Dera Bassi/Zirakpur, November 23 The police conducted a raid and arrested Sohan Lal, a resident of Zirakpur, and Varinder Singh, a resident of Baltana. A case has been registered under various sections of the Copyright Act, the police added. Meanwhile, the Zirakpur police booked a Dadu Majra-based DJ for playing songs without seeking the permission of a music company. The police said an official of Speed network had lodged a complaint against the DJ. A case has been registered. |

Patiala, November 23 Preneet Kaur, Union Minister of State for External Affairs, was awarded Doctor of Science (Honoris Causa) degree for her outstanding social work. “It is a matter of pride that the institute has produced not only world-class technocrats, but its students have also made their presence felt in various other spheres, including the country’s premier civil and police services,” she said. “I am of the firm belief that the institute shall continue to excel in human resource development in different fields and contribute in a big way in nation-building and win laurels at the international level as well. ‘Technoquest’ at Modi College
Patiala, November 23 While inaugurating the event, S Manjit Singh Narang, Commissioner, Municipal Corporation, Patiala, laid stress on the practical relevance of such technical events in the modern technology oriented world. He also urged the students to work religiously to achieve success in this competitive era. Dr SK Bhardwaj, principal of the college, said congregation of technical minds has become a tradition. He said number of competitions has been extended from four to six. Dr Kanwaljit Singh, director, University Computer Centre, Punjabi University, Patiala, presided over. Ambala MLA up in arms against admn
Ambala, November 23 The blockage was triggered off after the police allegedly had an alteration with a resident of Tundla village. The incident occurred when Billu was on his way home to from Ambala Cantt. He was stopped by the police for checking and an alteration ensued. Billu alleged that the police misbehaved with him. He informed his brother, village sarpanch, who in turn sought the help of the MLA and his supporters. Vij used strong words to state that ever since the BJP won, the Congress had not taken its defeat well and was ensuring that the Congress did not let the official machinery of the district support the MLA in any work. Vij further said they had been watching the proceedings for the past month since they had won here and today after failing to find the police or any one else to listen to their grievances they were forced to take this extreme action and block the highway. The MLA along with his supporters protested in front of a police station and demanded action. The protest continued till evening. However, no official came forward to meet the MLA or address his demands. Vij, later in the evening, stopped the protesters and said they would not let the matter rest. He said they would protest tomorrow. |

Avail of right within reasonable time: HC
Chandigarh, November 23 Justice Mahesh Grover asserted: “The courts ought not to interfere in cases where a person without any plausible explanation chooses not to knock the doors of the court in the event of violation of an enforceable right. In the instant case, more than 5 years have elapsed since the passing of the order releasing the retiral benefits to the petitioner.” In his petition, Bachan Singh had prayed for grant of interest at the rate of 18 per cent per annum on the delayed payment of gratuity released to him. Working as a librarian, he retired from the service in 2001. His gratuity and some other retrial benefits were not released, compelling him to file a writ petition. Disposing of the petition in August, 2004, the high court had directed the state of Punjab and other respondents to decide his legal notice by passing a speaking order. The respondents, subsequently, released the gratuity and other retiral benefits. Justice Grover asserted: “The grievance of the petitioner is that from 2001, when he retired, till 2004, when the gratuity was released to him, the respondents had no justifiable reason to withhold this benefit and therefore, he was entitled to interest on the delayed payment.” “After hearing the counsel for the petitioner, I am of the opinion that the writ petition is misconceived. The order determining the rights of the petitioner was passed in 2004 and no justifiable reason has been given in the petition as to why the petitioner kept sleeping over his rights for such an inordinate long period….” “The denial of interest for the delayed payment was a cause that accrued to him at that point of time and going by the law of limitation even a suit would be barred today when the petitioner has made a grievance of the denial of interest. This court is thus of the opinion that the petition is highly belated and does not warrant any interference,” the court said. |

3 held for selling stolen vehicles
Mohali, November 23 The accused used to sell the stolen vehicles by affixing fake number plates. The police nabbed them when they are coming from Chandigarh towards Mauli Baidwan in a Lancer car, said Mohali SSP GPS Bhullar. Four live cartridges and .32 bore pistol have also been recovered from them. One of the suspects, Gurpreet Singh, is also wanted by the Samrala police in an attempt to murder case. During interrogation, a Lancer car and Santro car has also been recovered. Pal Singh, a property dealer of Mauli Biadwan, has lodged a complaint alleging that burglars took away Rs 2 lakh cash and jewellery worth Rs 7 lakh from his house last night. The occupants of the house were asleep when the burglars struck. The cash had been kept at home in connection with a land deal. The burglars also struck at other houses in the village. In another case, the burglars struck at the house of former Amloh MLA, Balwant Singh Shahpur. The occupants of the house were away when the burglars struck. Kamaljeet Singh, son of the MLA, has lodged a complaint with the police and has reported the loss of jewellery. |

