Diarrhoea Outbreak
Bassi Pathana, September 7 A visit in various areas of the town revealed that the garbage had been dumped out in open, which poses threat to the health of area residents. Residents of Dhobian Mohalla in Ward no. 13, Pur Mohalla in Ward no. 4 and those living near the telephone exchange alleged that the safai karamcharis of the council failed to pick up the garbage in time. “Stinking garbage is dumped in open adjoining the residential areas for days together and nobody cares to pick it up,” said Kamla Devi. Interestingly, a section of residents living adjoining the municipal council too said the garbage had been dumped adjoining the residential areas right under the nose of MC authorities. “Despite repeated attempts and written requests to the authorities, nothing has been done in this regard and foul stench continues to disturb the surroundings,” said Som Nath, manager of the Bassi Pathana gaushala. He said even as the piggeries had been prohibited in populated areas of the city, a large number of pigs could have been seen roaming around the residential areas and even outside the religious places without any check. He said the people had been dumping the garbage even adjoining the drains and the authorities had been failed to pick it up for days together. Neither any residents of the area had been sensitised about the matter nor safai karamcharis had been taught about the cleanliness. MC president Kulbhushan Malhotra said there had been only 22 safai karamcharis in Bassi Pathana and the authorities had needed at least 150 persons to clean the stench and pick the garbage from various streets. “Even if we try to sensitise people to clean surroundings, they simply oppose us. We have informed the people to build septic tanks and dispose off their waste before the arrival of garbage-picking vehicles, but to no avail,” he said. He added that the authorities had been facing financial crunch and the government had failed to act as per the requirements of the council. |

2 held for hoarding sugar worth Rs 6 cr
Rajpura, September 7 The accused have been identified as Amar Sharma, administrative manager of Spray Engineering Sugar Ltd, and Sanjeev Gupta, sales manager of the company. Amar is a resident of Phase-11, Mohali, and Sanjeev is a resident of Sector-15, Chandigarh. SHO Sadar Bikramjeet Singh said the accused had purchased sugar from Jai Mahesh Sugars in Maharashtra, a few months ago. As per norms, it is illegal to store sugar more than 2,000 quintals in a godown. The police got a tip-off today that nearly 20,000 quintals of sugar was hoarded in the godown of the company. The police contacted district food supply officer and raided the godown. “Though counting of sugar sacks is still on and it will continue till tomorrow afternoon, it seems that nearly 20,000 quintals of sugar is hoarded by the accused,” said the SHO. He said the price of sugar was increased by Rs 800 per quintal, a few months ago and it was expected that it would go up by Rs 1,000 more. He said the accused have been booked under Section 7 of the Essential Commodities Act. Investigations in this regard are on, he added. Meanwhile, the supporters of the accused claimed that they had all the papers in connection with the stored sugar and had submitted them to the police and the sugar stored was completely legal. |

Villagers mend link roads
Bassi Pathana, September 7 This has been done after a large number of accidents were reported in these villages during the past few months. However, the situation is still worse in many other villages, where the re-carpeting of roads was not done for the past many years. The residents of Raili village have filled deep holes on roads with soil and now, residents of its adjoining areas have also decided to fill holes, taking a cue from Raili residents. “Around a dozen trolleys of soil have been dumped on the roads, which are not repaired by the authorities for the past long time. The soil was then levelled by the area residents at their own cost,” said Gurjeet Singh, a resident of Raili village. He said the villagers collected nearly Rs 13,000 during the past few months to fill the unbearable holes on roads from Chunni to Raili villages, from Raipur to Raili villages and from Raili to Ghumandgarh village. At least Rs 25,000 would be spent upon the entire project of filling holes by soil, he said. Efforts were on to put mud on all the other link roads of the village as well, he said. He added that a large number of accidents took place due to the bad condition of these roads and the accidents increased manifolds during rainy season. The risk of driving two-wheelers increased manifolds during night, when people fall in dark and receive serious injuries. The area residents said at various places, the holes were as deep as four feet beside many other dangerous cracks on
these roads. “If someone receives a minor injury, he fails to get medication as the hospitals are quite away from the villages and there is hardly any expert in village to deal with the accident wounds,” said Harkishan Singh. Even today, two accidents were reported on the Morinda-Bassi Pathana road and near Raili village. The victims were rushed to hospitals in Fatehgarh Sahib and Morinda. |

Bassi Pathana, September 7 They tried to save themselves by avoiding the potholes on the road, but were struck by a speeding truck. The Tribune had highlighted the cause of accident and the next day all potholes were filled by the PWD staff in the town. Amardeep Singh Dharni, president, District Bar Association, said, had the officials acted on the complaints lodged with them by the residents, the precious lives could have been saved. People had lodged numerous complaints for plugging potholes, as several incidents of accidents were reported earlier but the authorities gave deaf ears. The residents had demanded action against the PWD authorities. |

