47 inspectors, 31 SIs join the ranks
Karnal, November 30 The officers passed out from the portals of the Haryana Police Academy, Madhuban (Karnal), after taking a pledge to uphold the principles enshrined in the Constitution. The 47 inspectors include 36 males and 11 female officers, whereas the sub-inspectors comprise 11 males and 20 females. The passouts formally became part of the police force after the DGP Ranjiv Dalal took a salute at the passing-out parade today and have been deputed to different police stations for initial training. This is for the first time since 1993 that direct recruitment has been made. Eight inspectors were selected by the Staff Selection Board. On September 30, 2009, a batch of 72 directly recruited sub-inspectors and three inspectors under the sports quota passed out from the Haryana Police Academy, Madhuban. They are now undergoing training in different police stations of the state. With this batch, the Haryana Police hopes to strengthen its middle-level management by induction of young police officers of higher aptitude to deliver better service to the public with increased efficiency and sensitivity. The minimum educational qualification for these officers is graduation. “They are imparted training in various areas of policing, including investigation, knowledge of laws and procedures, forensic techniques, law and order control, sensitivity towards rights of weaker sections of society in addition to weapon training,” said Director Haryana Police Academy VN

Swine Flu: Patients placed in three categories
Sirsa, November 30 This has been done to check the large number of samples being sent to different centres of the National Institutes of Communicable Disease (NICD) and other government laboratories with testing facilities. The new guidelines prescribe that all individuals seeking consultation for flu-like symptoms should be screened at healthcare facilities and categorised A, B and C as per the symptoms.“Patients with mild fever and cough, sore throat with or without body ache, headache, diarrhoea and vomiting are to be categorisd as type A. Such patients do not require oseltamivir but their condition needs to be monitored for 24 to 48 hours. No tests needed for such patients and they should be quarantined at home,” the guidelines say. Patients with high-grade fever and severe sore throat have been categorised as type B(I) and they require isolation as well as the drug oseltamivir.Children with mild illness, pregnant women, persons aged 65 or older, those with lung, heart, liver, kidney or blood disorders, those suffering from diabetes, neurological disorders, cancer and HIV/AIDS and patients with long cortisone therapy have been categorised as B(I). All patients under category B(I) and B(II) need to be confined at home but none require tests for H1N1, the guidelines say. In addition to the signs and symptoms mentioned in categories A and B, patient may shows one or more conditions like breathlessness, chest pain, drowsiness, fall in blood pressure, sputum mixed with blood, bluish discolouration of nails. Children with influenza-like symptoms, persistent fever, convulsions, shortness of breath or worsening of underlying chronic conditions are categorised as type C patients and this category requires testing and immediate hospitalisation. “Ever since the new guidelines have been enforced, we have been getting reports of samples sent by us to the NICD within 48 hours. “Earlier, it used to take much longer,” said Dr Viresh Bhushan, nodal officer on swine flu at the general hospital here.

