Car lifters’ gang busted, three arrested
Ambala, December 2 Briefing reporters on the gang’s modus operandi, Arora said two of the suspects stole a vehicle while the third took it away to a relatively safer place. She said the suspects used to get forged documents of the vehicles made in Delhi and later sold them off in Uttar Pradesh and other states. She added after interrogation of the suspects more cases of car theft were expected to be solved. Arora said the Ambala Cantt police had also apprehended three people, all belonging to Bihar, who had kidnapped the son of a local Congress party leader yesterday. She said the suspects had planned to take the child to Begu Sarai in Bihar and then demand a ransom of Rs 50 lakh from the parents. She added Baldev Nagar police post ASI Naresh Kumar, who had nabbed the three members of car lifting gang, had been promoted to the rank of subinspector. Referring to the rising incidents of theft in Ambala City, Arora said the police has launched a special campaign to curb such crimes. She added traffic rules would be strictly implemented in the district. |

4 held for forgery, possessing fake DTO stamps
Fatehgarh Sahib, December 2 Rajpura city SHO Bikramjeet Singh Brar said the four accused had been identified as kingpin Rajvinder alias Raju, Shanty, Satnam Singh and Dilip Singh, all residents of Rajpura. He said the main accused, Rajvinder, was caught with fake driving licences in 1997 also and a case in this connection was registered against him at the Rajpura Sadar police station. However, he managed to come out of the jail and again started illegal business of making fake driving licences and also graduated to faking truck permits and other documents. The SHO said raids were conducted on the directions of Patiala SSP RS Khattra and the accused were arrested with four trucks with fake permits and other documents. He said the accused provided the documents, including the truck permits and driving licences, to truck drivers whenever their documents were seized by traffic officials, while awarding challans. They even prepare fake registration copies of the trucks in lieu of a few thousands. “While one has to spend Rs 50,000 to get permit of four states but the arrested accused provide them with the same in lieu of just Rs 5,000,” said the police officials. Six fake stamps of DTO’s and 10 fake permits have also been recovered from their possession. Most of these papers bear signatures of DTO of Ambala. The police officials said possibility of the involvement of some government officials could not be ruled out. Further investigation would be done after interrogating the accused. The police has taken all four accused on a three-day police remand. A case under Sections 420, 467, 468, 471 and 120-B of the IPC has been registered against them. |

House Tax
Patiala, December 2 They were protesting against a raid by a team of municipal corporation that had come to seal the sawmill at Hira Bagh area. The team comprising of over 12 members had come to seal the mills, as they had to pay Rs 4 lakh arrears of the House Tax. The shopkeepers held the municipal corporation team captive for almost an hour and they were allowed to go only after the arrival of the police. The police had a tough time with the protesters, who blocked the main road outside Hira Bagh. The Patiala MC has collected Rs 1 crore during the past few months by launching a campaign for recovery of House Tax arrears. However, MC Commissioner M S Narang, and City Mayor Ajit Pal Singh Kohli were reportedly out of Patiala and thus, could not be contacted for comments. |

Sambar found dead
Fatehgarh Sahib, December 2 The animal was hit by a speeding truck near Todarpur village on the highway and it died on the spot. Some passersby informed the police and forest department officials, who took the body for a postmortem in Khamano. Earlier this month, four such animals were found dead in various villages adjoining the Ludhiana-Chandigarh road. The forest department officials said during winters, sambars arrived in large numbers from hilly areas. Stray dogs and other animals chase them to the highways where they met with accidents or get entangled in bushes of the villages. A sambar was seen hounded by the stray dogs and was rescued with the help of villagers of Gunia Majra village, Bassi Pathana block, Fatehgarh Sahib. Similar incidents were reported in Thablan and Todarpur villages as well. |

Uniforms, books given to needy students
Bassi Pathana. December 2 The members of the club led by president Kuldeep Malhotra visited the school and identified the needy students. The school principal handed over a list of 55 students, who could not afford uniforms and books. Kuldeep in his address said the service to mankind was service to God. He said instead of making donations to religious places, one should donate generously for the cause of education. He said the club had also adopted poor students in other government schools and their expenses related to the education were met by the club. Dr Mohinder Singla and Pardeep Malhotra said the club had always remained active in helping the needy sections of society particularly in the field of education and blood donation. They said society must come forward for the cause of girl child and

Sirhind Police Lines to be shifted
Fatehgarh Sahib, December 2 Senior police officials said the police department did not have its own building or land for Police Lines since the inception of Fatehgarh Sahib district in 1992. They said an ancient building of archaeological department was occupied by the police for Police Lines. “Police Line is said to be the lifeline of police department and lack of police lines was affecting the routine work of the police,” said a police officer. He said a dog squad, MT section, armory and two temporary offices were situated in the existing Police Lines. The condition of the dog squad was pathetic, as the rooms in which trained dogs were kept did not have ventilators, besides shortage of power disturbed them during summer. Even the cops in the Police Lines had no basic facilities, including toilets, rooms and offices. The roads leading to the building too had developed several potholes, he added. The police also said there was lack of coordination among police officials and they remained scattered due to lack of basic infrastructure. Now, since the new building is on anvil, nearly 1,000 cops would be benefited as new houses and building for offices would be constructed at the Modern Police Lines. |

