Sachin Kumar, resident of the same ward, said due to landslides since last couple of months, the situation has become worst. He alleged that landslides have occurred due to the digging work carried out on the hill by Sucha Singh, resident of Majra Mehtab village.

Hundreds of trees were cut down with out the permission of the forest department, Haryana. He also alleged that residents tried to stop Sucha Singh, but he didn’t bother.

A visit by the Tribune to take a stoke of the situation, reveals that due to landslides and hill slip a huge portion of the hill has slipped into the river and has covered over 75 per cent portion of the river affecting the smooth flow of water.

This might lead to flood like situation due to the over flow. The over flow of river towards the residential houses might damage over 500 houses near the river.

The residents told The Tribune that the local and district administration should take a serious note of the problem, as two years ago the over flow of river had washed away more than four houses of the same locality.

The river is in a dire need of huge retaining walls on both the sides, urged the residents.

HC diktats to check milk adulteration
Saurabh Malik
Tribune News Service

Chandigarh, September 15
The Punjab and Haryana High Court is all set to bring about another “white revolution”, this time by preventing the flooding of markets with synthetic milk. The six commandments issued by a Division Bench for the purpose include launching of special sample-collection drives, preparation of watertight cases against milk adulterators and increasing the number of laboratories in Punjab, Haryana and Chandigarh.

The Bench of Chief Justice Tirath Singh Thakur and Justice Kanwaljit Singh Ahluwalia has directed: “The Director, Health Services, shall, from time to time, call upon the district health authorities — the civil surgeons — to report regarding collection of samples of milk and milk-items; and shall also review follow-up initiated by the district health authorities.”

“The Director, Health Services, shall also take into consideration the rate of conviction achieved qua the persons, who have been put to trial for various offences under the Prevention of Food Adulteration Act, 1954, and if necessary, shall take all remedial measures, so that the guilty are not acquitted for any lapse on the part of the prosecuting agency, or its failure to observe necessary technicalities.”

“The state health authorities shall also re-determine the target to be assigned to the district health authority and government food inspectors more realistically, as the existing target noticed by us is inadequate to meet the demand of alarming ground realities.”

The fourth commandment to the district health authorities is to “launch a special drive/campaign for collection of samples under the Prevention of Food Adulteration Act, 1954, from time to time. This campaign be carried out at random with an element of surprise”.

The Bench also said: “The collection of samples shall be effected from both organised and non-organised suppliers and vendors; and the state governments may also take adequate action to increase the number of food laboratories in order to meet the need of increased number of samples taken by the field staff.”

Speaking for the Bench, Justice Ahluwalia asserted: “We do hope that the authorities concerned will not fail in the duty assigned to them under the provisions of the Prevention of Food Adulteration Act, 1954, and they will be able to meet the requirements of the time.”