Probe deaths or face stir: Kundu khap
Jind, November 30 His death was followed by “suicide” by his younger brother and his mother a couple of months back. The family hailed from Kharakgagar village in the district. Leaders of Kalwa Barah Tapa and Kundu Khap met the DC here this morning and sought immediate arrest of the alleged killers of Manjit Kundu. They also demanded action against police officials allegedly responsibile for the suicide by the mother and brother of the deceased. The body of Manjeet was recovered from a minor(canal) after being clubbed to death. “Though the mobile phone of Manjeet was recovered from the site, the police had not obtained details of the calls received and made. Instead, it had been trying to mislead the family on the investigations,” claimed Ram Diya, father of the victim. He said he had lost three members of his family but justice was being denied to him for reasons unknown. Sandeep and his mother reportedly committed suicide after the police booked a case against the family, including Ram Diya, after they sat on a dharna outside the office of the DGP at Panchkula, demanding a probe into Manjeet’s death. “My wife and son ended their lives after they were booked in a false case by the police,” claimed Ram Diya. Alleging that some policemen may have been involved in the death of his son, he said, perhaps, this was the reason why no arrest had been made so far. “The case should be handed over to the CBI, the family be awarded compensation and a job given to the widow of Sandeep,” said Ramkishan, a panch of Kharakgagar. |

Madhuban (Karnal), November 30 The DGP, who was here for the passing out parade of inspectors and sub-inspectors, stressed on the need for evidence against criminals that could stand the scrutiny of courts as well as close monitoring of investigations to ensure that the accused were not acquitted for lack of evidence. Dalal, who held a meeting of police officials before the parade, said monitoring cells would be created within a week to closely follow investigations and a concerted effort would be made to increase the conviction rate. The need for such cells was felt for a long time as a large number of criminals were let off due to insufficient evidence. It was hoped that these cells would be effective in bringing the criminals to justice, the DGP said. Dalal said 50 such cases that needed to be monitored closely to ensure that the accused did not get bail had been identified and SPs directed to identify notorious gangs by January 31, 2010. He said police personnel involved in heinous crimes like rape and murder should also be awarded stringent punishment. Inadequate punishment increased pressure on the police force as it had to nab the culprits time and again and prolonged trials only helped the culprits, he said. Transfering of investigating officers and top police officers also affected the case to the advantage of culprits.On road accidents, the DGP said with increasing number of vehicles on roads, regulating traffic had become a major area of concern. The SPs have been directed to monitor the traffic staff weekly. Haryana was the only state with systematic checks on over-speeding, he added. |
Jats to step up pressure for reservation
Sonepat, November 30 This was announced by the state president, Dharam Pal Singh Chhoth, while presiding over a meeting of the district unit of the mahasabha yesterday. Educationist Hoshiar Singh Malik presided the meeting. Mr Chhoth squarely blamed Bhajan Lal for not implementing the recommendations of Gurnam Singh Commission regarding reservation for Jats on becoming Chief Minister in 1991, though before him these recommendations were accepted by the then Chief Minister Hukam Singh.Addressing the meeting, the national spokesman of the Mahasabha, Tara Chand Mor, gave a call for strengthening unity like the Jats , Gujjars and Meenas of Rajasthan and the Jats in Uttar Pradesh, Delhi, Madhya Pradesh and Himachal Pradesh to achieve the goal of reservation. The state porking president of women’s wing, Santosh Dahiya, recalled the contributions of Deenbandhu Chhotu Ram and former Prime Minister Charan Singh for the socio-economic and educational uplift of the Jat community and alleged that in Haryana the Jats were being exploited by political leaders for selfish political interests. “We got to do it now for the community, otherwise the coming generation wil lnot forgive us,” she said, emphasising that the blessings of the elderly and participation of the youth was must for the success of the agitation. |
Delay Ellenabad bypoll, Tarlochan writes to CEC