Another case against morning stalker
Chandigarh, November 23 The police said the accused had robbed a 78-year-old woman after forcibly taking her into his car on September 14. The accused also threatened the victim, Kamla Devi, against informing the police. The victim did not report the matter to the police and it was only after he accused admitted before the investigating officials that he had robbed Kamla, the police registered a case after getting a complaint from her husband Balraj Sambher of Sector 35. The victim’s daughter, Kiran, told TNS that her mother went out for a walk on the fateful day at around 5.30 am. She saw a man standing beside a white Maruti car. He had opened the hatchback of the car. When her mother crossed him, he bundled her in his car and sped away. After a while, he stopped the car at some secluded place and asked the victim to remove her gold bangles, which she did. Then he asked her to give him her ring and earrings. The victim said she could not remove them and requested him to take away the same himself. “He warned her again not to report the incident to the police. My mother requested him to give her walking stick. The spectacles she was wearing were also missing and she somehow managed to find her way back home,” said Kiran. The family said the police contacted them on Sunday saying the accused had confessed to his crime. The victim was taken to the police station in the evening and the accused was paraded before her for identification. Though he was wearing a mask at that time, the victim recognised him from his appearance. He, too, identified the victim and told the police that he had a plan to assault the victim and rob her near the government school, but later decided to rob her after abducting her. |

Motorcyclist crushed under truck
Chandigarh, November 23 The truck driver fled from the scene leaving his vehicle behind. The deceased has been identified as Anil Kumar
Puri. The police said the mishap occurred at around 1.10 pm when Puri, a resident of Ram
Darbar, was coming from Mohali. He was working as a technician with a private company and The truck (HP-15-3227) rammed into the motorcycle from rear. The police shifted the body to the Sector 16 Government Multi-Specialty Hospital for post mortem examination. The victim is survived by his wife and two minor children. A case of causing death due to rash and negligent driving has been registered against the truck driver. |

Two bikes, scooter stolen
Chandigarh, November 23 Vikram Singh, a resident of Bank Colony, Mani Majra, reported that an unidentified person had stolen his Bajaj Pulsar motorcycle (CH-03-L-4983) from the parking lot of the Football Stadium, Sector 17, on November 17. In another similar incident, Ayodhya Parshad, a resident of Mauli Jagran Colony, Mani Majra, reported that someone had stolen his motorcycle (CH-03-R-5320) from in front of his residence during the intervening night of November 12 and 13. Similarly, Sanjiv Kumar Jain, a resident of Sector 41-A, lodged a complaint alleging that an unidentified person had stolen his scooter (CH-01-S-1031) from the Sector 34 market on November 21. Three cases of thefts have been registered.

IOC, Namdhari XI enter semis
Chandigarh, November 23 In the Pool A, IOC and Namdhar XI with seven and six points, respectively, have qualified for the semifinal matches, while in the Pool B, Army XI and PNB with five points each entered the semifinal after a tie breaker. The first match played between Army XI and Punjab National Bank ended in a draw, as both teams scored one goal each. The first half of the match witnessed a keen contest between both teams, however, no team could score any goal in the first 35 minutes of the game. In the second half, Jalwinder Singh of PNB scored the first goal for his team through a penalty corner in the 39th minute and soon after Army’s Eliazer Lakra scored the equaliser in the 42nd minute through a field goal. The Army XI got two penalty corners in the first half but could not convert any of them, while PNB also got two penalty corners and were able to convert one in the 39th minute of the game. The second match between the Oil and Natural Gas Corporation (ONGC) and Air India also ended in a draw, as both teams scored two goals each. ONGC’s captain Harpal Singh scored the first goal in the 31st minute after hitting the penalty stroke. In the 33rd minute, Air India scored the equaliser through Dhanpat Pillay, who converted the penalty corner and soon after ONGC’s B Topo scored the field goal in the 34th minute to give 2-1 lead to his team in the first half of the match. In the second half, both teams played an attacking game and in the 68th minute, Air India’s VS Vinay sounded the board through the field goal to level the score 2-2. The ONGC got two penalty corners and a penalty stroke but were able to convert the penalty stroke only, while the Air India got six penalty corners but failed to convert any of them. In the first semifinal to be held at 12 noon tomorrow, IOC team would clash with Army XI, while Namdhari XI would take on PNB in the second semifinal to be held at 1.30 pm. Chandigarh, November 23 Jugraj bagged a silver and bronze medal with 203 and 200 points in the boy’s 40 meter archery competition.