Man killed in road mishap
Lalru, December 2 The deceased has been identified as Santokh Singh, a resident of Jastana Khurd, Lalru. The incident took place on the Ambala-Chandigarh Highway when Santokh Singh was crossing the road where the mini bus coming from Handesra side hit him and he sustained serious injuries. A passerby immediately rushed him to the Dera Bassi Civil Hospital where he was referred to GMCH-32 in a critical condition. While reaching the hospital, the doctors declared him brought dead. The body has been handed over to the family members after conducting a postmortem. The bus driver managed to flee along with the bus. Investigating official stated that a case has been registered against the bus driver and further investigations have been started. |

Man approaches women’s cell, reunited with wife
Ropar, December 2 The man said when he asked his wife about the money he had been sending her after returning to India a few months ago, she told him she used to pass on the entire amount to her family members. “The couple then had a fight and the woman left the home,” counsellors at the women’s cell said. They added the man later approached the cell and his wife was called for counseling, with the couple eventually going back home together. A police spokesperson said this was the first such case in which a man had contacted the police women’s cell seeking justice. The couple has a 12-year-old daughter and 13-year-old son. This month 26 cases of matrimonial discord were resolved at the cell, with a total of 46 couples receiving counselling. They included a dozen cases wherein a compromise was reached, four that ended in divorce and three that proceeded to court. Seven cases were found to be fake. |

Paramilitary Personnel
Chandigarh, December 2 Justice Permod Kohli has asserted that the HIV positive status was in itself not sufficient for denying service or even promotion to members of the paramilitary forces. To the contrary, the service and promotion were protected in such cases where the ailment was asymptomatic. Justice Kohli added the government instructions and the policy of the government clearly provided for the continuation of the HIV positive personnel in paramilitary forces, except those falling in the unfit category. The petitioner before the court was promoted as L/Nayak on January 21, 1992, and was eligible for promotion as Naik (GD) in the Indo-Tibetian police force. But his name did not figure in the promotion orders as he was detected for HIV positive, compelling him to move the high court against the Union of India and other respondents. Allowing the petition, Justice Kohli also directed the promotion of the petitioner from the post of L/Nayak to Nayak (GD) from December 12, 1996, when his juniors were promoted. In his detailed order, Justice Kohli asserted that the petitioner had appeared in person before the court and was apparently young, hale and hearty. In any event, he had been retained in service and was continuing even though he was detected for HIV positive in 1995. Justice Kohli added there was no reason to deny him promotion, holding him entitled to service and
all consequential benefits, having been illegally denied promotion despite approval. |

Re-employed pensioners a different class
Chandigarh, December 2 With this, the Bench of Justice M.M. Kumar and Justice Jaswant Singh has made a clear departure from a Single-Bench judgment, holding that irrespective of their origin or broad category to which they belong, no member of a public service commission can be paid less remunerations stipulated under Regulation 6(1) of the Haryana Regulations and 5(1) of the Punjab Regulations. The Single Judge had also concluded that all members of the HPSC/PPSC performed same functions and the commission functioned as collective body. The duties assigned to the members of the commission were also inter-changeable irrespective of source of their appointment. Taking up a petition filed by the HPSC’s former chairman G.L. Batra, the Bench also overruled the view taken by the Single Judge in Ram Phal Singh’s case. Speaking for the Bench, Justice M.M. Kumar ruled: “There is no rule of law of universal application that once promotees and direct recruits constitute one cadre, for further promotion there cannot be any discrimination. Batra approached the court for quashing order dated April 15, 1997, and May 6, 1997, fixing his pay as the chairman, Haryana Public Service Commission, with effect from July 6, 1994, under regulation 6 of the Haryana Public Service Commission (Conditions of Services) Regulations.” His grievance was that his basic pay was reduced from Rs 7,500 per month to Rs 4,135 per month by deducting the retiral benefits being paid to him. The principal ground of challenge was had he remained in his parent department of the Lok Sabha secretariat as additional-secretary, he would have earned increment with effect from September 1, 1994, and his basic pay would have been Rs 7,600 per month. The petitioner asserted the last pay drawn was required to be protected upon his appointment as chairman. Justice Kumar asserted: The constitutional validity of proviso (i) to Regulation 5(1) of the Punjab Regulations and Regulation 6(2) of the Haryana Regulations is upheld…. Likewise the view taken in M.P. Pandove’s case would also not be available as it is primarily based on the judgment of the Single Judge in Ram Phal Singh’s case. “The impugned orders fixing the pay of the petitioners after deducting the pension, gratuity and other retiral benefits are held to be lawful. The writ petitions fail and dismissed. |

Missing Realtor Case
Panchkula, December 2 The Kullu police had arrested the duo on a complaint of Udai Ram, cousin of Deepak Rai Sagar, when they went to the CIA office to join investigations. Sources said the police has taken Brijesh to Delhi to collect evidences from his offices and house. In his complaint, Udai Ram alleged that the firm launched by Sagar and him, Himpro Infra Pvt Limited, Kullu, was taken over by the accused allegedly by forging signatures. The Kullu police had registered a case against them on October 29 under Sections 420, 120-B, 468 and 471 of the IPC. The Panchkula police, however, kept on waiting for Rajesh and Brijesh for further questioning as they had joined investigations on the directions of the Punjab and Haryana High Court.

