Paddy lifting on in Fazilka
Fazilka, October 10 The reason, cited for non-payment, is that the Pungrain have adopted a system of releasing payment on-line to the commission agents only through 10 banks including State Bank of India, State Bank of Patiala, Punjab National Bank, Oriental Bank of Commerce, Punjab & Sind Bank, Uco Bank, HDFC Bank, Canara Bank, Axis Bank and Union Bank of India. A majority of the commission agents, particularly, in the rural purchase centres, do not have their bank accounts in these prescribed branches with on-line facility. Similarly, the farmers too do not have their accounts in these branches with the on-line facility. It is pertinent that Pungrain has not been able to update the on-line accounts of the commission agents. The commission agents are bound to make payments through cheques to the farmers. Earlier, the government had decided to make payment direct to the arhtiyas by the procuring agencies. But due to opposition from the arhtiyas, government had withdrawn its earlier decision. Now, as per fresh directions, issued by the financial commissioner development and principal secretary, Department of Agriculture in September 2009 that the kacha arhtiya will make payment to the seller through the account payees cheques only. The commission agents feel that the old system of releasing payment through the cheques be continued. Om Parkash Setia, president Arhtiya Association, Daya Krishan Sachdeva, former president and leading commission agent Davinder Sachdeva have demanded that the delay in payment should be removed forthwith and the commission agents should be issued cheuqes by the Pungrain as it has procured maximum quantity of paddy from the local grain market and the rural purchase centres. The other procuring agencies are making payment through the cheques to the arhtiyas, they added. According to official sources, the total amount due towards Pungrain to the commission agents and in turn to the farmers is around Rs 7.5 crores. The payment was to be released within 48 hours of purchased foodgrains according to the government directives. The inordinate delay has caused resentment amongst the commission agents and the farmers, who have been put into financial hardships for no fault of theirs. Out of the total paddy procurement of 1,64,805 quintals, nearly 50 per cent of the paddy, has been procured by the Pungrain. It has purchased a total of 75,300 quintals. The other procuring agencies have purchased Markfed 38,410 quintals, Punsup 34,490 quintals, Punjab State Warehousing Corporation 12,900 quintals, Food Corporation of India 1,350 quintals and private traders have purchased 2,355 quintals of paddy from Fazilka grain market and its 21 rural purchase
centres. |

Paddy lifting yet to pick up pace
Bathinda, October 10 According to details available, out of the total 55,343 metric tonne (MT) of paddy that reached mandis, six government procurement agencies and private buyers procured 44,844 MT. However, only 19,214 MT could be lifted till this evening while rest (more than half of the total procured quantity) was still lying in mandis. The details stated that till date, the Pungrain procured about 11,217 MT of paddy but 5,573 MT was still lying in the mandis; the FCI procured 4,377 MT but 2,922 MT were lying in the mandis waiting to be weighed and packed; the Markfed purchased 6,821 MT but 3,621 MT were still in mandis; the Punjab Agro procured 6,440 MT and lifted just half of it; and the Punjab State Warehousing Corporation purchased a total of 7,141 MT and it is yet to lift 4,811 MT of paddy. Meanwhile, the Punsup has purchased 6,995 MT of paddy while 4,522 MT could not be lifted. Confirming the details, sources in the district mandi office informed that lifting was yet to pick up pace. They added that various mandis in the Goniana block were facing congestion. Following the main grain market of Bathinda city, which was choked on Wednesday, about 16 mandis falling under the Goniana Market Committee witnessed the same situation on Thursday. Even after the allotment process of 179 rice shellers has been completed, the mandis are yet to see smooth processing of the paddy. Among others, Goniana main yard, Deon, Bhokhra, Har Raipur, Jandawala and Jida were badly affected. While the officials concerned claim that best efforts are being made to ensure smooth procurement, farmers are finding themselves unable to unload their crop in mandis and have been lodging resentment against the system. District mandi officer Narender Singh said, “The system is improving after the rice millers called off their strike. We hope that the process will be streamlined by Monday.” |

Sriganganagar/Abohar, October 10 As per the details, some farmers of Abohar-Fazilka belt had informed the authorities that a few landlords of Mahuana Bodla and other villages, claiming proximity to the corridors of power in Punjab, were conspiring to lay 7 km long cement pipeline to connect their farms with the tubewells that they intend top install at the banks of the canal. Accordingly preliminary survey was conducted by Jaswant Singh Sandhu, XEN Eastern Canal division that had the responsibility of maintenance of the canal in Punjab area. The team, led by Sandhu, had located pipes and requested the SSP Ferozepur to initiate proceedings against the offenders. Now, the irrigation officials in Rajasthan have formally lodged a complaint with their counterparts in Punjab to take action against the farmers, who had encroached upon the Gang canal land for installing tubewells. Notably, Maharaja Ganga Singh of Bikaner had to purchase land for construction of the Gang canal as the then Punjab government was not inclined to provide land free of cost on water sharing basis. — OC |

Mansa, October 10 It was presided over by the ex-MLA Sukhwinder Singh Aulakh. Parliamentary secretary Jagdeep Singh Nakai was the chief guest on this occasion. Nearly 35 colleges from Mansa, Bathinda, Sangrur and Barnala have been participating in the different events of this festival. Giddha, classical vocal, shabad and painting competitions were held today. In giddha LBS Arya Women College Barnala's team got first position while the team of Gurunanak College Budhlada stood second. LBS Arya Women College Barnala obtained first position in classical vocal while SD College Barnala secured second position. In shabad gian National College Bhikhi stood first while Gurunanak Budhlada stood second. During rangoli competition Barnala stood first while Gurunanak College Budhlada obtained second position. Parliamentary secretary Jagdeep Singh Nakai, college principal Sukhdev Singh and press secretary of the College Management Committee Balwinder Singh Dhaliwal addressed the gathering and narrated the importance of youth festivals. |

Mansa, October 10 As per his case history, he had turned violent several times causing injuries to his family members. “He got married a few years back but his wife left him due to his abnormal behaviour,” said Gurdev Singh, father of the patient. “He has been behaving in an abnormal way for the last six years and became violent many times,” he added. He was admitted to the Civil Hospital Mansa today. Dr Harpal Singh Sran, who has successfully treated such patients earlier, has started treament of the patient. Meanwhile, a function was also held in the Civil Hospital. Dr Subodh Gupta, SMO Civil Hospital, Dr Ajay Gupta, Dr Ranjeet Singh and Dr Karamjeet Singh participated in the function. They opined that along with the treatment the mental patients need respect in the society and also there is a need to take steps for the protection of their rights. |