Supporters of 2 Cong MLAs clash
Ambala, September 7 The incident occurred when Gurvinder Singh Attwal, a Congress observer from Punjab, was visiting here. The supporters of the MLAs assembled there to present their candidate as the rightful choice for a ticket. Somewhere during the meeting, the supporters started fighting with each other and it is alleged that lathis were also used in the attack. DK Bansal stated that it was an unprovoked attack from others and his supporters were only defending themselves. The supporters of MLA Nirmal Singh too made a similar claim. Nirmal Singh, who has been MLA from Naggal four times, is keen to contest from the Ambala seat after his constituency Naggal has been done away with after delimitation in the state and merged with the other constituencies in the district. He was not available for comment. DK Bansal, however, stated that he was not taking the incident lightly and would contact the party high command. |

Medical camp by Rotary Club
Patiala, September 7 Club president Kiran Sekhon and secretary Daljeet Cheema said during the camp over 200 members of the club were examined by health specialists from Gian Sagar Medical College and Hospital. They appreciated the help extended by the hospital in organising the medical camp. Dr AS Sekhon, principal of the medical college, said the hospital had the latest equipment, including state-of-the-art technology and the diagnostic tests. He said doctors were available for consultation during the camp. Patients suffering from various ailments were examined by teams of specialists from the departments of medicine, ENT, gynaecology, skin and pediatrics. Baba Balbir Singh, in charge of the ashram, thanked the hospital authorities and members of the club for organising the camp. He said the club would continue to organise such camps in future also, as these could provide medical help to the ashram inmates. |

PNB disburses loans worth Rs 18.82 cr
Kurali, September 7 The beneficiaries included 218 holders of kisan credit cards, agriculture advance of Rs 1.65 crore, Rs 2.52 crore to SMEs, Rs 3.63 crore for education/ housing/ vehicle and Rs 5.67 crore for other advances. All branches of Mohali district participated in the camp. DGM, circle head, Ludhiana, GS Chauhan was the chief guest while lead district manager, Mohali, Rajesh Kumar presided over the camp. Chauhan said during
the quarter ended June, 2009, the PNB had disbursed advances to tune of Rs 117 crore in Mohali district, including priority sector advances of Rs 43 crore and agriculture advances of
Rs 29 crore. He added that for economic development and uplift of weaker sections of society, the bank had opened the PNB RSETI (rural self-employment training institute) on the premises of the BDPO, Majri, office. Bassi Pathana, September 7 Principal, Dr RK Sharma, presided over the seminar whereas Col Pardeep Kumar was the guest speaker. Kiranjit Kaur, a 3rd semester student of MBA, presented a paper on the proposed parameters of the new education policy. Dr RK Sharma dispelled the fears of the students regarding scrapping of the class X examination. He expressed the view that the old education system had been tried for all 63 years and we should implement the new system and review should be done to overcome its shortcomings, if any. The students and teachers held a discussion and a clear perspective emerged about various facets of the new education policy. |

3 booked for fraud
Dera Bassi, September 7 According to the police, Paramjit Singh, a resident of Ganesh Nagar, Rajpura, had filed a complaint against Inderpal Singh, Pritpal Singh and his wife Chankamal Kaur, all residents of Chandigarh, for having illegally sold him a piece of land at Madhopur village in Dera Bassi. He alleged that Pritpal’s wife Chankamal posed herself as Satwinder Kaur, the actual owner of the land, and a deal was finalised for Rs 85 lakh per acre of the land. It was after the trio took away an advance payment of Rs 25 lakh from him that he came to know about the fraud and reported the matter to the police. The police said the accused had been booked after recording the victim’s statement and the hunt to nab the accused was on. |

Husband held for murder
Bassi Pathana, September 7 He was presented in the court at Fatehgarh Sahib, which remanded him to judicial custody for 14 days. Before sending him to Nabha Jail, he was medically examined at the civil hospital. Sources said doctors had advised to constitute a board of doctors for his medical examination as he was not mentally sound. Hira Nand had murdered his wife by hitting her head with a wooden stick after a brawl between them. The couple used to live separately from their children in Chakri mohalla. Hira Nand is not mentally sound. |
Court keen on compensation norms for reinstated staff
Chandigarh, September 7 Justice Kannan asserted: “Whoever commits a breach or violates a provision shall restore the benefit, which the respective parties would have obtained, but for the breach... No freebies, but employment only will trigger development. Giving money is the worst incentive to work”. Quoting Leo Tolstoy, Justice Kannan added: The more is given the less the people will work for themselves, and the less they work the more their poverty will increase. The workman shall have, therefore, the benefit of reinstatement. Justice Kannan added: “The reinstatement shall not be possible in case where the job was seasonal, or when the engagement had been on a project, which had been proved to be closed”. In case of failure on the part of the management to prove that no work existed, or that it was seasonal, the workman shall be entitled to reinstatement”. In another case, the Bench of Justice JS Khehar and Justice SD Khehar also issued notices to the state of Punjab, Haryana and UT Chandigarh through the departments of labour on laying down parameters on quantum of compensation payable to workman in lieu of reinstatement earlier ordered by the labour court. As an appeal filed by Anil Kumar against the Haryana Urban Development Authority came up for hearing, counsel AK Singh said there were no parameters stipulated on the instant issue; and as such the court should lay down the guidelines on the basis of which the compensation in lieu of reinstatement should be paid. Issuing notice of motion, the Bench asserted since the instant issue has larger ramifications, it considered it just and appropriate to issue notices to the two states and Chandigarh. The case will now come up for further hearing on September 22. |