Sirsa, November 30 In a letter to Chawla, the Rajya Sabha member alleged that the Haryana Government led by Bhupinder Singh Hooda had acted with impropriety by announcing a package for Ellenabad at a rally there on Sunday. “Even before the assembly elections were held recently in Haryana, people all over India were critical of the the way the Chief Minister was spending government funds for personal publicity. “No one has so far inquired how crores of rupees were spent on TV and newspaper advertisements by the state Information and Public Relation Department,” said Tarlochan Singh. He said by assuring a government college in Ellenabad if the Congress candidate was elected in the byelection whenever held, Hooda had unabashedly tried to allure the electorate into voting for his party. “I am fully aware that the Election Commission of India takes notice of the activities when the election process has beenannounced and the code of conduct put in place. But what about ruling parties spending huge amounts to woo voters during the period when schedules for the bypoll are yet to be announced,” asked Tarlochan Singh in his letter. He said he was not against development of Ellenabad or any other area for that matter, but wanted that there is some mechanism in place to check such “bribery.” |
Police readying to fight cyber crime
Karnal, November 30 A multinational company, NESCOM, will establish a lab here which would become functional by January 2010, DGP Ranjiv Dalal said. Cyber crime experts from the private sector would be hired to train police officers in cracking the crime and a band of 30 young inspectors. Among them would be Rajesh Kumar, who had nabbed the notorious Raja gang of Panchkula engaged in highway robberies as well as busted
several inter-state gang of robbers. “Cyber cell is the need of the hour and every district in the state should have such a cell to fight crime like sleazy MMS, hacking, illegal transfer of

Yamunanagar: A three-year-old boy who had gone missing was found dead in Mahilawali village of Bilaspur town this morning. The parents alleged foul play and demanded a probe into the death. Birdas said his son, Krish, went missing while playing outside the house of his maternal grandparents at Mahilawali village. “We tried to search for him and then lodged a complaint with the police. We searched for him throughout the night. In the morning his body was found near the village,” the shocked father said. The body has been sent for a post-mortem examination, the police said. |
Congress rally a flop show: INLD
Chandigarh, November 30 In a statement issued here today, president of the INLD Om Prakash Chautala claimed that despite misusing official machinery and bringing crowd from outside Ellenabad, the rally was an indication that the people of the state would not tolerate the Hooda government, which was formed by negating the electorate’s verdict, for long. Chautala said Chief Minister Bhupinder Singh Hooda’s statement in the rally that Ellenabad would be developed only after the victory of the Congress candidate from there showed his frustration. Hooda’s statement was not only against the democratic norms but was also an insult of the people of Ellenabad and the state. He alleged that Hooda had tried to give a message that his government would not undertake development of those constituencies in which the Congress candidates had lost. The INLD leader alleged that for the past five years Sirsa district along with certain other areas of the state had been discriminated against in the matter of development. He said the Rs 10 crore sewer and Rs 18 crore drinking water scheme announced by Hooda in the rally were sanctioned two years ago and their tenders had been already invited. He said the people of Ellenabad had been hurt by this attitude of Hooda and they would teach the Congress a lesson during the byelection. |
Surjewala announces four new roads
Kaithal, November 30 The company will collect toll tax for the next 15 years and a cheque of Rs 150.30 crore had already been handed over to the Chief Minister in this connection. He said government vehicles, ambulances, two-wheelers and agricultural-related machinery would be exempted from payment of toll tax on these roads. He said construction works on these roads would be completed in the next two years. During the press conference, the minister said a sum of Rs 21 crore had been spent on providing free of cost water supply connections to people living below poverty line, installation of tubewells and laying of water supply pipelines in Kaithal constituency. Similarly, Rs 30 crore had been spent in Kalayat, Rs 12 crore in Pundri and Rs 14 crore in rural areas of Guhla. He said besides water supply related construction works worth Rs 12 crore were
under execution in all four assembly constituencies in the district. During his daylong tour to Dhons, Khanouda, Kathwar, Geong, Bhaini Majra and Deodh Kheri, Surjewala announced grants worth Rs 2 crore for various development works in these villages. He said the construction works on super multi-speciality hospital in Kaithal was at an advanced stage and the work would be completed by March 2010. He further said construction works on Railway overbridge in Kaithal was in full swing and it would be completed by 2010 end. The existing bridge on Bidhikayar tank would be widened to 40 feet, he added. |
Experts discuss effect of radiation on health
