both turned out to be the same.

Army sources said that about 20 agents, who had been facilitating the recruitment of youths into army by leaking out the question paper to them, were active in Punjab only and the illegal business connected with the leakage of question papers ran into crores of rupees.

Information revealed that sleuths of the intelligence wing, who managed to record the telephonic conversation between candidates and those unscrupulous elements, who managed to get the paper leaked, did not rule out the possibility of involvement of high ranking officials of the Indian army and its retired personnel from this crime.

Arun Mittal, SSP, when contacted, said that investigation into the case was being done effectively so that all the agents, who were allegedly involved in this case, could be taken to task.

He did not rule out the arrest of more people in this case within a day or so.

Meanwhile, sleuths of the intelligence wing had also written to the Indian army authorities for conducting a thorough probe into the matter and take necessary steps to cancel the exam, which was held at various centres in the country.

The cancellation of the exam was a lengthy process and hence it would take its own time, sources said.

2 held in fake driving licence case

In the fake driving licences racket unearthed in Bathinda recently, the police arrested two private agents dealing with the District Transport Office (DTO) here today. Besides, the police also rounded up two employees of the Suvidha Centre, one window boy and a security guard.

During the probe, the police revealed that some holograms were stolen from the Suvidha Centre, which were being pasted over fake driving licences. However, the authorities of the Suvidha Centre could not ascertain the actual number of ‘missing’ holograms.

The case was traced by in-charge of the Civil Lines police post Sanjeev Mittal after the ADGP (Intelligence) sought a probe. However, due to some undisclosed reasons, senior officials transferred the case to SHO Kotwali Gurjeet Singh Romana.

Receiving the orders, Romana along with his team conducted series of raids today and arrested Raghbir Singh of Bajakhana village, who reportedly used to fill the application forms and submit it to the officials concerned of the DTO, on commission basis.

Later, the police arrested one Brij Bhan of local Mehna Chowk, who allegedly acted as a mediator. Both were arrested under sections 420, 467, 468, 471 and 34 of the IPC. Besides, the police has rounded up Amit Garg and Jagsir Singh, a clerk and a security guard of the Suvidha Centre, respectively, on suspicion.

“We have not arrested Amit Garg and Jagsir Singh as their role would be confirmed after one Harwinder Singh of Talwandi Sabo, an agent of the Suvidha Centre, is arrested,” clarified SHO Romana.

Kulwant Garg, clerk at the DTO office, and his helper agent Dinesh Kumar, who were already booked in the case, are still absconding.

‘Dead’ man comes alive

In an incident reflecting sheer negligence on the part of a GRP head constable, a man considered to be dead by GRP men and hence was laid on a pyre for funeral was later found to be alive by the volunteers of a NGO, right before the funeral was executed.

The unidentified person was found in an unconscious condition in the railway waiting room by the GRP personnel, who allegedly considered him to be dead and send his body to volunteers of the Ferozpur Welfare Club for performing his last rights.

Club volunteers said that when they got intimation from GRP about the unidentified body, they went to the post-mortem room of the Civil Hospital. However, when they did not find the body there, they contacted the GRP men, who told them that the body has been sent directly to the cremation ground. Thereafter, the volunteers went to the cremation ground for performing the last rites. But before they could expedite the funeral, to their utter surprise they realised that the man was alive. The volunteers immediately took him to the Civil Hospital and sent the information about the same to the GRP police station.

Ironically, the erring GRP men without ascertaining that whether the man was dead or alive had allegedly sent the body for cremation.

When contacted, SHO GRP Mohan Singh said he was out of station and has just came back to check the veracity of the facts. He told that an action would be initiated against the guilty.

PESCO to start training programmes

The Punjab Ex-Servicemen Corporation (PESCO) will start security training, recruitment training and vocational skill development training here. The courses have been allotted to the PESCO by Ministry of Defence and the Department of Employment Generation, Punjab.

According to chairman of the PESCO Major-General US Sidhu (retd), Punjab chief minister Parkash Singh Badal had allotted three acres to the PESCO at the Industrial and Growth Centre, Bathinda, to carry out training programmes. He said at least 1,000 candidates would be enrolled in various courses within a year.

The chairman said the foundation stone for the PESCO Vocational Institute would be laid by the Punjab chief minister in January next.

He also said the PESCO had already been running vocational courses for ex-servicemen and their wards at Bathinda for the past two years, adding that a large number of candidates had been trained here for selection to the Army and para-military forces.

The CPI and the CPI (M) have been holding jatha marches and rallies for the preparation of Ludhiana rally on December 12, which would be held against the rising prices and corruption.

A jatha march and rallies were held today in the Mansa district at different places by the two Communist parties. Jatha arrived at Lakhmeerwala, Jhunir and Bajewala today. This march was started on December 1 from Bhandour district Barnala, which would reach Ludhiana rally on December 12, after holding rallies and meetings in different parts of the state.

Addressing the gatherings, national council member of CPI, Hardev Singh Arshi said that due to wrong and pro rich policies of our Central and state government prices of essential commodities have been rising day by day. He alleged that essential commodities are being stored by hoarders.

He demanded that public distribution system should be strengthened so that essential commodities could be provided to poor people at reasonable rates. — OC

Shunting exercise goes awry yet again

Two Army tanks fell off a goods train when it was hit by an empty coal wagon at line number 11 of the railway yard here today.

According to information available, the incident took place at about 4 pm when a coal wagon was being shunted at the yard. The driver, allegedly, did not check the length of the goods train that was parked there that led to collision.

The accident disrupted the railway traffic for couple of hours. Till the filing of report, the railway authorities were trying to lift the fallen tanks.

When contacted, area traffic manager Sher Singh said, “Sensing the priority, we have launched the restoration process. After that, the incident would be probed and anyone found guilty would face the action.” — TNS

Man, wife run over by train

One Ram Partap (42), son of Doongar Ram and his wife Kamla (38), both residents of village Rajasar Rohi were reportedly run over by the 0712 Sriganganagar-Sadulpur passenger train near the outer signal on Thursday, the GRP said.

Initial reports indicated that the couple was found heading towards the outer signal in Nohar area at 8.30 am.

The GRP got the post-mortem examinations of the bodies conducted at the Civil Hospital and handed it over to the relatives in the afternoon.