Attempted Murder Case
Panchkula, September 7 The case dates back to July 19 when Dr Sofat had alleged that six persons attacked him when he was going to Morni with one of his friends, Dr Ravinder, and driver Nelson. The driver was seriously injured in the attack with two bullets hitting his chest. It was alleged that all six assailants, including a Ludhiana-based doctor, Dr Ramesh Pashan, who was in the Scorpio car, fled from the spot. The doctor runs a hospital, namely the Sofat Hospital in Ludhiana. It was later found that the doctor himself was involved in the case and had falsely implicated Dr Ramesh in the case. While the police is now on a lookout for the doctor, it was on August 23, the police arrested Varinder Sofat, a cousin of Dr Sofat, from Mohali under Sections 307 and 120 B of the IPC alleging that he was involved in the conspiracy to kill the driver. |

Woman denied bail in fake currency case
Chandigarh, September 7 The court of Additional District and Sessions Judge R S Attri dismissed his bail plea. Savinder was arrested on August 2 and the police had seized fake currency of over Rs 4 lakh from her possession. With her arrest, the police had busted an inter-state fake currency gang. The fake currency notes of Rs 1,000 denomination totalling Rs 2 lakh seized from her, while the remaining amount was in the form of notes of Rs 500 denomination. Savinder Kaur had been to Pakistan on five-six occasions in the recent past. She used to visit Pakistan with a religious group as a pilgrim. She said she used to bring fake currency from Pakistan on payment of Rs 40,000 for fake currency of Rs 1 lakh. She used to sell every lot of fake currency of Rs 1 lakh for Rs 55,000 to Yudhvir Singh alias Yodha, who was arrested by the police before her. Yudhvir’s further used to supply fake currency to his agents on payment of original currency worth Rs 65,000 for every lot. The police arrested the woman after interrogating Yodha. It had earlier arrested Raj Kumar Gill, Ravi Chaudhary, Gurminder and a minor, who gave them information about their associates. |

Notice issued to Burail jail supdt
Chandigarh, September 7 The court has issued notice to the jail superintendent to
appear in the court on September 8. The accused, Wasim Chand, was arrested in a case of robbery under Sections 392, 34 of the IPC on May 21 at the Sector 36 police station. He was granted bail by the court of JMIC, Pritpal Singh on September 3, said Varun Uttreja,
his counsel. He furnished the bail and security bonds on September 5 but even after two days, the jail authorities failed to release him, following which the application for initiating contempt of court proceedings against the superintendent has been moved, informed the counsel. |

Two years on, conman still at large
Mohali, September 7 The fraud was detected after Mohan Singh, brother of the deceased owner, approached GMADA with a decree from a Jalandhar court, wherein the authority had been directed to transfer his due share in the property in his name. But it was too late as the conman, after clearing the dues, got the NOC and sold it to Pritam Singh, a resident of Phase X here. After investigation by GMADA, an FIR was lodged with the Phase 8 police station in January, 2007. Now after two years, the police has again swung into action and conducting raids to ascertain the whereabouts of the conman. So far, the police has no clue about the whereabouts of the conman. “We are hopeful of tracking him down,” said a police official. Going into the background of the case, the GMADA probe revealed that the original allottee deposited the extension fee till 1990. But after that there was no correspondence from him despite the authority writing letters in 1999 and 2002. Then suddenly in July, 2006,GMADA received an application to get conveyance deed of the plot registered. On the basis of forged documents, the conman got the conveyance deed registered from the tehsil office. Subsequent to the registration of the conveyance deed, another application for issuing of the NOC was made to GMADA and the plot was sold to Pritam Singh. After selling the plot, the conman disappeared. |

Cop beaten up
A constable of Chandigarh police, Rajesh Chand filed a complaint against Mukesh Kumar of Hallo Majra, Ranbir Singh, Rakesh Kumar and Hari Ram, all residents of Chandigarh, who beat him up on duty near Kali Bari light point, yesterday. A case under Sections 323, 332, 341 and 353 of the IPC has been registered at the Sector 31 police station. The accused have been arrested in this case.

The police has registered a case against Dharamjit and Shanty of Sector 26, both occupants of Motorcycle (CH-01-Z-3874), who hit the Santro (CH-04-E-3213) near SGGS Light point, yesterday. A case under Sections 279 and 337 of the IPC has been registered at the Sector 26 police station. |

Chandigarh, September 7 GNPS players decided to bat first after winning the toss. They scored 171 in 50 overs. Their openers Abhishek Verma (39 off 67 balls) and Karan Goel (31 off 72 balls) scored well. Shubham Mahajan (with the score 44 off 58 balls) was the other contributor with the bat for GNPS. Udit Mehta (5 for 39) and Talwinder (3 for 34) were the main wicket-takers for St Stephen’s School. Chasing the total of 171 runs, St Stephen’s was bundled out for 113 in 42 overs.