Kaithal, November 30 Chief guest Prof Narender Nath, noted nuclear physicist, said a new region between micro and macro world had emerged for exploration by both experimentalists and theorists. Although much has been achieved by nano-technologists, theoretical investigations were still in the preliminary stage, he added. He further said these investigations might lead to a new look of fundamental interactions. Dr SK Chakarvarti from NIT, Kurukshetra, explained small but miraculous wonders of nano devices through beautiful pictures that may be made available in the market within next five years. However, some of the delegates said these were dreams and might not be accessible to the common man. A couple of speakers led by Dr Krishan Kant, principal, APG College, Ballabhgarh, elaborated the effects of environmental radiations on human health. Dr Nafa Singh, Dr RK Moudgil and Dr Rajesh Kharab from KUK were other prominent speakers. Over 100 technologists and physicists from neighbouring universities/institutes/colleges participated and twenty invited talks and research papers were presented with main emphasis on nano-technology, nuclear physics, radiations hazards and ground water pollutions. Kurukshetra, November 30 Launching a music album “Bichhora”, produced by students of MSc music, media and electronics, chief guest Prof MK Jain, Dean, Faculty of Commerce and Management, said Kurukshetra University had become a number one university by introducing the music album. After completing the course, students would be efficient enough to establish themselves. The Institute of Mass Communication and Media Technology Director, Prof BK Kuthiala, said the launching of the album showed the efficiency of students. Kuthiala said radio, TV and web were the best sources of information and entertainment and these sources were based
on music. A professor of mass communication Dr Rajbir Singh said the objective of the workshop was to give information to the students about the field of radio and its different aspects in order to make them efficient for employment. This workshop would be beneficial for students on educational and vocational levels, he added. Power corps float voluntary disclosure of load scheme
Gurgaon, November 30 A spokesman for the utilities said no penalties would be levied on the applicants for getting their unauthorised load regularised. The corporations have also simplified the procedure for regularisation of unauthorised extended load for the convenience of consumers. Giving details, he said for regularisation of domestic and non-domestic load, the applicants would be required to submit the application and agreement form. There will be no need of submitting the term and conditions forms or affidavits. However, the applicant would give an undertaking that he will abide by all the terms and conditions of the power supply. For regularisation of extended load there will be no need to submit the test report up to an extension of 20 KW of load. The extended load would be regularised after having necessary certificate from the applicant(s). They will be required to deposit the consumption security; fixed connection charges etc. and the extended load shall be considered as regularised immediately. The industrial consumers may declare there unauthorised load by submitting an application and agreement form along with test report. They need not submit any terms and conditions forms and affidavits. However, they will have to deposit the requisite advance consumption security and service connection charges for the extended load. The extension of load shall be regularised with the existing system - lines and transformers etc - if they can take up the load. In case the existing system cannot take up the load declared by the industrial consumers, the existing equipment/transformers would be augmented. In case the capacity is not available in the feeding sub-station, the consumer shall be asked to remove the unauthorised extended load. |
Gang busted, three held
Rohtak, November 30 According to district police chief, the success in the case came after a CIA team of the Rohtak police intercepted a car on the Sampla bypass on the basis of a tip-off on Saturday night. The occupants of the car allegedly opened fire on the police party and tried to flee. However, the police were able to overpower the criminals. No one was injured. The accused have been identfied as Amit, Anoop and Takdir, all from Haryana. During interrogation, they admitted that they were involved in 30 cases of carjacking and motorcycle thefts in Rohtak, Panipat, Karnal and Delhi. —

Left to hold protests against rising prices
Jind, November 30 The parties resolved that they will observe a “demand week” from December 7 to 14 by holding protests at block offices all over the state in the first phase of agitation. Gheraos and court arrest at the district-level would be organised on December 28 and 29, respectively, during the next phase. Inderjeet Singh, CPM state secretary, said both the state and central governments were ‘insensitive’ towards the needs of the common man, and no steps have been taken to check the rising prices, especially of food items. Hundreds of delegates from various districts who took part in the convention expressed deep anger over the weak public distribution system, which leaves people at the mercy of market forces. The main demands of the Left parties included immediate rollback of prices, strengthening of PDS, implementation and expansion of NAREGA, compensation for the crops damaged due to drought, restoration of trade union rights and enhancement of investment in the agricultural sector. |