Fake Surgical Equipment Case
Chandigarh, December 2 Earlier, during arguments, the defence counsel said the police did not follow the laid down procedure to verify the authenticity of the recovered products. He said the complaint filed by one of the senior personnel of Johnson & Johnson was the outcome of calling off a contract between the chemist and the company. On November 10, the Chandigarh Police had seized duplicate surgical equipment worth lakhs from two chemists shops, Kumar Brothers in Sector 11 and Jindal Associates in Sector 24. The cops had recovered prolene mesh, surgi cells and suture, the equipment used in stitching up wounds after surgery, in huge quantities from both shops. The material is used in brain and heart surgeries and also in hernia surgery. It was on the complaint lodged by Pankaj Monga, brand integrity manager of Johnson & Johnson in Mumbai, a team of the crime branch of the Chandigarh Police had raided both shops. The police had recovered 25 surgi cells, 20 prolene meshes and 16 sutures from Kumar Brothers in Sector 11. The police had registered two separate cases of cheating and criminal conspiracy under Section 420 and 120-B of the IPC and under Section 63 of the Copyrights Act in this connection. |

Motorcyclist killed in road mishap
Chandigarh, December 2 He was not wearing a helmet at the time of the mishap, said the police. The victim Pardeep Singh, originally hailing from Amritsar was staying in a rented accommodation in Mohali and was taking private caching to go abroad. He was on high speed and lost control over his motorcycle ramming into the rotary. He was severely wounded and died on the spot. The police rushed him to a hospital where he was declared brought dead. The police has initiated inquest proceedings under Section 174 of
the CrPC.

A rickshaw-puller was injured after being knocked down by a car. The police said Mithai Lala of Sector 22 was injured after being hit by a car driven by Vikas of Panchkula. He was admitted to the Sector 32 Government Medical College and Hospital. A case of causing injuries due to rash and negligent driving has been registered.

Man attempts suicide; held
Chandigarh, December 2 The police said UK Dulai, a clerk in the Air Force, had a dispute with his wife and tried to set himself afire. He was rushed to the hospital with an injured hand from where he was discharged. The police arrested him after registering a case of attempt to suicide against him. He was produced before a local court today, which remanded him to judicial custody. Dulai’s wife Anita told the police that her husband had a dispute with her. The SHO of the Sector 34 police station said the couple had a matrimonial dispute and they had arrested Dulai under preventive measures in the past. |

Chandigarh, December 2 A visit to some of the educational institutions by this reporter revealed wild growth on the ground in one of the city schools, which can otherwise prove to be dangerous for students. Even dangerous reptiles like snakes or other insects could make their hideouts in bushes and thus, prove fatal for students. Authorities in Government Model Senior Secondary School, Sector 20, have set up basketball courts with only poles. However, these courts lack concrete flooring, which could generate interest among budding players, besides improving their game. Students could be seen playing “gilli-danda” during free periods at the site. One could well imagine the class of the sportspersons that would be produced in the absence of basic facilities, they added. Sunil Bhatia, DPI Schools, said he would take up the matter with all school principals during a meeting to be held tomorrow and give necessary directions in this regard. Some of the eminent sportspersons, on the condition of anonymity, said instead of maintaining and upgrading the existing facilities in educational institutions, innovative ideas were being brought forth to introduce new games like table soccer. On the other hand, Noida's Gauri Monga faltered to card a seven over 79 to be three strokes behind Gurbani Singh at 153, but the best card of the day today came from Chandigarh's Rabiya Gill. The Class XII student of Vivek High School gave an exhibition of some good putting to return a two over par 74 card to be just one stroke behind Gauri Monga at 154. Chandigarh, December 2 CGC won the overall trophy with 28 points while Ramgarhia College, Phagwara, bagged second place with 17 points during the three-day event comprising of weight lifting, power lifting and best physique competitions. Satnam Singh Sandhu, chairman of CGC, said Kamaldeep Singh of Chandigarh Business School, in 56 Kg; Arun Dev Singh in 60 Kg; Amit Kumar in 67 Kg; Harjeet Singh in 82 Kg; Gurpreet Singh in 90 Kg and Ankur Sharma in 125 Kg won gold medals in power lifting competitions.
